The purpose of this article is to analyze the agricultural sector of Ukraine and to determine the importance of supply chains for industry efficiency increasing. As a result of the study, the main indicators of the agricultural sector functioning in Ukraine were analyzed. The obtained results make it possible to characterize the burning situation, as well as to develop appropriate proposals for its improvement in the future (taking into account marketing and logistical components). Almost 18% of the able-bodied population of Ukraine were employed in the agriculture sector in 2016. At the same time, the largest share of agricultural enterprises is located in three regions of Ukraine – Odesa, Dnipropetrovsk, and Mykolaiv. It is determined that in 2007-2016 there is a steady increase in agricultural production. It is enough to meet the internal needs of the population and export needs. It is proved that the basis of Ukrainian exports is primary agricultural products (wheat, corn, soybeans). Despite the gradual increase in food exports (by 16% from 2010 to 2016), the share of value-added goods in exports remains low. It indicates Ukraine's specialization as a supplier of raw materials on the world market. Besides, it is found that the share of imports for agriculture needs remains high. Mainly mineral fertilizers, agricultural machines, petroleum products are imported. The reason is that the need for these things is not fully met by domestic producers. Accordingly, it is determined that all the above requires the formation of internal supply chains of agricultural enterprises (they allow to establish relations between structural units) as well as external supply chains (they allow to establish partnerships with counterparties in Ukraine and abroad). It is established that in the supply chains’ formation it is necessary to take into account the main problems of the agricultural sector, in particular, the involvement of new producers of agricultural products in export activities; increasing the share of value-added products in exports; coverage of new markets in foreign countries. The article considers the problems, promotion and support of the export potential of agricultural products at the regional level, which should become the next growth point for Russian agriculture. The practice of the last decade in the agricultural sector of Russia shows a significant transformation from the predominance of food imports to the realization of export potential. So, in the Orel region, the export of agricultural products tends to increase; in 2019, agricultural products were exported at $ 88.8 million (growth by 2017 was 24.8%). The leading position in the export structure of Orel agribusiness is wheat, an important direction of regional export is also given to oil and oilseeds, which are the fastest growing industries on the world market, and the Orel region contributes to their development. Despite the reduction grain crops areas in the Orel region, the forecast for the harvest of 2020 is 3 million tons. The Orel region sees the main task of the agro-industrial complex in reaching the total gross harvest of crop production in the amount of 3.7 million tons, which will provide jobs, processing raw materials. The list of directions of state support for export of agricultural products is given. The conclusion is drawn about the most significant prospects for the export potential of agricultural products at the regional level, where its further development is laid. The article emphasizes the need to stimulate the activities of exporters of agricultural products through reducing the cost of exported products.

The competitiveness of the agro-industrial sector should be considered as a fairly broad concept that characterizes the ability to compete in both domestic and foreign markets and is measured by the degree of presence of domestic products in them. The agro-industrial complex of Ukraine is one of the key components in the process of solving certain socio-economic problems. Domestic farmers have significant potential for development, the implementation of which requires addressing a number of obstacles. Despite the fact that Ukraine is one of the leaders in the export of agricultural products to the international market, in the future the development of the domestic agricultural sector may face significant problems due to low technology, insufficient inflow of investment resources, lack of highly qualified specialists in the industry. The article examines the prospects for the development of the domestic agro-industrial complex in the context of European integration. Ukrainian agricultural producers have a strong resource base for short-term capitalization and development of agricultural production, at the same time, agricultural enterprises are producers of raw materials, not finished products for consumption. Therefore, the efficiency of enterprises depends on the redistribution of income at all stages of value added. Reducing the cost of raw materials directly proportionally affects the profitability of production and efficiency of enterprises. The purpose of this article is to identify problems and prospects of agricultural entrepreneurship in Ukraine, and provide proposals for sustainable development of agriculture. The authors got acquainted with the mechanism of assessing the competitiveness of the enterprise and developing ways to increase competitive positions in the foreign market. The transformation of the agricultural sector of Ukraine is due to current trends, primarily in the world market. The integration of Ukrainian society into the European community encourages and forces domestic producers of the agricultural sector to produce products that are highly efficient and competitive, as the requirements for the quality characteristics of finished products increase.

