<p>Madrasah as the oldest institution, constantly have to innovate for the sake of maintaining the quality of education. To meet the leadership of the madrasa has a share fully in developing and advancing the whole element of education, ranging from human resources to management. This research was descriptive qualitative approach to the leadership of Madsarah Ibtidaiyah Roudlotul Khuffadz of West Papua in extending the educational system through the transformative leadership patterns that are very<br />dynamic and democratic, developing human resources simultaneously, process leadership (planning, organizing, moving and cordinatoring), encourages the occurrence<br />of sincere work. Finally, other efforts are implemented memorizing the Qur'an, mapping the talents of interest of students, evaluation of each program and pay attention to<br />accountability and transparency.<br />Keywords : Leadership Transformative, Quality Education, Muslim Minority</p>

The purpose of this study is to see how the form of empowerment of school committees in improving the quality of education especially in elementary schools. The research method used is descriptive qualitative approach with data collection techniques namely observation, interviews, and documentation. Research findings The existence of a school committee is an important element in improving the quality of school education services, its existence with all the tasks and functions it has can play a role in realizing better quality education services. Efforts to empower school committees are carried out in various ways although they are still not ideal as stated in the regulations related to school committees. In principle, so far the participation of school committee members and the form of empowerment of school committees is still limited to routine meetings and the fulfillment of supporting facilities for student learning facilities that are done voluntarily by school committees. Based on this, the efforts to empower school committees have been made but are still limited to routine agendas that are not yet optimal as the actual duties and functions of school committees.

As an effort to improve the quality of human resources, the development of human resources was important for the goverment to focus on improving the quality of education by provision learning processes with quality education personnel. This article aimed to discussed the principle management of educational staff of the Al-Qur'an perspective. This research was literature studies, namely by examining journals, books, research reports. The result showed that : (1) the Principle of Tawheed, covering the principle of unity of direction and unity of command; (2) Principles of justice and prosperity; (3) The principle of deliberation; (4) Principles of efficiency, effectiveness and productivity; (5) Disilpin principle, integrity and loyalty; (6) The principle of division of authority and responsibility; (7) Principle of Ukhuwah. An understanding of the management principle of the Al-Qur'an perspective in the management of Islamic education institutions will be able to contribute positively, including planning of education personnel, the process of recruitment, selection and placement, and the development of education personnel. ABSTRAKManajemen sumber daya manusia adalah suatu bidang manajemen khusus yang mempelajari hubungandan peranan manusia dalam suatu organisasi. Manusia adalah tenaga kerja yang bekerja dalam suatuperusahaan. Salah satu faktor suatu pendidikan bisa berkembang adalah adanya manajemen sumber dayamanusia yang baik dan sesuai dengan nilai-nilai Islam. Dengan adanya sumber daya manusia yang berkualitasakan dapat berpengaruh pada proses dan kemajuan yang lebih baik dalam bidang pendidikan tersebut.Meningkatkan sumber daya manusia menjadi semakin penting untuk institusi yang digunakan untukmendapatkan kontrol yang lebih baik melalui lembaga mereka sendiri. Lembaga harus menunjukkan bahwamereka mampu memberikan pendidikan yang berkualitas untuk pelajar. Untuk setiap institusi, kualitas adalahagenda dan kualitas utama perbaikan adalah tugas yang paling penting. Salah satu yang harus di perhatikandalam Manajemen sumber daya manusia di Indonesia ini adalah peningkatan kualitas mutu pendidikan dengantujuan untuk mengubah institusi yang mengoperasikannya menjadi tim yang tulus, tanpa konflik dan persainganinternal, untuk mencapai satu tujuan, yaitu untuk kemajuan pendidikan yang lebih baik.Hasil penelitian ini menunjukkan bahwa: Perencanaan sumber daya untuk meningkatkan mutu pendidikanseleksi dan orientasi, serta penempatan sumber daya manusia secara profesional. Pelaksanaan sumber dayadilakukan dengan kegiatan pendidikan, pelatihan dan pengembangan sumber daa manusia yang berperan dalampeningkatan mutu pendidikan yang berkualitas sesuai nilai-nilai islam.Kata kunci: Manajemen, Sumber Daya Manusia, Peningkatan dan Kualitas mutu pendidikanAbstractHuman resource management is a specialized management field that studies the relationships and roles ofhumans in an organization. Humans are workers who work in a company. One of the factors that can developeducation is the existence of good and appropriate human resource management in accordance with Islamicvalues. With the existence of quality human resources will be able to influence the process and better progress inthe field of education. Increasing human resources is becoming increasingly important for institutions that areused to gain better control through their own institutions. Institutions must show that they are able to providequality education for students. For each institution, quality is the agenda and the main quality of improvement isthe most important task. One of the things that must be considered in human resource management in Indonesiais to improve the quality of education with the aim of changing the institutions that operate it into a sincereteam, without conflict and internal competition, to achieve a goal, namely for the betterment of education.The results of this study indicate that: Planning resources to improve the quality of education selection andorientation, as well as the placement of human resources in a professional manner. Abstrak Penelitian ini bertujuan untuk mengetahui Peningkatan Mutu Sekolah TK Melalui akreditasi se-kecamatan Pucuk Rantau Kabupaten Kuantan Singingi. Berdasarkan hasil penelitian yang dilakukan melalui metode deskriptif dengan pendekatan kualitatif peningkatan mutu sekolah melalui akreditasi di kecamatan Pucuk Rantau Pengelolaan lembaga pendidikan khususnya Pendidikan bagi anak usia dini perlu dilaksanakan dan dibenahi secara sungguh-sungguh. Sebab secara umum berdasarkan dari seluruh standar penilaian TK di Kecamatan Pucuk Rantau  belum begitu baik. Hal Ini terlihat dari berbagai hambatan seperti Kegiatan akreditasi yang dilakukan belum dipahami secara penuh oleh seluruh TK yang ada di kecamatan. Sosialisasi yang masih kurang sehingga berdampak pada kualitas pelayanan kepada anak didik. Keterbatasan sarana dan prasarana yang ada serta keterbatasan pengetahuan administrasi di sekolah menjadikan hasil akreditasi tidak sesuai dengan harapan. Masih terbatasnya biaya operasional sekolah sehingga gerak percepatan perubahan akreditasi juga lambat. Oleh sebab itu seluruh aspek harus diberdayakan  baik sumber daya manusia maupun sumber daya lainnya yang merupakan kunci utama dalam meningkatkan dan mengembangkan kualitas pendidikan.      Kata kunci : Mutu Sekolah, Akreditasi Abstract This study aims to determine the quality improvement of kindergarten schools through accreditation in the Pucuk Rantau district of Kuantan Singingi Regency. Based on the results of research conducted through descriptive methods with a qualitative approach to improving the quality of schools through accreditation in Pucuk Rantau subdistrict Management of educational institutions, especially education for early childhood needs to be implemented and addressed in earnest. Because in general, based on all the standards for the assessment of kindergarten in Pucuk Rantau District, it has not been so good. This can be seen from various obstacles such as the accreditation activities carried out not yet fully understood by all kindergartens in the sub-district. Inadequate socialization that has an impact on the quality of service to students. The limitations of existing facilities and infrastructure and limited administrative knowledge in schools make the accreditation results not in line with expectations. The limited operational costs of the school so that the acceleration of changes in accreditation is also slow. Therefore all aspects must be empowered both human resources and other resources which are the main keys in improving and developing the quality of education. Keyword: School Quality, Accreditation

