This study aims to observe how local government financial management is in the face of the Covid-19 Pandemic—in particular, observing how budgeting, administration, and accountability of the Riau Provincial Government regarding the Covid-19 Pandemic. The research method used is a qualitative method with a type of case study. The data collection techniques used in-depth interviews, observation, and documentation. To ensure the validity of the data, triangulation was carried out by carrying out source triangulation and technical triangulation. The informants in this study consisted of key informants, primary informants, and supporting informants. Key informants are the head of the budget, the head of the treasury, and the head of the accounting and reporting sub-section. While the primary informants and supporting informants were selected using the snowball sampling technique. Data analysis was carried out by collecting data, reducing data display data, and making conclusions. The results of the analysis show that the impact of the Covid-19 Pandemic caused the Riau Provincial Government to refocus and reallocate the budget four times. At the administrative and accountability stages, there are problems with recording Unexpected Expenditures, namely the absence of technical guidelines regarding the administration of Unexpected Expenditures, determining spending limits for emergencies and urgency. Another problem is the absence of valid data for the distribution of aid funds for MSMEs affected by Covid-19 as well as valid documents in the recording of grant assistance from third parties. This research contributes to the government in making policies in financial management in a disaster emergency.Keyword: The Covid-19 Pandemic, Financial Management, Refocusing, Reallocation, Administration, Accountability AbstrakPenelitian ini bertujuan untuk mengobservasi bagaimana pengelolaan keuangan Pemerintah Daerah dalam menghadapi Pandemi Covid-19 ini. Secara khusus mengobservasi bagaimana penganggaran, penatausahaan dan pertanggungjawan Pemerintah Provinsi Riau terkait Pandemi Covid-19. Metode penelitian yang digunakan adalah metode kualitatif dengan jenis studi kasus. Teknik pengumpulan data menggunakan teknik wawancara medalam, observasi dan dokumentasi. Untuk meyakinkan keabsahan data, triangilasi dilakukan dengan melaksanakan triangulasi sumber dan triangulasi teknik. Informan dalam penelitian ini terdiri dari informan kunci, informan utama dan informan pendukung. Informan kunci adalah Kabid anggaran, kabid perbendaharaan dan kasubid akuntansi dan pelaporan. Sedangkan informan utama dan informan pendukung dipilih dengan teknik snowball sampling. Analisis data dilakukan  dengan tahap pengumpulan data, reduksi data display data dan melakukan membuat kesimpulan. Hasil analisis menunjukkan bahwa Dampak Pandemi Covid-19 menyebabkan Pemerintah Provinsi Riau melakukan refocusing dan realokasi anggaran sebanyak empat kali pergeseran anggaran. Pada tahap penatausahaan dan pertanggungjawaban terdapat permasalahan pencatatan pada Belanja Tidak Terduga yaitu tidak adanya juknis tentang penatausahaan Belanja Tidak Terduga, penentuan batasan belanja untuk keadaan darurat dan mendesak.  Permasalahan lainnya yaitu tidak  adanya data yang valid untuk penyaluran dana  bantuan bagi UMKM yang terdampak Covid-19 serta dokumen yang valid dalam pencatatan bantuan hibah dari pihak ke tiga. Penelitian ini memberikan kontribusi kepada pemerintah dalam membuat kebijakan dalam pengelolaan keuangan pada keadaan darurat bencana. Kata Kunci :  Pandemi Covid-19, Pengelolaan Keungan, Refocusing, Realokasi, Penatausahaan, Pertanggungjawaban

