The 14th general election (GE 14) reveals that Pakatan Harapan (PH) had become a ruling party (2018-2020), but they failed to get any parliamentary or state assembly seats in Kelantan. The failure of PH to expand their influence in Kelantan is due to several traditional factors that are difficult for PH to break it out. This study is a qualitative study and reference materials that are physical and online are used as reference sources. In addition, information regarding political scenario in Kelantan also obtained through interviews with some respondents live in Kelantan. Therefore, this research found that the desire of PH to expand their influence in Kelantan was blurred. This is because PAS wisely set up a long-term political strategy by strengthening the education system under YIK, producing many hardcore supporters or fanatic followers, controlling the ‘surau’ and the mosques according to their needs and control of the state administration. Furthermore, PH needs to make concrete reformations to the party’s management such as producing talented young leaders and fostering a spirit of cooperation among members of the PH coalition if they are still interested in power in Kelantan.

The desertification to Chinas Beijing-Tianjin area is analyzed by using the state of vegetation, soil moisture and meteorological data that are collected by the satellites. The state of vegetation, soil moisture and long-term changes of temperature and precipitation in the selected study areas (that are near Beijing-Tianjin area) is analyzed and compared, from which the trend of desertification is predicted. Thus the effective long-term protection and control strategy can be set up.

The reflections in this article were instigated by the repeated and brutal clashes since 2007 between peasants and the state government’s militias—both official and unofficial—over the issue of industrialization. A communist government engaging peasants violently in order to acquire and transfer their lands to big business houses to set up capitalist enterprises seemed dramatically ironic. De- spite the presence of many immediate causes for the conflict, subtle long-term change to the nature of communist politics in the state was also responsible for the present situation. This article identifies two trends that, though significant, are by themselves not enough to explain what is happening in West Bengal today. First, the growth of a culture of governance where the Communist Party actively seeks to manage rather than politicize social conflicts; second, the recasting of radical political subjectivity as a matter of identity rather than an instigation for critical self-reflection and self-transformation.

The author’s vision of the problem of long-term forecasting in education is presented in the article. The modern education, going beyond the limits of class-lesson learning system is gaining more and more territory in direct and figurative meanings. Its non-linear trajectory of movement and rhythm is a process that occurs by the model of Dispars - the principle of nomadic vital activity. The author is of the opinion that only a combination of forecasting with strategic and indicative planning as in Foresight technology may in a certain extent contribute to the state regulation of the education system.

The author analyzes the composition, affairs and tasks of the Government, as well as the Government's attitude towards the National Assembly, the President of the Republic and the state administration, in order to more precisely normative position the Government as the bearer of executive power in the constitutional system of Serbia. The Government of the Republic of Serbia, together with the state administration, represents an extremely complex, fundamentally important system for the functioning of the institutional, legal and political order of our country. Building a legitimate and efficient relationship of cooperation with these bodies, while respecting the competencies and control mechanisms of the Government provided by the Constitution and laws, is a necessary factor in further upgrading Serbia as a state governed by the rule of law, achieving the principle of separation of powers in Serbia.

Reference materials for water microbiology were prepared by spray-drying milk, artificially contaminated with a known test strain. The resulting highly contaminated milk powder was mixed with sterile milk powder to a contamination level of 2000-3000 cfu/g. Gelatin capsules were filled with the mixture (0.2 g/capsule) to produce the reference materials. Test strains used were: WR1 Escherichia coli, WR3 Enterobacter cloacae, WR63 Enterococcus faecium and WR51 Staphylococcus spec. Optimalization of the mixing procedure and aging of the highly contaminated milk powder resulted in relatively homogeneous and stable reference materials. Short-time challenge tests at “high” temperatures (30 and 37 °C) may be predictive for long-term stability at “low” temperatures (4-6 °C). Reference materials with strain WR3 were stable for one week at 30 °C and for at least 6 months at 4-6 °C. Possible applications of the reference materials are: quality control of routine measurements, comparison of the efficiency of different culturing methods and as a standardized sample in collaborative studies.

The set up and control of an underwater measuring instrument for radioactivity pollution in the marine environment is described. The detection system is based on a NaI scintillator (RADAM III) with modifications for use in the marine environment with on-line measurements. The system is simple, has low power consumption and is stable for long-term monitoring (10 months). Before its deployment, the sensor was calibrated in the laboratory in a tank full of water to reproduce the marine environment. The calibrations were performed, by detecting the 661keV and 1461 keV gamma rays of known activity liquid sources 137 Cs and 40 K, respectively. The measured spectra in the laboratory were compared with spectra from a similar detector as acquired in the field. The analysis of the parallel measurement gave satisfactory agreement for the concentration of the potassium (40 K), as calculated from the salinity in the seawater, thus enabling the system for quantitative measurement of the seawater radioactivity.

