Examined is the importance of transport accessibility of universities when choosing their Alma Mater by applicants. The analysis of the use of passenger transport by students in the city of Volgograd — the largest city in the Russian Federation with a population of more than 1 million people; the data of a questionnaire survey of university students of the city, most of whom live in the most remote areas from the center, are presented. It describes the types of public transport that students use to get to their place of study, the content characteristics of the route structure, including transfers, fare, reliability and comfort of transport, stability of the schedule, travel time, waiting for public transport, etc. The shortcomings of the most popular student routes and the city’s transport system, which is a complex and extensive network, are identified; conclusions are drawn about the transport accessibility of universities and recommendations for improving transport transportation along popular student routes.

This article examines the urban public and business subcenters as secondary elements of the city system, the closest in properties to its main center. The criteria defining the public business subcenters are highlighted. The current trends in the formation of social and business subcenters in large cities and megalopolises are considered. Analysis of world experience is produced. Foreign concepts of spatial development are analyzed on the example of several existing urban subcenters. Various available cartographic materials and literature sources have been studied. They cover the development of urban business centers and various aspects of urban development. The methods of spatial formation of the planning structure of urban public business subcenters are highlighted: the cluster and channel. The development stages of urban subcenters from the territory of concentration of small trade and residential establishments to large-scale multifunctional urban planning formations are presented. The prospects for the development of business subcenters in major cities of the Russian Federation are analyzed and trends are identified: social and business polycentrism, disposition of administrative and business centers on the outskirts of cities and the formation of self-organizing business subcenters, mainly based on shopping and entertainment centers in residential areas. Prospects for development of urban subcenter in a large city are considered on the example of the city of Belgorod. Conclusions are drawn on the need to develop new models of urban public business subcenters taking into consideration the modern planning specifics of large cities and megalopolises of the Russian Federation. Models of urban public business subcenters must meet the requirements of polyfunctionality, to have high architectural and town planning qualities, to take into account the needs of population in the design area and to ensure the sustainable development of the urban periphery.

Introduction. The paper deals with the results of the reliability of urban public passenger transport routes. One of the main objectives is to consider the indicators for assessing the reliability of the urban passenger transport system, which have not yet been used in Russian practice. The peculiarity of these indicators is that the initial information can be obtained on the basis of modern bus equipment (GLONASS/GPS). The possibility of using these indicators, as well as the development of scales of reliability levels at the moment is an important scientific problem.Materials and methods. The authors proposed modern indicators for assessing the reliability of urban passenger transport routes, such as the time index and the associated buffer time indicator. The authors used the methods of mathematical statistics to process the data on the duration of bus traffic.Results. The authors obtained the reliability characteristics of urban passenger routes. Moreover, the paper presented the comparison of the reliability values on the example of Irkutsk and Angarsk.Discussion and conclusions. The authors reveal the range of values of the time and buffer indices based on the data of route networks of two different cities. Therefore, the authors offer the estimation scale of the reliability levels on routes.

The article examines the promising directions of the existing concept of the Russian Federation on bicycle transport. Unlike Western countries, bicycle transport in Russia is only gaining its popularity and many people who preferred cars, in the spring-summer time, give their preference to bicycles and scooters. The study proves the relevance of the issue at stake, justifies the modernization of the existing transport frame of the territory and the need for its improvement with the help of a new project that will create comfortable conditions for movement and will be very significant for the city. The priority development of the territory is considered through the construction of a new pedestrian and bicycle transport bridge. The authors have developed proposals for solving the problem for comfortable movement of pedestrians and cyclists, as well as for people with limited mobility. The experience of foreign countries in creating projects of transport infrastructure for walking and cycling, which allows creating the most comfortable conditions for movement around the city, is generalized.