The results showed that the management of unexpected costs was carried out through the planning stage by reallocating and centralizing the budget. At the administrative and accountability stage, there are problems in recording Unexpected Expenditures, namely the absence of clear technical guidelines regarding the implementation of Unexpected Expenditures, setting spending limits for emergencies. There is no valid data for the distribution of aid funds for MSMEs affected by Covid-19 as well as valid documents for recording third party grant assistance. This study aims to explain the concept of policy that needs to be implemented by the government in counteracting of religious intolerance. Based on the factors of population equality and economic prosperity, the government must be regarding the socio-religious aspect of the migration program in the interior of Duri Bengkalis, Riau. In order to realize the ideals of national social development, the portrait of the process of migrating Christian Bataks’ to the interior of Duri must be an outlook for the social conflicts that occur. Highlighting the case of intolerance between Christian Bataks’ and Malay Muslim tribes Duri is important to be contextually examined through a research approach. As a literacy for developing unlimited tolerance in the frame of pluralism, it is very appropriate if this study is analyzed using the perspective of the sociology of development. The process of developing nation-building through a migration program, I take field data through qualitative research. The data source was taken directly to the informant with the snowball sampling technique. After the data were analyzed by the process of data reduction, data display, and conclusion, I found that government policy was not optimal in accommodating the migration program. There are still occur caused by the inferior of people for the meaning of pluralism. Although in general, the community has lived up to the philosophy of Pancasila, these implications are lowly in everyday life. Efforts to reduce conflicts that occur in Bengkalis, the government needs to develop a roadmap for policies on religious dialogue. Religious harmony is very important. It is impossible to realize tolerance without limits if the supporting instruments are not a priority agenda. Especially in areas prone to an inter-religious conflict which are actually caused by economic disparity and political oligarchy.Studi ini bertujuan untuk menjelaskan tentang konsep kebijakan yang perlu diterapkan oleh pemerintah dalam menangkal intoleransi beragama. Selain faktor pemerataan penduduk dan kesejahteraan ekonomi, penting kiranya pemerintah memperhatikan aspek sosial-keagamaan atas kasus migrasi yang terjadi di pedalaman Duri Bengkalis, Riau. Agar cita-cita pembangunan sosial secara nasional dapat terwujud, potret proses migrasi suku Batak Kristen ke pedalaman Duri harus menjadi outlook atas konflik sosial yang terjadi. Menyoroti kasus intoleransi antara suku Batak Kristen dan Muslim Melayu Duri menjadi penting untuk ditelaah secara kontekstual melalui pendekatan riset. Sebagai acuan mengembangkan toleransi tanpa batas dalam bingkai pluralisme, sangat pantas jika kajian ini, dianalisis menggunakan perspektif sosiologi pembangunan. Proses mengembangkan pembangunan bangsa melalui program migrasi, penulis mengambil data lapangan melalui penelitian kualitatif. Sumber data diambil langsung kepada informan dengan teknik snowball sampling. Setelah data dianalisis dengan proses reduksi data, display data, dan penarikan kesimpulan, penulis menemukan optimalnya kebijakan pemerintah dalam mengakomodir program migrasi. Hal utama yang menjadi pemicunya adalah masih rendahnya masyarakat memahami makna pluralisme. Walaupun secara umum masyarakat sudah menghayati falsafah Pancasila, tetapi masih rendahnya implikasi tersebut dalam kehidupan sehari-hari. Upaya meredam konflik yang terjadi di Bengkalis, pemerintah perlu menyusun roadmap kebijakan tentang dialog agama. Kerukunan agama sangat penting ditegakkan. Mustahil dapat mewujudkan sikap toleransi tanpa batas jika instrumen pendukungnya bukan menjadi agenda prioritas. Terutama di daerah-daerah yang rawan konflik antar umat beragama yang sejatinya disebabkan oleh faktor kesenjangan ekonomi dan oligarki politik.

