Social problems are rapidly increasing in modern societies due to various reasons. One of these is drug addiction, which has become a major issue in the contemporary world, as it is proving to be a serious social problem in both developing and underdeveloped countries. This review article that focuses on the social aspects of drug addiction in Sri Lanka is based on secondary data obtained from the published works of different authors; they provide details about the identity of drugs, drug addiction and the increasing number of addicts in Sri Lanka. Drug addiction has become an important issue due to its severe impact on public health, its tendency to encourage crime, cause diseases, poverty and destruction of family life in Sri Lanka. Heroin and cannabis (marijuana) are found to be the most commonly used drugs in Sri Lanka. Laws and policies designed to control drug abuse and regulations on drug addicts have not brought any major change or desired outcome in the Sri Lankan drug scene. Drug users in Sri Lanka get their supply of drugs from the underground drug market, which has its internal and external sources. Rehabilitation of drug addicts has become an urgent need in the country to protect its valuable citizens who are needed to build a sustainable nation that is free from drugs. Drug addiction is preventable and can be managed successfully if every citizen of the country gives his/ her full support and contribution.

The aim of the work is to study the theoretical and practical aspects of the emergence of drug addiction, types of preventive work in the fight against drug addiction, the peculiarities of its spread among adolescents. An assessment of the development of the drug situation in the Tambov Region for 2019 is given. According to the totality of criteria, the situation in the region is tense. The most difficult state is noted according to the following criteria: the proportion of drug-related crimes in the total number of registered criminal acts (“pre-crisis”); involvement of drug users in drug trafficking (“heavy”); criminality of drug addiction (“satisfactory”); the proportion of persons convicted of drug-related crimes in the total number of convicted persons (“heavy”); the proportion of young people in the total number of persons convicted of drug offenses (“tense”). The drug market of the Tambov Region is represented by synthetic drugs and their analogues, drugs of the cannabis group (marijuana, hashish), heroin. The main methods of the preventive fight against drug addiction in the Tambov Region are listed. Presumptive trends in drug trafficking associated with the use of “non-contact” methods of selling drugs, further merging of drug-related crime with cybercrime, involvement of non-drug users in drug trafficking, as well as an increase in the number of drug addicts among minors are indicated.

Positive law states, drug users are criminals because it has met the qualifications in the law of narcotics, narcotic offenses such as drug abuse in the study of criminology can be classified as a crime without a victim or a victimless crime. This is because they will become dependent on illicit goods (narcotics), the way it deems appropriate to cure the addiction is to rehabilitate the victims of drug abuse For law journal writing, the writer uses normative legal research with one character is using secondary data, where the data consists of primary legal materials, legal materials and secondary legal materials tertiary. And the theoretical foundation that is used is the law, norms and theories appropriate to the problem The results reveal the writing on the rehabilitation policy on Narcotics has been strictly regulated in Chapter IX legislation, policies were aimed at drug addicts and victims of drug abuse, arguing that victims of drug abuse is a victim of crime narcotics and therefore the appropriate sanctions to be meted out to him is the rehabilitation of the victims will be able to return to society and become useful

The paper reviews issues of drug use in the spread of HIV infection through sexual and injection routes, interaction of drug addicts with the general population, the main psychoactive substances used by drug addicts, the practices that contribute to the transmission of HIV from a drug addict to a healthy person, the representation of drug addicts in risk groups, the course of infections among injecting drug users (IDUs), treatment of drug use and infections in IDUs. The role of drug addiction in maintaining the HIV epidemic is shown. It is observed that people involved in seafaring are in high-risk area by drug addiction as well as by spread of HIV infection. Marine regions are among the most affected.

Malaysia treats the problem of drug addiction as a security issue. Since it was identified in the early 70s, the number of drug addicts is constantly on the rise. At present, the government provides all statistics pertaining to the number of drug users, abusers and addicts in the country.The monograph contains the full report that was submitted to the Ministry of Health and WHO-WPR. It reports the national data for drug addiction for the year 2002, and a detailed description of the methodology used to arrive at the estimates.

