Periodization of training of specialists in the system of Secondary and Higher vocational education in the Volga region (from 1917 up to the early 1960 years)

Examined is the problem of modernization of vocational training system, that experience does not exclude reference to the historical past, since interesting experience in solving various problems and tasks can be used at present. The analysis of archival sources allows to trace exactly, how the process of formation of vocational training system at its initial stages took place and to get an understanding of what factors influenced it. This article presents the periodization of specialists’ training in the system of secondary and higher professional education from 1917 up to 1961 years. The first period 1917–1945 presents development of a net of secondary and higher training system institutions under new socio-economic conditions and establishment of new types of institutions. The second period from 1945 up to beginning of the 1960 years shows development of a centralized personnel training system, its improvement based on principles of statehood, centralization, consistency and efficiency. The choice of the territorial framework is due to the fact, that the Volga region is a central region of Russia, particularities of the development of vocational training system in which are typical for other regions of our country. The choice of chronological period is explained by the fact, that in the period from 1917 up to 1961 years the traditional specialists’ training system started to form in our country and was finally completed.

The article discusses the process of forming safe thinking among students at three levels of education: general education (secondary general education), vocational education (secondary and higher professional education) and vocational training, as well as problems specific to each level are identified. The special role of the discipline "Life Safety" in the formation of safe thinking is substantiated.

The article analyses qualitative changes in personnel training system in the field of crisis and insolvency management. Special emphasis is made on problems of higher professional education as a result of its reformation. The authors assess the existing system of insolvency officer training and show its impact on providing the efficiency of Russian insolvency institution. They develop suggestions on organizing the system of training and qualification upgrade for personnel in the field of crisis and insolvency management.

The paper examines the features of establishing of the education system and training for the needs of textile production in pre-revolutionary Russia. Early 19 century is characterized by a rapid growth of already existing manufactories and emergence of new ones. This situation caused intense competition among their owners. Understanding the importance of education among workers comes first to the most advanced of industrialists. Representatives of large enterprises saw that education may increase labor productivity, reduce the number of accidents at work caused by drunkenness or a low technical culture, reduce the number of theft of factory products, and improve mutual understanding between manufacturers and workers. Besides, the paramount task was to provide textile manufactories with their own, domestic qualified specialists capable of understanding technological processes of creating fabrics, as well as designing highly artistic printed drawings for various purposes. All this prompted many owners of textile industries to open schools at factories, where not only children of workers of enterprises, but also the workers themselves, who showed interest in self-development and advanced training, could be trained. Throughout the 19 century, industrial enterprises opened schools and craft schools that trained specialists to meet their own needs of enterprises. A special place in the series of factory schools is occupied by educational institutions of art and industrial direction. Here the foundations of the national secondary and higher professional education were laid. The curricula and programs of craft educational institutions took into account the experience of secondary art and industrial educational institutions. At school, in addition to general subjects, they studied linear drawing (i.e. drawing) and pattern drawing. Future masters learnt to analyze the best samples, fostering analytical thinking. The combination of theory and practice in the training system became the start for developing project creativity.


The article analyzes the concept of monitoring of the professional competencies of a teacher, defines the role and place of diagnosis in the system of professional monitoring, highlights a teacherʼs competence in teaching foreign students of technical specialties. The competence approach is connected with the search for new conceptual and methodological models for training specialists with higher technical education, the quality of vocational training, and defining the key competencies that a modern teacher should have. The objective of the article is to research and justify theoretical foundations for diagnostics of results of forming professional competencies of language teachers for foreign students in technical universities. Interaction of the teacher and the student undergoes significant transformations reflecting socio-economic changes in Ukraine, improvement of higher professional education system in the process of introducing new requirements and standards of education.These new developments, in the first place, concern the perception of the teacher, the system of role expectations regarding the leading qualities of the teacher. The increasing attention to the issues of diagnosing a level of proficiency of language teachers as a modern trend requires not only scientifically-based tools for continuous measurement, analysis, and improvement of evaluation of educational results of studentsʼ vocational training but also a new look at the system of pedagogical diagnostics. System diagnostics based on a competent approach should become a key component of monitoring the quality of vocational training of language teachers in technical universities. For Ukrainian and foreign students image of their teacher consists of many subjective factors of perception and includes several groups of qualities: personal qualities, that characterize the teacher as a person; professional qualities, that characterize the teacher’s professional level; and social qualities, that characterize the teacher’s communicative skills and their ability to “stay in touch” with students. Effectiveness and optimization of the teaching process for Ukrainian and foreign students depend both on the teacherʼs pedagogical skill and on his or her character.