Peat restoration as a government strategic program is a hot issue. This was initially thought to be the result of forest and peat fires which were the source of the worst smoke disasters in 2015. The World Bank estimated the impact of economic losses at Rp. 221 Trilliuns. In accordance with Perpres No. 1 In 2016, the government established the Peat Restoration Agency which became the leader in the implementation of peat restoration in Indonesia. It is important to note that peat restoration was designed with the framework of collaboration with many actors. Governments, communities, NGOs and the private sector are key actors in implementing peat restoration (collaborative governance). The actor's approach is the focus of this research by using collaborative governance theory as the main framework of research. This research uses a qualitative method with a case study approach. Researchers found that there was a failure of collaboration between actors in the peat restoration program in Riau. The unclear status of the Regional Peat Restoration Team (TRGD) and the inactivity of the Riau Provincial Government in supporting the peat restoration agenda are the findings of this study. Researchers see there are several factors that cause it to happen. Economic factors are the main because peat restoration is related to investment in forestry and oil palm plantations. Then the cause of the failure of collaboration between these actors was also caused by the lack of commitment from political leaders in Riau.

Migration and xenophobia are realities that cannot be ignored globally. Recently, there has been a plethora of xenophobic attacks as a result of structural and socio-economic conditions in South Africa. This paper aimed to establish the impact of xenophobic attacks on the livelihoods of migrants in selected provinces of South Africa. Researchers opted for a qualitative study using a case study design. Participants were drawn from the population in Limpopo, North-West and Mpumalanga Province. A snowball sampling technique was used to sample seven migrants from Zimbabwe, India, and Ethiopia using semi-structured interviews. Data were analysed thematically. The study revealed that most migrants who reside in the rural areas of South Africa seldom experience xenophobic attacks, and therefore their livelihoods are not always negatively affected. The study concluded that displacement, deportation, and loss of income due to xenophobic attacks are experiences of undocumented migrants in the cities and not in the rural areas. This study also makes recommendations that migration management policies be implemented fully in the rural areas because this is where undocumented migrants find comfort.

The aim of this research is yo understand the impact of the implementation of accrual-based accounting at Hastinapura Provincial Government. This research is a qualitative research with interpretive paradigm and using case study approach. Data collection is done through interviews, document review and observation. The results of this research show that accrual-based accounting implementation at Hastinapura Provincial Government involves the integration of accrual-based accounting practices in the scope of policy setting, human resources development of financial management, information technology system, and also evaluation and control system. The impact of the implementation of accrual-based accounting at Hastinapura Provincial Government was not merely a technical accounting change, but also requires change in work patterns and ways of thinking of financial managers.

Public Relations of the Bandung Regency Government realizes that its area has a lot of potential for various local wisdom and has a heterogeneous society. This study aims to explore and analyze the values of local knowledge in developing public relations strategies in the government of Bandung Regency, West Java province. This study uses a constructivist interpretive (subjective) paradigm through a case study approach. The results showed that the Bandung Regency Government runs its government based on local wisdom. Bandung Regency Public Relations utilizes local insight and the region's potential to develop a public relations strategy to build and maintain a positive image of Bandung Regency. The impact of this research is expected to become a source of new scientific references in the development of public relations strategies in every region of Indonesia, which is very rich with various philosophies.Humas Pemerintah Kabupaten Bandung menyadari wilayahnya memiliki banyak potensi kearifan lokal yang beragam, serta memiliki masyarakatnya yang heterogen. Penelitian ini bertujuan menggali dan menganalisis nilai-nilai kearifan lokal dalam pengembangan strategi kehumasan di pemerintahan Kabupaten Bandung provinsi Jawa Barat.  Penelitian ini menggunakan paradigma interpretif (subjektif) konstruktivis melalui pendekatan studi kasus. Hasil penelitian menunjukkan bahwa Pemerintah Kabupaten (Pemkab) Bandung menjalankan pemerintahannya berlandaskan pada kearifal lokal. Humas Pemkab Bandung memanfaatkan kearifan lokal dan potensi wilayahnya untuk mengembangkan strategi humas dalam membangun dan mempertahankan citra positif Kabupaten Bandung.Dampak penelitian ini diharapkan menjadi sumber rujukan ilmiah baru dalam pengembangan strategi kehumasan di setiap daerah Indonesia yang sangat kaya dengan beragam filosofi.

