This article is devoted to the study of the evolution of the system of political values in modern Russia. Within the framework of the study, the results of sociological studies of the political orientations of citizens of the Russian Federation, conducted by the leading world and russian sociological agencies over the past 30 years, are considered. Various aspects of the dynamics of value orientations of the inhabitants of Russia and the peculiarities of the perception by the citizens of Russia of various components of political culture are shown. The author, using sociological methods, analyzes the political culture of the Russian Federation through the prism of the attitude of its inhabitants to various elements of the system of political values: democracy, political participation as such, equality, freedom, propensity to participate in protest actions, etc. The author also examines how much the position of such values as statism, nationalism, right, left and centrist ideological orientations has changed in the political consciousness of russian citizens. The research design is built around a cross-temporal analysis of the dynamics of political values. The main research problem is the dissemination of qualitatively new practices of political behavior for Russia, starting from 2017-2018. The central topic of the study is to identify the connection between the change in the vector of political behavior of citizens of the Russian Federation, which is why many researchers postulate the thesis of the emergence of a qualitatively “new” political reality, and more structural processes of the evolution of political values in modern Russia. Based on the data of opinion polls World Values Survey, European Values Study, the All-Russian Center for the Study of Public Opinion, the Federal Agency for Youth Affairs (Rosmolodezh), the author examines the main trends in changes in the political values of russian citizens and determines the trajectories of their further development.

The monograph presents the results of sociological research on the project “The political culture of the Russian society in the transition to a new technological structure and implementation Of the strategy of scientific and technological development of the Russian Federation and the Decree of the President of the Russian Federation from 07.05.2018 № 204 «On national goals and strategic objectives of the Russian Federation for the period up to 2024»”. The all-Russian survey was conducted in May-June 2019 in 22 regions of the Russian Federation. The study of the structure and nature of citizens’ opinions on national development goals and digital society shows that the Russian society has formed the initial elements of the fundamental components of an innovative political culture: knowledge, beliefs and attitudes for the actual behavior of citizens in terms of the introduction and use of information and communication technologies and the implementation of national projects. The problematic situation is identified and described in the monograph, according to the author, requires a thought-out and verified program of political actions, both on the part of the Government of the Russian Federation and on the part of civil society institutions in order to create a high cognitive, labor motivation in this strategically decisive area of life of the Russian society. The urgency, scale and complexity of the tasks require the unification of the efforts of civil society with a leading role and strategic coordination of state actions. The monograph summarizes the results of sociological research on topical issues on the agenda of Russian society and the state, and can be useful for management personnel of state and municipal administration, production organizers, managers of social and educational institutions, researchers, University teachers, graduate students and students.

The article aims at studying the legal nature and essence of constitutional proceedings with due regard to historical experience and modern legislative approaches to the structure and system of constitutional justice in Russia. The main research method was the deductive method which allowed the authors to study the legal nature of the Constitutional Court and its role in the separation of powers in Russia. The article also used the inductive method, the method of systemic analysis, and comparative-legal and historical methods. To solve the research problem, it is necessary to consider the legal foundations and features of constitutional justice based on the amendments made to the Constitution of the Russian Federation on July 1, 2020. The article proves that the legal nature and the main goal of constitutional control remain unresolved issues. According to the authors, the most important condition for the creation of a strong judicial power is its high independence. Judicial errors can also cause distrust in the judiciary.


The article analyzes and characterizes the content, empirics of scientific research and the practice of implementing the methodological foundations of the political culture of students, as the basis for the formation of a civic national identity and ultimately the formation of the unity of the Russian nation. The relevance of the article is due to the aggravation of the socio-political situation in the Russian Federation in recent years, which is associated with an increase in the need for peaceful resolution of conflicts, the need for preparation for civic participation in the life of society and the state, and the insufficient level of political culture of all participants in the events. It is shown that at present, the educational system of Russia contains a large-scale error of violating ideological continuity between basic general / secondary / education and higher professional education. In particular, the Federal State Standard for Basic General Education dated 2010.12.10 indicates the orientation of education in the Russian Federation “to ensure the formation of the Russian civic identity of students”, but the Federal State Educational Standard on humanitarian directions of training do not have the ideological principles contained in the standards of general and secondary education and including in the Constitution of the Russian Federation. The research problem is connected with the search for methodological foundations for the implementation of the requirements of educational standards and the continuity in higher education of the formation of the Russian civiс identity of students, their testing and dissemination of the progressive experience available in our country

