The work examines the experience of using lean technologies in the work of multifunctional centers in the Lipetsk region. The authors substantiated the need to use lean production in order to improve the quality of state and municipal services. Russia had now developed the necessary legal and regulatory framework, which provided the basis for improving public administration and guaranteeing the quality of services. The article summarizes the results of activities created to implement the policy of the state institutions, which were called multifunctional centers (MFCs) on the example of the Lipetsk region. Since 2019, a pilot project “Lean Region”, aimed at optimizing the internal processes of organizations by minimizing losses through the introduction of lean technologies, was launched in the Lipetsk Region,. In the framework of this event, the implementation of a project aimed at reducing queues, creating comfortable conditions for both applicant and staff to stay in the MFC was launched at the site of the Lipetsk Central Department of the UMFC Lipetsk Region. One of the difficult issues to solve the problem of improving the quality of service is the testing of methods for evaluating the services provided, receiving feedback and implementing measures to improve Various lean production tools, including mapping, have been proposed to improve the delivery of State and municipal services. The analysis of the process of providing state and municipal services in Multifunctional Centers revealed various problems of the MFC's work related to the gaps between online and offline interaction channels, the complexity and multiplicity of visits for different services; with obsolete MFC monitoring system; technical optimization of MFC service, etc., is required. To solve these problems, a set of measures aimed at introducing a knowledge management system, an MFC monitoring system and a technical optimization of the MFC service is proposed.

During the COVID-19 pandemic, companies coped and still must deal with uncertainty greater than ever. Due to the unpredictability of consumer demand, the incredible growth in demand for certain products, dramatic fluctuations in supply chains, and general economic instability, the future still looks uncertain. It is up to the manufacturers to determine how things will be sorted out in the new normality, i.e., which changes will be long-lasting or even permanent. Lean production has emerged in recent decades as an excellent solution to increase the economy and quality of production and meet customer needs. In the market conditions affected by the COVID-19 pandemic, producers work in a significantly changed environment, and many wonder whether lean production remains as relevant and valuable as in the past. The paper discusses lean production from different aspects as the essence of the principles of the lean concept, events during the pandemic, and expectations in the post-Covid period. We used some examples to support the analysis of factors that negatively affect the course of lean production as well as some bright examples of companies that took advantage of lean production in the new conditions. The conclusions consider answer whether lean production will survive the consequences of the COVID-19 pandemic.

The use of lean technologies can improve the quality of services and the efficiency of available resource spending, stimulate the development of the country economy and improve the living standards of the population. Authorities pay particular attention to the modernization of higher education. In this regard, it is advisable to introduce lean technologies in the educational process of higher educational institutions, which will allow us to identify and develop the ability of these structures to self-development not only due to the influx of information and external finances, but through the use of their internal sources. The introduction of lean production principles in the activities of universities can help increase the efficiency of the educational process and their competitiveness. Based on this, the article discusses the process of lean manufacturing tool introduction into educational activities. An attempt is made to analyze comparatively lean manufacturing tools and the possibility of their application in the educational activities of the university. The article emphasizes that the replication of existing experience of lean manufacturing tool implementation will ensure a steady growth of key performance indicators and will allow the formation of a sustainable lean model of population behavior based on the popularization of the culture of “thrift” among students.

