The purpose of the study was to improve the methodological support of interdepartmental cooperation in implementing measures for sanitary protection of territories at railway border crossings. Materials and methods. We analyzed interagency personnel training at railway border checkpoints during preparation for the 2017 FIFA Confederations Cup and the 2018 FIFA World Cup and reports on the planned annual training in some regions of the Russian Federation to assess their compliance with modern requirements for ensuring biological safety. Results. Based on the results of analyzing the content and methodological aspects of anti-epidemic measures and interdepartmental cooperation during drills at railway border crossings, we updated the training methodology taking into account the requirements of international and Russian regulations governing the procedures at checkpoints and current conditions and capabilities of services when ensuring biological safety. The article provides recommendations for personnel training and drills at railway border crossings on the topic “Organization of anti-epidemic measures upon identification of a suspected case of an especially dangerous communicable disease”.

Objective – assessment of effectiveness of the measures for biological safety provision at potentially hazardous facilities in the territory of the Republic of Tatarstan in the process of preparation and holding of FIFA World Cup-2018 in Kazan. Materials and methods. Regulatory-legal acts covering the requirements to the provision of biological safety during the work with pathogenic biological agents, international guidelines and documents determining inter-agency collaboration between the Rospotrebnadzor Administration in the Republic of Tatarstan and other departments and inter-agency task forces (Office of the Federal Security Bureau of Russia in the Republic of Tatarstan, Counter-Terrorism Commission in the Republic of Tatarstan, etc) were studied. Results and discussion. Considered were managerial-methodological approaches and matters of inter-agency cooperation on biological safety provision during preparation and holding of FIFA World Cup-2018 in Kazan. Biological safety was examined through the prism of its provision while working with pathogenic biological agents at potentially hazardous biological facilities and  counterterrorism integrity of the objects. The guiding, directive document in the performance of the complex of measures on biological safety provision and inter-agency collaboration was the Order of the President of the Russian Federation dated May 09, 2017 No 202 “On peculiarities of application of reinforced security measures during holding of FIFA World Cup-2018 and FIFA Confederations Cup-2017 in Russia”. As the result of the measures conducted, biological safety, including counter-terrorism security of potentially hazardous biological objects and sanitary-epidemiological welfare, was fully provided.

Introduction: When ensuring preparedness of constituent entities of the Russian Federation to take anti-epidemic measures in order to respond to imported infections, including the novel coronavirus disease, appropriate training of healthcare workers, specialists of bodies and institutions of the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing (Rospotrebnadzor) and non-medical specialists was important. The objective of our work was to improve methodological support of inter-agency collaboration in implementing activities on sanitary protection of the territories at border patrol checkpoints. Materials and methods: We analyzed reports on interdepartmental drills at Russian border patrol highway checkpoints, including those conducted within the preparation for 2018 FIFA World Cup, and regulations on the aspects of interdepartmental drills at international border crossing points. Results: We assessed completeness of implementation, organizational structure, content, and methodological aspects of interdepartmental cooperation in the course of drills at highway checkpoints and proposed a unified approach to conducting training with account for realities of checkpoint functioning and requirements for ensuring biological safety. The article provides recommendations for conducting drills on anti-epidemic measures to be taken when identifying a suspected case of a highly hazardous communicable disease at border patrol checkpoints.

We systemized the experience of the Rospotrebnadzor Office in the Voronezh Region in organization and carrying out the sanitary and hygienic and anti-epidemic (preventive) measures during the preparation and hosting the 2018 FIFA World Cup (Championship) to ensure sanitary and epidemiological wellbeing within its subordinate area. The priority directions of activity during the preparation and hosting the competitions period are determined. We showed and presented the results of the laboratory control for the environmental objects, monitoring during the Championship preparation and hosting period; the results of the surveillance activities regarding the potential risk objects; outreach on the infectious diseases’ prevention.The issues of interdepartmental interaction with the territorial bodies of the federal executive bodies, the executive bodies of the Voronezh region during the preparation and hosting of the mass events are reflected. The paper presents an assessment of the epidemiological situation on the morbidity of infectious and parasitic diseases on the territory of Voronezh during the preparation and hosting the Championship. We showed the activity issues of the Rospotrebnadzor Office in Voronezh Region at checkpoints across the state border of the Russian Federation; immunization of people who were taking part in the events of the competitions. The issues of consumer protection on issues related to the Championship are briefly covered.