Narkotika yang disalahgunakan dapat menimbulkan ketergantungan. Semakin lama mengalami ketergantungan narkotika akan semakin memperburuk kualitas kesehatan. Pada pengguna narkoba suntik, komplikasi komorbiditas seperti hepatitis, tuberkulosis paru, dan HIV/AIDs juga semakin tinggi. Tujuan penelitian ini adalah mengetahui komorbiditas pada penyalah guna narkoba dan determinannya. Metode penelitian adalah potong lintang dengan menggunakan data sekunder catatan medis (medicalrecord) di Rumah Sakit Ketergantungan Obat (RSKO) Jakarta tahun 2013. Populasi dalam penelitian ini adalah seluruh pasien ketergantungan narkoba yang dirawat inap, yang menjalani rehabilitasi dan rawat jalan, dan sampel penelitian ini adalah seluruh populasi sebesar 303 orang. Analisis data yang digunakan adalah analisis secara univariat, bivariat, dan multivariat. Hasil penelitian menunjukkan bahwa pasien yang dirawat jalan dan lama menggunakan narkoba berhubungan dengan komorbiditas pada pecandu narkoba. Model akhir analisis multivariat menunjukkan bahwa lama menggunakan narkoba merupakan variabel yang paling berpengaruh terhadap komorbiditas pecandu narkoba.Narcotics are abused can lead to dependence. The longer experiencing drug dependence will worsen the quality of health care. In injecting drug users, complications such ashepatic, comorbidities, pulmonary TB, and HIV/AIDs also higher. The purpose of this study was to determine the comorbidity of drug abusers and its determinant. The method is a cross sectional study using secondary data, medical records at the Drug Dependence Hospital Jakarta in 2013. The study population were all drug dependent patients who are hospitalized, undergoing rehabilitation and outpatient care, and sample is total population of 303 people. Data were analyzed using univariate, bivariate and multivariate analyzes. The results showed that patients treated in outpatients and comorbidities associated with drug addicts. The final model of multivariate analysis showed that longer using drugs is the most influential variable on the comorbidity of drug addicts.

Prison overcapacity is one of the crucial legal issues at this time, in this case the overcapacity has reached 204%. The large number of narcotic convicts is one of the causes of prison overcapacity, related to this, narcotics convicts reach 50% of the total inmates in Indonesia. The purpose of this study was to determine the need for drug users, namely abusers and drug addicts to be handled with non-penal efforts and decriminalization of drug abusers in order to reduce the level of overcapacity of prisons in Indonesia. The research method used is normative legal research that prioritizes secondary data. The results of the study confirm that addicts and abusers are victims who are entitled to protection so as not to become victims of criminal acts and have the right to obtain guarantees or rehabilitation for the losses they have received. So that non-penal efforts are needed to protect the rights of victims and decriminalization needs to be done as part of criminal politics to bring criminal law to a better direction, in this case upholding the rights of victims and being a solution to the problem of overcapacity in prisons in Indonesia. The main factor of the disease of the psyche and the entire human body, which leads to the degradation of the individual, to complete disability and premature death, is the use of drugs. The purpose of the work is to consider the state of drug addiction in Ukraine, impact of it on human health, to determine socio-economic losses from drug use and to outline measures to prevent and combat drug addiction. According to information sources, in Ukraine consumption of drugs are from 1 to 1.5 million people, their number annually increases by 8-10%. This trend is one of the highest in the world. About 1,000 people in the country every year die from drug addiction, and 120,000 people die from drug addiction and related illnesses. 74% of drug addicts do not work or study anywhere. Among drug addicted 2% - students of technical schools and vocational schools, 0.4% - students of higher educational institutions. 70% of drug addicts in Ukraine are young people aged over 25 years. 73% of drug users are urban residents. Drug addicted patients spent significant funds on the purchase drugs and drug addiction dispensaries of the country - on their examination and treatment. So, in order to prevent and prohibition the use drugs by citizens of Ukraine it is necessary in each administrative- territorial region of the country inform the population, especially young people, about the dangers of drug use, and for state authorities need to ensure prevented illicit circulation and distribution the drags in the country.

The article is devoted to the functions of the criminal Executive inspections of the Federal penitentiary service in monitoring convicted drug addicts. The statistical number of this category of convicts is analyzed, problematic issues are considered, contradictions and shortcomings in the legal regulation of the procedure for monitoring convicts suffering from drug addiction, and proposals are made to improve the legislative regulation of the procedure for monitoring convicted drug addicts.

This paper will examine the impact of PR electoral systems in a divided society. This research will explore the strength and weakness of the current electoral system and institutional design of Sri Lanka and will recommend changes to decrease the risk of minority exclusion in decision making and ethnic violence. The objectives of this research are to examine the character of the merits and demerits of the PR, and to investigate and assess the impacts of the PR in the multi ethnic societies of Sri Lanka. The study is a qualitative case study, and primary and secondary data sources have been employed to gather relevant data. The My Fieldwork was conducted in Sri Lanka, with the intention of gaining a better and more thorough understanding of the current situation. The interviews conducted were as such not structured or semi-structured, due to the interviewees’ varying professional background and institutional affiliation. Accordingly, unstructured interviews, as well as informal conversations and meetings, were conducted throughout Sri Lanka.