Self-stigma experienced by people who experience schizophrenia has influence on reduced self-esteem, on powerlessness, the weakening of hope, and a motivation towards recovery. The aim of this study is to explain the efforts of people suffering schizophrenia to manage their self-stigma through self-control, using a case study approach. Based on the purposive sampling technique, five people with schizophrenia were selected as the cases to be studied. Data collection techniques utilized in-depth interviews, observation, and documentary studies. The analysis of the study data employed the stages of data reduction, data display, and data verification. Improvement in study quality employed the triangulation of data sources by checking the data to determine its consistency. The results of this study indicate that people with schizophrenia who have the ability to self-control can overcome self-stigma through changes in the manner of viewing themselves, self-training through activities, having endurance, having an honest approach, being able to explain schizophrenia from a positive viewpoint, having initiative, and having a positive attitude and the courage to face challenges.

AbstractThe spread of COVID-19 has seen a contest over health governance and sovereignty in Global South states, with a focus on two radically distinct modes: (1) indicators and metrics and (2) securitisation. Indicators have been a vehicle for the government of states through the external imposition and internal self-application of standards and benchmarks. Securitisation refers to the calling-into-being of emergencies in the face of existential threats to the nation. This paper contextualises both historically with reference to the trajectory of Global South states in the decades after decolonisation, which saw the rise and decline of Third-World solidarity and its replacement by neoliberalism and global governance mechanisms in health, as in other sectors. The interaction between these modes and their relative prominence during COVID-19 is studied through a brief case-study of developments in Kenya during the early months of the pandemic. The paper closes with suggestions for further research and a reflection on parallel trends within Global North states.

Co-production is a solution by which the government provides public services. Co-production theory is built upon Western experience and currently focuses on the types of co-production in different policy stages, the barriers and governance strategies for co-production. However, little attention is paid to how political background will influence the co-production process. To fill the gap, we analyzed a case of co-production that occurred in China, and we characterized the political background as consisting of three main political features: political mobility, central–local relations, and performance measurement. Based on an in-depth case study of a government project in a medium-sized Chinese city, the impact and the changes of political features affecting governmental projects in different co-production stages are analyzed and assessed. We find that political features play a critical role in the co-production of China’s large government projects and may separately and jointly affect co-production. Government performance measurement affects the co-design and co-implementation of projects. Political mobility and changes in local government and performance measurement also affect the co-implementation continuity of the project. Political focus affects the co-design of projects. Central-local relations influence the support from higher government and the actual practices of lower government in the co-implementation stage.

Purpose The purpose of this study is to examine the impact of coronavirus disease 2019 (COVID-19) on indigenous contractors in a developing economy with a view to enhancing their performance. Design/methodology/approach The study used a purposive sampling technique to select 37 indigenous contractors with ongoing construction contracts in Osun State, Nigeria who provided data for the study. A structured interview protocol was used to elicit the required information from the interviewees and frequency, percentage and content analysis were used for data analysis. Findings The results showed that the critical impact of COVID-19 on indigenous contractors in a developing economy is: time overrun, loss of profit and creation of dispute. Further results showed that other impacts are a disruption in supply of labour, locally sourced materials are with additional cost, the additional cost of implementing COVID-19 protocols, difficulty in sourcing imported materials and absence of new jobs with the corresponding retrenchment of workers. Practical implications The study recommended special palliatives for the indigenous contractors from the government so as to cushion the impact of the pandemic on them, thereby enhance their survival and performance. A special arbitration panel is set up in each state of the federation to look at disputes arising from the aftermath of the pandemic, this is with a view to adequately compensate indigenous contractors with genuine and properly compiled claims. inferring from the findings of the study, it suffices to say that the severity of the impact of the pandemic is very high on indigenous contractors in developing economies, as such a better preparedness strategy could lessen the impact of such pandemic in the future. Originality/value The study is an attempt to unearth the impact of COVID-19 on indigenous contractors with ongoing construction contracts in a developing economy. The study will be of value to construction stakeholders in providing the information needed to devise strategies to minimise the impact of a pandemic on indigenous contractors in future projects thereby enhance their performance.