This study intends to examine the importance of supervision, standard operating procedures (SOP) and quality of human resources on the effectiveness of funds disbursement in a local government. The researcher used the context and environment of the West Papua Province as a research case. The research used full samples by spreading questionnaires to all treasurer in charge of disbursing funds. The study analyzes data in a descriptive and quantitative with multiple regression tools. Our results explain that there is an influence of supervision, SOP and the quality of human resources on the effectiveness of funds disbursement. Such impacts occur partially and simultaneously

The head of the madrasa is a leader who has a big responsibility to be able to improve the quality of education in an educational institution. The quality of the institution's education will be able to improve if the head of the madrasa is able to carry out tasks and work properly in accordance with the principal functions of leadership. The leadership function that must be possessed by the head of the madrasa includes Idealism, intellectual, caring and charisma. Improving the quality of education is one of the efforts that can be made to develop human resources for national development. Quality education institutions can be seen from three things, namely input (resources owned), process and output (graduates). Therefore from formal education in schools it is expected that students can develop optimally all the potential that exists in them. So that the school will be able to print graduates who have competency and have high competitiveness.

The leadership pattern of the head a madrasah is very influential in improving the quality of education in an educational institution. This research was conducted at the ma muhammadiyah lamongan 10 palirangan solokuro formulation with the following problems: (1) what is the pattern of leadership of the madrasa heads in improving the quality of education at ma muhammadiyah 10 palirangan solokuro lamongan? ; (2) what is the achievement of quality education at ma muhammadiyah 10 palirangan solokuro lamongan? ; (3) what are the supporting factors and obstacles to the pattern of leadership of the madrasa leaders in improving the quality of education at ma muhammadiyah lamongan 10 palirangan solokuro ?. The method used in this study uses a qualitative approach to the type of phenomenological research and collection of data through observation techniques, interviews, documentation and questionnaires. As for the results of this study is the leadership pattern of the head of the madrassa by using an autocratic pattern has succeeded in improving the quality of education.
