<p align="justify">Since reform and opening-up of our country, market economy gets fast development and the enterprise marketing management mode has changed a lot. Then there is the unceasingly rich enterprise financial management and development. If the original financial concept do not change, it will be hard to adapt to the needs of economic development in the new period. So only by a careful analysis of new problems in the enterprise development, correctly judge the current situation can an enterprise survive in the change. In the face of the new situation, enterprises will encounter various financial problems in management and it is difficult to find scientific and reasonable solutions if they do not deal with them seriously. This paper synthesizes the financial problems in the process of enterprise development under the new situation and puts forward the corresponding solutions in order to provide help for the financial personnel to deal with related problems. </p>

Financial information system is an information system that provides information to individuals or groups of people, both inside and outside the company that contains financial problems and information about the flow of money for users in the company. Financial information systems are used to solve financial problems in a company, by meeting three financial principles: fast, safe, and inexpensive.Quick principle, the intention is that financial information systems must be able to provide the required data on time and can meet the needs. The Safe Principle means that the financial information system must be prepared with consideration of internal controls so that company assets are maintained. The Principle of Inexpensive, the intention is that the cost of implementing a financial information system must be reduced so that it is relatively inexpensive.Therefore we need technology media that can solve financial problems, and produce financial information to related parties quickly, safely and cheaply. One example of developing information technology today is computer technology and internet. Starting from financial problems and technological advances, the authors make a website-based financial management application to facilitate the parties that perform financial management and supervision.Method of development application program is used Waterfall method, with the following stages: Software Requirement Analysis, Software Design, Program Code Making, Testing, Support, Maintenance.

The contribution made by Canada in providing the means for the Technical Conference was gratefully acknowledged, and the terms of reference were summarized as approved by Council of the FAO. Briefly, these are — to discuss the scientific and technical means of solving problems and reaching objectives in fisheries management and development. Significant problems that have become evident since the UN Conference in 1955 are: an urgent need for management of most of the traditionally fished stocks; decreasing rate of growth of the world fish catch in the face of increasing demand; economic interactions from greatly intensified fisheries and fishing enterprises; importance of development in relation to management. The need to take the long view in approaching these problems was emphasized, as well as the great value to be derived from recognition of existing deficiencies in organizations or methods. Universally acceptable rules for control of fisheries, and participation by all nations in supplying fisheries data essential for efficient management, are obvious requirements of high priority.

In the face of a new serious crisis in Europe caused by the coronavirus pandemic, Russia has taken an ambiguous position. On the one hand, it was spreading fake news and, on the other hand, it was providing Italy with symbolic support. Russia’s immediate goal was to persuade the European Union (EU) to reduce or lift sanctions. The new situation provides a new argument to those participants of the European debate who are in favour of normalisation and even reset of relations with Russia. Among them, the voice of France is particularly clear since its President Emanuel Macron has taken up the initiative to build the ‘architecture of trust and security’ with Russia. These proposals, which are now quite vague, are based on questionable  assumptions and deepen divisions in Europe and the crisis in transatlantic relations. By rising Moscow’s hopes for some form of (geo)political bargain, they in fact encourage Russia to continue its aggressive policy towards its European neighbours. An alternative approach based on several principles is needed in the debate on EU policy towards Russia: developing all five Mogherini’s points; maintaining sanctions against Russia until the reasons for their introduction cease to exist; symmetry of commitments and benefits related to limited cooperation with Russia; inviolability of key interests, security and sovereignty of EU and NATO member and partner states; and balancing the dialogue with the Russian authorities by supporting Russian civil society. Europe can survive without Russia but Russia cannot survive without Europe, which is why European policy needs consistency and strategic patience.

