Answering the need of non-formal education or courses that reach all levels of society in the field of information and communication technology (ICT), the Government of Surabaya through the Department of Communications and Information Technology has developed Broadband Learning Center (BLC). BLC plays significant role in community development Surabaya since they provide media for public to choose training program which they can register independently or in groups training for free. This study aims to describe the framework in BLC as the implementation of e-governance performed by Government of Surabaya and to explore the role of BLC in community development process in achieving e-governance. The method used by researcher is qualitative approach with descriptive research type, focusing on Department of Communications and Information Technology, BLC Rumah Bahasa, BLC Taman Prestasi and BLC Taman Flora. This research reveals that BLC is facilitated with openness service to IT and various courses to enhance capacity and capability to utilize computer, and to increase public participation in using IT based program.

<p>The Indonesian government is currently working on improving the quality of human resources so that our country is not far behind overseas and can compete in any field. One of the important factors in improving the quality of human resources is through education. The low quality of human resources can be caused by economic factors. The government moves the Non-School Education program to provide skills for citizens of productive age. The research method used is a qualitative research approach and descriptive research type, the data collection techniques used are literature / literature review, articles. Human resource development is influenced by education, one of which is out-of-school education. Outside school education that is designed to teach citizens to learn to have the types of skills and / or knowledge and experience that are carried out outside the formal education pathway. Efforts to improve human resources require cooperation from parties, especially the provision of education and expertise in accordance with standards set by the government. Quality human resources, targets in Indonesia's development will be easier to achieve.</p>

This study examined the role of local government in community development in Nsukka Local Government Area of Enugu State, Nigeria. A total of 420 people participated in the study. The study sample of 420 persons comprised 220 community development officers selected from the study area and 200 adult educators randomly selected from Enugu State. The entire population of the study was used due to the size. A 21-item structured questionnaire developed by the researchers was used as the instrument for data collection. Mean and standard deviation were used to answer the research questions. The study revealed that the budget allocation sent by the government to the responsible departments in the local government is not always received as and when due for the effective implementation of community development projects. It was concluded that a higher monitoring authority should be set aside to monitor and supervise the existence of checks and balances between the regulations of the local government areas.

This study aimed to evaluate the effectiveness of community restaurants (CRs), managed by the Government of the State of Bahia/Brazil, for the dimension of access to food. The study used secondary data obtained from the public opinion survey Profile of users of community restaurants in Salvador. The nutritional information was accessed through the analysis of CRs’ menus. Adequate effectiveness of access to food was considered when the CR served meals to 50% to 70% of the users considered the target audience (individuals served by the two CRs located in the city of Salvador/Bahia/Brazil). The participants (n = 1464; 778 as low-income individuals) were adult CR users from Salvador/Brazil. Most of the respondents were male, 40 to 54 years old, not white, had up to 9 years of formal education, without a partner, and living in the municipality of Salvador. The evaluated CRs are effective in serving 53.1% of the target population in their total service capacity. Meal provision only reached an estimated 0.7% of the socially vulnerable community in the district. The average energy value of the meal served by the CR units was 853.05 kcal/meal, with a mean energy density composition classified as average (1.15 kcal/g). The effectiveness of the evaluated community restaurants showed that these instruments were minimally effective in promoting access to food for the low-income population within their total daily service capacity, and the current quantity of these facilities was insufficient. However, these instruments stand out in the fundamental role of promoting the daily distribution of meals to the Brazilian population with the highest social vulnerability levels.

Family leadership is one of the vital aspects that influences and determines both the wellbeing and successful education of a girl-child. Unfortunately, the role of family leadership in ensuring girls' education is oversimplified into getting girls enrolled in school rather than warranting their perseverance in learning and successful completion. As a result, many communities in Tanzania, especially those in rural and marginalized areas are experiencing persistent girl–child school dropouts. It is against this standpoint that we sought to find out how family leadership may influence secondary school girls’ dropouts. We also explored possible measures which should be employed to eliminate girl-child school dropouts. In conducting this study, we employed a mixed research approach and convergent parallel design. We collected data through interviews and questionnaires involving 143 respondents including girl students, teachers, heads of schools, and district educational officers. Our findings from this study indicate that while the government of Tanzania has made remarkable efforts to ensure girls’ continuity and successful completion of secondary education, there are a number of factors hindering girls’ continuity and completion of secondary education. Weak family leadership, the improper raising of the children, less emphasis and interest on the importance of girls’ education, limited cooperation between family leadership were among the reason for continuous girl-child school dropout. Hence, based on our findings and the significance of girl’s education as well as the role which parents should play in ensuring girls achievement of education, we appeal to various educational leaders, to make strategic efforts in raising more awareness among rural and marginalized communities about the importance of educating girls and the role of family leadership in bringing to an end the phenomena of girl-child school dropout which is catastrophic to the long-awaited sustainable development. Moreover, we call upon all parents, to make intentional efforts in mentoring and influencing girls to strive towards achieving formal education

