In  Pasuruan  Regional  police  station  amount  of  accidents  in  2018  has decreased, but amount of dead victims still relatively high. In 2018 there 533 events, in 2017 there 809 events and 2016 there 908 events, if on average there  756 events in the last 3 years. The majority of  settlement the case uses the mediation of penal process. So the authors interested in researching the basis of the implementation  of penal mediation  as an  alternative to  the settlement of cases in traffic accidents in Pasuruan Regional Police and the obstacles   the   implementation   of   traffic   accident   settlement   through mediation penalties. The method in this study uses a qualitative approach data collection techniques through interviews and documentation studies. Data  analysis techniques  based  on  data  collection,  data  reduction, data display    verification and confirmation of conclusions. The basis of implementation the mediation of   law, among others, legal basis and sociological basis The juridical basis used includes the authority to "act according to self-assessment" as regulated in Article 18 of Law Number 2 of 2002. While the sociological basis includes the perpetrators and victims alike agreeing to make peace; In the event the offender is not entirely guilty; The impactor is  willing  to  provide compensation  of money and medical expenses to the victim; and the immature age of the traffic accident perpetrators. Barriers to the implementation the mediation of penalties include conflicts with penal system that applies in UULLAJ. The second obstacle the conflict between the interests of the perpetrators and victims, in this case between the wishes of the victims who sometimes expect high compensation or there are several parties from victims who do not agree with each other. The next obstacle is the existence of a clash in the value of legal certainty where compensation will basically not stop the accident case process.

This research aims to determine how the collaboration process between stakeholders in response to traffic accidents in Kota Tanjungpinang. In Kota Tanjungpinang accident numbers are still quite high from year to year. In response to traffic accidents in Kota Tanjungpinang some stakeholders such as Polres Tanjungpinang, Dinas Perhubungan Kota Tanjungpinang, PT. Jasa Raharja (Persero) Perwakilan Tanjungpinang, Dinas Pekerjaan Umum dan Penataan Ruang Kota Tanjungpinang, Dinas Perumahan Rakyat, Kawasan Permukiman, Kebersihan dan Pertamanan Kota Tanjungpinang collaborate. Data collection methods in the form of interviews that are conducted to the informant interested in the implementation of Collaborative governance process. The analysis of data obtained is carried out through data collection, data verification, data presentation, and withdrawal of conclusions. The results obtained from this research are Collaborative governance in response to this traffic accident has fulfilled several factors of 5 factors in collaboration according to the Ansell and Gash Theory (2007), a factor that is fulfilled by collaboration This is (1). Comitment to process in the collaboration of countermeasures traffic accidents see the commitment of each stakeholder and confidence in providing the best service for the countermeasures of traffic accidents. (2). The Trust building in the collaboration in response to the trust building traffic accidents between stakeholders has already run well in carrying out their roles.

