This aticle deals with problems of distance learning in the national universities. The basic pedagogical problems of distance learning. Dedicated pedagogical problems that arise in the implementationof information and communication technologies in the educational process and the organization of pedagogical training system. A number of tasks are presented that require immediate solutions to optimize the use of information and communication technologies in the education system, both in a single educational organization and in the education system as a whole. Some options for solving the problems of distance education are proposed. The necessity of creating an institute of tutoring, as well as the main differences between the teacher of the traditional educational process and the tutor are considered.

The University

The paper analyzes up-to-date distance learning technologies used in European education system for ensuring overall organization of the educational process during the COVID-19 pandemic. Quarantine conditions have become a catalyst for development and practical testing of virtual learning tools and innovative pedagogical technologies, and application of the experience with them is a necessity of today and a strategy for the future. The article is focused on distance learning technologies in higher education. Institutions of England, Germany and France are chosen for the study due to their banner quality of educational service, like the University of Oxford, for example. The basis for successful conduct of all types of classes is employment of universities’ own specialized learning platforms. The learning model remains more similar to the traditional one. The main role continues to belong to communication between qualified teachers and students through various interactive web applications, while digital technologies create space for such interaction, filling it with learning materials. Students get access to all educational services using a single password to the university network. At the same time, some learning materials are available with open access, video lectures and podcasts are popular. Unlike other countries, education in Germany is governed by strict principles of information and data protection. In the contrary, in France many courses have been made available on network, and the education system has instantly adapted to work in virtual mode through the developed system of national distance learning platforms and the massive open online courses. The result of effective distance learning organization in Europe during the pandemic is that the introduction of digital technologies and transition to more flexible learning models become the education strategy at the state level, while pedagogy becomes an area of advanced development of information and communication technologies. The subject of this research is the influencing factors of information and communication technologies upon the theory and practice of teaching English language in the institutional and noninstitutional environments. The object of this research is the analysis of structure and content of Android and iPhone applications. Special attention is given to the development of mobile services as a prevalent model of using information and communication technologies, which open the possibility for individualized range of hyperconnectivity regulated by resource of a personal phone. The authors examine distance learning, which allows implementing innovations and creativity, employs new technologies, performs social task on expansion of technologically uniform educational space. The main conclusions are as follows: 1) of e-learning pedagogy requires the results of pedagogical practice in both, institutional and noninstitutional programs and courses; 2) the modern online learning of English language features new methods of implementation of hyperconnectivity in the Internet on the basis of technological and pedagogical innovations, active interactions and common culture. The scientific novelty consists in the statement that the use of distance learning is especially relevant on the current stage of modernization of education system, as it incorporates innovation technologies of teacher-student interaction. The current situation is characterized by the long-term trends associated with globalization socioeconomic relations, as well as by COVID-19 pandemic that requires taking immediate and radical measures in order to ensure protection of educational community from possible disastrous consequences in record time. The primary task of the authors consists in the analysis of relevant aspects of using information and communication technologies of teaching foreign languages, namely mobile applications, as well as in substantiation of the thesis on transition from collective connectivism towards individual hyperconnectivity in the educational process.

The authors emphasize that the reform of the education system leads to changes in the technological and technical nature in the educational process. Information and communication technologies are now actively used in education, which, according to the authors, contribute to the design of a high-quality information educational space for higher education and the creation of the information culture of actors in the educational process. Based on the analysis, the authors revealed that in the communication space of the educational organization, circulate both external flows external relations with social groups that are outside the educational organization, and internal ones connected with the organization staff and students. External flows are built at the organizational and managerial level and based on media communications. Internal information and communication flows in the educational process are carried out through the introduction of electronic document management, corporate mail, student assessment through a remote system, and the use of onlinelearning.

Problem and goal. The problem lies in the effectiveness of the formation of motivation for the productive information activities among the subjects of the educational process. The goal is determined by the need to train specialists, taking into account changes in the field of education that have occurred due to the introduction of digital technologies in education and risks of digitalization generated by technogenic processes in the educational environment. Methodology. The author's programs and funds of evaluation tools were used, practical tasks and research project topics were developed to include them in the programs of pedagogical and industrial practices of undergraduates. The materials are based on the author's developments, which are reflected in the textbooks. In practice, the following technologies have found methodological justification for the implementation of the discipline: information and communication technologies for universal use, Big Data, distance learning, blended learning, organization of project activities of students. Results. The introduction of the discipline Digital Didactics allows undergraduates to form new competencies. Conclusion. The competencies formed during the training of the discipline Digital Didactics enable to take into account the existing changes in the field of education.

