The purpose of the study is to monitor the quality of the work of experts when they conduct accreditation examinations of educational programs. Today, the key element of accreditation of educational programs is the assessment of the activities of higher education institutions on this program by an independent visiting expert group. The expert group is formed for the educational program and consists of three people: two authoritative scientific and pedagogical (scientific) workers who have experience in educational activities in the relevant specialty and one authoritative representative of the student body who has experience in training in this specialty (in t of a graduate student, if it comes to accreditation of third-level higher education programs). The result of the study is the identification of key aspects of the features of monitoring the quality of the work of experts when they conduct accreditation examinations of educational programs

The article considers the specifics of designing educational programs in higher education. When planning the educational results, it is important to develop all components of the educational program of each undergraduate and graduate course. The structure, content and the conditions for implementation of the educational program should guarantee the expected quality of graduate training according to the requirements of the Federal Educational Standards of Higher Education and the employers’ demands, as well as consider the starting opportunities of freshman students.

In this article, international experience in ensuring the quality of e-learning education is considered and analyzed, as well as developed recommendations for improving the activities in this area in Ukraine. On the basis of the analysis it is determined the necessity to develop and legislate the normative legal acts regulating the procedure and procedures for accreditation of educational programs; the entry of national accreditation agencies into international associations of e-learning quality assurance agencies is important; to encourage higher education institutions to undergo international accreditation; guided by the approved international standards of e-learning when developing educational programs. The proposed recommendations will contribute to the development and improvement of the e-learning quality assurance system in Ukraine.

Purpose The purpose of this paper is to assess the intercultural sensitivity of students in teacher educational programs at higher education institutes (HEIs) in Georgia. Design/methodology/approach This research explored the intercultural sensitivity among 355 randomly selected students in teacher education programs at higher education institutions in Georgia. A questionnaire based on the Development Model of Intercultural Sensitivity (DMIS) and Cushner et al. (2006) model of sources of cultural identity was developed as a research instrument and adjusted to the Georgian context to measure the students’ intercultural sensitivity. Findings The results showed that a majority of the students were in the ethnocentric phase of intercultural sensitivity, as defined by Bennett (1993); students in teachers’ educational programs were selectively sensitive to different sources of cultural identity; students were selectively tolerant to different groups in the population with the same source of cultural identity and the level of educational attainment, as well as the location of the higher education institution affected students’ level of intercultural sensitivity. Practical implications The findings of this study carry valuable practical importance as they can be used to improve teacher education programs at higher education institutions in Georgia. Originality/value The study has scientific value in that the instrument used to assess intercultural sensitivity was developed for the Georgian context, and students’ intercultural sensitivity to 12 different sources of cultural identity was investigated.

The article explores specific aspects of involving the guarantor of the educational program in its formation. The urgency is due to intensive changes in the quality assurance system of higher education, which require performing related new functions by research and teaching staff. That is why the National Agency for Quality Assurance in Higher Education has proposed a separate functional – the guarantor of the educational program – who coordinates the design, updating and implementation of the educational program. Correct involvement of the guarantor at the stage of the educational program formation will help to avoid the shortcomings caused by violation of logic and the formal attitude to the maintenance of educational programs. A survey of educational program guarantors was developed and conducted, thanks to which it was established that the vast majority of them were deliberately involved at all major stages of the educational program formation. It is rather positive that even at the stage of initiation, which is primarily the preference of collective and / or administrative bodies of higher education institutions, guarantors are informed about the possibility of opening an educational program. Guarantors are actively involved in studying the experience of foreign and Ukrainian educational programs, primarily determining which of them deserve attention. However, it should be emphasized that both in the development of best practices and in the development of the curriculum as part of the educational program guarantors recognize the most important parameter of educational components that is logical, because it is based on the educational process implementation. It can be stated that the lack of sufficient practical experience, the process of accumulation and analysis of pros and cons in the educational process formation, which is still ongoing, currently do not allow to draw an unambiguous conclusion about the conclusive creation and certainty of the guarantor’s functionality. Therefore, it is important, on the one hand, to conduct further research and outreach on the guarantor’s functionality and participation in the educational program formation, and on the other – to promote the development and improvement of the local regulatory framework of higher education institutions on this issue.