The issues of resource policy, which will predetermine the future growth of industrialization and urbanization, the forward movement of China's market-oriented economy, and the growing involvement in international cooperation, have been studied. Acceleration of the process of socio-economic development largely depends on the state of agricultural sector. It is noted that the country intends to follow the policy of openness based on mutually beneficial partnerships with other States and foreign organizations in order to increase the efficiency of agro-industrial production, increase the income of peasants and increase the competitiveness of Chinese products on the world market, as well as modernization of agriculture. It is shown that solving the problems of agro-industrial complex will remain a priority task. Its innovative reform is envisaged, creating a long-term mechanism for the integration of the city and countryside according to the principle “Industry supports agriculture, the city helps to the countryside”. The countries of Central Asia and the People's Republic of China face a number of tasks aimed to further development of agricultural sector, increase the efficiency and competitiveness of the industry, improve the well-being of rural residents and boost the rural economy, expand sales markets and stimulate exports, and international trade in agricultural products. In this regard, China continues to work on improving the quality and safety of agricultural products, fulfills its obligations as a member of the WTO, increases the production of environmentally friendly agricultural raw materials and food products domestically and abroad, participating in bilateral and multilateral intergovernmental cooperation in agro-industrial sphere. The authors emphasize that the PRC is one of the most important strategic partners of Kazakhstan in view of economy as a whole and specifically on the growth and development of agricultural sector.


The article covers the process of statistical observation in agricultural statistics of Ukraine. It is established that the sta-tistical data are based on the reporting of agricultural enterprises and is the basis for the compilation of 19 statistical forms, namely 9 year, 1 semester, 2 quarter, 7 months. It has been found that product balances are calculated for the most important products annually, quarterly and monthly at the country level. Balances in terms of agricultural enterprises and households are in the regions. In product balances, an assessment is made of output, intermediate consumption and value added. Different methods have been formed on the basis of calculations of the basic statistical indicators of production of crop and livestock production. In the analysis of statistical reporting, a list of shortcomings in the objectivity of the reflection of transformational changes in the domestic agricultural sector of Ukraine is distinguished. When conducting the All-Ukrainian Agricultural Census, it is necessary to allocate from the whole set of farms of the corporate sector of the agrarian economy a group of subsidiaries with the use of an expanded system of indicators that will allow them to assess the state of their resource potential and development prospects, to conduct a comparative analysis with other subjects of agribusiness that are not part of agroholdings and other agro-industrial associations. In the course of the research it was discovered that agroholdings and other agro-industrial associations are not subject to statistical study, but their activity plays an important role in agricultural production. We consider it necessary to develop the legal regulation of the activities of all members of the agroindustrial association for the analysis of their activities as legal entities on the basis of consideration of consolidated financial statements submitted by them to the State Statistics Service of Ukraine. It has been established that the agricultural census is an indispensable element of agrarian statistics, since it is not possible to obtain the most complete and detailed information on the current state and prospects of the development of agricultural business entities, the availability and use of their resource potential without end to end, which will eventually allow them to form an effective agrarian and food policy. The study found that the structural indicators of gross output and gross value added of agriculture is affected by the fact that the level of current prices used in calculations of household products by 30-40% higher than the price level for similar products of "non-financial corporations" of agricultural purpose . At the same time, differences in current prices in the regions of Ukraine also lead to inequality of physical volumes of production and value added; therefore, it is necessary to improve the work of the national accounting system for the formation of common comparable prices for agricultural products and to evaluate the volumes of production and value added on the basis of special calculations. We believe that in order to avoid problems arising when calculating cross-sectoral comparative analysis, it is necessary to improve the informational and methodological support of dynamic characteristics of gross value added in comparative prices. The priority directions of improvement of the current methodology of food balance production in accordance with inter-national standards have been formed, namely: further work on the methodology of calculating the level of consumption based on the balance of food resources in accordance with international standards, including determining the level of consumption in terms of nutrition elements; revision of the coefficients of conversion of food products into agricultural products, taking into account changes in the technology of its production; Expansion of the existing system of balance of food resources, etc. We believe that the lack of necessary opportunities in the development of statistical support for the functioning of the agro-food sector of the economy is due to the lack of financial resources for the collection of primary data. The main reasons for the weakness of the development of agricultural statistics are established. We believe that it is ne-cessary to establish a systematic assessment based on the use of the system of identical international criteria, which would help to carry out a detailed diagnosis and analysis of current statistical opportunities for each country. We have proposed the need to create an analytical center under the Ministry of Agrarian Policy and Food of Ukraine, which will ensure the integration of all state information resources about the country's agroindustrial complex, the creation of a single automated system for collecting and detailed analysis of data on the state of the domestic agricultural sector and agri-cultural infrastructure, forecasting the development of agricultural markets. The purpose of the presented research is to analyze the prospects of piggyback in improving the efficiency of or-ganization of agricultural supply chains to the world market. Ukraine is characterized by a high level of logistical com-ponent in transportation of agricultural products, which actualizes the issue of managed transformations