Universities have a crucial role in the modern world. In England, entrance to universities is by nation-wide competition which means English universities have an exceptional influence on schools--a striking theme of the book. This important book first investigates the university as an institution and then tracks the individual on their journey to and through university. In A University Education, David Willetts presents a compelling case for the ongoing importance of the university, both as one of the great institutions of modern society and as a transformational experience for the individual. The book also makes illuminating comparisons with higher education in other countries, especially the US and Germany. Drawing on his experience as UK Minister for Universities and Science from 2010 to 2014, the author offers a powerful account of the value of higher education and the case for more expansion. He covers controversial issues in which he was involved from access for disadvantaged students to the introduction of L9,000 fees. The final section addresses some of the big questions for the future, such as the the relationship between universities and business, especially in promoting innovation.. He argues that the two great contemporary trends of globalisation and technological innovation will both change the university significantly. This is an authoritative account of English universities setting them for the first time in their new legal and regulatory framework.

Examined is the issue of the further trajectory of the university development in modern society, where information and technological transformations determine a completely new educational discourse. It is emphasized that the cognitive nature and the increasing role of knowledge and education as the most important value are becoming the main characteristics of the new society. At the same time, the main factor of modern production, in contrast to the previous social forms, turns out to be inseparable from its subject. Knowledge constructs a person, becomes his leading characteristic. As a result, investments in people are growing: expenses for training and education, advanced training and retraining of employees. Information and knowledge in their new role create the socio-cultural context in which modern education exists, including university education. The thesis is substantiated that the philosophical understanding of education in a new society proceeds from an understanding of the specifics of the modern world and the position of a person in it. Since today a knowledge worker with a talent for assimilating information from various sources and transforming it into new knowledge is in demand, the university is guided by this idea in choosing its strategy. At the same time, the focus of attention is all the same knowledge as a leading public and personal resource, however, the new specificity of educational knowledge, as knowledge that is the subject of the university’s activity — its informational variability, fragility and contextuality, due to global informatization, cannot but affect comprehension of the specifics of a modern university.

In modern society, there is much concern about training highly qualified specialists in the field of social work. Both higher education institutions that provide this training and the professional community are interested in it. The effectiveness of the social institution activity depends on how the personnel is prepared, what competencies and the level of professionalism it possesses. Equal partnership between educational and professional communities will enable university to respond quickly to changes in the economy and the needs of the market, to train unique specialists according to professional standards. The article highlights the cooperation experience of the Department of Service, Advertising and Social Work of Sholom-Aleichem Priamursky State University with the professional community of social workers. The authors present forms and methods of the organization of social partnership as a necessary condition for training future social workers and experts in social work. Different methods of training highly qualified personnel are also shown. The authors have identified the main trajectories of interaction between the University and the professional community of social workers which are determined by the content of educational standards. They include the formation of the educational programme, the involvement of social workers in the educational process, the provision of employment, postgraduate training of personnel. The article pays special attention to the problems of profiling educational programs at universities in small regions. The authors believe that the narrow definition of educational program specialization is connected with the potential lack of demand for personnel while a shortage in specialists is maintained. The authors consider volunteering as an additional resource for the development of professional competencies in the field of social work and a channel for effective interaction between the University and the professional community.

The peculiarities of the tripartite model of partnership, which operates in Ukraine, are analyzed. The psychological, pedagogical and socio-cultural conditions of relations between social partners, as well the basic principles to which the parties should adhere were noted. Key elements of social partnership include: an existing social problem that needs to be addressed as quickly possible; interests and values of partners; legal validity of the partnership; opportunities and strengths of partners; rules of interaction and mutual control. The essence of social partnership in the field of social work is covered. Social technologies that are used for establishing optimal cooperation between social partners are considered: mediation, extreme support, variations and cross-offers. The most popular of which in the field of social work is social mediation, which serves to establish relationships between the client and the organization. Theoretical knowledge and practical skills necessary for future social workers to build partnerships with clients as objects of social work, as well with representatives of state institutions and public organizations as subjects of social work. The necessity of teaching the discipline «Social Partnership» for future social workers is justified. Therefore, teaching the discipline «Social Partnership» for future social workers is especially important and necessary, because modern society requires from the higher education system a fully developed competitive professional, whose knowledge, skills and abilities will successfully serve the further social development of society. The success of such development is impossible without a highly qualified social worker, whose professionalism and dedication will improve the quality of social services and improve the welfare of the Ukrainian population as a whole. To strengthen the system of social partnership in Ukraine, it is necessary to observe some important aspects: the possibility of unimpeded receipt of social protection, social guarantee or social service; strengthening the socio-regulatory framework in order to bring it into line with international law; motivation of employers to participate in social dialogue; raising public awareness of social partnership.

This article deals with development work that aimed at promoting a better integration of social work university education and social work practice. The development work incorporated the academic world into the working life of social workers in rural areas. As a result, a permanent university-agency network was established, consisting of a university-coordinated networked infrastructure of 26 significant employer organisations (municipalities and nongovernmental organisations). Seminars, workgroups and a continuing education course for practice educators were modelled and realised as network activities. The network has enhanced collaboration. To support the aims of social work education to promote the use of scientific methods and techniques in practice, a significant structure for better interaction with the practice field has been created. Practitioners do have enthusiasm for development work and it is essential in terms of research-based social work as to how this is resourced, supported and utilised by educational solutions. However, in addition to the university-practice relationship, the relationship between individuals and their employer agencies is also key in terms of escalating learning into the organisational context.