This study aims to observe how local government financial management is in the face of the Covid-19 Pandemic—in particular, observing how budgeting, administration, and accountability of the Riau Provincial Government regarding the Covid-19 Pandemic. The research method used is a qualitative method with a type of case study. The data collection techniques used in-depth interviews, observation, and documentation. To ensure the validity of the data, triangulation was carried out by carrying out source triangulation and technical triangulation. The informants in this study consisted of key informants, primary informants, and supporting informants. Key informants are the head of the budget, the head of the treasury, and the head of the accounting and reporting sub-section. While the primary informants and supporting informants were selected using the snowball sampling technique. Data analysis was carried out by collecting data, reducing data display data, and making conclusions. The results of the analysis show that the impact of the Covid-19 Pandemic caused the Riau Provincial Government to refocus and reallocate the budget four times. At the administrative and accountability stages, there are problems with recording Unexpected Expenditures, namely the absence of technical guidelines regarding the administration of Unexpected Expenditures, determining spending limits for emergencies and urgency. Another problem is the absence of valid data for the distribution of aid funds for MSMEs affected by Covid-19 as well as valid documents in the recording of grant assistance from third parties. This research contributes to the government in making policies in financial management in a disaster emergency.Keyword: The Covid-19 Pandemic, Financial Management, Refocusing, Reallocation, Administration, Accountability AbstrakPenelitian ini bertujuan untuk mengobservasi bagaimana pengelolaan keuangan Pemerintah Daerah dalam menghadapi Pandemi Covid-19 ini. Secara khusus mengobservasi bagaimana penganggaran, penatausahaan dan pertanggungjawan Pemerintah Provinsi Riau terkait Pandemi Covid-19. Metode penelitian yang digunakan adalah metode kualitatif dengan jenis studi kasus. Teknik pengumpulan data menggunakan teknik wawancara medalam, observasi dan dokumentasi. Untuk meyakinkan keabsahan data, triangilasi dilakukan dengan melaksanakan triangulasi sumber dan triangulasi teknik. Informan dalam penelitian ini terdiri dari informan kunci, informan utama dan informan pendukung. Informan kunci adalah Kabid anggaran, kabid perbendaharaan dan kasubid akuntansi dan pelaporan. Sedangkan informan utama dan informan pendukung dipilih dengan teknik snowball sampling. Analisis data dilakukan  dengan tahap pengumpulan data, reduksi data display data dan melakukan membuat kesimpulan. Hasil analisis menunjukkan bahwa Dampak Pandemi Covid-19 menyebabkan Pemerintah Provinsi Riau melakukan refocusing dan realokasi anggaran sebanyak empat kali pergeseran anggaran. Pada tahap penatausahaan dan pertanggungjawaban terdapat permasalahan pencatatan pada Belanja Tidak Terduga yaitu tidak adanya juknis tentang penatausahaan Belanja Tidak Terduga, penentuan batasan belanja untuk keadaan darurat dan mendesak.  Permasalahan lainnya yaitu tidak  adanya data yang valid untuk penyaluran dana  bantuan bagi UMKM yang terdampak Covid-19 serta dokumen yang valid dalam pencatatan bantuan hibah dari pihak ke tiga. Penelitian ini memberikan kontribusi kepada pemerintah dalam membuat kebijakan dalam pengelolaan keuangan pada keadaan darurat bencana. Kata Kunci :  Pandemi Covid-19, Pengelolaan Keungan, Refocusing, Realokasi, Penatausahaan, Pertanggungjawaban

With the fast development of IoT technologies and the potential of real-time data gathering, allowing decision makers to take advantage of real-time visibility on their processes, the rise of Digital Twins (DT) has attracted several research interests. DT are among the highest technological trends for the near future and their evolution is expected to transform the face of several industries and applications and opens the door to a huge number of possibilities. However, DT concept application remains at a cradle stage and it is mainly restricted to the manufacturing sector. In fact, its true potential will be revealed in many other sectors. In this research paper, we aim to propose a DT prototype for instore daily operations management and test its impact on daily operations management performances. More specifically, for this specific research work, we focus the impact analysis of DT in the fitting rooms’ area.

The face value of the issue was much smaller than what was typically encountered in the local market. The case describes how Viesturs Sosars, Chief Executive Officer of RSL, made this financing decision and how the difficulties at maturity were overcome. Expected learning outcomes Learn about financing options available for an small- or medium-sized enterprise in the case of inability to issue additional equity combined with an already high debt ratio. This study aims to formulate village financial management based on local traditions of village communities. The research method uses a qualitative descriptive approach, which is a method that seeks to present a picture of the objective reality that occurs in a condition or environment in a particular place. Environmental context (Site) in this study is Sindang Pakuon Village, Cimanggung District, Sumedang Regency and Ciburial Village, Cimenyan District, Bandung Regency, West Java Province. Presence of village funds is acknowledged to have changed the face of the village which previously seemed neglected, now looks better. Village infrastructure such as village roads is more convenient for motorists and pedestrians. Road to distribution of agricultural products has been built so that the travel time to move agricultural products from the fields to the market location is faster. Although village funds have brought changes to public facilities in the countryside, they have a fading effect on aspects of village tradition. Emergence of this fading is because the nomenclature that regulates the use of village funds does not yet accommodate the local aspects of rural areas.

The article presents a comprehensive methodology for the formation of a business strategy for the development of an enterprise, which makes it possible to increase its economic stability in the face of changes in the parameters of the functioning environment. It has been established that ensuring the competitiveness of an enterprise should be based on alternative options for its development, depending on the influence of external factors and the level of risk when focusing on one or another variant of the production and economic activity of the enterprise. Each enterprise is a complex system of interacting elements. Models of strategic management of the enterprise at a choice of strategy are analysed. Building principles and methods of analysis, modelling and management of economic risk is of great importance for making optimal decisions in conditions of uncertainty and conflict in solving certain economic problems, including the formation of business strategy for enterprise development.
