Objective – assessment of effectiveness of the measures for biological safety provision at potentially hazardous facilities in the territory of the Republic of Tatarstan in the process of preparation and holding of FIFA World Cup-2018 in Kazan. Materials and methods. Regulatory-legal acts covering the requirements to the provision of biological safety during the work with pathogenic biological agents, international guidelines and documents determining inter-agency collaboration between the Rospotrebnadzor Administration in the Republic of Tatarstan and other departments and inter-agency task forces (Office of the Federal Security Bureau of Russia in the Republic of Tatarstan, Counter-Terrorism Commission in the Republic of Tatarstan, etc) were studied. Results and discussion. Considered were managerial-methodological approaches and matters of inter-agency cooperation on biological safety provision during preparation and holding of FIFA World Cup-2018 in Kazan. Biological safety was examined through the prism of its provision while working with pathogenic biological agents at potentially hazardous biological facilities and  counterterrorism integrity of the objects. The guiding, directive document in the performance of the complex of measures on biological safety provision and inter-agency collaboration was the Order of the President of the Russian Federation dated May 09, 2017 No 202 “On peculiarities of application of reinforced security measures during holding of FIFA World Cup-2018 and FIFA Confederations Cup-2017 in Russia”. As the result of the measures conducted, biological safety, including counter-terrorism security of potentially hazardous biological objects and sanitary-epidemiological welfare, was fully provided.

Relevance. The risks of emergency situations during mass events require the coordination of activities of respective structures and departments of the host country.Intention. Assessment of ensuring radiation, chemical and biological safety during the 2018 FIFA World Cup matches and the 2017 FIFA Confederations Cup in Kazan on the example of the Department of Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing (Rospotrebnadzor) in the Republic of Tatarstan, as well as the effectiveness of the forces and assets involved.Methodology. A retrospective analysis of interdepartmental cooperation and organization of control of the radiation, chemical and biological situation with the forces of Department of Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing (Rospotrebnadzor) in the Republic of Tatarstan, the Ministry of Defense of the Russian Federation, the Ministry of Emergency Situations of the Republic of Tatarstan, performing safety tasks before and during the 2018 FIFA World Cup matches and the FIFA Confederations Cup 2017 in Kazan from 2015 to 2018.Results and Discussion. Before the 2018 FIFA World Cup and the 2017 FIFA Confederations Cup in Kazan, industrial and infrastructure facilities were identified, which malfunction could jeopardize radiation, chemical and biological safety during the events. Organizational events were held for these facilities. Potentially dangerous processes were temporarily suspended. Laboratory and instrumental studies were conducted at the stage of reconstruction of the involved objects. During the 2018 FIFA World Cup matches and the 2017 FIFA Confederations Cup in Kazan, a two-level radiation, chemical and biological control system was organized. Interdepartmental interaction and interchange of information at the subject level in the field of radiation, chemical and biological safety was organized. During the 2018 FIFA World Cup matches and the 2017 FIFA Confederations Cup in Kazan, the radiation, chemical and biological situation was intensively monitored. Task forces were on duty for radiation, chemical and biological emergencies.Conclusion. To ensure radiation, chemical and biological safety, a model of interdepartmental interaction was used for mass events. An integrated approach to ensuring radiation, chemical and biological safety has made it possible to maintain a stable radiation, chemical and biological environment. Interdepartmental experience with radiation, chemical and biological safety can be implemented before and during international mass events.

The purpose of the study was to improve the methodological support of interdepartmental cooperation in implementing measures for sanitary protection of territories at railway border crossings. Materials and methods. We analyzed interagency personnel training at railway border checkpoints during preparation for the 2017 FIFA Confederations Cup and the 2018 FIFA World Cup and reports on the planned annual training in some regions of the Russian Federation to assess their compliance with modern requirements for ensuring biological safety. Results. Based on the results of analyzing the content and methodological aspects of anti-epidemic measures and interdepartmental cooperation during drills at railway border crossings, we updated the training methodology taking into account the requirements of international and Russian regulations governing the procedures at checkpoints and current conditions and capabilities of services when ensuring biological safety. The article provides recommendations for personnel training and drills at railway border crossings on the topic “Organization of anti-epidemic measures upon identification of a suspected case of an especially dangerous communicable disease”.

Japan and the Republic of Korea have been going through a painful process of reconciliation since World War II. But with the momentum created by the FIFA World Cup and the high popularity of Korean pop culture in Japan, the trend shifted and the two countries seem to be enjoying a more amicable relationship. This paper aspires to understand when and how the steps toward reconciliation were taken between the two countries. The overarching research questions are: what steps were taken, and what channels of communication contributed to or hindered the process of reconciliation? Section 1 first lays the historical context of the dispute, and Section 2 assesses the diplomatic steps taken toward reconciliation by applying Assefa's reconciliation model, which leads to an analysis of discrepancy between the governments and the civil societies. Section 3 considers the impact of the FIFA World Cup in 2002, when momentum for friendship was reinforced by the various exchange activities at civil society level, as well as the Korean pop culture. The in-depth interview adds insights and public opinion polls clarify the perceived status of reconciliation. Section 4 concludes by returning to the more generalized issue of how communication between the two nation states has changed with the information technology, which is key to understanding the dynamism of the lingering reconciliation process.

