The Covid-19 pandemic has affected tourism sectors, for example, resulting in social restrictions and travel restrictions. The declining number of tourists visiting tourist destinations has impacted cities for tourists including Surabaya. This paper aimed to analyze the Surabaya people's desire to make a leisure trip during the pandemic. A total of 121 questionnaires from 500 distributed ones which met the criteria were analyzed. The findings showed that the majority of Surabaya's residents had no intention of traveling during the pandemic as the Surabaya government implemented many travel restrictions, including large-scale social restrictions (LSSR) several times. The travel restrictions reduced the chance for traveling out of and into the Surabaya areas. The results of the questionnaires showed that green tourism would be the most chosen tourist destination by the respondents to visit if the pandemic calmed down. Culinary tours were placed in the second rank, followed by marine tourism and religious tourism. Suggestions for further research are that the government can provide more massive counseling about the importance of maintaining cleanliness. For instance, it needs to promote changing masks regularly and educating the public about the importance of Cleanliness Health Environment and Safety (CHSE) applied by all tourist destinations and other public places.

AbstractCOVID-19 is a serious problem that faced by almost all countries in the world. Since announced as a pandemic by WHO on March, the number of positive COVID-19 cases in Indonesia has reached 287,008 patients until the end of September 2020. COVID-19 cases dispersion depends on the local government policies and the awareness of the public to obey. About 60 percent of positive cases and 65 percent of death cases were in Java. Therefore, the aim of this study is to analyze the growth of the COVID-19 case in Java from March to September 2020 in relation to the local government policies. The results showed that six provinces in Java had the same pattern. The large-scale social restriction (PSBB), which was implemented since April 10 2020, seen to be able to contain the dispersion of cases because from April to June the positive cases did not increase significantly. A very high increase occurred in August and September, this was probably due to the easing of the PSBB become new-normal where various public places and facilities have been reopened. Meanwhile, death cases, the number is very high in mid-April and June and late July to September 2020. For cured cases, there was a significant increase in late August to September 2020. The importance of information about the growth of the COVID-19 cases can help government to formulate strategies and policies to prevent the dispersion of COVID-19.Keyword: COVID-19, Pandemic, Java, cases growth AbstrakCOVID-19 merupakan suatu masalah serius yang sedang dihadapi oleh hampir seluruh negara.

The Indonesian government is set to follow through with the plan for five super-priority tourist destinations. The five super-priority tourist destinations are Lake Toba in North Sumatra, Borobudur Temple in Central Java, Mandalika in West Nusa Tenggara, Labuan Bajo in East Nusa Tenggara, and Likupang in North Sulawesi. Borobudur temple is known as one of the plans for five super-priority tourist destinations. Managed directly by the Badan Otorita Borobudur, it offers various exciting and different facilities from the others. This study aims to find out the communication strategy carried out by the Badan Otorita Borobudur on Borobudur as a super-priority tourist destination. Therefore, it is necessary to strengthen collaboration through Penta helix's synergy (business, government, community, academia, and the mass media). This research uses a case study method; data collection is done by interview and observation. This study indicates that Badan Otorita Borobudur implements several collaboration strategies to introduce Borobudur to the public and with support from the community, academia, and the mass media. From this research, it can be seen that the Badan Otorita Borobudur has carried out the stages of their collaboration strategy well, and the message to be conveyed to the public can be received well. For this reason, the collaborative discussion of the Pentahelix model for the development of Borobudur Temple as one of the super-priority tourism destinations is essential to note. Based on the conclusion of joint activities, it can be seen from the impact of tourism management. The existence of Borobudur tourism is felt to have not had a direct effect on the community's welfare around Borobudur Temple.

The chapter is divided into two differentiated parts. The first includes a brief technical review of the concepts of Territorial Intelligence and Intelligent Tourist Destination, situating them in the context of the new tourist destination planning paradigms. This part ends with a first approach to the Spanish case and the progress of its public tourism policies towards these concepts. The second part goes deeper into the Intelligent Tourist Destination model applied in Spain, driven by the public administration, paying special attention to its official standardisation process, and the indicators adopted to that end. Finally, the chapter ends with some brief conclusions.

This paper examines some of the main arguments relating to the effect of privatisation on efficiency. It is concerned with both narrow economic issues and wider political issues. After a critical examination of some theories, which assert that private ownership is intrinsically more efficient than public ownership, it is argued that for large scale enterprise there are no strong economic reasons for believing in the superiority of private enterprise. As long as the government in question has the will and the power to make a public enterprise function in a socially efficient fashion, the public enterprise may be just as efficient as private enterprise whilst offering additional economic and social advantages.

This study aimed to provide inputs for local government of Toba Samosir (Tobasa) in preparing strategic development plan of tourist destinations in District Tobasa. This study is a qualitative approach through in-depth interviews and feedback from forum discussion groups with participants representing community leaders, indigenous peoples, governments and travel business. Total participants are 15 people collected on June 1, 2012 at Balige government office. Discussion forums formulated nine locations of tourist destination spread in Toba Samosir. As result this research, we formulated four strategic plans with tactical plans; (1) specifying and establish the location of tourist destinations in the District Tobasa; (2) submitting plans to the government budget or through the budget of Tobasa district in five years starting in 2014 to follow; (3) conducting government financing for infrastructure development and tourism industry participation; (4) doing tourism and cultural promotion. We found limitations for the plan. Some of them were: the low budget provided by the District government so that we expected supports from domestic investors to accelerate tourism development in the area. Most activities were proposed under the action plan of both Tobasa District government and North Sumatra Government.
