Analysis of the insurance market in the Russian Federation and trends in its transformation

Objective: To characterize the evolution of the insurance market in the Russian Federation and analyze its current state. To determine the evolution features and trends of the insurance market in Russia and provide its advanced model. To identify opportunities and threats, as well as the cur-rent problems of the evolution of the Russian insurance market. Methods: Comparison of the char-acteristics of the state and evolution of insurance markets around the world. Analysis of statistical data from official sources of the Bank of Russia and changes in the insurance market measures. As-sessment of market concentration using traditional methods of industry markets analysis. Results: It has been established that in economically developed countries the insurance market is character-ized by monopolistic competition. The specific forms of competition in the insurance market have been classified. The evolution features and trends of the Russian insurance market have been re-vealed. In view of the existing evolution trends, an advanced model of the Russian insurance mar-ket has been determined, and the opportunities and threats for the future market condition have been characte¬rized. Practical importance: The study findings may be of interest to state structures regulating the insurance market of the Russian Federation, since the increased attention of regula-tors to the Russian insurance market in connection with the threat of its monopolization requires preventive measures as regards the antimonopoly policy and close monitoring of the insurance market changing state. A more detailed analysis of individual territorial and product segments of the Russian insu¬rance market well have to be conducted.

The role of insurance in a person’s life is undoubtedly great because it serves as the most effective tool in case of loss of property, health problems, business protection, etc. The purpose of the article is to assess the current state of the insurance market in Russia and identify problems that arise during its functioning. The research methodology consists in summarizing and comparing data characterizing various components of the insurance market. The article analyzes the current state of the insurance market in Russia with a falling number of insurers by more than 20 % over the past 3 years, the share of top insurers continues to grow every year, over the past 3 years the growth has amounted to 12 %. Calculations that indicate a change in the level of concentration in the insurance market of the Russian Federation have been made. Based on the results of the analysis, it was concluded that there is monopolistic competition in the market. The main factors influencing the level of competition in the market under consideration, namely, barriers to entry into the industry and their impact, were studied Due to the relevance of the research, the analysis of the impact the pandemic has on the Russian insurance market was carried out and the prospects for the development of the market were considered. Identifying the weaknesses of insurers made it possible to determine the priority areas for further development: intensive digital transformation of business, marketing, advertising.

Development institutions are an important modern instrument of government regulation of the economy in all developed countries. The system of development institutions of the Russian Federation includes the federal and regional development institutions. Key federal development institutions include such well-known state corporations as the investment fund of the Russian Federation; the State Corporation "Bank for Development and Foreign Economic Activity (Vnesheconombank)"; the state corporation "Russian Corporation of Nanotechnologies," etc. According to experts of the Ministry of Economic Development of the Russian Federation, about 200 regional development institutions operate on the territory of the constituent entities of the Russian Federation. The objectives of this extensive system of development institutions so far have been to overcome the so-called "market failures," which cannot be optimally realized by the market mechanisms, and to promote the sustained economic growth of a country or an individual region. In November 2020, the Government of the Russian Federation announced the reform of the system of development institutions in the country. The article analyzes the goals and main directions of the announced reform. On the example of the system of development institutions of the Far East, an attempt was made to assess its possible consequences.

The article is devoted to the problems of the formation of social responsibility among law students in the process of studying the discipline "Life Safety". Its purpose is to consider the principles offormation of social responsibility, guided by which it is possible to more effectively solve the problems of educating future specialists of the judicial system of the Russian Federation, to determine certain forms and methods of influencing students. Therelevance of the topic of the article is obvious. It allows you to focus on a problem of important theoretical and practical importance. The author used both traditional and modern research methods used in the analysis of teaching practice in a university. He gives some recommendations on the formation of social responsibility among students during the classes, which will undoubtedly affect the improvement of the quality of future lawyers. The article is addressed to the faculty of universities, theorists and practitioners involved in pedagogical activities and will be useful to teachers, as well as to all who are involved in the training of future specialists