The subject of the article is the legal acts of the President of the Russian Federation and the federal executive bodies: ministries, services, agencies and state corporations. The article uses the dogmatic-descriptive method and the comparative method. The subject of the analysis are both constitutional sources and sources not mentioned in the Basic Law, including in particular the multifunctional act called in Russian prikaz. The main research objective is to determine the normative nature of individual sources of law in the context of the political position of the President and federal executive bodies in the Russian political system. The article also calls for a change in the established translation of the act called rasporyazheniye in Russian from “regulation” to “order”.

The article analyzed the level of awareness of the youth of Primorsky Krai about the amendments to the Constitution of the Russian Federation, adopted by nationwide vote on July 1, 2020. The main research methods were sociological survey, systematization, structuring and analysis of sociological data. The data, obtained as a result of the survey, allowed the authors to determine the main channels of political communication between various political forces and the population under the age of 35, which were used to familiarize the population of this age group with the amendments submitted to the Constitution of the Russian Federation. The article assessed the effectiveness of the selected channels and methods of political and informational influence on Russian youth. The scientific novelty of the study is due to the fact that it attempted a sociological study of the political awareness of the youth of Primorsky Krai in the context of the nationwide vote on amendments to the Constitution of the Russian Federation. The results of the presented scientific work are of high applied importance due to the possibility of their application in studying mechanisms of regulating the political activity of young people. Furthermore, this research can be useful for specialists in political science and sociology.

This article reveals the problem of the role of the religious factor in the formation of the value orientations of the military personnel of the Russian army from its inception to the present state. In the article, the author reveals the significance of the Church in the formation of the value orientations of military personnel. The problem of religious situation in foreign armies is considered. The article presents data from sociological studies confirming the increase in the number of religious servicemen in the modern Armed Forces. The concept of “religious factor” is revealed. The author suggests considering the influence of the religious factor on the formation of value orientations through the functions of religion. The article provides examples of the influence of religion on the formation of value orientations of military personnel from the time of the Baptism of Russia to the present. Examples of writers of Russian classical literature about the influence of religion on the morale of troops are given. Examples of religious participation in major battles and wars of the past years are shown. The significance of the religious factor in uniting the people and the army is shown. The work of officials of the Ministry of defense of the Russian Federation in strengthening values among military personnel in modern conditions is demonstrated. The role of the Minister of defense of the Russian Federation, General of the army S.K. Shoigu in strengthening the faith of the Russian army is outlined. Issues related to the construction of the Main Temple of the Armed Forces and its impact on the public masses were discussed. In this study, the author aims to show the significant role of religion in the formation of value orientations in Russian military personnel. The analysis shows an increasing role of religion in the minds of military personnel in modern conditions.

The article deals with the assessment of the prospects of the political future by representatives of Russian youth. The text of the article has been prepared within the framework of the project “Potential of Youth Political Leadership in The Course of Political Socialization and Circulation of Elites in the Russia Regions in the 2010s (using the example of South-Western Siberia and the North-West of the Russian Federation), RFBR grant No. 18-011-01184. The relevance of the research is in combining a fundamental review of the main directions of research of the role of youth participation in the social and political process and the involvement of a specific empirical study conducted in the spring of 2019, which allows highlighting various aspects of the situation. The empirical part of the study is based on the study “Ideas of Youth about Possibilities of Youth Leaders and Youth Organizations in Russia”, which was conducted in spring 2019 in four constituent entities of the Russian Federation — Altai Territory, Leningrad and Novosibirsk Regions and St. Petersburg. The method of research was a personal standardized interview, the sample size was 1000 respondents (250 in each of the regions), representatives of young people aged 14 to 30 permanently reside in the territory of the studied subjects of the federation. Based on factor and cluster analyzes, the main models of expectations of the political future are presented. The article should be of interest to researchers, both professionally involved, and simply interested in the topic of the influence of the real political process on such a significant group of the population as youth.