In the context of the use of distance learning forms in the existing system of medical education, the authors consider current issues of finding optimal models of training content and organizational forms, methods and tools that facilitate the effectiveness of distance learning for the professional training of modern medical specialists. Based on the analysis of awareness, previous experience and attitudes of students and teachers of the First St. Petersburg State Medical University an anonymous survey of students and clinical residents, as well as teachers, students and teachers working at various departments of medical and dental faculties of the University was conducted with regard to the development and implementation of distance learning technologies in practice. As a result of the study, it was shown that students at both pre- and post-graduate levels have a more accurate understanding of the essence of distance learning system than teachers. Most students believe that the quality of the knowledge they receive is higher in face-to-face teaching, but they also believe that the advantage of distance learning is that there is no time limit on how long they can learn the material, and that they can create flexible schedules. Most teachers believe that the use of distance learning in the medical education system is most effective in training specialists for advanced training and retraining courses, as well as in training clinical residents. As the main conclusion of the article, the authors point out that in modern conditions of digitalization, it is expedient to use information and communication technologies and distance learning in a medical university only in combination with traditional teaching and methodical means and methods of professional training. At the same time, distance learning cannot be an alternative for the traditional form of professional training and retraining of doctors, but information and communication technologies and digital technologies, as well as distance learning should be integrated into the existing educational system of a medical university in the context of its digitalization.

The article considers the application of information and communication technologies in the professional training of future of physical training and sports masters in modern conditions. It is noted that informatization of higher education is one of the most important means of improving the quality of training. The main parameters for the classification of information and communication technologies used in the masters’ training are determined. The main distinctive features of e-learning and distance learning are analyzed. The purpose of the study is the application of information and communication technologies in the training of future physical training and sports masters in terms of modernity. Theoretical analysis of scientific and methodological literature on certain issues, data comparison and generalization, comparison of different views on the research problem is used. Information and communication technologies used in the training of future PT and sports masters are: text editors, Power Point presentations, spreadsheets, online tests, Internet resources, training programs, multimedia dictionaries, electronic textbooks, distance learning, online competitions and contests, student research papers. The main directions that require additional research on the application of interactive learning technologies based on information tools are summarized. Information and communication technologies can significantly increase the efficiency of the educational process, solve the tasks set before the education institution to educate a comprehensively developed, creatively free personality. The analysis of scientific and pedagogical literature on the research problem shows that in modern conditions of educational development the interest of scientists in information technologies, their didactic potential and possibilities of application in the field of physical education and sports is being growing.

The development of the information society determines the study of the introduction of information technology in the educational process of educational institutions as a tool for self-development, self-realization, social and communicative adaptation. Creating an information and educational environment of the educational institution is responsible for the success of the introduction of information and communication technologies in education at all levels. Theoretical analysis of the concept of "information and educational environment" is presented and its main characteristics are highlighted: openness, expandability, scalability, integration, adaptability. The principles on which information and educational environments should be created are formulated: multicomponent, integrity, distribution, adaptability. The functions of the information and educational environment in the distance learning system are revealed. It is shown that the information-educational environment satisfies the information-educational needs of the participants of the educational process, timely and high-quality provision of educational material, maintains connections "inside" and with "external" information space, fixes the relationship of content addressed to different subjects. The structure of the information and educational environment of the Ivan Chernyakhovsky National University of Defense of Ukraine is presented, which is an integral part of the integrated use of information and communication technologies in the educational process. A prerequisite for creating an information and educational environment is the availability of electronic content, technologies and means of electronic communication of all participants in the educational process. Information and educational environment is possible only if the development of all its components - management, content, organizational, technological. The management component includes the educational policy of the educational institution. The content component includes information and methodological resources. The organizational component performs integrating, systematizing and informational functions. The technological component is directly related to the choice of software.

Nowadays education is the most important precondition for existence and development of society. In the world the information and communication technologies and their application in education develop more and more rapidly, encouraging the society to lifelong learning and building a knowledge society. To provide lifelong education in accordance with the interests of the people and concerns of regional socio-economic development, it is important to offer people a second-chance education that can be implemented through introducing distance learning in general secondary education in Latvia. Therefore, it is important to research the specificity of distance learning in general secondary education and to develop and implement distance learning programmes on the basis of theoretical knowledge. This article reveals that Liepaja Evening (shift) Secondary school is designing a distance learning programme with an emphasis on the support system, in which a great contribution is given by subject teachers, consultants, advisors and class teachers who help the students to orientate in the educational process and learning materials, and who encourage, support and motivate the students.