Abstract: The purposes of this study are to find out: (1) the implementation of Radin Inten II’s resistance nationalism values in the learning process; (2) the obstacles experienced by teachers when implementing Radin Inten II’s resistance nationalism values in the learning process; (3) the efforts made by teachers in overcoming obstacles during the implementation of Radin Inten II’s nationalism values in the learning process. This study used qualitative approach with the type of case study conducted at SMAN 1 Kalianda. Data collection techniques consisted of observation, interviews, and documentary studies. Data analysis techniques used the model of Miles & Huberman consisting of data collection, data reduction, data display, and conclusion. The results show: (1) the implementation of Radin Inten II’s nationalism resistance values in the process of learning local history was carried out by compiling a syllabus and implementing learning plan (RPP) by incorporating local history into Indonesian historical material which was consisted of planning, implementation, and evaluation, (2) the obstacles experienced by teachers included: the ability of teachers during learning process, students’ attitudes, and time constraints, (3) the efforts made by the teacher were taking the initiative to instill the values of nationalism in the resistance of Radin Inten II’s, applying various models, strategies, methods and singing a national song before learning. Abstrak: Tujuan penelitian ini adalah untuk mengetahui: (1) implementasi nilai-nilai nasionalisme perlawanan Radin Inten II dalam proses pembelajaran, (2) kendala yang dialami oleh guru saat implementasi nilai-nilai nasionalisme perlawanan Radin Inten II dalam proses pembelajaran, (3) upaya yang dilakukan guru dalam mengatasi kendala yang dihadapi saat implementasi nilai-nilai nasionalisme perlawanan Radin Inten II dalam proses pembelajaran. Penelitian ini menggunakan pendekatan kualitatif dengan jenis studi kasus di SMAN 1 Kalianda. Teknik pengumpulan data terdiri dari observasi, wawancara, dan dokumentasi. Teknik analisis data menggunakan model Miles & Huberman yang terdiri dari pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan: (1) implementasi nilai-nilai nasionalisme perlawanan Radin Inten II dalam proses pembelajaran sejarah lokal dilakukan dengan menyusun silabus dan rencana pelaksana pembelajaran (RPP) dengan memasukkan sejarah lokal kedalam materi sejarah Indonesia yang terdiri dari perencanaan, pelaksanaan, dan evaluasi, (2) kendala yang dialami oleh guru diantaranya: kemampuan guru dalam proses pembelajaran, sikap siswa, dan adanya keterbatasan waktu, (3) upaya yang dilakukan oleh guru yaitu berinisiatif menanamkan nilai-nilai nasionalisme dalam perlawanan Radin Inten II, menerapkan berbagai model, strategi, metode dan menyanyikan lagu nasional sebelum pembelajaran.

Penelitian ini dilakukan untuk mengetahui proses komunikasi kelompok dalam metode pembelajaran sentra di TK Zaid bin Tsabit. Penelitian ini mendiskusikan tentang proses komunikasi kelompok. Metode penelitian yang digunakan dalam penelitian ini adalah Metode Kualitatif dengan pendekatan Deskriptif. Teknik pengumpulan data yang dilakukan peneliti ada dengan studi pustaka, penelusuran data secara online, wawancara, observasi serta dokumentasi dengan 3 orang informan kunci yaitu guru di TK Zaid bin Tsabit serta 3 informan pendukung yaitu Kepala TK Zaid bin Tsabit dan 2 orang tua murid. Uji keabsahan data dengan peningkatan ketekunan, triangulasi dan diskusi dengan teman sejawat, teknik analisis data menggunakan pengumpulan data, reduksi data, penyajian data, penarikan kesimpulan dan evaluasi.Hasil penelitian ini bahwa Proses komunikasi yang terjadi merupakan komunikasi langsung yang terjadi dua arah dan dilakukan terus menerus untuk membentuk kemandirian anak. Proses komunikasi yang terjadi dalam kelompok metode pembelajaran sentra membentuk kemandirian anak. Proses komunikasi yang dilakukan oleh guru kepada anak dilakukan dengan memberikan arahan-arahan kepada anak serta contoh dari arahan yang telah disampaikan oleh guru.Kesimpulan pada penelitian ini adalah metode pembelajaran sentra membentuk kemandirian anak lewat komunikasi yang dilakukan guru secara terus menerus, karna melalui pembelajaran sentra anak diminta untuk melakukan segala sesuatunya sendiri dalam pengawasan guru. Saran yang diberikan adalah guru harus lebih kreatif dalam memberikan materi pada metode pembelajaran sentra serta bersikap lebih tegas dalam mendidik anak dan melakukan komunikasi yang berkelanjutan dengan orang tua murid. --------------------------------------------------------------------------------- This study was conducted to determine the process of group communication in the center learning method at TK Zaid bin Tsabit. This study discusses the process of group communication. The research method used in this study is a qualitative method with a descriptive approach. The data collection techniques carried out by the researcher were with literature studies, online data searches, interviews, observation and documentation with 3 key informants namely the teacher at TK Zaid bin Tsabit and 3 supporting informants namely TK Head Zaid bin Tsabit and 2 parents. Test the validity of data by increasing perseverance, triangulation and discussion with colleagues, data analysis techniques using data collection, data reduction, data presentation, drawing conclusions and evaluations.The results of this study that the communication process that occurs is direct communication that occurs in two directions and carried out continuously to form the independence of children. The communication process that occurs in a group of central learning methods shapes children's independence. The process of communication carried out by the teacher to the child is done by giving directions to the child as well as examples of directions that have been delivered by the teacher.The conclusion of this study is that the central learning method shapes children's independence through continuous communication by the teacher, because through central learning children are asked to do everything themselves in the supervision of the teacher. The advice given is that the teacher must be more creative in giving material to the central learning method and be more assertive in educating children and making ongoing communication with parents.