The article considers the activities of Ivan Kraft, the governor of Yakutsk Oblast, on the incorporation of North-East Siberia into the single economic, administrative and sociocultural space of the Russian Empire. The aim of the study is to analyze Kraft's contribution to the construction and arrangement of the Amur-Yakutsk Highway at the beginning of the 20th century. To reach this aim, the authors broadly use archival sources that have not been previously published and introduced into academic discourse. The topic has theoretical and applied relevance. It has not been sufficiently studied in the historiography of North-East Siberia and is the subject of scholarly and political discussions. The key method in the study is an interdisciplinary approach to the research problem, which is at the intersection of history and economics. The authors used content analysis for a quantitative and qualitative study of these sources based on the principle of historicism and consistency. The authors determined that, in connection with the design of the Amur Railway, the Amur-Yakutsk Highway received the status of a strategic infrastructure object in the macroregion. The authors note that Kraft was the initiator of the construction of the route from Yakutsk to the Amur. The governor conducted a number of scientific and engineering surveys of the most convenient route and made applications for financing the construction of the highway. Kraft made a strategic decision to attract private companies with large capital for the construction. The Upper Amur Gold Mining Company and the Heirs of A. I. Gromova company helped build highway sections with a total length of more than 500 km, equip stations, establish telegraph communications, and construct river crossings. At the beginning of the 20th century, in the framework of modernization measures, Kraft considered Yakutsk Oblast as a mining region. This became the basis for raising the question of Yakutia's access to the Trans-Siberian Railway. The close cooperation of the government, in the person of Kraft, with large enterprises of the region was the basis for the project of constructing a railway line to Yakutsk. In conclusion, the authors note that the processes of incorporation of the Asian borderlands of Russia into the economic, administrative and sociocultural space of the state that Governor of Yakutsk Oblast Ivan Kraft began at the beginning of the 20th century were reflected in the modern policy of the Russian Federation. The Amur-Yakutsk Mainline was put into operation in 2015. At present, the problem of building a bridge across the Lena in the Yakutsk area is still relevant. In 2019, President of the Russian Federation Vladimir Putin signed orders to begin the construction of the bridge. This will create an international transit corridor between Europe and the Asia-Pacific region.

Purpose of the study. The article is devoted to the analysis of value orientations, forms of civic engagement and political participation of young Russian citizens who consider themselves patriots. In accordance with the conceptual and methodological provisions developed within the framework of the political and psychological approach, the author examines how the cognitive and behavioral components of the personality structure, which determine the patriotic orientation of youth, relate to each other. Research results. Based on an analysis of the data of an all-Russian survey of young people aged 15 to 30, the author comes to the conclusion that young Russian patriots are interested in politics and identify with Russia. They demonstrate a fairly high level of social activity and have a wide repertoire of forms of civic participation and political behavior. They have attitudes towards conventional forms of political participation (primarily electoral). In the system of values of young patriots, the most significant are human rights, peace, order, legality, security, freedom and justice. Young Russian citizens who consider themselves patriots differ in their political values and behavioral orientations from «non-patriots». The author comes to the conclusion that young patriots have a connection between values and behavioral practices of their implementation, which determines their focus on interaction with the state and society. But this is not typical for young people in general. It is noted that in the future, patriotism can become a factor in the serious intragenerational demarcation of young people. Therefore, significant efforts are required from various institutions of socialization in the field of political education and patriotic education of youth.

In the article, the authors pay attention to the issue of value preferences of Russian youth on the example of the one of the regions of the Russian Federation – the Kemerovo region - Kuzbass. The problem of political activity of young people is considered through the system of current legislation on youth, socialization and directly value orientations and preferences of young people. The main legal acts regulating youth policy in the Russian Federation are marked. As an empirical basis a number of methodological approaches were used-the system approach (D. Easton, G. Almond), the normative-value approach of J. Rawls, a method of expert interviews and questionnaire survey. The article shows the inconsistency of the value beliefs of modern youth, which is caused by the Russian model of democratic development.