Для лиц с ОВЗ должны применяться адаптированные образовательные программы высшего образования, что подразумевает использование эффективных инструментов их оценки. Сегодня эффективным инструментом контроля качества образовательных услуг является профессионально-общественная аккредитация как механизм подтверждения качества подготовки выпускников, отвечающих запросам профессиональных стандартов и рынка труда в стране. В статье систематизированы особенности адаптированных образовательных программ высшего образования, на основании которых выделены показатели критериев их оценки в рамках профессионально-общественной аккредитации. continuing education of people with disabilities is becoming more and more popular, the number of such students in the country's universities is increasing every year. For people with disabilities adapted higher education programs should be applied. At the same time, it becomes necessary to use effective tools for their assessment. Today, professional public accreditation is an effective mechanism for monitoring the quality of educational services as a tool for recognizing the quality and level of training of graduates who meet the requirements of professional standards and the labor market. This study systematizes the features of adapted educational programs of higher education, on the basis of which indicators of the criteria for their assessment in the framework of professional and public accreditation are highlighted.

The study considers the question of quality of providing education by accreditation of educational programs for specialty 015 Professional Education (for specializations). It was defined that nowadays Ukrainian higher educational institutions have broad autonomy in forming content, choosing main approaches, forms and methods of organization of educational process for students of higher educational institutions. The purpose of the article is to define the main problems and challenges the education providers face in the process of realization of educational programs (EPs) for specialty 015 Professional Education (for specializations) for Bachelor level of higher education. Methods. The authors implement the purpose with the help of theoretical research methods (analysis, comparison, systematization and generalization). The results. The authors generalized and organized the results of the accreditation, defined the main strong and weak points of the according EPs, determined the main directions and prospects of their development based on the analysis of the accreditation cases of 27 EPs that had been examined by the National Agency for Higher Education Quality Assurance for 2020-2021academic years. The research determined that the criteria for the assessment of education quality are considered separately, but they are tightly related. The analysis of the levels of evaluation by experts and members of professional expert council shows that the criterion 2 «The structure and content of an educational program» and the criterion 4 «Studying and teaching accordingly to educational program» are the most problematic. Consequently, these directions require more attention during the improvement of the educational process organization by these educational programs. It is established that that 70% of EPs received accreditation for 5 years, 30% received conditional accreditation for 1 year and no EPs received denial for accreditation. This reports about high level of education process organization for EPs, however, there are still many questions to be considered. Conclusions. The analysis and generalizing of the accreditation materials let us define the main problems and prospective directions of educational programs development. The authors consider that incorporating these aspects can foster the development of EPs and quality of higher education for specialty 015 Professional Education (by specializations) in Ukraine.

The article presents the results of a study of the opinions of students and teachers of the southern region of Russia about the learning process in higher education programs during the COVID-19 pandemic. We carried out a comparative analysis of the quality of the implementation of educational programs in the assessments of participants in the process during the onset of the COVID-19 pandemic (April-May 2020) and its peak values (November-December 2020). The positive and negative consequences of transferring training to a distance learning format are formulated. Among the positive consequences are: the availability of training from anywhere; more flexible training, focused on the educational needs of students; new formats of social student life; more accessible communication with teachers. We analyzed the experience of the educational community presented in publications during the COVID-19 pandemic. The data obtained provide an understanding of the importance of the development and implementation of new organizational and methodological approaches for the effective response of higher education to external global challenges of our time.

The article discusses the current state of professional training of engineers, in particular, electronics engineers in Ukrainian higher education institutions (HEIs) and explores best practices from US HEIs. The research outlines the features of professional training of electronics engineers and recent changes in Ukrainian HEIs. Such challenges for Ukrainian HEIs as lack of collaboration between higher education and science with industry, R&D cost reduction for HEIs, and downsizing the research and academic staff, the disparity between the available quality of human capital training and the demanded are addressed. The study attempts to identify successful practices of US HEIs professional training of engineers in order to suggest potential improvements in education, research, and innovation for training electronics engineers in Ukraine.

The article provides a survey of conducted educational programs „Office administration and records management", based on the content of module I. of the professional training in the Croatian State Archives (hereinafter referred to as HDA), which were held in the period from February 2016 to February 2019. The reason for choosing this exact period lies in the fact that since February 2016 a systematic distribution of anonymous polls to all the participants has begun and those polls have served as a basis for creating a compilation of statistical reports and analysis of data obtained from them. Anonymous polls were first experimentally distributed to participants in November 2015, and they were computer processed to serve as a model of experimentally conducted research based on the content of the module I of professional development in HDA. Survey research covers a period of 36 months, in which 10 courses in the period from February 2016 to February 2019 were held, with a total of 417 participants from all over Croatia. This article is conceptually structured according to the methodology which deals with survey research with a help of statistical methods, and the obtained results aim to improve the quality of teaching, to complete teaching materials and improve the insight into the final outcome of the course and the competencies that participants acquire at the end of the course.
