Corona Virus Disease 2019 is currently still volatile. Large-scale restrictions stop activities outside the home that have a broad impact on life, including the field of education. Learning activities transition into online learning at home. Changes due to this condition pose challenges as well as opportunities for students and educators. The purpose of this study is to explore information on challenges and opportunities in online learning so that the results of this study can provide policy recommendations in the implementation of learning in the following semester. This survey research was conducted by distributing questionnaires (google forms) related to the challenges and learning opportunities for the second-semester students of the 2019 batch of Maulana Malik Ibrahim State Islamic University Malang. The results obtained indicate that elements of student dissatisfaction dominate each aspect of the majority during online learning. The conclusion obtained from this research is that online learning has obstacles to be transformed into opportunities as an alternative problem solving to the stability of the quality of Education.

With the advent of computers in education, and the ample availability of online learning and practice environments, enormous amounts of data on learning become available. The purpose of this paper is to present a decade of experience with analyzing and improving an online practice environment for math, which has thus far recorded over a billion responses. We present the methods we use to both steer and analyze this system in real-time, using scoring rules on accuracy and response times, a tailored rating system to provide both learners and items with current ability and difficulty ratings, and an adaptive engine that matches learners to items. Moreover, we explore the quality of fit by means of prediction accuracy and parallel item reliability. Limitations and pitfalls are discussed by diagnosing sources of misfit, like violations of unidimensionality and unforeseen dynamics. Finally, directions for development are discussed, including embedded learning analytics and a focus on online experimentation to evaluate both the system itself and the users’ learning gains. Though many challenges remain open, we believe that large steps have been made in providing methods to efficiently manage and research educational big data from a massive online learning system.

Building an effective online course requires an understanding of learning analytics. The study assumes significance in the COVID 19 pandemic situation as there is a sudden surge in online courses. Analysis of the online course using the data generated from the Moodle Learning Management System (LMS), Google Forms and Google Analytics was carried out to understand the tenants of an effective online course. About 515 learners participated in the initial pre-training needs & expectations’ survey and 472 learners gave feedback at the end, apart from the real-time data generated from LMS and Google Analytics during the course period. This case study analysed online learning behaviour and the supporting learning environment and suggest critical factors to be at the centre stage in the design and development of online courses; leads to the improved online learning experience and thus the quality of education. User needs, quality of resources and effectiveness of online courses are equally important in taking further online courses.

In this research article the researcher emphasized thetas move into the 21st century, many factors are bringing strong forces to bear on the adoption of ICTs in education and contemporary trends suggest will soon see large scale changes in the way education is planned and delivered as a consequence of the opportunities and affordances of ICT. It is believed that the use of ICT in education can increase access to learning opportunities. It can help to enhance the quality of education with advanced teaching methods, improve learning outcomes and enable reform or better management of education systems. By employing ICT in teacher training can save a lot of money of the Government. Moreover a lot of qualitative improvement can be seen as resource persons for the training can be best of the world. By employing ICT in administration can help in solving the problem of Absenteeism of students and teachers. Good quality content is one of the major issue and directly affects the standards of education and quality. By overcoming the certain challenges involved in the process of education can help a lot in this side. Conclusively a lot of quality improvement is possible after careful and planned implementation of ICT in education examination System with the help of real time mode.

Education is a central activity in advancing and developing the potential of students, which in this case are prospective students of Islamic religious education teachers at the Bontang Tarbiyah College of Sciences. With the outbreak of covid-19, educational activities have changed very significantly related to the implementation of learning activities from face to face to online learning. With these changes, it automatically forces education providers from basic to high levels to be able and creative in developing the online learning system. So that the results of online learning can be achieved properly, it is necessary to carry out training activities not only making learning videos but more importantly how a lecturer or teacher or student as a prospective teacher is able to use internet equipment such as using computers, using online learning tools, making online learning tools and the preparation of online learning materials and the process of implementing online learning. All of this is expected to produce the quality of education as expected.

ABSTRACTSupervise the government as the provider of public services to carry out their duties and authorities under applicable regulations. Large-Scale Social Restrictions are restrictions on certain activities in an area suspected of being infected with Corona Virus Disease 2019 (COVID-19), which causes the quality of public services to be disrupted. The Ombudsman has the task of supervising the implementation of shared services organized by state or government officials and private or individual bodies assigned the task of providing services according to minimum service standards as a benchmark for service delivery and assessing the quality of services to the community. The research method used is normative juridical research with a conceptual approach (Statute Approach).The results of this study are large-scale social restriction policies through the Mayor of Tarakan Regulation Number 17 of 2020, restrictions on activities outside the house such as the implementation of learning at schools and/or other educational institutions, Work From Home (WFH), religious movements in houses of worship, activities in public places, social and cultural activities and Mandatory rapid tests for those using Sea and Air transportation modes, and providing social assistance to communities affected by COVID-19. Ombudsman's supervision of public services during the COVID-19 pandemic in Tarakan City, namely by conducting coordination and control and cooperation with state and private officials as well as community or individual organizations, opening an Online Complaint Post for COVID-19 Affected Persons. Also, conduct unannounced checks to improve public services in the City of Tarakan. Based on the supervision, the receipt of reports on suspicion of maladministration and the Ombudsman's investigation results are subject to examination. Suppose it is proven that it has committed maladministration in public services, the Ombudsman of the Republic of Indonesia can take corrective action and provide recommendations/suggestions to state administrators to improve the quality of public services. Keywords: Surveillance; Ombudsman; Public Service; COVID-19 Pandemic

