While social media has been extensively adopted by local governments, not all of its benefits have been achieved. One reason is that local government-owned social media is less appealing. This research argues that to increase public involvement in social media, the government needs to understand public behavior on social media by exploring public preferences on the content and media produced. This research applies a Stakeholder Engagement Index (SEI) to study public behavior on social media. The results of the study demonstrate that although content containing information about government activities has been produced, it has a low engagement level. Moreover, people prefer content with photos and videos, which apparently dominate local government posts and tweets. This research academically confirms that SEI is an alternative method for understanding public behavior on social media and practically presents choices of content categories preferred by the public.

Introduction. The article presents the results of a study of communication in the system of local self-government of the Republic of Tatarstan as a subject of the Russian Federation conducted by the authors in November – December 2019. The study included a survey of representatives of regional media and press services of local authorities of the Republic of Tatarstan in order to determine the model of communication in the local government system and the role of PR-activities in the regulation of social interaction in the region. Methods and materials. The main method of studying was the method of expert survey. The authors developed a questionnaire, which was used during an interview with experts. When choosing an expert – a media representative for the interview – the authors took into account three factors: the rating of the represented media, the experience of the respondent in the regional media (at least five years) and the authority to make a key decision on the publication of the material. In order to identify the experts who are representatives of local self-government bodies, the authors of the article determined the following criteria: implementation of information and analytical activities in the structure of local self-government bodies, at least 5 years of experience as a head of a structural unit (public relations / media relations department) of local self-government bodies. Analysis. The analysis showed that the development of social media accelerates the process of establishing a two-way model of communication between the government and the public. Social media have become a full-fledged source of information both for the journalistic community and for the press services of local governments. Moreover, with the help of the content posted in posts on official accounts on social networks, local governments can attract residents of the municipal territory to participate in solving local issues. Constant monitoring, responding to comments, tracking negative content on social media are becoming everyday practices in the work of press services. Results. The results of the study indicate that over the past decade in the Russian Federation the necessary prerequisites have been formed for the formation of a bilateral symmetrical model of communication between local authorities and the population. This model is aimed at providing effective feedback that allows the local government to quickly respond to the aspirations and needs of the population, monitor their dynamics, constantly monitor the attitude and assessments of citizens of decisions made on the development of the city or region.

Purpose – The purpose of this paper is to explore how to use social media in e-government to strengthen interactivity between government and the general public. Design/methodology/approach – Categorizing the determinants to interactivity covering depth and breadth into two aspects that are the structural features and the content features, this study employs general linear model and ANOVA method to analyse 14,910 posts belonged to the top list of the 96 most popular government accounts of Sina, one of the largest social media platforms in China. Findings – The main findings of the research are that both variables of the ratio of multimedia elements, and the ratio of external links have positive effects on the breadth of interactivity, while the ratio of multimedia features, and the ratio of originality have significant effects on the depth of interactivity. Originality/value – The contributions are as follows. First, the authors analyse the properties and the topics of government posts to draw a rich picture of how local governments use the micro-blog as a communications channel to interact with the public. Second, the authors conceptualize the government online interactivity in terms of the breadth and depth. Third, the authors identify factors that will enhance the interactivity from two aspects: structural features and content features. Lastly, the authors offer suggestions to local governments on how to strengthen the e-government interactivity in social media.

As social media has become integrated into the public’s everyday lives, local governments have started to take advantage of the power of social media as another governance tool to both inform and involve the public in local government. This new tool also introduces a new responsibility for government to monitor and analyze the actions taken on municipal social media sites. For this to be achieved, municipalities must implement a social media policy that addresses the abundant concerns inherent when engaging in social media use. This research indicates the areas that local governments must address in social media policy and offers a best practice approach to completing the task of policy development.

Public procurement is the main area of corruption in the government. This study aims to examine the correlation between government expenditure audit conducted by BPK and local government corruption behavior. This study uses a fixed effect panel regression approach and the dependent variable is the value of irregularities in the public procurement sector in all local governments in      Indonesia. This study found that the government expenditure audit carried out in the previous period correlated with changes in local government corruption behavior. Local governments will reduce corruption behavior as an implication of changing views and calculating expected cost corruption based on their experience of being audited. Besides, local governments expect their probabilities to be re-audited. It is evident in the local government which has not been audited for three years that it will try to reduce its corrupt behavior because it is expected that this year will be audited again. This study suggests an increase in audit frequency that is expected to decrease the aggregate corruption level in public procurement in local government.

Currently, social media is required to inform the public about local government programmes related to smart city. Advances in technology require the government to provide fast, precise and accurate information services. Local government leaders' communication patterns are crucial factors in the successful implementation of the smart city technology. This study aims to map the communication priorities of DKI Jakarta government leaders in publicising the smart city programmes using Instagram. The study, using a qualitative method with a content analysis approach, employs a case study involving an Instagram account owned by Anies Baswedan as the head of the DKI Jakarta regional government, analysing captions posted between February 2019 and February 2020. The ATLAS.Ti program was used for data processing. The study results reveal that the highest priority area for communication regarding the smart city programmes was Smart Economy. Moderate priorities included Smart Living, Smart People, Smart Governance and Smart Mobility. Lastly, Smart Environment had a low priority. This study demonstrates that Instagram can be an effective medium for building interaction between leaders and the community in delivering smart city programmes with balanced communication intensity for each programme. Thus, this study's findings are expected to provide a reference for local government leaders in balancing communication priorities for all smart city programmes. Keywords: Analysis content, instagram, local government leader, smart city, social media

Purpose The purpose of this paper is to evaluate the merits of accrual-based accounting for the public in an Indonesian local government. It gives insights into the connection between the new practices and responses from government apparatus. Design/methodology/approach The paper applies genetic structuralism from Pierre Bourdieu to study the interrelation of habitus, field and capital in the accrual accounting implementation. Findings The result indicates a symbolic dominance of central government in the implementation of accrual-based accounting in the local government. Accrual accounting is considered to be a technique of government accountability which is independent from political and social situation. Practical implications The accrual accounting implementation preoccupies the government officials in their study of the preparation of financial statements while its utilization to increase the public welfare is still ignored. Social implications The government still prioritizes accountability and transparency for managerial and political purposes. Hence, the public interest is less superior compared with the formalities established between governments – the central government and local governments – and the regional legislator. Originality/value This paper contributes to the evaluation of the alignment of government policy with the public interest.

Following a change of government in 2010, the Hungarian local government system underwent a period of significant transformation. The question of how it is viewed and the effects it may have are currently being debated. However, the fact that 2011 saw a reform of a more than a 20-year-old unyielding system seems difficult to argue with. Laced with the democratic ideal of self-government, the Hungarian regime change of 1989 resulted in a fragmented local government system with a considerable degree of management authority. The local government model opted for by Hungary, which can indeed be dubbed as the champion of decentralisation, could function uninterruptedly until 2010 with minor adjustments. The centralising effort of the government had already become clear beyond a shadow of a doubt before the adoption of the Cardinal Act or the Fundamental Law (2011) itself. The reorganisation of territorial public administration was the first series of measures which allowed to make inferences about the public administration system and the forthcoming centralisation of local governments.