In 2018, between June14 and July 15, final matches of the FIFA World Cup-2018 were held in 11 cities of the Russian Federation. That event was the biggest mass event with international participation in the history of Russia. During the period, in the process of sanitary-epidemiological welfare provision, developed earlier scintific-and-practical achievementds for prevention of emergency situations of sanitary-epidemiologoical character were implemented to the fullest extent. Objective of the study – analysis of evolution of the developed in Russia scientifically-substantiated approaches in the sphere of sanitary-epidemiological welfare provision of mass events and aggregation of the results of their implementation during preparation and holding of FIFA World-Cup-2018. Utilized were information-analytical materials from the Rospotrebnadzor Administrations by the constituent entities of the Russian Federatuion, Centers of Hygiene and Epidemiology in the entities of the Russian Federation, RusRAPI “Microbe” of the Rospotrebnadzor, data from Organizing Committee “Russia-2018”, Federal Turism Agency, information published in periodical press. Scientifically substantiated model of sanitary-epidemiological welfare provision during mass events was developed in the Russian Federation. It includes expert evaluation and quantification of potential epidemic hazard of mass event which allows for targeted prophylactic and anti-epidemic measures with rationalized loads and adequate frequency of repeat. The paper discusses the complex of measures carried out during preparation and holding of FIFA World Cup-2018 by the functional areas: sanitary protection of the territory; epidemiological surveillnace over relevant  anthropozoonotic, natural-focal zoonotic, sapronotic infectious diseaseas; sanitary surveillance over communal facilities, catering facilities, sites of accomodation of the participants and guests; sanitary-hygienic monitoring of ambient environment objects; provision of anti-epidemic preparadeness and readiness of the Rospotrebnadzor authorities and institutions and medical organizations; provision of readiness of laboratory facilities; involvement of additional forces and capacities and interagency cooperation in response to emergency situations of sanitary-epidemiological character.

Type of enterovirus was detected in 2753 cases when examining 4122 patients with various clinical forms of enterovirus infection (EVI) during the 2017-2018 period. We identified viruses of 42 types belonging to Enterovirus A-B-С species. The ratio of EV-A: EV-B: EV-C species was 51.29 percent: 47.06 percent: 1.65 percent. In 413 environment samples 29 non-polio enteroviruses were identified, three of which, CA14, EVA76 and ECHO25, were not detected in the period in patients with EVI. The Coxsackie A6 virus, which caused a drastic increase in the morbidity of exanthema forms was the dominant agent in the etiological structure of EVI in 2017 in most areas; the leading etiological agents of enteroviral meningitis (ECM) were the ECHO30, ECHO9, ECHO18 viruses. There was a decrease in the morbidity of both all forms of EVI and computers due to a decrease in the activity of the circulation of epidemic variants of the Coxsackie A6 and ECHO30 viruses as a whole in Russia in 2018. The computer epidemic process in 2018 was supported by the become active or remained active viruses of ECHO6, Coxsacke B5, ECHO9, ECHO18 and other viruses of the Enterovirus B species. The remaining relatively high morbidity of exanthema forms of EVI in addition to the Koksaki A6 virus was supported by the activated viruses Koksaki A16, Koksaki A5 and other viruses of the Enterovirus A species. The results of phylogenetic analysis of genome sequences that dominated etiological agents of EVI indicate that in 2018 there was a multiple importation of enterovirus epidemic variants into the territory of the Russian Federation, which supported the EVI / computer epidemiological process in the Russian Federation as a whole and caused a complication of the epidemiological situation in a number of subjects. It is possible that these events contributed to the arrival of a large number of fans at the 2018 FIFA World Cup and visa-free entry into the territory of the Russian Federation for this category of tourists until the end of the year.

Introduction. A comprehensive assessment of external and internal epidemiologic risks of hosting 2018 FIFA World Cup in the Russian Federation was carried out to improve efficiency of the system of preventive measures. Materials and methods. The work was carried out on the basis of statistical data acquired from WHO, Ministries of Health of the countries, local Rospotrebnadzor offices in host cities of the Russian Federation, and available publications. Results. We analyzed current epidemiologic situation in the countries of the world and assessed risks of importation of each infectious disease by participants and guests to 11 host areas. Internal epidemiological risks were assessed. The assessment made it possible to rank external and internal epidemiologic threats by the extent of potential epidemic hazard and take measures to prevent their importation and spread. Conclusions. We established a high risk of importing cholera, malaria, and dengue fever, a moderate risk of importing measles and chikungunya fever, a low risk of Zika virus disease, and the minimal risk of polio caused by wild-type poliovirus, yellow fever, Middle East respiratory syndrome, plague, Lassa fever, Marburg fever, Ebola virus disease, and avian influenza A (H7N9) during the championship. As for the regional threats, then in the Republics of Tatarstan and Mordovia, Nizhny Novgorod and Samara Regions the most significant was hemorrhagic fever with renal syndrome while in the Sverdlovsk Region, Moscow, and St. Petersburg lime borreliosis posed the highest risk. The moderate risk of tick-borne encephalitis was determined in the Sverdlovsk Region, of Crimean hemorrhagic fever – in the Rostov Region, and that of West Nile fever – in the Volgograd Region. Differentiation and ranking of epidemiologic risks by the extent of potential epidemic hazard allowed us to substantiate the main organizational, preventive, and anti-epidemic measures during 2018 FIFA World Cup and ensure sanitary and epidemiologic well-being of the population.