Introduction. The nutrition of the Nenets in the Arctic zone of Western Siberia is mainly based on traditional products (raw (thermally unprocessed) local fish and venison), which is the most important factor of survival in the Arctic. Storing up food products for an extended period is not relevant for the Nenets. Climate change and industrial development in the Arctic primarily affect the seasonality of consumption. Changing the calendar of fish and venison harvesting leads to greater use of imported and canned local food, increasing the length of the periods when local food completely disappears from the diet of the Nenets. Material and methods. During the expeditions to the national villages of the Yamal-Nenets Autonomous Okrug, cross-sectional screening studies were performed, in which 985 Nenets people took part. Nutritional analysis was conducted using the questionnaire method based on an album of portions and dishes. Retrospective information was collected on the seasonality of consumption of reindeer products and local fisheries (the length of the period when unserved fish and venison are available). Results. The consumption of reindeer and river fishery products is seasonal. The duration of the season of venison consumption was from 150±14.0 to 180±21.0, and raw fish - from 120±14.0 to 200±21.0 days. Despite the high level of consuming reindeer products per season, the average annual consumption of venison by Nenets in the Arctic zone of Western Siberia was 240 g/day/person that is less than in the central regions of the Russian Federation and industrially developed countries. In the studied area, the average annual consumption of fish (171.5 g/day/person) is three times higher than the average consumption in the Russian Federation. However, increased consumption of traditional food is typically only during the season of fishing or slaughtering reindeer. The average annual consumption reduced; during the off-season, the share of easily digestible carbohydrates in the diet increased. Conclusion. The creation of fish and venison stocks in villages and their year-round sale to the population is a necessary step in ensuring the food security of the Nenets people.

This article reveals the important practical importance of academic cooperation between legal doctrine and achievements of technical laboratories in terms of defining “points of growth” in questions of digitalization of law and development of legal tools aimed at regulating the technogenic factor on the one hand and legal support of “game-changing” results in a in the conditions of digital economy on the other hand. The important role of the transformation of social regulators, designed to regulate the “infrastructural” and “institutional” incorporation of “digital” technologies into the existing legal system, is noted. The current place of the Russian Federation on readiness for the digital economy is subject to, among other things, insufficient theoretical study as a result of the regulatory framework, which often does not act as a platform for growth, but rather contains many gaps - which have to be overcome at the expense of law enforcement practice. The article notes that the trend of “digitalization” of Russian law is closely linked to the need to maintain the ecosystem of the digital economy and to identify “growth points” and enforce their urgent character based on the state’s resource base, defines a positive agenda for “digitalization” of Russian law and raises a number of questions for the Russian science. It is concluded that one of the topical issues in the framework of the “digitalization” of Russian law is legal robotics, which is perceived as the automation of workflows, the existence of interrelated algorithms of actions aimed at generating a predictable result based on some initial simulated and prescribed situation and maximum robotization of legal processes. Using the example of the Kazan Federal University, which proclaimed the promotion of innovative development of the focus areas of the Russian Federation as one of its missions, the achievements obtained as a result of the interaction of legal doctrine and technical laboratories are revealed.