<p>O fenômeno denominado Juvenilização da Educação de Jovens e Adultos (EJA) é analisado no presente artigo como consequência da expulsão de jovens em defasagem idade-série da escola regular. O pressuposto é que o fenômeno tem se intensificado na medida em que a correção de fluxo tem funcionado como mecanismo de escape, utilizado por gestores com o objetivo de evitar as sanções previstas nas políticas de responsabilização às escolas e aos professores que não alcançam as metas de desempenho estabelecidas pelas diferentes esferas do sistema. São utilizados dados estatísticos sobre o histórico de matrículas na EJA na rede municipal de ensino da cidade do Rio de Janeiro para sustentar que as políticas de avaliação em larga escala, anunciadas como garantidoras da qualidade da educação, têm favorecido a manutenção de processos de exclusão escolar. The assumption is that the phenomenon has intensified, as the flow correction has worked as an escape mechanism used by managers to avoid the penalties prescribed in the accountability policies for schools and teachers not reaching the performance targets established for the different levels of the system. Statistical data about the EJA academic transcripts from the municipal school network of Rio de Janeiro are used to support the large-scale assessment policies. These policies, announced as guarantors of the quality of education, have favored the maintenance of school exclusion processes. The fourth industrial revolution is impacting the learning industry to become online learning, especially in Indonesia. Online learning provides benefits in that it can be cheaper, takes less time, can be self-paced, and provides an equal quality of education for students in rural areas. A total of 60 Indonesian college students on selected campus (age 20 ± 0,36 years old) who joined the Computer Simulation class in the third grade participated in this study. They are divided into two classes, an online class using Moodle software and a physical class, then observations are made. This study aims to obtain preliminary data to then research what human factors influence Indonesian people that constrain students from successful participation in online learning. The results show that there are three aspects of implementing online lectures in Indonesia: rules, usability and cognitive aspects. Besides, quality of place is an environmental factor that cannot be controlled.

This research aims to measure the effectiveness of online learning programs during the COVID-19 pandemic in improving the quality of education at one of the Islamic School in Jakarta. This study uses a qualitative descriptive method and a discrepancy evaluation model (DEM). The evaluation model was chosen to see the gap between standards and implementation in the field. These aspects include six stages of inequality evaluation, online learning principles, student learning outcomes, and characteristics of the quality of education. School management must always carry out strict supervision and monitoring so that online learning can run smoothly and effectively to minimize the possibility of gaps and achieve all the characteristics contained in the implementation standards. The results of this evaluation relate to the quality of education at Islamic schools.

The urgent worldwide shift of school education to online format resulted from the COVID-19 pandemic raised a number of problems of a technical, organizational, methodological, and psychological nature. These problems are surveyed by both the international community and national researchers. Equally important is the assessment of the consequences of education in a remote format for the quality of education and equal access to education. The article considers how the transition to remote education will affect the equity of access to quality education, differentiation of students’ educational results on a territorial and socio-economic basis. Analysis and evaluation were carried out using data collected before the mass transition to online learning: the results of the international survey of the quality of education PISA, surveys of the Federal State Statistics Service, and regular educational statistics. Differentiation of learning conditions, interregional variation, and differences in the ability of households to use ICT to participate in online learning are examined. Preliminary assessments of the impact of the transition to online learning during the COVID-19 pandemic on strengthening differentiation of access to quality education and learning outcomes are made.

Partnership is considered the key to the education and school improvement. In Indonesia, Law no 3 of 2003 articulates that the school-family partnership is a priority program to improve the quality of education. This study examined a model of the teacher-parent collaboration to increase the students’ active participation in the learning process for schools situated in poor villages and parental low education (82%) in remote villages of Regency Keerom, Papua, Indonesia. The results of the multivariate analysis indicated that interactive monitoring has significant effect (.265) on students’ participation in the learning process in the classroom, while parenting or direnct accompaniment of the parents to their children during the learning at home has greater effect (.415) We conclude, therefore, school-family partnership, a combination of monitoring-accompaniment, is a boost for children to actively participate in the learning process in school.
