<p>This article aims to describe some questioned points of political roles of santris seem like; the understanding of social transformation and its regulatory process inside government, how they articulated, participated, and sounded their ambitions become a regulation, then the last is how they build the dialog beyond political and social interests between both process. This research took places in Jember Region. One of small-town in East Java which Santri and Nahdlatul Ulama’ had significant roles, weather in social and political conducts. In the end, this article conclude that; first there are tree missions how santri articulate their understanding of Islamic point of view to become substance regulation aspect, in term; conservatism, progressivism, and moderate. Second, modes of participations are based on <em>al Maslahah al Ummah </em>(common good) as main orientation, were not just becoming intellectual mouth-pieces of government. Third, ideologically, the relation and dialectical tension beyond santri and government were criticism. It means santris were becoming the critical partner of government to formulate the public policy.</p>

The “plight” of the public hospital in the United States is examined from the point of view of its relationship to the “plight” of the cities. Fifty-five large cities are examined and for 38 of these cities that have such hospitals the relationships of levels of public hospital services to local demographic, government fiscal, and tax structure conditions are analyzed. The principal findings point to the existence of some strong relationships and the implications for public policy of these associations are discussed.

How do churches influence public policy and why does their influence vary across similarly religious societies? Prevalent accounts focus on the mobilization of voter demand and coalitions with political parties that offer policy concessions in exchange for electoral support. This article argues, by contrast, that such strategies are both risky and costly, and it demonstrates instead the power of direct institutional access for writing legislation, vetting officials, and even running sectors of the state. Such institutional access is available only to churches with high moral authority: those perceived by the public as representing the common good and the national interest. Churches in Christian democracies have gained such moral authority by defending the nation against a foreign regime, state, or colonial power. In short, churches are most influential when they have the high moral authority to obtain direct institutional access—thus avoiding popular backlash against overt and partisan church politicking.

Public policy is a ambiguous concept. Public policy can be defined as a set of rules which protecting the essential structure of society and its interests. Under New York Convention dated 1958, an arbitration verdict which breaching of public policy in the executing country can’t be executed. Same provision valid under Turkish Act Related International Private Law and Procedure Law. An arbitration verdict can’t be subject to appeal directly. But, it can be sued for annulment before court of first instance. The public policy is stipulated as a ground of annulment in the Turkish International Arbitration Act. New Turkish Civil Procedure Act accepted same solution about domestic arbitration. In this paper was tried to define the public policy concept and examined point of view of legal rules questioned above.

Abstract The article describes and reflects the extent to which the free-church path of separation between church and state secures its independence from state influence and at the same time creates scope for assuming political responsibility and influencing society. To this end, the origins and development as well as the probation and problems of the free church principle of the separation of church and state are examined. Against this background, a fundamental relationship of church, state and politics in terms of religious, plural and secular societies is reflected and developed. The separation of state and church does not mean that they ignore each other. The religious institutions, people and beliefs take part in shaping law, public policy and organizing civic engagement. Therefore the public and political responsibility of churches and theology is examined from a free-church point of view.