Since the Chinese economic reform, the Communist Party of China (CPC) has gradually moved toward a separation of the party-state from society, manifested in the withdrawal of party power from many areas of society and the growing new power of private enterprises. The CPC has actively reformed itself as it has evolved from a revolutionary party into a governing party. The party’s support of and collaboration with private enterprises, a powerful and indispensable force in the Chinese economy, is a good example of such a change. Instead of focusing on political acceptance and organizational infiltration as most of the existing studies have done, this paper examines the political incorporation of the CPC’s integration policy towards private enterprises. Theoretical analysis, supported by case studies, indicates that the relationship between the ruling party and private businesses is not, contrary to common understanding, unidirectional absorption and penetration by the Party. Instead, it is an interdependent and mutually beneficial relationship. A further empirical examination of the Ninth National Survey of Private Enterprises confirms that private businesses that have set up CPC organizations or have owners who are themselves CPC members identify more strongly with the ruling party policies and are more active in production expansion and long-term growth. It appears that the CPC’s integration policy towards private enterprises has effectively utilized both ‘top-down’ organizational infiltration and ‘bottom-up’ political integration. In doing so, the CPC maintains its control over private enterprises. Not only does it consolidate the governing legitimacy of the Party, it also enables private businesses to fulfil its social function. The policy helps the Party successfully prevent the formation of non-institutionalized powers outside the system.

The subject of this research is the state as a biopolitical project founded on the principle of government intervention in life of the population. Leaning on the ideas and theoretical intentions of the “archeology of power”, economic and political anthropology, the author examines the genesis of the state from biopolitical perspective, proceeding from the hypothesis of the initial animalization of human presence pursuant to state power, which at breaking point, turns into biopolitical death machine, or thanatopolitics. In view of this, the author reveals the role of ancient state formations as the agents of forced “domestication” of the members of agricultural and cattle-raising societies based on the concentration of human resources and coercive labor as state-forming “technologies”, which allow producing surpluses appropriated by the power elites. The idea of pastoralist power, which emerged along with the first states, identifies subjects to a herd under wardship, treating them as a form of wealth similar to livestock. The main conclusion lies in explication of the biopolitical matrix of state administration, which identifies the subjects of the state with livestock, and the state territory with enclosed pasture. This leads to the parallels between cattle-raising and control over population, which paradigmatically determines the political modus operandi of state power that is implicit in the trajectory of its evolution up to the present day. At the threshold of “evolution” of such administrative paradigm emerge the modern radical topoi of the antihuman – the concentration camps (labor camps and death camps) organized by the model of cattle pens and slaughterhouses.

The last few decades have witnessed a significant shift in the concept of development. Research focusing on development has shifted its focus from macroeconomic to more microeconomic development. More recently, poverty has become an important interest area for researchers, governments, United Nations agencies, NGOs and some specialised international development agencies. The United Nations has designated the period 1997-2006 as the decade for poverty eradication [World Summit for Social Development (1995)]. The millennium meeting at the United Nations headquarters and its follow-up meeting at Brussels set up on ambitious target for reducing poverty by half by the year 2015. [Altaf (2004)]. Since the overall objective is “human development,” people are presumed to play a major role in assuming the initiative, management of, and control over resources, as well as the setting of priorities for poverty reduction. The translation of this idea into reality necessitates the investigation of people’s understanding and experiences of poverty and adjustment to, or coping with, chaotic socio-economic situations and catastrophes (both human and natural), be they food insecurity, hunger, famine outbreaks, or poverty. Some of these crises, in many cases, are not occasional occurrences; rather they are the consequences of long term processes, especially poverty, which is caused by a combination of interacting factors related to social, economic, political, and natural dimensions [Abdel (1996)].

The Australian state’s hostile deterrence policy toward people arriving by boat who seek asylum evokes polarized public sentiments. This article, which ethnographically follows a humanitarian NGO campaign in the lead-up to the 2016 Australian election, examines how citizens who opposed deterrence sought to affectively and morally influence the state and the public. Building on anthropological theories of the state and feminist scholarship on the sociality of emotion, I develop the notion of ‘affective relations’. Distinguishing from nationalist, humanitarian, and activist relations that set up divisive dynamics, campaigners invoked ‘humanizing’ to create affective relations based on common values, personalization, and responsiveness. Although the desired election results were not achieved, the focus on humanization represented a long-term shift to an inclusive alternative politics based on the transformation of power relations.