in this field. The arguments and counterarguments on the viability of the strategy of using piggyback in the practice of build-ing a supply chain in the context of the agrarian market are analyzed. The basis of the formation of the author's vision is based on the criterion of economic feasibility. Attention was paid to the potential of piggyback in mitigating the situa-tion in the organization of agricultural supply chains by reducing: the need for storage capacities, expanding the range of exporting entities, smoothing the situation of shortages of hopper wagons. At the same time, the actual updating of the piggyback mechanism is connected with the change of the structure of Ukrainian agro-export, in the transition from the practice of raw material appendage to the strategy of creation of production chains with high added value. It is noted that the key feature of agro-logistics is the objective need to form highly specialized segments within it. Each group of a wide range of agricultural products requires an individual, non-uniform approach in the logistics of intermodal trans-portation. Piggyback is recognized as a promising direction for the development of the logistics services market in Ukraine. However, their implementation in the practice of organizing agricultural supply chains has objective limita-tions. The segment agricultural group where piggyback is economically viable includes high-value elite agricultural products with a small average export batch, as well as high value-added agro-industrial products. Purpose. The aim of this article is to study the preconditions that contributed to changes in the institutional support of foreign economic activity of agricultural enterprises, to identify trends in foreign trade in agricultural products and to assess the effectiveness of such changes for direct producers of agricultural products. Methodology of research. The abstract and logical method and the method of generalization were used in the research, which allowed to determine the prerequisites for the formation of competitive advantages of domestic agricultural products in the world market, to establish the factors of influence on the change in the institutional support of foreign economic activity of agricultural enterprises. As a result of using the economic and statistical method, a research was made of the trends in the geographical diversification of exports of agricultural products and their processed products under the influence of the institutional environment of foreign economic activity of agricultural enterprises. Findings. The conditions for the development of foreign economic activity of agricultural enterprises are identified, changes in foreign trade in agricultural products and in the flow of foreign direct investment as a result of Ukraine’s economic integration into the world community, in particular the signing of WTO accession agreements and associations with EU countries, are highlighted. As a result of improving methodological approaches to determining the effectiveness of foreign economic activity in the agricultural sector as a result of changes in the institutional environment, proportional changes were established between the indicators of export and intra-economic activity of agricultural enterprises. The positive impact of creating a free trade zone with the EU countries is substantiated, which will encourage domestic agricultural enterprises to adhere to EU standards for the safety and hygiene of agricultural products, especially dairy and meat products. Originality. Methodological approaches to the determination of indicators of the effectiveness of foreign economic activity in the agricultural sector as a result of changes in the institutional environment have been improved, which, unlike the existing ones, comprehensively take into account the results of domestic and export activities of agricultural enterprises. Practical value. The results of the study can be used in the marketing activities of agricultural enterprises in order to build export strategies and search for their own niche in the world market. Introduction. The active movement of Ukraine towards integration into the world economy, the liberalization of customs regimes, the expansion of sales markets and the introduction of innovations have created new prospects for the progress of the production of exports-oriented agricultural products. Foreign economic activity plays a significant role in the economy of the country, affects its internal dynamics and competitiveness, so the research of trends in the formation of commodity exports are of current importance.  Aim and tasks. The aim of the article is to research the dynamics of progress and the current state of the agricultural sector of the economy of Ukraine in the field of crop production, the contribution to it of the main categories of farms and the role of the agricultural sector in the formation of the exports potential of the country. For the solvation of this problem, a number of statistical materials, scientific publications and Internet resources on the indicators of production activities of agricultural enterprises were used, the methods of mathematical statistics and economic and mathematical modeling were applied. Results. The conducted researches allowed to evaluate the contribution of the main categories of farms to crop production in 2010-2017. To estimate the distribution of land between agricultural enterprises the Lorenz curve was constructed, the Gini coefficient and the Hoover index were calculated. Calculations showed that 81.5% of enterprises had 13.4% of the total land area,  and in order to achieve an equal distribution of land between enterprises, it is necessary to redistribute 68% of the land areas. It has been established that in the agricultural sector of Ukraine there is a polarization in the production of agricultural products – small-scale forms of management dominate in the production of labor-intensive and low-income goods, while products of powerful agricultural enterprises have a high yield and low labor intensity. One of the leading places in crop production is the cultivation of sunflower due to its high profitability. Linear and multiplicative regression models of dependence of the volume of sunflower production. It was determined that high levels in the structure of commodity exports of Ukraine belong to sunflower oil, wheat, corn, barley, rapeseed and soybeans, and it was noted the important role of agricultural holdings in forming the exports potential. Conclusions. Agricultural enterprises, in particular, holdings, which have more opportunities than households for increasing their production through the introduction of innovations and the scale of production play a growing role in the production of agricultural products . Ukraine makes a significant contribution to global food security, but its position in the world markets as a producer and supplier of raw materials is fixed. Exports of goods with a low level of added value largely depend on fluctuations in world prices, which contributes to the sensitivity of the domestic economy to external negative trends, therefore, Ukrainian commodity exports need to diversify and increase the share of high technological value added goods.

