Examined is the issue of the further trajectory of the university development in modern society, where information and technological transformations determine a completely new educational discourse. It is emphasized that the cognitive nature and the increasing role of knowledge and education as the most important value are becoming the main characteristics of the new society. At the same time, the main factor of modern production, in contrast to the previous social forms, turns out to be inseparable from its subject. Knowledge constructs a person, becomes his leading characteristic. As a result, investments in people are growing: expenses for training and education, advanced training and retraining of employees. Information and knowledge in their new role create the socio-cultural context in which modern education exists, including university education. The thesis is substantiated that the philosophical understanding of education in a new society proceeds from an understanding of the specifics of the modern world and the position of a person in it. Since today a knowledge worker with a talent for assimilating information from various sources and transforming it into new knowledge is in demand, the university is guided by this idea in choosing its strategy. At the same time, the focus of attention is all the same knowledge as a leading public and personal resource, however, the new specificity of educational knowledge, as knowledge that is the subject of the university’s activity — its informational variability, fragility and contextuality, due to global informatization, cannot but affect comprehension of the specifics of a modern university.

The article considers the concept of resources and competences in the context of the transition of universities to a new generation model - “University 4.0.” Based on an analysis of the historical variability of university models, it is justified that resources and competencies act as the main determinants of the 4.0 university model in the modern realities of higher education. The analysis of sources claims that the movement from University 1.0 to University 4.0 increases the level of “transition” of talent and knowledge. In this way, the authors reach to the concept of “resources,” as supra-competent determinants of the growth of the university. Based on the analysis of the global challenges of the modern world, the need to distinguish the spiritual mission of universities as important actors in the development of modern society is justified. Is presented the model of the University of the Fourth Generation, developed by Al-Farabi KazNU.

The article deals with new principles and organizational forms of social work in the context of digital society development. The author attributes the necessity to implement changes in the sphere to a higher level of individualism in the modern society and young people’s urge to self-fulfillment and self-realization. The paper reviews most common existing forms of students’ public organizations: parliaments, councils, unions and clubs. The author highlights that nowadays they tend to perform the advisory function in education institutions, or their activity is limited to actually being social clubs for interest groups. Frequently, they are not designed to handle strategic tasks education institutions and students communities are facing. Following the guidelines the new Ukrainian Law on Higher Education puts forward, the author addresses the experience of Kharkiv University of Humanities “People’s Ukrainian Academy” in organizing pupils’ and students’ self-governance, and the practice of its public organizations. The author attempts to analyze how effective the current system is, whether its organizational principles and forms are up-to-date, to what extent they meet students’ needs and expectations. The author shares PUA’s experience in the work on training and educating youth leaders, explicates how naturally they make up constituent part of the university education and pedagogical system, how successfully they cooperate with other teachers’ and pupils’ public organizations of the complex of continuous education. A very special attention the article pays to the PUA pupils’ organization “ISTOK” and its activities. According to the author, the secret of public organizations’ successful performance lies in team work and cooperation, collective problem-solving, integration of experience and up-to-date approaches to social work.

Introduction. The article covers history waypoints of the corporate culture, tradition, emblems of Volgograd State University, its corporate ideology and the role of the University in the regional community. The author enlightens the activity and responsibility of the rector department and faculties in terms of the development of the University as region’s leader of science, education and culture. Methods and materials. The principles of historicism and objectivity were used as a methodological base of the research. The study is based on scientific papers on the role of university education in modern society and corporate cultural space in the university community. Analysis. The core activity and focused informational work of the University has allowed to form its positive image. Special attention is paid to the appearance of higher education institutions in the region and the establishment of Volgograd State University. The author studies the contribution of the University to the social-economic, public and cultural sphere of region’s life. Results. The main conclusion of the article is that nowadays classic university education leads to forming the social elite, increases the level of education and culture in the regional community. The program of transforming Volgograd State University into the University Centre of innovative, technological and social development of the region allows to reach success for not only the University, but for the whole region.

The changes taking place in the modern world dictate to society new requirements for the training of specialists in the field of teacher education. Training professionals in their field is not an easy task. In order to ensure the professional competence of the future teacher meets the challenges of modern society, it is necessary to provide training at the stage of study at the university. The article discusses the formation of professional competence of future teachers of preschool and primary general education, describes the theoretical aspects of studying the essence of this problem. On the basis of the study, by means of a questionnaire survey, the main components of the successful formation of future professional competence in future teachers of preschool and primary general education are analyzed.

The article analyzes the significance of Wilhelm von Humboldt’s philosophical ideas about the model of the organization of university education in light of modern challenges. The fundamental ideas of the Humboldt’s project are dis­cussed. The “fictitiousness” of the university as a social institution was the most important advantage of Humboldt's educational strategy. The educational agenda here is not determined by institutional interests, which means that it turns out to be flexible and does not seek to maintain the status quo. At the same time, it is the destruction of “fictitiousness” and the university's establishment as a “real” social institution that becomes one of the most important symptoms of the crisis in the modern academic world. One of the vivid expressions of this crisis is the priority of quantitative indicators of the educational process's effectiveness. The key difference of a modern university is its aspiration for the future. In turn, an appeal to the future turns out to be a pseudo-strategy of the educational process, since the future itself is an unattainable goal. At the same time, Hum­boldt’s project suggested that only in the image of a person does the ultimate goal of education find unlimited development opportunities. The author believes that returning to the “Humboldtian man” can be an important task for university reform in the modern world.

Современное образование требует модернизации в силу изменяющихся реалий. Оно должно быть более мобильным, качественным, эффективным и результативным. Для внесения действенных изменений в образовательный процесс вуза нужно ясно представлять идеальную картину, что необходимо менять и как правильно это сделать. В данном ключе, по нашему мнению, может быть использован метод моделирования и его вариант - идеализация, которые позволят качественно построить академический процесс и все сопутствующие элементы в соответствии с современными запросами общества и меняющейся действительностью. Мы предлагаем идеальный вариант развития элементов педагогической модели в контексте технического вуза, которые впоследствии могут выступать неким шаблоном и сделать вузовское обучение более результативным. Modern education demands modernization as a result of changing conditions. It must be more mobile, high quality, effective and have good results. For changing the university educational process it is necessary to understand clearly the ideal picture, the changes undertaken, and the ways how to make them. We think that in this case we can use the method of modeling and its variation - idealization that will help to organize the high quality academic process and all the elements in accordance with modern society demands and changing reality. We offer the ideal variant of element development of pedagogical model in the context of a technical university which can represent a certain cliché and make the university education more effective.

The article is dedicated to the issue of modernizing Serbian university education. Modernization as a transnational process has had a tangible influence on education. The debate on modern university education highlights the education models associated with pan-European traditions, with the German one serving as a key and needing to be localized. In historical and cultural context Serbia has always been open to accommodate efficient Western practices to local realities. The central challenge to such a modernization is to meet existing needs of scientific development, expert qualification and preserve the cultural continuity throughout the history. The University of Belgrade, the first one in the country and a leading one, followed the German academy model. However, its development was conditioned by cultural and political shifts, with changes in educational policy after each of the World Wars and the student movement of 1968 serving as examples. The Faculty of Philosophy has always had a special place among the oldest university schools, intertwining the classics (which later manifested themselves in philological research) and the positivist knowledge (history, psychology, sociology, etc.). Modern teaching demonstrates the continuity of traditions combined with innovations, which is essential to development of any educational system. This trend meets the national interests of Serbia as a European country, with its great history and openness to peaceful intercultural communication.
