Abstract Background The current healthcare model is challenged by fewer concerns with healthcare quality and its sustainable development, affecting all participants involved in the healthcare system.Value-based healthcare (VBHC) delivery refers to a new management paradigm that prioritizes patients’ health outcomes at lower healthcare costs.The use of value payments can effectively control the increases in medical costs and reduces the cost of health systems, presenting pieces of evidence in improving the diagnosis and treatment results as well as creating value for patients. Extant studies have investigated VBHC preparation and formulated a set of evaluation indices in the West context. However, a dearth of VBHC-related research conducted in China was noted wherein the VBHC’s evaluation system has not yet been explored. Thus, this study aims at developing China’s medical service attitude appraisal evaluation framework by adopting VBHC delivery. Results Two rounds of surveys found the authority degree coefficient of experts (0.805 and 0.812), degree of positivity (93.75% and 100%), the range of arithmetic means for the importance (3.30–5.0 and 4.05–5.0), the range of full-score frequency (16–94% and 23–100%), the range of variable coefficient (0.11–0.29 and 0.0–0.12), and the coordination coefficient (0.39 and 0.79; p༜0.5 for all). The final evaluation index system comprises 35 items with three, nine, and 23 first-, second-, and third-level indicators, respectively. The three first-level indicators and their weight coefficients are data collection and sharing of treatment cost and curative effect for specific diseases (0.409), medical expense payers (0.245), and healthcare providers (0.346). Conclusions This study constructs an evaluation index system on the basis of the VBHC delivery, the study methods are reasonable, the experts representativeness are high, the positivity degree and authority degree of experts are high, the concentration degree and coordination degree of experts’ opinions are good, and the weight of the indicators was calculated, which is scientific and can be used as a tool to evaluate the implementation of the VBHC delivery in China.

China’s cross-border e-commerce will usher in a new golden age of development. Based on seven countries which include the Russian Federation, Mongolia, Ukraine, Kazakhstan, Tajikistan, Kyrgyzstan and Belarus along the “Belt and Road”, an evaluation system for cross-border e-commerce investment climate indicators is established in this study. This research applied the entropy method twice to evaluate the investment climate of seven countries based on 5 years panel data comprehensively and these countries are then classified into politics-oriented and industry-oriented countries, and then the weight of indicators for each category is analyzed. In addition, cross-border e-commerce investors are proposed to prioritize industry-oriented countries. Back propagation neural network algorithm is used to map the existing data and optimize the evaluation index system in combination with the genetic algorithm. This research denotes the effort to find out the index evaluation combination corresponding to the best overall score, make the established evaluation index system applicable to other countries, and provide reference for cross-border e-commerce investors when evaluating the investment climate in each country. This study provides the important practical implications in the sustainable development of China’s cross-border e-commerce environment.

The evaluation system about comprehensive quality of music graduated students was introduced in the paper. The methods of AHP were proposed to optimize evaluation system model. Meanwhile, the evaluation index system of the comprehensive quality of music graduate students is established. Then, the model was established and the solving was given according to the construction of evaluation index system principles. AHP is proposed to establish the weight of evaluation based on the receipt questionnaire survey from related experts. In the end, a example provided demonstrates the application in choice of the best student and it was proved that methods proposed is efficient to solve the optimization problems about the more complex, more fuzzy the decision management.

Currently, energy-saving building is a hot topic in society, which is also generally recognized as the most direct and effective way with the greatest potential for energy saving in the industry when the energy problem has become increasingly urgent today. At present, the domestic scholars less focus on rural residential energy saving, so the energy efficiency assessment on countryside buildings is still a relatively new field. This paper introduced existing energy-saving building assessment system at home and abroad through referring to the domestic and overseas existing assessment system, combining the characteristics of energy efficiency of rural residential buildings in China, constructed the energy-saving evaluation index system of rural residential buildings. Expert opinions and analytic hierarchy process (AHP) were used to determine the index weight, and the rationality of the evaluation system was determined by an empirical analysis case.

Agricultural water management provides the basic support and guarantee for targeted poverty alleviation. This paper presents a 3E + 1 evaluation model for the performance of agricultural water management in targeted poverty alleviation based on 3E theory, which is more scientific, reasonable, and reliable. On this basis, an evaluation index system including three levels of indicators is designed, and the weight of each evaluation index and performance evaluation model is determined. A case study of a county in the old district of Maoshan in Jiangsu province was conducted using the proposed evaluation theory and methods. The results show that the overall performance of agricultural water management for targeted poverty alleviation in this area was good but needs more improvement in innovation. The evaluation results are roughly consistent with the evaluations of higher authorities, experts, and scholars, which proves that the evaluation system is scientific and reasonable.

Since the evaluation index system of sustainable development for farmland shelterbelt is a compound system with network and multi-index, it is difficult to evaluate effectively by common methods. In this paper, a set of evaluation index system of sustainable development for farmland shelterbelt network based on ANP method is established, and the evaluation index system is quantified with SD software. The method can improve the evaluating system of previous studies on the sustainable development of farmland shelterbelt, and make the evaluation results have more directive significance for farmland shelterbelt management.

Water resources is an important basic energy. The determination of weights is one of the important indexes in water resources evaluation system and reasonable allocation of weights is the key to quantitative evaluation. In order to establish a scientific evaluation index system of the influence of mining disturbance on water resources for purpose of a more reliable and effective evaluation result and realizing the protection of water resources system, a comprehensive evaluation system of water resources based on PSO-AHP model is proposed in the paper. Combined with the specific geological environment characteristics of mines, this paper establishes a four-level evaluation index system after identifying the factors affecting water resources and ecological environment. By applying the particle swarm optimization (PSO) to the analytic hierarchy process (AHP) and fuzzy comprehensive evaluation method, a PSO-AHP model and then a fitness function are constructed to solve and optimize the weight values in the evaluation index system, and the calculated weight values are checked by consistency checking method. The evaluation results suggest that the index system can accurately reflect the impact of mining on water resources and water ecological environment and etc., providing certain reference value for sewage resourcing and reducing the harmful effect on environment by sewage discharge.

Since there are many influencing factors about freeway traffic safety, in order to provide a basis for comprehensive evaluation of traffic safety, on the basis of comprehensively analyzing the existing evaluation system of traffic safety, the evaluation index system of freeway traffic safety is established according to freeway characteristic under the unusual situation, as well as considering the feasibility of data collection and the rationality of setting up the index, which gives the definition, quantitative formula and suggestion value of domain for the indexes.
