The State Primary Measurement Standard for units of specific gas adsorption, specific surface area, specific volume and pore size of solid substances and materials (GET 210–2014) is currently in operation at UNIIM. The GET 210-2014 has calibration and measurement capabilities for pore size in a range from 2 to 100 nm, while in practice there is a need to control the pore size of solid substances and materials in a range from 100 to 10,000 nm. In order to enhance the calibration and measurement capabilities of the GET 210-2014, it was proposed to include two reference systems implementing the methods of mercury porometry and stationary filtration into the measurement standard. This work considers the state of the metrology of porometry and presents the first results of studies on the metrological characteristics of reference systems implementing the methods of mercury porometry and stationary filtration. Algorithms for calculating the uncertainty of quantities being reproduced via the methods of mercury porometry and stationary filtration and characterizing the porosity of solids have been developed and tested. The reliability of the developed algorithms is confirmed by: the results of participation in 4 international comparisons, the measurements of foreign-made reference materials, along with the results of participation in 6 rounds of interlaboratory comparisons. The measurement standard improvement will provide metrological support to measuring instruments and measurement procedures for sorption properties, porosity and gas permeability of solid substances and materials in various industrial sectors. Thus, the metrological independence of the Russian Federation will be ensured and import substitution of expensive foreign reference materials carried out.

Subject. The article focuses on contemporary trends in the industrial and socio-economic development of Russia during the technological transformation of its sectors. Objectives. The study is an attempt to analyze what opportunities and difficulties may arise for the development of the industrial sectors in Russia. We also examine the dynamics of key development indicators of the industrial sectors, point out inhibitors of their competitiveness. Methods. The methodological framework comprises general methods of systems, structural-functional and comprehensive approaches to analyzing economic phenomena. We applied graphic, economic-statistical methods of research, conventional methods of grouping, comparison and generalization, and the logic, systems and statistical analysis. Results. We display how industrial sectors develop over time by type of economic activities. The article provides the rationale for structural rearrangements and further innovation-driven development of the industries. We display that the Russian industries technologically depend om imported production technologies. We substantiate the renewal of assets and technologies at industrial enterprises, and retain and develop human capital. Conclusions and Relevance. Primarily, the Russian economy should be digitalized as a source of the long-term economic growth. Notably, industrial enterprises should replace their linear production method with that of the circular economy and implement resource-saving innovative technologies. The State evidently acts as the leading driver of technological retrofitting of the industrial sector. If the State holds the reasonable and appropriate industrial policy at the federal and regional levels and configure its tools to ensure the modern approach to developing the industries in a competitive fashion, the industrial complex will successfully transform into the innovative economy.

A porous filter was fabricated by plasticizing polymer fibers with CO2, followed by pressing and adhering; then, its gas permeability, a basic physical property of filters, was measured using N2. The as-obtained filter was well compressed and expected to approximate a sintered porous material. Therefore, the fabricated filter was analyzed by applying the Darcy law, and the correlation between its gas permeability and porosity was clarified. The gas permeability decreased owing to both pore size and porosity reduction upon increasing the degree of compression, which is a feature of the CO2-assisted polymer compression method. In particular, without any contradiction of pore size data previously reported, the gas permeability was clearly determined by the filter porosity and pore size. This study can serve as a guide for designing filters via CO2-assisted polymer compression.

The 14th general election (GE 14) reveals that Pakatan Harapan (PH) had become a ruling party (2018-2020), but they failed to get any parliamentary or state assembly seats in Kelantan. The failure of PH to expand their influence in Kelantan is due to several traditional factors that are difficult for PH to break it out. This study is a qualitative study and reference materials that are physical and online are used as reference sources. In addition, information regarding political scenario in Kelantan also obtained through interviews with some respondents live in Kelantan. Therefore, this research found that the desire of PH to expand their influence in Kelantan was blurred. This is because PAS wisely set up a long-term political strategy by strengthening the education system under YIK, producing many hardcore supporters or fanatic followers, controlling the ‘surau’ and the mosques according to their needs and control of the state administration. Furthermore, PH needs to make concrete reformations to the party’s management such as producing talented young leaders and fostering a spirit of cooperation among members of the PH coalition if they are still interested in power in Kelantan.

The paper deals with the methods for metrological support of ionospheric, magnetic, and heliogeophysical observations of the state observation network, including ground-based and space segments, and with the directions for improving the accuracy and reliability of measurements. The solutions to the previously identified problems and the implementation of proposals on improving the measurement quality for operational response to heliogeophysical hazards at the current stage of development of the geophysical monitoring system are demonstrated.

The reviewed problem deals with the metrological support of sensory equipment using cameras with standard and infrared lenses. The elaborated method to use UAVs for remote shooting of agricultural crops and obtaining images is to be used to determine the level of nitrogen provision for grain crops has been developed. For radiofrequency correction of lighting changes while mineral nutrition state monitoring, it is recommended to use a method with the application of official data to be calculated on the basis of camera's regular camera exposure meter measurements. It is advisable to use an infrared lens for monitoring the state of individual crops using digital non-specialized cameras instead of optical one. Exampling GoPro Hero 4 digital camera, it has been found that there are three channels to use IR lens which have the characteristics of fixing radiation either in the infrared range or in the red area of the optical range.