We systemized the experience of the Rospotrebnadzor Office in the Voronezh Region in organization and carrying out the sanitary and hygienic and anti-epidemic (preventive) measures during the preparation and hosting the 2018 FIFA World Cup (Championship) to ensure sanitary and epidemiological wellbeing within its subordinate area. The priority directions of activity during the preparation and hosting the competitions period are determined. We showed and presented the results of the laboratory control for the environmental objects, monitoring during the Championship preparation and hosting period; the results of the surveillance activities regarding the potential risk objects; outreach on the infectious diseases’ prevention.The issues of interdepartmental interaction with the territorial bodies of the federal executive bodies, the executive bodies of the Voronezh region during the preparation and hosting of the mass events are reflected. The paper presents an assessment of the epidemiological situation on the morbidity of infectious and parasitic diseases on the territory of Voronezh during the preparation and hosting the Championship. We showed the activity issues of the Rospotrebnadzor Office in Voronezh Region at checkpoints across the state border of the Russian Federation; immunization of people who were taking part in the events of the competitions. The issues of consumer protection on issues related to the Championship are briefly covered.

The article defines the role and place of consumer societies of the Central Union of the Russian Federation in rural areas, considers methodological approaches in the choice of activities for cooperatives, cooperative organizations of consumer cooperation, consumer societies and unions, considers the evolution of the choice of activities for cooperatives in rural areas. Analyzed the multifaceted activities of consumer cooperation, characterized by areas of specialization of the work of cooperative enterprises, covering the area of procurement and processing of agricultural products, storage and marketing through their own cooperative trading network of retail shops. The prerequisites for improving the efficiency of consumer cooperation, cooperative enterprises and organizations, development and strengthening of the material and technical base of cooperative formations are analyzed. On the materials of consumer societies and unions of the Republic of Tatarstan and the Volga Federal district, the results of consumer cooperation are analyzed, methodological approaches are outlined, taking into account the analysis of practice in choosing the type of activity for cooperatives in rural areas. The ratio of the share of food and non-food, industrial goods in the system of retail cooperative trade of consumer societies is revealed. The development of various sectors of specialization in consumer societies of the Central Union of Russia is analyzed, the review of procurement activities of cooperative organizations is made. The directions of development of cooperation and integration in the field of procurement of agricultural products and raw materials are formulated.

The subject of the research is the problems of legislative regulation of compulsory psychiatric measures in the criminal legislation of the Republic of Belarus and the Russian Federation.The purpose of the article is to confirm or refute the hypothesis that there are defects in legislative regulation that prevent the effective use of compulsory psychiatric treatment. They are not eliminated in the Criminal Codes of the Russian Federation and the Republic of Belarus. Research methodology. On the basis of a system-integrated approach on an interdisciplinary basis, a scientific analysis of special legal and forensic psychiatric scientific literature and interpretation of the criminal legislation of the Republic of Belarus and the Russian Federation were carried out.Main results. An analysis of the Criminal Codes of the Republic of Belarus and the Russian Federation showed that compulsory psychiatric treatment is an independent institution of criminal law, which is regulated in sufficient detail in the national criminal legislation. The article includes a comparative legal analysis of the norms of the criminal legislation of both states (Chapter 14 of the Criminal Code of the Republic of Belarus and Chapter 15 of the Criminal Code of the Russian Federation) that regulate psychiatric coercive measures applied to persons with mental disorders who have committed illegal acts. Based on the results of the study, a number of problems were identified in the legislative regulation of psychiatric compulsory measures in the criminal codes of both states, the authors propose directions for further improvement of the current criminal legislation.Conclusions. The Criminal Codes of the Republic of Belarus and the Russian Federation contain only general criteria for choosing the type of psychiatric measures of a coercive nature, in the most general form, the procedure for their change and termination is provided, they need editorial clarification of their purpose. There is no legislative definition of the concepts of “coercive security measures and treatment” (Chapter 14 of the Criminal Code of the Republic of Belarus) and “compulsory measures of a medical nature” (Chapter 15 of the Criminal Code of the Russian Federation), etc., which causes serious difficulties in law enforcement practice and indicates the need to continue work to improve the current criminal legislation.The terminology used “coercive and security measures and treatment” (Chapter 14 of the Criminal Code of the Republic of Belarus) and “coercive measures of a medical nature” (Chapter 15 of the Criminal Code of the Russian Federation) does not reflect the specifics of these measures, which in their essence and content are exclusively psychiatric measures. The identified problems of legislative regulation of psychiatric compulsory measures in the criminal legislation of both states require their further resolution, and based on the interdisciplinary medico-legal nature of the problems involved, with the obligatory involvement of forensic psychiatrists in their solution.

The article discusses methodological approaches to the development of norms, standards for water consumption and wastewater disposal, aimed at the rational use of water resources, as well as substantiates the need to develop a document that establishes the criteria and procedure for assessing the effectiveness of water protection activities in the use and protection of water resources for any enterprise in the Republic of Belarus. The directions for improving the legislation of the Republic of Belarus in terms of regulation of water use are proposed, taking into account the experience of the Russian Federation.
