Theoretical and practical aspects of preventive work in the fight against drug addiction

The aim of the work is to study the theoretical and practical aspects of the emergence of drug addiction, types of preventive work in the fight against drug addiction, the peculiarities of its spread among adolescents. An assessment of the development of the drug situation in the Tambov Region for 2019 is given. According to the totality of criteria, the situation in the region is tense. The most difficult state is noted according to the following criteria: the proportion of drug-related crimes in the total number of registered criminal acts (“pre-crisis”); involvement of drug users in drug trafficking (“heavy”); criminality of drug addiction (“satisfactory”); the proportion of persons convicted of drug-related crimes in the total number of convicted persons (“heavy”); the proportion of young people in the total number of persons convicted of drug offenses (“tense”). The drug market of the Tambov Region is represented by synthetic drugs and their analogues, drugs of the cannabis group (marijuana, hashish), heroin. The main methods of the preventive fight against drug addiction in the Tambov Region are listed. Presumptive trends in drug trafficking associated with the use of “non-contact” methods of selling drugs, further merging of drug-related crime with cybercrime, involvement of non-drug users in drug trafficking, as well as an increase in the number of drug addicts among minors are indicated.

Social problems are rapidly increasing in modern societies due to various reasons. One of these is drug addiction, which has become a major issue in the contemporary world, as it is proving to be a serious social problem in both developing and underdeveloped countries. This review article that focuses on the social aspects of drug addiction in Sri Lanka is based on secondary data obtained from the published works of different authors; they provide details about the identity of drugs, drug addiction and the increasing number of addicts in Sri Lanka. Drug addiction has become an important issue due to its severe impact on public health, its tendency to encourage crime, cause diseases, poverty and destruction of family life in Sri Lanka. Heroin and cannabis (marijuana) are found to be the most commonly used drugs in Sri Lanka. Laws and policies designed to control drug abuse and regulations on drug addicts have not brought any major change or desired outcome in the Sri Lankan drug scene. Drug users in Sri Lanka get their supply of drugs from the underground drug market, which has its internal and external sources. Rehabilitation of drug addicts has become an urgent need in the country to protect its valuable citizens who are needed to build a sustainable nation that is free from drugs. Drug addiction is preventable and can be managed successfully if every citizen of the country gives his/ her full support and contribution.

The article presents the results of studies to study public opinion on the problem of independent drug trafficking in the Kursk region. Kurians, regardless of income level and social status, believe that the level of drug addiction in the region is not high. Most of the respondents believe that the work of regional structures in the prevention of the spread of narcotic substances is not effective enough. Among the most effective measures to prevent drug addiction, the respondents consider preventive conversations with the participation of former drug addicts. Residents of the Kursk region believe that the prevention of drug addiction among young people should be dealt with by parents, educational and medical organizations.

The main factor of the disease of the psyche and the entire human body, which leads to the degradation of the individual, to complete disability and premature death, is the use of drugs. The purpose of the work is to consider the state of drug addiction in Ukraine, impact of it on human health, to determine socio-economic losses from drug use and to outline measures to prevent and combat drug addiction. According to information sources, in Ukraine consumption of drugs are from 1 to 1.5 million people, their number annually increases by 8-10%. This trend is one of the highest in the world. About 1,000 people in the country every year die from drug addiction, and 120,000 people die from drug addiction and related illnesses. 74% of drug addicts do not work or study anywhere. Among drug addicted 2% - students of technical schools and vocational schools, 0.4% - students of higher educational institutions. 70% of drug addicts in Ukraine are young people aged over 25 years. 73% of drug users are urban residents. Drug addicted patients spent significant funds on the purchase drugs and drug addiction dispensaries of the country - on their examination and treatment. So, in order to prevent and prohibition the use drugs by citizens of Ukraine it is necessary in each administrative- territorial region of the country inform the population, especially young people, about the dangers of drug use, and for state authorities need to ensure prevented illicit circulation and distribution the drags in the country.

The study aimed to identify the treatment and rehabilitation of drug addicts for a sample of inmates in the Al-Rusafa second parking lot and in Ibn Rushd Psychiatric Hospital, in order to identify the causes of addiction and the rehabilitation programs provided to drug users. To achieve this, the researcher followed the descriptive and analytical approach by applying a questionnaire to a sample of 60 Addict The results showed that the most popular groups for addiction are young people, and crystal is the most popular drug among them, and among the most important factors driving their addiction are bad friends and unemployment as well as leisure time, and the results showed that there are differences between age and the desire of addicts to take treatment Also, the company of friends restricts the addict and hinders him from applying for treatment, and the results show that the demand for drug treatment decreases the lower the educational level. The growth of social exclusion may be affected many aspects of social life such as alcoholism, prostitution and drug addiction. Particularly worrying is the growth of alcoholism among young people in Poland. A 2009 study conducted in Poland by WHO states that 11–15-year-old students in Poland are attempting to drink alcohol. Prostitution is another social phenomenon affecting the development of social exclusion. The most common cause of prostitution in Poland is difficult financial situation and inability to obtain work. Another negative phenomenon, which may affect the growth of social exclusion is drug addiction. The reasons for importance of drug abuse among social problems are not only quantitative parameters, but also the dynamics of the phenomena and changes in the structure of the population affected by the problem. Synthetic studies of the spread of drug addiction emphasize that the increasing rate of the phenomenon goes beyond its reach and environmental groups traditionally associated with drug addiction. This is the reason why it is so hard to help the drug addicts.

