The aim of the work is to study the theoretical and practical aspects of the emergence of drug addiction, types of preventive work in the fight against drug addiction, the peculiarities of its spread among adolescents. An assessment of the development of the drug situation in the Tambov Region for 2019 is given. According to the totality of criteria, the situation in the region is tense. The most difficult state is noted according to the following criteria: the proportion of drug-related crimes in the total number of registered criminal acts (“pre-crisis”); involvement of drug users in drug trafficking (“heavy”); criminality of drug addiction (“satisfactory”); the proportion of persons convicted of drug-related crimes in the total number of convicted persons (“heavy”); the proportion of young people in the total number of persons convicted of drug offenses (“tense”). The drug market of the Tambov Region is represented by synthetic drugs and their analogues, drugs of the cannabis group (marijuana, hashish), heroin. The main methods of the preventive fight against drug addiction in the Tambov Region are listed. Presumptive trends in drug trafficking associated with the use of “non-contact” methods of selling drugs, further merging of drug-related crime with cybercrime, involvement of non-drug users in drug trafficking, as well as an increase in the number of drug addicts among minors are indicated.

Indonesia and Malaysia have close ties especially in their land borders, making it easier to access buying and selling that occurs between communities on the border. Especially in trade to drug trafficking that occurs in border areas such as the Entikong-Sarawak region. Purchase until delivery of drugs. The circulation of drugs that enter from Malaysia is not only from the waters border, but also from land to air lines. In addition, drug traffickers not only pass through the official flight routes and ports, but drug traffickers entering from Malaysia can also take advantage of unofficial lanes on the land and water borders between Indonesia and Malaysia which have minimal security. The research of this study is to find out, explore and describe the cooperation carried out by the governments of Indonesia and Malaysia in dealing with drug trafficking on the border, especially on the Entikong and Sarawak borders, where the drug smuggling is most often deposited by couriers or which is directly taken by the dealer. By changing the form of drug packaging into a form or stored in another place, which can trick the officers at immigration. This research is expected to be useful to increase the repertoire of the development of international relations science. Furthermore, practically, this research is expected to be useful and useful for decision makers, especially the central and regional governments of the two countries, in addressing drug trafficking and trafficking that occurs on the borders of the two countries, because it will threaten the lives of the two generations. The results of this study are with the cooperation of the two governments which are always discussed in once a year in the General Border Committee forum and cooperation between the institutions of the two countries such as the National Narcotics Agency, Customs, Police and PDRM are expected to help eradicate and reduce circulation and Drug sales that occur in the border areas of the two countries, both in the sea, air, and land. There were successes after Indonesia and Malaysia collaborated in combating drug trafficking as in 2014, Kuching PDRM succeeded in capturing two Indonesian Police officers related to drugs, which in this matter coordinated the POLRI through the West Kalimantan Regional Police with Malaysian PDRM. The collaboration between Indonesia and Malaysia is considered important because the location of the two countries is very close. As well as the two countries have a long coastline, this has the potential to serve as one of the entry points for drug smuggling. Although various prevention efforts have been carried out in the eradication of drugs by the two countries by involving various parties, there are still many obstacles that become obstacles in cooperation between the two countries to be able to minimize the level of drug trafficking and trafficking that occurs in border lanes, whether it's official or unofficial border lines.

�AbstractNarcotics crime is a very serious human crime, has an extraordinary impact, especially on the young generation of a nation today. The purpose of this study was to analyze the enforcement of criminal law from a criminological perspective. The research method used is empirical juridical. The results of the study are that there are many victims of narcotics crime and systematic preventive efforts such as BNN Lubuklinggau City appoint 5,500 people as anti-drug activists who are spread in 72 villages and appoint consular in eight sub-districts to invite drug addicts to consciously participate in rehabilitation to suppress rehabilitation to suppress the number of drug addicts in Lubuklinggau City. Conclusion of efforts to prevent drug trafficking that is happening right now especially in the City of Lubuklinggau, infrastructure facilities need to be improved again with a more sophisticated detection quality. Counseling and prevention is always given as in government offices, in schools, and on campuses, the supervision of the police. Metode penelitian yang digunakan adalah yuridis empiris. Hasil penelitian yaitu korban tindak pidana narkotika sudah banyak dan usaha-usaha pencegahan yang sistematis yaitu seperti BNN Kota Lubuklinggau menunjuk sebanyak 5.500 orang sebagai penggiat anti narkoba yang disebar di 72 kelurahan dan mengangkat konsuler di delapan kecamatan untuk mengajak pecandu narkoba untuk sadar mengikuti rehabilitasi untuk menekan jumlah pecandu narkoba di Kota Lubuklinggau. Simpulan upaya pencegahan terhadap peredaran Narkoba yang terjadi saat ini terlebih di Kota Lubuklinggau, sarana prasarana perlu di tingkatkan lagi dengan kualitas pendeteksi yang lebih canggih. Penyuluhan dan pencegahan selalu diberikan seperti di kantor-kantor pemerintahan, di sekolah, maupun di kampus-kampus tersebut, pengawasan dari pihak kepolisian. Sistem penegakannya memberikan hukuman yang maksimal.Kata kunci : Penegakan Hukum, �Narkotika, Kriminologi.