From 2012 to the present, active work is being carried out to introduce educational activities in the sphere of higher professional education at the Faculty of Engineering Education of the National Pedagogical Dragomanov University. During 6 years for the educational degree "Bachelor" in the field of knowledge 01 Education / Pedagogy specialty 015 "Vocational Education" 9 specializations were opened, namely: the food technology, the technology of light industry products, the design, the wood processing, the hospitality training, the computer technologies, the economics, the document management, the labor protection. The specialty 015 "Vocational education (in specialties)" is binary (double). The qualification "3340 Teacher of vocational training", which is conditioned by the successful psychological and pedagogical preparation of students, is common for all specializations. The importance of interdisciplinary links in the training of vocational education teachers is extremely important. Because, their successful implementation allows us to comprehend in the future polydisciplinarity and transdisciplinarity, as a strategies for the long and productive development of scientific knowledge.

Work-based learning has been developing rapidly in Latvia for the last three years. Since 2017, the Employers’ Confederation of Latvia has been implementing a project of the European Social Fund, which provides for a tripartite learning implementation agreement between the educational institution, the student, and the employer. The project targets vocational learners, but equivalent opportunities are also spoken of in higher vocational education. Such an approach would help the employer direct the future employees in the direction of acquiring the necessary knowledge and skills. The publication aims to give a short overview of the historical development of learning opportunities in the working environment in Latvia, the concepts used in research, as well as to look at the research methodology used in the studies of work-based environment in higher professional education in Latvia and Europe and the results of those studies. The first section of the article discusses historical problems of work-based learning, analyses the normative acts and relevant concepts to support further research. The second section analyses methodological approaches to the studies related to the organization of work-based learning. The results of this theoretical and methodological review will serve as a theoretical basis for empirical research related to the introduction of work-based studies in higher professional education in Latvia.

The professional and pedagogic duties of the master of vocational training are changing in current social and economic conditions. There are a lot of new aspects of the professional and pedagogic activities, which have not been considered previously, and which impact the organization of their innovative activities and form new professional and pedagogic expertise. Advanced training system is supposed to respond to new social challenges, one of which is preparing teachers for innovative activities. The article contains the theoretical model of training for innovative activities in the framework of advanced training, describes the theoretical and methodological approaches, structure and contents of this training.

The article discusses the process of the digitalization of the educational organization of secondary vocational education. When automating routine processes, at some point, problems may arise in the transition from solving local accounting problems to submitting regulated reports. Often, digitalization becomes the only possible solution to the problems of combining the performance of job tasks based on data from various departments. This is especially evident when implementing integration with external federal information systems. The development of digital services for students with the help of the information service “NaLentu!” (”Go to a Class!”) is shown. Based on it, the mailing of the schedule, the “digital student’s record-book”, and the order of documents are implemented. It is described how one of the federal systems became the reason for the digitalization of processes in social accounting, the appointment and accrual of grants. The problems of the implementation of the accounting system on the part of employees, in particular, the perception by some of them of digitalization as a threat to their interests, are indicated. Further automation trends after the implementation of information systems in the decision of the central tasks of the educational organization are demonstrated. The stages of the introduction of information systems for accounting for vocational training and additional professional education are described, the analysis of the results of their implementation on the basis of College of Oil and Gas in Achinsk is given.