This article discusses the organizational and economic problems of the functioning of public transport in the city of Novosibirsk using the example of the Municipal treasury enterprise ‘Passenger Motor Transport Enterprise No. 4’. The main objective of the study is to find ways to solve problems which arise at this enterprise and which are common for urban passenger transport in a large city. The article analyzes the results of the enterprise, as well as the transport situation in Novosibirsk. The growth of the private car fleet significantly worsened the state of the urban environment in most cities of Russia and created a number of difficult to solve problems. Based on the study of solutions to similar problems in other cities and countries, the conclusion is drawn about the need for the accelerated development of urban passenger transport in comparison with other modes of transport. The search for effective ways to influence the behavior of transport users will make it possible to create a ‘healthy city’ that forms the necessary safety and quality of life for citizens.

В научной публикации изучаются изменения структуры парка легковых транспортных средств при развитии сети общественного транспорта на территории Российской Федерации. В современном мире роль общественного транспорта невозможно переоценить, во многих странах отказ от личных транспортных средств в пользу общественного транспорта включается в стратегии развития экономики и экологии. В связи с этим авторами поставлена цель оценить влияние реализуемых государственных и региональных проектов развития доступа к общественному транспорту в России на динамику изменения количества легковых транспортных средств с учетом применения международного опыта развития дорожных сетей. Научной базой исследования выступают российские и зарубежные нормативно-правовые акты, федеральные и региональные планы и стратегии развития, программы финансирования общественного транспорта, статистические базы МВД РФ, федеральной службы государственной статистики, а также мнения экспертов отрасли. The scientific publication studies changes in the structure of the fleet of passenger vehicles as a result of developing the public transport network in the territory of the Russian Federation. In the modern world, the role of public transport cannot be overestimated; in many countries, switching from personal vehicles to public transport is included in economic and environmental development strategies. Therefore, the purpose of the present research is to assess the impact of the implemented state and regional projects aimed at public transport accessibility development in Russia on the dynamics of changes in the number of passenger vehicles, taking into account the application of international experience in the development of road networks. Russian and foreign legal acts, federal and regional plans and development strategies, public transport financing programs, statistical bases of the Ministry of Internal Affairs of the Russian Federation, the Federal State Statistics Service, as well as opinions of industry experts have formed the scientific basis of the study.

The relevance of optimization of the Berezniki public transport route network is caused by an annual growth of city routes length, particularly, by the enlargement of bus routes and the uneven distribution of passenger traffic. The paper determines methods of optimization of public city passenger transport for the current transport demand. On the example of development of the Berezniki route network the authors have analysed the topology of routing and the city cartogram. On the basis of the study results they have proposed measures on the optimization of the route network for the public city transport. The novelty of the study is in the use of algorithms and methods of optimization of transport systems developed by the authors at conducting design and research works in the cities of the Russian Federation — Perm, Ekaterinburg, Samara, Kurgan, Yoshkar-Ola and Simferopol.

One of the most important components of the territorial socio-economic complex of a city (especially a large one) is the system of urban passenger transport, which, in turn, consists of two subsystems: urban public transport and personal vehicles. In 2000-2020. many large and medium-sized cities in Russia are going through a period of active motorization. Izhevsk is no exception in this regard. The level of motorization of the population has been increasing in recent years both in the city and in the Udmurt Republic as a whole. There is a growing need to reduce the flow of personal vehicles towards more active use of public transport. Urban public transport (for all its significant scale) has, as a rule, 2-3 owners and therefore is largely manageable, which cannot be said about personal vehicles. It is not possible to force car owners to switch to public transport by order. But it is possible to create such conditions when the resident himself does not use his own car, but gives preference to public transport. For example, to organize the work of a single parking space, in which the placement of paid parking lots will make it unprofitable to visit many of the most attractive objects (especially in the central part of the city) by private vehicle. An example of such relevant work is shown in the proposed article. By order of the Administration of Izhevsk, the authors of the article have identified the most optimal locations for paid car parks. The choice was determined based on the results of step-by-step work to assess: the location of the potential of Izhevsk public transport, the intensity of traffic flows, the density of the population, the availability of existing parking areas, points of attraction for vehicles.