Corruption has become massive societal phenomenon that has been regarded as extraordinary crimes threatening Indonesian economy and impeding national development. All societal elements expect that it will not be unresolved problems. Until recently, criminal law policy in its attempt to eradicate corruption has more put emphasis on the perpetrator. Such policy on witness protection, in the criminal case of corruption, needs to be optimized because it can be an alternative legal instrument in the attempt to eradicate corruption. Law-enforcement authorities face difficulties in unfolding a corruption case because it is often well systematically planned. In many cases, witnesses are reluctant to report a corruption case because of threat, intimidation, and criminalization posed to them. Problems are (1) How is the regulation of witness protection act and the corruption eradication in Indonesia? (2) How is the urgency of witness protection in the criminal cases of corruption eradication? (3) How is criminal law policy on witness protection to facilitate the corruption eradication in Indonesia? This research employs normative juridical approach with the descriptive research type. Findings show that(1) the development of witness protection act in the corruption case is highly relate to the witness stand on the criminal justice system; (2) the urgency of witness protection in the corruption eradication process is highly related to the common occurrence of intimidation and threat toward the witnesses. It indicate that the witness and victim protection is an important and urgent legal aspect; (3) criminal law policy in the corruption eradication process put more emphasis on the perpetrators and less concern on the witnesses involved in legal investigation. It is necessary to optimize the role of LPSK in criminal law policy including in giving the protection to witness in the case of corruption eradication; therefore, it is important to conduct legal update on the witness protection act in the case of corruption eradication process. This article tries to explain how the relationship between Islam and politics after the conflict between the Government of Indonesia and the Free Aceh Movement (GAM). After the peace agreement between the two parties with the signing of the Helsinki MoU, the Indonesian government interpreted the agreement in Law No. 11 of 2006 concerning the Government of Aceh (UUPA). The presence of the act makes the ulama a partner of the government in running the wheels of government by giving fatwa on issues of government, development, community development, and the economy. Furthermore, after peace, the role of the ulama was not only to give knowledge to the community, some ulama participated in practical politics. This was one of the effects of the UUPA, where Aceh was given the privilege of establishing local political parties. At present some ulama have occupied various positions in party management, and even participated in the regional head election (PILKADA), where religious values are used as a means of gaining power.

The purpose of this research is to describe the role of the clerics to actualize good governance concept in the development of Makassar City. Therefore, clerics are not merely issuing “fatwas” (religious advises) for the sake of society, but also, clerics can also play a role in development process. The method applied in this research is a descriptive method. While the approach applied is a qualitative method because the issues that are studied are phenomenological. The results show that the role of clerics is optimal in actualizing good governance concept in Makassar City development process. The role and function of the clerics can be represented as a community counselor in line with the government's role as servant and protector of society. Moreover, the policy taken by the government has been supported by all the clerics in actualizing development programs for the mutual good of the societies. In making strategic decisions, clerics sometimes contribute and suggestions to the government to improve social support of that decision

This study discusses the role of government in curbing illegal mining of nickel in North Kolaka. The method used in this study is a qualitative description of the approach. Data collection techniques in this research is observation, interview and documentation. The results showed that: The government's role in the nickel curb illegal mining of all functions is still very weak both in setting / regulation, services, community development, asset management functions of State and public safety, order, security, and protection; Inhibiting factors for the Government to curb illegal mining namely: lack of government coordination, no oversight, public apathy and lack of awareness of the mine owners. The factors supporting government's role in curbing illegal mining nickel miner and openness is the attitude of the community greatly assist the government.  Penelitian ini membahas tentang peran pemerintah dalam menertibkan pertambangan ilegal nikel di Kabupaten Kolaka Utara.  Metode yang digunakan dalam penelitian ini adalah pendekatan deskripsi kualitatif. Teknik pengumpulan data dalam penelitian ini adalah observasi, wawancara mendalam dan dokumentasi. Hasil penelitian menunjukkan bahwa: Peran pemerintah dalam menertibkan pertambangan nikel illegal dari semua fungsi masih sangat lemah baik dalam pengaturan/regulasi, pelayanan, pemberdayaan masyarakat, pengelolaan asset Negara maupun dari fungsi keamanan, ketertiban, pengamanan, dan perlindungan; Faktor penghambat bagi pemerintah dalam menertibkan pertambangan illegal yakni: tidak adanya koordinasi pemerintah, tidak ada pengawasan, sikap apatis masyarakat serta kurangnya kesadaran pemilik tambang. Sedangkan faktor pendukung peran pemerintah dalam penertiban pertambangan nikel illegal adalah sikap penambang dan keterbukaan masyarakat sangat membantu pemerintah.

AbstractIndonesia is one of the countries that has also been affected by the corona virus or covid-19 which originated from China, to be precise in the city of Wuhan. In early 2020 the corona virus or covid-19 began to enter the country of Indonesia. The corona virus has had a huge impact on the lives of Indonesian people, both positive and negative impacts. Communities affected by covid-19 are increasing day after day, but now to be precise in 2021 the increase in covid-19 infections is not as fast as 2020. And the impact is slowly being controlled by both the government and most Indonesians. The Indonesian people are now able to adjust to life in the midst of this Covid-19 pandemic, even the hospitality that faded at the beginning of Covid-19 entering Indonesia is now starting to slowly be shown by the Indonesian people. This paper aims to provide information about Covid-19 in Indonesia and the Christian hospitality that should be practiced by the Indonesian people, especially believers or Christians. This research uses a qualitative approach with theological research type and social descriptive research

About disaster management can result in many fatalities. One aspect in minimizing disaster impacts is disaster mitigation. Disaster mitigation as a way to increase community participation in reducing disaster risk. Therefore, BPBD established a disaster management program, namely the Tangguh Bencana Village program. Karang City is one of the villages that received assistance from the Tangguh Bencana Village program. This research aims to identify forms of community participation and the level of community participation in the Tangguh Bencana Village program. The method used in this research is descriptive research type with qualitative approach. Data collection is conducted using interviews, and documentation. The results of this study showed that the participation of the community of Kota Karang Village in the Tangguh Bencana Village program is quite good, because the community provides participation in the form of energy, and social. Furthermore, the level of community participation is still at the level of tokenism (pseudo participation) of the community has given its participation but in its implementation the decision is still in the hands of the government.