Abstract. Introduction. Improving the efficiency of the use of public resources and the quality of medical care provided in modern conditions is becoming one of the priority tasks of science and healthcare management. In industry and the service sector, different management methods are successfully applied. Lean production is considered one such example in healthcare. Lean production is a management concept based on an unswerving commitment to eliminating all types of waste, continuous improvement of processes, improvement of organization and working conditions. One of the central provisions of Lean production is the concept of value for a patient and a medical worker in the performance of a medical service [1]. In the Republic of Belarus in 2019 the implementation of the pilot project of the Ministry of Health of the Republic of Belarus "Caring Polyclinic" was started, which was based on the principles and tools of lean production. The goal of the pilot project is to increase the satisfaction of consumers of medical services with the quality and availability of medical care by optimizing business processes and eliminating losses. Research methods: the study presents a process of providing health care to the population, which can be improved based on the principles of lean production. Possible directions of using the accumulated material on the application of the principles of lean production in the healthcare system in the context of COVID-19 are considered [2]. Studied and analyzed the original publications containing information on the features of the organization of medical care in a lean production [3]. Results. The concept of lean production is able to solve the main problems of organizing the work of primary health care and demonstrates the effectiveness of this approach for optimizing the business processes of providing medical care. The use of leanproduction technologies in a polyclinic allows not only to increase the throughput of the institution, increase labor productivity, but also to ensure the quality of medical care, to increase the satisfaction of patients and employees. Conclusion. The use of the principles and tools of lean production in healthcare provides an increase in the productivity and efficiency of medical workers, optimization of work processes, which leads to a reduction in the waiting time for patient services and a reduction in the duration of patient treatment, respectively, to improve the quality of medical care, reduce costs, and increase patient and employee satisfaction.

The article examines the relevance of creating a lean production management system as an organization of activities focused on increasing the attractiveness of the technical, economic and aesthetic qualities of a product or service for the consumer, achieving stable development of the organization through continuous improvement of business processes through the involvement of personnel and the elimination of all types of losses. The authors describe in detail the stages of the creation of the DARINA Operating System in the Tchaikovsky branch of Gazprom Bytovye Sistemy JSC. The importance of the formation of a culture of lean production among all participants in business processes has been substantiated. Research into the prevalence and effectiveness of lean manufacturing in the Perm Territory in general and in the Chaikovsky District in particular shows the growing interest of business and government in the implementation of lean manufacturing technologies. This situation contributes to the development of the organization as a conductor of the ideas of lean production in the region. At present, shaping the methodology for using the principles of lean production and the principles of lean management of sustainable development, providing support to enterprises of the Perm Territory, the Chaikovsky branch of JSC Gazprom Bytovye Sistemy is successfully developing and expanding the boundaries of its potential capabilities, not only in the production of products that best meet the needs of consumers in relation to quality, design and price, but also a more multifaceted implementation of the principle of social responsibility as a prerequisite for the sustainable development of the company through participation in projects aimed at strengthening social support for the population.

The article is devoted to forming skills and practically mastered experience in optimizing various losses regarded as the basis of lean production technologies. The formation of skills is carried out within the framework of a workshop when training a future teacher of School Technology, a master of vocational training of a college. The foundations of lean manufacturing technologies are created there. During the experimental work carried out on the basis of Ulyanovsk Automobile Plant and the vocational-polytechnic college, a methodology for the practical developmentof the basics of lean production was developed and successfully tested, which was subsequently used during the workshop of the pedagogical university, as well as during technology lessons in secondary schools.

The article presents the main principles of lean manufacturing, experience and results of lean production launch in a large city outpatient clinic as part of the Ministry of Health pilot project “Lean outpatient clinic”. In the clinic, redistribution of space, optimization of e-document management and registry workflow were performed. It reduced queueing time and time of blood sampling, simplified arranging a visit to General practitioner and other physicians, increased time of doctor and patient interaction, which allowed to serve much more patients with the same amount of resources, save time of medical staff and patients, and increase their satisfaction.