This research aims to find out how professional teachers of Islamic religious education subjects in the MIN 2 Model Samarinda. This research uses an emics perspective, which is trying to understand, internalize, and describe the professional image of the teacher according to the phenomena and data, so it is also called the phenomenological fact. Data Collection techniques using observations, interviews and documentation, while the data analysis techniques to be used in this study, "descriptive analytic" and in qualitative research generally began since data collection, data reduction, data presentation, and withdrawal of conclusions or verification. The results of the study is that the teacher  is quite professional on the grounds that from the 11 indicators that are determined most have been able to be mastered/implemented well that is able to master the teaching materials, able to understand and interpret the results of educational research for the purposes of teaching, able to manage teaching programs, able to use the media and learning resources, able to plan teaching programs, able to manage the interaction of learning teaching, mastering various methods of teaching, able to recognize and organize the administration of the school (curriculum or learning administration), able to assess the achievement of students for the sake of teaching as well as the ability to master the education foundations, ability to know the functions and services of guidance and counseling that can not recognize children who have special characteristics and ability to manage classes Thus, the learning evaluation of teachers has the ability to assess students ' achievements for the sake of teaching. In this case the teachers of the most specific special PAI class in MIN 2 Model Samarinda have been able to assess well the proven list of values, group books, and analysis of the results are organized neatly and document the governance.

The Family Hope Program (PKH) is one of government policy programs in poverty alleviation by involving the main actor who called PPKH. This study aimed to describe the task and function of PPKH in empowering the sick society in Bone Regency. Qualitative approach used with case study research. Data collection techniques used was interviews, observation, and documentation. The instrument in this study was the researcher himself as a human instrument, while the informants selected by a purposive method. Data analysis techniques used an interactive model includes data collection, data reduction, data presentation, verification, and conclusion. The results of the study showed that PPKH has carried out their roles well as representatives and technicians but have not been optimal in their roles as facilitators and educators.

The purpose of this research is to find out the efforts of Arabic language teachers to improve students' ability in mastering vocabularies. The research method used is descriptive analysis. The data collection technique used is interview with Arabic language teachers. The data analysis techniques in this study use the theory of Miles and Humberman including: Data Collection, Data Reduction, Data Presentation and Drawing Conclusions. Arabic teachers' efforts to improve students' ability in mastering vocabularies consist of three aspects: (1) The use of strategies in vocabularies learning such as teaching vocabularies and making students listen to it, instructing students to repeat vocabulary, displaying pictures to understand the meaning of vocabularies, teaching vocabularies with appropriate songs on certain materials and repeating vocabulary at each class hour (2) The use of methods in vocabulary learning such as giving examples or the teacher displays something in accordance with the vocabularies to understand the vocabularies, playing simple roles, repeating the reading, using a vocabulary command and chain message game. (3) The use of media in vocabulary learning such as printed drawing media, blackboards and textbooks.