В статье рассмотрен такой инструмент исправления осужденных, как общественно полезный труд, который в Российской Федерации на законодательном уровне признан одним из эффективных инструментов исправления наряду с другими основными средствами исправительного воздействия. В работе в том числе рассматриваются проблемы принудительного труда осужденных. Авторы раскрыли порядок и условия организации привлечения к трудовой деятельности лиц, содержащихся в пенитенциарных учреждениях зарубежных стран. В статье проводится сравнительный анализ особенностей содержания, условий привлечения к труду осужденных в зависимости от вида пенитенциарного учреждения различных государств, организации работы осужденных, а именно оплаты труда, продолжительности трудовой деятельности, норм охраны труда, реализации права на отдых и социального обеспечения. Авторы помимо этого обобщают опыт трудовой дисциплины осужденных в пенитенциарных системах ряда развитых в экономическом и социальном плане государств. Изучая опыт зарубежных стран по привлечению заключенных к труду, представляется возможным перенять некоторые важные особенности, которые могут быть частично внедрены в отечественную уголовно-исполнительную систему. The article considers such a tool for the correction of convicts as socially useful work, which in the Russian Federation at the legislative level is recognized as one of the effective tools of correction along with other basic means of correctional influence. The article also deals with the problems of forced labor of convicts. The authors revealed the procedure and conditions for organizing the employment of persons held in places of forced isolation from the society of penitentiary institutions of foreign countries. The paper provides a comparative analysis of the features of the content, conditions for the employment of prisoners, depending on the type of penitentiary institution in different states, the working methods of prisoners, namely, remuneration, duration of work, labor protection standards, the exercise of the right to rest and social security. The authors also summarize the experience of labor discipline of prisoners in the penitentiary systems of a number of economically and socially developed countries. Studying the experience of foreign countries in attracting prisoners to work, it is possible to adopt some important features that can be partially implemented in the domestic penal system.

Financing capital-intensive projects in the green economy is possible through green bonds. The assessment of the economic efficiency of the green bond market, the determination of its role in ensuring the energy and economic security of the regions and the development of directions and instruments for improving the efficiency and significance of the market for the Russian Federation are the aim of the study. The methodology involved the determination of the autocorrelation presence in the calendar series of bond yields using the Broysch-Godfrey LM test, the application of applied statistics methods to verify the existence of calendar effects on the stock exchange and analyze market reviews. Data on the green bond market were compared with data on other bonds. Market performance calculations were based on the S&P Green Bond Index and S&P 500 Bond Index. Features and benefits of green bonds as an instrument to ensure regional security were identified. The lack of market efficiency for green and other bonds, even in a weak form, was shown. The necessary institutional changes to improve the efficiency of the green bond market and develop it in the Russian Federation have been proposed. The findings are of theoretical importance, complementing the work on testing the hypothesis of an effective market, and of practical importance in the form of recommendations for on market improving.

Objective: Scientific justification of requirements to roadbed design of high-speed networks (HSN) for the purpose of constructing “Moscow–Kazan–Yekaterinburg” railroad line, as well as implementation of “Eurasia” and “Yekaterinburg–Chelyabinsk” HSN projects. Methods: The analysis of modern roadbed design standards for HSN was carried out. The justification of HSN roadbed norms and requirements involved system analysis of HSN engineering and construction in Western Europe, China, Japan and other countries with well-developed high-speed network. Results: The fundamental principles and requirements, which are to be taken as a basis of HSN roadbed engineering, were determined. Practical importance: The obtained results are to be used in HSN roadbed engineering and construction, performed on the territory of the Russian Federation.

Objective: To consider the prospects for the development of high-speed railway lines (VSM) in Russia. To analyze the fundamentals of “Updated program of high-speed railway communication on the territory of the Russian Federation” approved on November, 23rd 2015 by the decision of OAO “RZhD” board meeting and the social board on the issues of high-speed railway communication in Russia. To formulate the specificities of high-speed traffic organization: promising directions of high-speed headings realization before 2030, as well as the stages of their implementation in Russia. Methods: Multiple regression analysis, as well as the method of multi criterial decisions optimization was applied in the study. Results: The analysis of current and perspective headings was carried out, as well as such characteristics as speed and the running time of “Sapsan” high-speed trains and “Allegro”, “Strizh”, “Lastochka” rapid trains. Special attention was paid to the comparison of strategies given in “Updated program of high-speed railway communication on the territory of the Russian Federation” with the main scientific findings stated in VSM network formation part, obtained on the basis of complex approach to the solution of justification of VSM network formation stage-by-stage approach, taking into account multi criterial estimation of cities and regions’ potential and application of mathematical traffic flow model approach as part of basic regional socioeconomic indices of cities and regions, situated in the zones attractive for future VSM construction. Practical importance: The conclusion was made on the necessity to continue exploratory development in the sphere of topology specification research and stage-by-stage formation of the first VSM in Russia.