Toxicological characteristic of designer drugs from the group of synthetic opioids is presented. The historical aspects of illicit drug trafficking are considered. In the illicit drug market of EU countries 38 synthetic opioids, 22 of them belonging to fentanyl derivatives, have been revealed for the period 2005-2017. The widespread use of synthetic opioids among drug addicts has been accompanied by an increase in the number of fatal overdoses. In the United States the number of fatal poisonings by synthetic opioids of fentanyl series increased by 40.3 times between 1999 and 2017. The similar situation is emerging in other countries. This is due to the fact that the biological activity and toxicity of synthetic opioids far exceed those of morphine and heroin. The differences between the metabolism of heroin and synthetic opioids are considered. Data on the toxicity of synthetic opioids are presented. The neurotransmitter mechanisms of their respiratory depression, including disorders of opioid, GABAergic, glutamatergic and serotoninergic neurotransmitter systems are discussed. A brief description of the antidote activity of opioid receptor antagonists in acute poisoning by synthetic opioids is given.

This chapter examines former prisoners’ experiences of being arrested and their views on the police officers who arrest them. With the example of the use of informants, which the former prisoners called ‘hooking’, it argues that the police officers’ concern for intelligence collection and meeting arrest quotas had overridden the concern for ‘saving the drug addicts’. The former drug detainees were exposed to the media presentation of ‘model police officers’ on the front stage and the actual practices of ‘hooking’ on the backstage simultaneously. It argues that this had contributed to their feelings of injustice and to a structural system of hypocrisy formed by the material circumstances of the prison as well as outside bureaucratic performance criteria like the arrest quota and different types of performance measurements linked to the daily police operation.

The data of an experimental study of the features of aggressive behavior in teenage drug addicts, as well as the possibility of controlling and self-regulation of aggressive manifestations in this category of individuals are presented. The growth of aggressive trends in adolescence reflects one of the most acute social problems of modern societies, where drug addiction, alcoholism, and juvenile delinquency have risen sharply in recent years. To study the features of aggressive behavior of teenage drug addicts, we used a battery of valid methods and methods aimed at assessing the specifics of aggressive manifestations, personal, motivational, strong-willed and other features of teenage drug addicts. The article shows that, indeed, the aggressive behavior of teenage drug addicts has its own distinctive features, determined by the presence of accentuation or psychopathy of character, inadequate self-esteem, self-centeredness; violations of attitudes, motivation, affective sphere of personality, with irritability and increased excitability; the predominance of verbal, physical forms of aggression, suspicion; the orientation of aggression to external objects, in addition, the characteristics of the aggressive behavior of teenage drug addicts depend on a number of microsocial factors, etc. In order to increase the effectiveness of preventive and rehabilitation work with aggressive teenage drug addicts, such methods of action show effectiveness as: mandatory and primary treatment of adolescents is drug addicts, the inclusion of adolescents in this category in the anonymous grooms of drug addicts, in the system of socially recognized and socially approved activities the use of psychotherapy, methods of active psychological impact; conducting educational and preventive work with the inner circle of a teenage drug addict, etc. The article presents reasonable conclusions from a stating experiment, and offers recommendations for the prevention and correction of selfregulation of aggressive manifestations in teenage drug addicts.

Police officers who are supposed to be law enforcers commit acts that are contrary to the law for the benefit of the narcotics business.The problem in this thesis is how the factors underlying the occurrence of criminal acts of narcotics distribution by members of the police in Medan City Resort Police, how is the role of Medan City Resort Police in tackling narcotics abuse by the police in Medan City Resort Police, how can effort be made in overcoming criminal acts of narcotics distribution by unscrupulous members of the police and obstacles encountered in Medan City Resort Police.This research uses a descriptive method through an empirical juridical approach that is an approach to the problem, conducted by doing interviews by connecting with various aspects of law in terms of applicable regulation.The results showed that the role of Medan City Resort Police was to carry out law enforcement against individual members of Medan City Resort Police who had been proven to have committed a crime, especially narcotics through general courts.In addition to the general court of law for members of the police who commit crimes there will also be another addition, namely from the internal police itself in the form of law enforcement through the trial of the police code of ethics.Factors underlying the occurrence of criminal acts narcotics distribution by unscrupulous members of the police in Medan City Resort Police are mental, economic, and environmental factors. Economic factors are the dominant factors that cause impetus to commit drug trafficking crimes because by trafficking narcotics the result can be directly used to meet the needs of daily life. Efforts that can be made in tackling the crime of narcoticsdistribution by unscrupulous members of the police and the obstacle faced in Medan City Resort Police is to make efforts to overcome the Non Penal through pre-emptive, preventive efforts. This effort was made to prevent narcotics trafficking through direct control and supervision with the aim that the potential for crime would not develop into a factual threat. Another effort is to carry out legal proceedings if the police carry out criminal acts of narcotics abuse and distribution.Key-Words: Prevention, Circulation, Narcotics.

This article outlines the criminal-legal aspects and some characteristics of the crimes related to narcotics and psychotropic substances, also the nature of the drug trafficking has summarized. The actions of some public bodies and state authorities in the fight against such crimes in the some countries has been compared. Furthermore, it has been presented how drug addicts who are potential criminals, can pose a serious public danger to society (for example, committing a serious and especially serious crime against a person or during the “breaking” period at the time of drug intoxication - against property and against the person).