ABSTRAKLatar belakang yang mendorong penelitian ini adalah perilaku sosial anak saat bermain balok masih suka berebutan,belum mau berbagi, pilih-pilih teman, mengejek hasil karya teman, berteriak saat berbicara dengan temannya.Pola perilaku sosial anak dapat dilihat dalam semua kegiatan, salah satunya kegiatan bermain balok yang dilakukan oleh anak-anak.Maka dari itu, dalam penelitian ini peneliti ingin menggali dan mendeskripsikan kemampuan perilaku sosial saat anak bermain balok.Fokus dalam penelitian ini adalah analisis kemampuan perilaku sosial yang terdapat dalam kegiatan bermain balok dengan tujuan mendeskripsikan perilaku sosial dengan temannya saat bermain balok.Penelitian ini menggunakan penelitian kualitatif, penelitian kualitatif adalah metode penelitian yang berlandaskan pada filsafat postpositivisme, digunakan untuk meneliti pada kondisi obyek yang alamiah.Metode pengumpulan data menggunakan observasi, dokumentasi dan wawancara.Teknik keabsahan data menggunakan trianggulasi.Teknik analisis data menggunakan pengumpulan data, seleksi data, menyajikan data dan penarikan kesimpualan.Hasil penelitian menunjukan adanya perbedaan perilaku sosial pada masing-masing anak dalam melakukan kegiatan bermain balok baik dalam perilaku meniru, persaingan, kerja sama, simpati, empati, dukungan sosial, membagi, dan perilaku akrab.Saran yang peneliti berikan sebaiknya orang tua mengajarkan anak untuk berperilaku baik, menjadi model buat anak untuk berperilaku baik, serta menjelaskan tentang perilaku baik dan perilaku buruk.Bagi guru mengajarkan pada anak berperilaku baik saat pembelajaran maupun diluar pembelajaran.Bagi sekolah menyediakan fasilitas yang mendukung untuk bermain balok.Kata kunci: Perilaku sosial, balok  ABSTRACTEncouraging background of this research is the social behavior of children while playing the beam is still fond of scrambling, not willing to share, picky friends, mocking the work of friends, screaming when talking with friends.Child's social behavior patterns can be seen in all activities, one of which is playing block activities performed by children. Therefore, in this study researchers want to explore and describe the ability of social behavior when children play blocks.The focus in this study is the analysis of social behavior capabilities contained in the playing of blocks with the aim of describing social behavior with friends while playing the beam.This research uses qualitative research, qualitative research is a research method based on postpositivism philosophy, used to examine the condition of natural objects. Methods of data collection using observation, documentation and interviews. The data validity technique uses triangulation. Data analysis techniques use data collection, data selection, presenting data and draw a conclusion.The results of the study showed that there were differences in social behavior in each of the children in performing good beam activities in imitative behavior, competition, cooperation, sympathy, empathy, social support, sharing, and familiar behavior.Suggestions that researchers give parents should teach children to behave well, be a model for children to behave well, and explain about good behavior and bad behavior. Records management plays an important role in the running of an organization. This study aims to determine the description of archival management at PT. Bank Sulselbar Jeneponto Branch. To achieve this goal, the Researcher determined 3 (three) informants, namely: Operations Section Leader, Operational Assistant, and Administrative Assistant. This type of research and the approach used is descriptive qualitative. Collecting data through interview techniques, observation, and documentation. Data analysis techniques are carried out through data collection, data condensation, data presentation, data verification/conclusions. The results showed that archival management at PT. Bank Sulselbar Jeneponto Branch has been managed optimally. This can be seen from the indicators of the stages of receiving archives, the stages of archive storage, the stages of maintaining and securing archives, the stages of shrinking archives, and the stages of destroying archives that have fulfilled almost all aspects of the five stages. Evidenced by the management of records at PT. Bank Sulselbar Jeneponto Branch is adjusted to Standard Operating Procedures and archives that are easy to find as well as an archival storage system using a number system.

Listening is one of the most important skills in learning arabic. Listening skill is the ability to listen to arabic words or sentences arabic and express them back from whas was heard. According to the observation result, the students at MAN 3 Aceh Selatan are weak in the learning of listening. The purpos of this study is to find out how the efforts teachers to increase the ability of students in listening skill. The research method used in this research is method qualitative-analysis. Data collection technique is to conduct interviews.The research subject was arabic language teachers at MAN 3 Aceh Selatan. As for the data analysis techniques in this study using Miles and Hubberman’stheories, are data collection, data reduction, data display, and conclution of data. The results of this study are the efforts of teachers in improving students listening skills at MAN 3 Aceh Selatan are by giving vocabularies to memorize making it easier for students to understand the material, and using the variety of learning methods, learning models and media so as to improve students attention in learning listening skills. The teacher uses the listening and revealed method and the teacher uses the media including songs, chain murders, cards, pictures, and cartoon films. The teachers gives motivation to students to increase enthusias and interes students.
