Currently, the share of insurance (in all its forms) in the Far-Eastern federal district from the all-Russian one is less than one percent. The share of insurance in the production sector for the Far East is very small, despite the fact that the region's industry is represented by a number of enterprises whose activities are potentially dangerous to the environment, and the mechanism of insurance of hazardous industries is poorly studied, both in the Far-Eastern federal district and in the Khabarovsk territory. At the same time, modern programs for the development of the Far East and the Khabarovsk territory suggest the development of industry in the region, which is also associated with hazardous industries. One of the tools for monitoring and improving the safety of dangerous objects is timely insurance. The article considers the main challenges for the insurance of hazardous industries in the region, the issues of insurance development related to improving safety at hazardous facilities, and the indirect impact on improving the quality of life in the region.

A quantitative assessment of human capital is necessary for both understanding society and implementing effective socio-economic policies. In the present paper, a new approach — the Human Life Indicator (HLI) — was implemented to measure inequality in life expectancy. The Human Development Index (HDI), proposed by the United Nations, does not take into account significant internal inequalities of countries with the same or similar life expectancy. On the contrary, HLI reflects the well-being in terms of years of life, additionally considering the inequality in life expectancy. Presented calculations were based on federal mortality statistics. This study estimated human development of Russian federal districts by comparing HDI and HLI. The analysis revealed that high HDI values, achieved, for example, due to a high gross regional product (GRP) per capita, do not translate into an improvement in the quality of life for the majority of the population. Such situation is observed in the Far Eastern Federal District. The regions that are relatively prosperous in terms of HLI are concentrated in the European part of Russia and the North Caucasus Federal District. Simultaneously, most Siberian and the Far Eastern regions, characterised by high inequality in life expectancy, require the attention of federal and regional authorities. The presented approach to assessing the success of regional development can be used to estimate how the ongoing socio-economic policy and health care reforms influence the quality of life in the regions. This method can also be applied to compare inter-regional indicators of human capital and monitor changes in well-being of the population.

The article presents an overview of the data of statistical observation of the Khabarovsk Krai, the Russian Federation and the Far Eastern Federal District (Okrug) on tuberculosis; their significance for assessing the epidemic situation and the quality of anti-tuberculosis care in these territories in 2002–2019 is studied. The dynamics of statistical indicators for 18 years is given using the methodology for calculating rank values. The dependence of the incidence of tuberculosis on the population density in the constituent entities of the country, the Far Eastern Federal District and its regions has been determined

Aim. The presented study aims to analyze quality-of-life estimates obtained for St. Petersburg using a theoretical and methodological approach developed based on the concept of the qualitydriven economy.Tasks. The authors consider the concept of the quality of life in the context of the Strategy of socio-economic development of St. Petersburg until 2035; measure and analyze quality-of-life indicators based on the concept of the quality-driven economy.Methods. A major part of this study is based on the methodology of the general scientific philosophical approach and uses such methods of interdisciplinary research as modeling, system analysis, and others. The quality of life is measured on the theoretical and methodological basis of the quality-driven economy using the methodology developed at the Institute of Problems of Regional Economics (IPRE) of the Russian Academy of Sciences.Results. Ensuring a high quality of life for the population of the region is a priority goal of the functioning and development of the economy of St. Petersburg. To this end, it is crucial to use strategic opportunities for economic growth and regional development in achieving the social well-being of the region’s population. Different views on the understanding of the quality of life as the main strategic priority of the innovative development of St. Petersburg are analyzed, and quality-of-life estimates are obtained for St. Petersburg, the Northwestern Federal District (NWFD), and the Russian Federation as a whole. The role of St. Petersburg in enhancing the competitiveness of the economy of the Northwestern Federal District and Russia in the context of innovative development is shown.Conclusions. Quality of life is an integral part of the strategic planning system in the innovative economy of St. Petersburg. The quality-driven economy provides a reliable theoretical and methodological basis for making allowance for the quality of life at the highest levels of regional government. The analysis based on the results of calculations shows a correlation between the system of quality indicators of the methodology for measuring the quality of life to increase regional management efficiency developed at the IPRE RAS and several indicators of the strategic planning system of socioeconomic development in St. Petersburg. Thus, the application of quality-driven economy principles in the innovative economy of St. Petersburg makes it possible not only to set the initial conditions for achieving the necessary quality of life, but also to develop a mechanism that would ensure the achievement of this goal in the future.

The article analyzes the main indicators of morbidity and mortality from cancer of the larynx in the period from 1998 to 2014 on the territory of the Amur region of Far Eastern Federal District. In the studied period of time, the incidence of malignant tumors of the larynx substantially decreased with the growth/loss in men of “rough indicators” by -11.89%, of standardized ones by -7.75%. In women, they were +98.31 and +77.77%, respectively. Mortality in contrast to the incidence throughout the years had a negative growth (loss) in absolute terms, “rude” and standardized indicators. The age and sex features of morbidity with larynx cancer were revealed; they show that the maximum number of cancer cases is in the age group of 50 years old and older. The multistage character of the process based on its prevalence was determined. The early stages (I-II) of laryngeal cancer were registered in 13.7% of patients. The quality of cancer services activity was studied by reliability index of accounting for this category of patients, which is usually lower than in other regions of the country (-0.45). The analysis of dynamics of mortality in the first year after diagnosis shows its reduction in cancer of the larynx by 11.0% over the period of 1998-2014. The number of patients who were registered five or more years ago decreased significantly. The estimation of primary care, which is not yet fully in line with current medicine, in the provision of specialized aid to cancer patients in the region was done.

The Primorskiy Kray takes 1st place in the Far Eastern Federal District by number of population (the proportion of the total number in the Far Eastern Federal District is 31.1%, in the total population of Russia is 1.4%). The population decline was due to the influence of several factors: a decline in fertility, increased mortality and intense migratory movement of population of the region mainly into the central regions, which are more prosperous in social and economic relations. Issues on demographics, inherently, reflect the quality of life, the moral and ethical climate in society, the status of the most important sectors. The implementation of the priority activities of the demographic development in the field of health promotion and increased life expectancy; stimulate fertility and strengthen the family; migration development should affect the stabilization of the population of the Primorye Territory.

Objective: To evaluate which stage of breast reconstruction promotes improved quality of life for women treated for breast cancer, and to verify the socioeconomic and clinical factors associated with better quality of life. Methods: A cross-sectional study was conducted with 70 women treated for breast cancer in the perioperative period of late breast reconstruction in the Federal District. To assess quality of life, the Functional Assessment of Cancer Therapy — Breast (FACT-B) instrument was used. Results: Half of the women were under 50 years old. Tumor removal surgery had occurred on average 5.4 years ago. Women with axillary dissection had greater impairment in the physical well-being domain (p=0.001) and the breast cancer subscale (p=0.016). Among women who had undergone surgery more than one year previously, there were higher domains of emotional (p=0.006) and functional (p=0.003) well-being. Women who underwent breast reconstruction had higher values in the social/family well-being (p<0.001), emotional well-being (p=0.001), functional well-being (p=0.001), and breast cancer subscale (p=0.005) domains; and on the FACT-B score (p<0.001), right after the first stage. Conclusions: Breast reconstruction favored better quality of life from the first stage, suggesting that this therapeutic modality should be offered promptly, whenever possible, and guaranteed for all women treated for breast cancer.