The article is devoted to the analysis and generalization of the results of research on the state of combating drug crimes in Ukraine. The causes and conditions of drug addiction in terms of social phenomena in modern society are analyzed. Statistics on the commitment of crimes of drug trafficking are provided. Regarding some ways about improvement the fight against drug crimes are proposed. 23,163 cases of law violations in the field of drug trafficking and circulation of narcotic drugs were recorded in Ukraine during 2019. Among the general crime structure in Ukraine, drug trafficking crimes consistently take second place after crimes against property and has 12-14 % in total. This situation absolutely facilitates by the presence of organized crime in the country. Every year around 400 criminal groups and crime organizations are revealed, most of which are related to the illegal drug business. This fact indicates the group’s interest in the existence of such phenomena as drug addic-tion, to earn huge amount of money. Current situation is due of presence of an extensive network of drug trafficking both abroad and in the country. The reason of that is the fast development of excess profits (annual turnover of drug dollars in the world is over 500 billion US dollars, for Ukraine this number is about 1 billion US dollars). The public danger of drug trafficking is that it causes drug addiction of a huge part of the population of Ukraine, provokes the penetration of drug subculture on potential drug users, penetrates into educational institutions, the environment of gambling and entertainment business, it is related with general crime, contributes to HIV and AIDS. Unfortunately, presented information indicates that drug addiction and related drug businesses are potential threat to the national security of our country. There are not so many years for our country to correct current state, and to take under control the situation with drug trafficking, psychotropic substances, precursors and their analogues.

Toxicological characteristic of designer drugs from the group of synthetic opioids is presented. The historical aspects of illicit drug trafficking are considered. In the illicit drug market of EU countries 38 synthetic opioids, 22 of them belonging to fentanyl derivatives, have been revealed for the period 2005-2017. The widespread use of synthetic opioids among drug addicts has been accompanied by an increase in the number of fatal overdoses. In the United States the number of fatal poisonings by synthetic opioids of fentanyl series increased by 40.3 times between 1999 and 2017. The similar situation is emerging in other countries. This is due to the fact that the biological activity and toxicity of synthetic opioids far exceed those of morphine and heroin. The differences between the metabolism of heroin and synthetic opioids are considered. Data on the toxicity of synthetic opioids are presented. The neurotransmitter mechanisms of their respiratory depression, including disorders of opioid, GABAergic, glutamatergic and serotoninergic neurotransmitter systems are discussed. A brief description of the antidote activity of opioid receptor antagonists in acute poisoning by synthetic opioids is given.

A characteristic feature of modern drug trafficking is its contactless sale via the Internet. Such criminal activity is organized and is carried out at the regional, interregional or interstate level. The authors of the paper analyze the distribution of roles between the participants of criminal groups, which allows them to act clearly and smoothly and avoid criminal prosecution. The participants of the drug market are identified as "organizers", "regional managers", "producers", "suppliers", "operators", "financial directors", "curators", "storekeepers", "advertisers", "hackers", "couriers", "kladmen". The conducted research allow us to conclude that the structure of organized criminal groups in the regions is not so extensive and due to the combination of the functions of individual participants in criminal groups is often reduced to 3-4 role components. These include: "organizer" — a person who has established the supply of narcotic drugs to the region, who has created an Internet resource for their sale and supports the activity and vital activity of such a resource; "operator" — an intermediary who supports the interaction of drug users and pawnbrokers through the Internet; "kladmen"who directly create dead drops ("zakladki") intended for drug users. The paper considers the functions that are assigned to each of the participants of such criminal groups.Separately, the authors focus on the measures taken by members of criminal groups to conceal criminal activities: the use of encrypted messengers for communication, Internet websites specializing in drug trafficking; the use of electronic money and cryptocurrencies; the trivial involvement of front persons to register financial and banking transactions.

The paper reviews issues of drug use in the spread of HIV infection through sexual and injection routes, interaction of drug addicts with the general population, the main psychoactive substances used by drug addicts, the practices that contribute to the transmission of HIV from a drug addict to a healthy person, the representation of drug addicts in risk groups, the course of infections among injecting drug users (IDUs), treatment of drug use and infections in IDUs. The role of drug addiction in maintaining the HIV epidemic is shown. It is observed that people involved in seafaring are in high-risk area by drug addiction as well as by spread of HIV infection. Marine regions are among the most affected.