Resumo: A água é um direito fundamental e a garantia a seu acesso e uso ainda são perseguidos por países em desenvolvimento. Em razão das dimensões continentais do Brasil e períodos de estiagem, há necessidade de planejamento, execução, avaliação, fiscalização e controle de programas que atuem no sentido de concretização da política pública do acesso e uso da água. Apresenta-se a relevância do estudo valendo-se do corte metodológico para análise do desenho jurídico-institucional do Programa “Água para Todos” justamente no sentido de identificar a “caixa de ferramentas jurídicas” e respectivo ciclo, num esforço para concluir e apontar as suas virtudes e deficiências sob o ponto de vista da teoria jurídica das políticas públicas. Abstract: Water is a fundamental right and the guarantee to its access are still pursued by developing countries. The continental dimensions of Brazil and periods of drought, there is a need to planning, execution, evaluation, supervision and control of programs that works towards achievement of the public policy of access and use of water. The relevance of the study using the methodology for analysis of cutting legal and institutional design of the program "water for all" precisely in order to identify the "legal Toolbox" and its cycle, in an effort to conclude and point their virtues and shortcomings from the point of view of the theory of public policy. The participation of the public in the decision-making and policy discussion is expected to allow the officials to re-valuate the proposed decisions, save money on their implementation and restore public trust in government. However, from the point of view of bureaucrats, direct participation is often unproductive: you are required to spend work time and energy on discussions with non-experts and have no means to predict the effectiveness and efficiency of these debates. The article considers theories and empirical studies that can explain a new fashion trend of openness and transparency in world’s public policy and problems with its implementation. The article also evaluates the applicability of republican tradition to modern policy-making and analyzes alternative mode of public involvement. The estimation of the value of property, connected with life contingencies, has for many years occupied the attention of the philosophers, as well as the monied and landed interest of this country. The many institutions now existing in Eng­land, for the purpose of granting annuities and assurances on lives, are a sufficient evidence that they are conceived to yield advantages to the community:—advantages which seem to present themselves in two points of view; the one, the gain accruing to the parties granting the assurance or other ob­ject; the other, the benefit to be received by persons pur­chasing those grants. In a political point of view, it appears a question of great importance to decide, what ought to be the demands of those companies, so that the public may reap the greatest benefit from them? And the only means of answering this question, is the possession of the mathemati­cal and philosophical principles, by which those institutions ought to be guided. In the present improved state of the science of life assurances, it is not sufficient for a proper re­gulation to follow old customs, and calculations, drawn from a less perfect experience than we have now the means of obtaining ; but every company, to reap the advantage of the progressive state of the science, should not only possess every knowledge relative to this science, which it may be within its immediate power to acquire, but it should promul­gate its individual information; that the actuaries of the different societies may, by their mathematical skill, collect for the common good of all, from multiplied resources, that which they cannot obtain from a less general observation. I am induced to venture this hint, as it is my firm belief, that the tables generally adopted, might, by this means, receive many extremely necessary corrections; for those tables should be as accurate as they can possibly be made, and the interest should be calculated at that rate which shall appear to be the average interest to be made for money; but such additional demands should be made by the company or insti­tution, as to leave an adequate portion for its security, profit, and expenses; for it does not seem possible, in the various beneficial applications which can be made from a proper knowledge of this branch of the mathematics, to judge uni­versally how to adopt tables of mortality, which are not correct in themselves, connected with a rate of interest which is not the average rate made in reality, so that the advantage may tend to any one direction.