This study aims to create a pilot project for wastewater treatment wig industry with biological activated sludge technology to applied in the industry. Design criteria for the pilot project are the influent COD ≤ 900 mg/l, MLSS = 3,000 mg/l, 30-hours residence time. DO ≥ 2 mg/l and flow 10 m3/day. Implementation of a pilot project initiated by seeding aerobic microbes and microbial adaptation to proceed with wastewater to be treated. The trial results showed that the pilot project % COD reduction ranged from 73.2% - 91% and the result is not much different from the results of laboratory-scale research about 89.7% and the quality  of the effluent is already fullfill the standard of industrial waste water wig required by the Central Java Provincial Regulation No. 5 of 2012. The calculation of operating cost of activated sludge biological treatment which includes labor costs, electricity costs, equipment maintenance costs, expenses and other nutrients obtained the price of  Rp. 2972/m3 or Rp. 742.99/wig.ABSTRAKPenelitian ini bertujuan untuk membuat pilot project pengolahan air limbah industri rambut palsu dengan sistem lumpur aktif yang diterapkan di industri. Kriteria desain pilot project tersebut adalah COD influen ≤ 900 mg/l, MLSS = 3.000 mg/l, waktu tinggal 30 jam DO≥2 mg/l  dan debit air limbah 10 m3/hari. Pelaksanaan pilot project dimulai dengan seeding mikroba aerob dan dilanjutkan dengan adaptasi mikroba dengan air limbah yang akan diolah. Hasil uji coba pilot project menunjukkan bahwa % penurunan COD berkisar antara 73,2% - 91% dan hasil ini tidak berbeda jauh dengan hasil penelitian skala laboratorium sekitar 89,7% dan kualitas air limbah hasil pengolahan sudah memenuhi baku mutu air limbah industri rambut palsu yang dipersyaratkan oleh Peraturan Daerah Provinsi Jawa Tengah No 5 tahun 2012. Dari hasil perhitungan biaya operasional pengolahan biologis lumpur aktif yang meliputi biaya tenaga kerja, biaya listrik, biaya perawatan peralatan, biaya nutrien dan lainnya diperoleh harga sebesar Rp. 2972/m3  atau Rp. 742,99/wig.   Kata kunci : air limbah industri rambut palsu, pilot project, sistem lumpur aktif

Introdução: Com o passar dos anos, além de doenças laborais físicas, surge um novo cenário de doenças emocionais que vem afetando gradativamente profissionais da área da docência a pesquisa em questão visou identificar os transtornos mentais que mais provocam afastamento de docentes em instituições de ensino superior, (com ênfase no transtorno bipolar), onde contribuiu para se aprofundar a análise de fatores relacionados a esse tipo de transtorno. Objetivos: os objetivos deste estudo, são de realizar análise crática e reflexiva quanto ao número elevado de professores de ensino superior com o Transtorno Afetivo Bipolar, e a relação dos fatores associados a este impedimento dos profissionais, destacar também questões relativas à saúde mental, e identificar quais são as consequências que implicam na rotina de trabalho desses professores e o aumento de docentes com diagno?stico de Transtorno Bipolar. Materiais e Métodos: Quanto à fundamentação teórica, trata-se de um referencial bibliográfico ao passo que utiliza de literaturas científicas disponibilizadas por meio eletrônico. Utilizando-se como técnica de análise de dados a análise de conteúdo interpretativa. Os critérios de inclusão que foram usados são: publicações em português, entre os anos de 2000 a 2018 disponíveis na íntegra. Conclusão: Por fim chegou-se ao entendimento de que além da sobrecarga os docentes remanescentes, o adoecimento crescente dos profissionais da educação compromete a qualidade de vida desses profissionais. Introduction: Over the years, in addition to physical work-related illnesses, a new scenario of emotional diseases emerges that has gradually affected professionals in the teaching area. The research in question aimed at identifying the mental disorders that cause the most withdrawal of teachers in higher education institutions, (with emphasis on bipolar disorder), where it contributed to deepen the analysis of factors related to this type of disorder. Objectives: The objectives of this study are to perform a critical and reflexive analysis regarding the high number of teachers of higher education with Bipolar Affective Disorder, and the relation of the factors associated with this impediment of the professionals, also highlight issues related to mental health, and identify what are the consequences that imply in the work routine of these teachers and the increase of teachers diagnosed with Bipolar Disorder. Materials and Methods: Regarding the theoretical basis, it is a bibliographical reference while using scientific literatures made available electronically. The analysis of interpretive content was used as data analysis technique. The inclusion criteria that were used are: publications in Portuguese, between the years 2000 to 2018 available in full. Conclusion: Finally, it was understood that in addition to overloading the remaining teachers, the growing sickness of education professionals compromises the quality of life of these professionals.