The place in the rankings of agricultural exporting countries in world trade is estimated in terms of the volume of imports and exports of raw materials and food. However, to assess the efficiency of agricultural exports, it is important to analyze the value added of exported goods produced in the country. The position of the exporting country in global value chains is derived from the type of agricultural production, which in turn depends on the level of development of the national economy, the availability and breadth of use of modern high technologies. The article examines the concept of the development of world agriculture from the point of view of the formation of global value chains, set out in the report of the UN World Food Organization [1] in comparison with the political decisions of such countries as India and the People’s Republic of China in the development of agricultural and food exports. The paper analyzes the risks associated with the consolidation of developing countries as suppliers of agricultural raw materials, as well as the conditions and action plan that allow the country-exporter of agricultural raw materials to move to higher levels in the global value chains on the world market. This experience should be considered to make comprehensive and effective decisions on the formation of the export policy of agricultural products and food of the Russian Federation, considering the food security of the country.

Subject. This article analyzes the implementation of the government programme of the Krasnodar Krai, Development of Agriculture and Regulation of Markets for Agricultural Products, Raw Materials and Food. Objectives. The article aims to assess the measures of budget support for the agricultural sector of the Krasnodar Krai. Methods. For the study, we used a correlation and regression analysis of official statistics. Results. The article finds that the government programme of the Krasnodar Krai, Development of Agriculture and Regulation of Markets for Agricultural Products, Raw Materials and Food has a positive impact on the progress of production in the agriculture of the region, but it does not contribute to the growth of investment in the industry. Conclusions. It is necessary to move from targeted support for individual agricultural producers to the creation of a modern sectoral infrastructure.

The article analyzes the current state of production activities of the agricultural sector of Cherkasy region economy, its organizational and legal structures and identifies strategic directions for its development. It is proved that the priority solution of urgent problems, such as: redistribution of land and property; restructuring of enterprises and forms of management; development of cooperation; introduction of market management methods - management and marketing; state regulation of the agricultural economy, financial, credit and tax systems; development of markets for agricultural products, material and technical resources and services; intensification and diversification of foreign economic activity will contribute to the development of the agro-industrial sphere of Cherkasy region. It is determined that the years 2021-2027 should be considered the strategic period, during which the provision of the country's population with food at the level of scientifically sound standards, growth of export potential and reduction of imports should be achieved. The necessity of introduction of innovative activity and process of innovations introduction in the production activity of the agricultural enterprises which are a basis of economic growth is proved. Obstacles to the innovative development of the regional agricultural sector are analyzed. The priority directions of innovative development of agro-industrial enterprises are indicated. The need to develop an innovative policy of agricultural enterprises in order to increase the efficiency of their operation is determined. It is noted that the priority of the agro-industrial sector development of Cherkasy region and its leading industries will provide the population with food products, industry with raw materials, and foreign trade with the export goods. It is established that innovative activity in agricultural enterprises is a decisive factor in the effective development and increase of agricultural production, significant changes in its structure, reassessment of the motivation system that meet the current principles of the Cherkasy Region Development Strategy for 2021-2027, which determines key vectors of the region in the long-term.