Tarkastelen artikkelissani sitä, miten John Wattsin ohjaamassa elokuvassa Spider-Man: Far from Home (2019) käytetään supersankarielokuvalle tyypillisiä genrepiirteitä rakentamaan totuuden jälkeisen ajan diskurssia. Genrepiirteiden, joita ovat ainutlaatuinen sankarihahmo, korotettu realismi ja erikoistehosteet, avulla elokuvassa käsitellään mediavälitteisen sankaruuden, valeuutisten ja totuuden jälkeisen ajan teemoja. Sekä elokuvan juoni että teemat liittyvät media- ja esitysteknologioihin, mikä tekee elokuvasta kiinnostavan tutkimuskohteen mediavälitteisten tarinoiden ja valemedian analysoimiseen. Marvelin supersankarielokuvat ovat kuluneen kymmenen vuoden aikana nousseet maailman tuottoisimmaksi elokuvasarjaksi. Niissä näyttävät erikoistehosteet yhdistyvät realistisiin elementteihin, ja monet supersankarielokuvat kommentoivat yhteiskunnan tapahtumia. Far from Homessa nykyajan tunnistettava teinikulttuuri, joka pyörii mobiililaitteiden ja sosiaalisen median ympärillä, on yksi elokuvan tavoista tuoda fantastiseen tarinaan realismin piirteitä. Elokuvan antagonisti, yleisön huomiota janoava versio vihaisesta valkoisesta miehestä, käyttää mediaa hyväkseen luodakseen itsestään kuvan ainutlaatuisena sankarina, joka pystyy vastaamaan maapalloa kohtaavaan uuteen uhkaan. Valheet ja totuuden muuntelu yhdistetään elokuvassa mediateknologioihin ja erikoistehosteiden käytöllä korostetaan valheellisuutta ja totuuden muuntelua. Supersankarielokuvan genrepiirteet ovat keskeinen väline, jonka avulla elokuva osallistuu totuuden jälkeisen ajan diskurssin tuottamiseen. Pyyteetön, totuudenmukainen päähenkilö taistelee yhteisen hyvän puolesta, tarina tapahtuu meidän maailmaamme muistuttavassa korotetun realismin maailmassa ja media välittää erikoistehosteilla tuotettuja valeuutisia yleisöille.   Adventures of Spider-Man in a post-truth era: Generic conventions of superhero films in building a discourse   In this article, I analyse how generic conventions of superhero films are used in John Watts’ Spider-Man: Far from Home (2019) to build the discourse of a post-truth era. The film uses these generic conventions, including an exceptional hero, heightened realism, and special effects, to discuss the themes of mediated heroism, fake news, and a post-truth era. Both the plot and themes of the film revolve around media technologies, granting an interesting point of view to the analysis of mediated storytelling and fake media. In the past decade, Marvel’s superhero films have become the highest grossing media franchise of all time. The films combine fantastic special effects and realistic elements, and many superhero films comment on current events and the society. In Far from Home, realism is presented through e.g. the representation of current teenage culture, revolving around mobile devices and social media. The film’s antagonist is an attention-seeking version of the “angry white male” trope, who uses media to create an image of himself as a hero with exceptional abilities to stop a new threat facing the world. Lies and altering the truth are connected to media technologies in the film’s narrative, and the use of special effects highlights deceitfulness and alternative facts. Generic conventions of superhero films are central in how the film constructs the discourse of a post-truth era: an altruistic hero fighting for the common good in a world reminiscent of our own, with the media spreading fake news created by special effects to the public.

This essay provides a practical illustration of how transnational dynamics are taking place within African migrant communities in the UK. It discusses the work of three community organisations from the perspective of a religious leader who also considers herself to be an activist. It explores her thoughts on the kinds of dynamics that she has witnessed within her community work. In this way the chapter provides a perspective of UK/African transnational dynamics which is rooted in practical experience. It shows the ways in which myths and prejudice about sexuality and HIV can be challenged at community level by allowing migrant communities to take the lead in addressing these issues within their communities. Through this process individuals are able to negotiate both their sexuality and HIV in a way that takes account of their conservative cultures. This process of learning and change is not limited to the specific communities involved, but has an impact on the host country through the public policy process.

The current trend of social and political fracture among Indonesian people has permeated many aspects of life, including religious domain. While moderate Muslims are still majority, the voice of conservative and also element of radical Muslim groups has shown a great militancy in campaigning for their agenda. Rivalry among those groups in the public discourse is unavoidable. This study examines the contested idea of ‘Islam Nusantara’ in the effort to campaign for moderate and friendly Islam in the early of Joko Widodo’s administration. Since conservative and radical factions have rejected the idea of Pancasila state, accusing of other Muslims of being kafir (apostasy) and the spirit to eliminate local cultures, their counterparts use different agenda and approach. The moderate Muslims use the concept of Islam Nusantara to campaign for the concept of Islam and nationalism, respect for diversity and cultural approaches. This study reveals the different point of view of Muslim groups regarding the concept and practice of Islam Nusantara which has become a controversy since the Nahdlatul Ulama (NU) used it as the main theme in the 33rd congress. Although ‘Islam Nusantara’ is not a new term in the discourse of Indonesian Islam, the contestation and consensus have produced a new fragmentation of religious opinions among Indonesian Muslims. This research aims to explore the sociology of knowledge among Indonesian Muslims whose inclination has been devided into two big streams of moderate and conservative wing.
