Analyzing taxpayer support for the Krasnodar Krai's agricultural sector

Subject. This article analyzes the implementation of the government programme of the Krasnodar Krai, Development of Agriculture and Regulation of Markets for Agricultural Products, Raw Materials and Food. Objectives. The article aims to assess the measures of budget support for the agricultural sector of the Krasnodar Krai. Methods. For the study, we used a correlation and regression analysis of official statistics. Results. The article finds that the government programme of the Krasnodar Krai, Development of Agriculture and Regulation of Markets for Agricultural Products, Raw Materials and Food has a positive impact on the progress of production in the agriculture of the region, but it does not contribute to the growth of investment in the industry. Conclusions. It is necessary to move from targeted support for individual agricultural producers to the creation of a modern sectoral infrastructure.

<p><em>The agricultural sector in Côte d’Ivoire still faces difficulties like, low modernization, low yield, low rate of processing, poor marketing, despite the government efforts in the Agri-Food Industries (AFIs). The purpose of this study was to assess if local agricultural products were sufficiently used as raw materials by the AFIs. The Leontief model was used to estimate vertical and horizontal coefficients, based on data from the 2013 employment resources table of the ivorian economy, in order to appreciate the dependence on raw materials supply, between agricultural sector, the AFIs and the international market. This study showed that, the ivorian AFIs were weakly dependent on the external market (20%). Despite the large supply capacity of the agricultural products (about 95%), very few were used as raw materials (5 to 15%) by agro-food industries because of the weak industrial fabric, due to several constraints as the hostile administrative and political environment and the lack of industrial culture. The processing rate was estimated at 5% for cashew, 15% for cocoa and coffee and less than 1% for food crops. We identified the determinants for the emergence of an efficient industrial fabric namely healthy business climate, a prerequisite for attracting domestic and international investors.</em><em></em></p>

Communication and logistics are one of the most important features of the markets; they permeate and constitute its content. Communication and logistics for commodity producers are also as important attribute as production itself, and sometimes even more. For this reason, commodity producers themselves directly and explicitly, but more often through other institutions (including the government), tend to set up stable exclusive communication systems and logistics. This article analyzes the state of the prospects for the formation of communications and logistics networks for agricultural products. The correlation of existing communications and logistics of agricultural products and other types of products (including finished industrial products of various purposes: from machinery, equipment, chemical products to defense, hydrocarbon, carbon and other raw materials, timber and other goods) is analyzed. The established linkages are revealed. They were quantified, calibrated and classified. The existing principles (comparative and absolute advantages) are reviewed and new principles are formulated (marginal player, marginal linkages), which describe the real situation in the markets of agricultural products more correctly. New criteria for grouping and reformatting existing communication and logistics networks, which make it possible to increase the competitiveness of domestic agricultural products are proposed.

An increase the efficiency of agricultural production is the most important economic issue at the present stage. However, according to the authors’ opinion, the sharpness of the problem for a long time is underestimated and continues to be underestimated in the agrarian policy of the country. The consequences of such attitude to the problems of agricultural development particularly had a negative impact on the results of the agricultural producers in 1991-1998 years, when investment in agriculture was sharply reduced, the production potential of the sector has been undermined. The agricultural production fell by 50%, compared to the pre-reform period, 88% of agricultural organizations were unprofitable. During 1999 - 2013 years, the government of the country, scientists carried out considerable work to ensure the effective development of agriculture. But, nevertheless, in 2013, the level of agricultural production was by 10.3% lower, than in the pre-reform 1990 year, the financials continue to worsen. According to the authors, so that to ensure the conditions for agricultural producers for effective functioning, expanded reproduction, it requires substantially to increase the level of state support to agriculture, to improve the economic mechanism of management, to develop management forms manifolds, under which we mean a rational, mutually reinforcing combination of different forms of management, based on different forms of ownership, ensuring the efficient use of available natural, labour, material and financial resources. In the paper the author’s definition of management forms is given. The development of forms of management and ownership in the agricultural sector should be seen as a continuous process. The composition and structure of the management forms in the agrarian sector will be updated with the development of market relations, economic conditions change.

The information and analytical materials evaluate the state and efficiency of the agroindustrial complex functioning in the country and in the Tambov Region, its impact on ensuring food and the population’s living standard. The main criterial indicators of the export potential were analyzed in terms of qualitative and quantitative indicators for the country and the region. The ways to improve the export potential, as well as to solve the problem of food self-production and to achieve food independence have been offered. The ways to improve the Russian agricultural producers’ competitiveness, to form efficiently functioning agricultural, raw materials and food markets, to increase the profitability of agricultural producers, to create a favorable investment climate, as well as to increase the volume of investments in the agricultural sector of the economy to grow its production have been developed.

The article is devoted to analyzing the current state of agriculture in Volgograd region and identifying the problems that impede successful functioning of a number of branches included in its structure. Currently, the strategy for developing the Russian agro-industrial complex is set out in the “State Program for Developing Agriculture and Regulating Agricultural Products, Raw Materials and Food Markets for 2013–2020” adopted by the Government in 2012. This document set the following main tasks for the domestic agriculture: ensuring food security and accelerated import substitution of meat, dairy products, vegetables, potatoes, etc. The analysis carried out in the article showed that the greatest success in the region was achieved in the production of crop products. Volgograd region is one of the leaders in cropping vegetables, grain crops, and sunflower seeds not only in the Southern Federal District, but also in Russia as a whole. At the same time, the region lags far behind other agricultural regions in producing the most important food products such as milk and meat. The accumulated problems have a negative impact on the development of agriculture. Among them, one should highlight low productivity of a hectare of land due to the decrease in soil fertility. Another serious problem remains the extremely low material and technical equipment status of agricultural production. The author sees the way out of this situation, first of all, in the active state support of local agricultural producers. Such support has been carried out in Volgograd region in recent years and is already yielding results.

The article presents unique data on the Russian agricultural sector, which has been gathered by the Russian Economic Barometer for more than 25 years. There is published statistics reflecting the attitude of the heads of agricultural enterprises towards the economic policy of the government. There are presented data revealing the degree of importance for the agricultural producers of various factors limiting production and capital investments.

Abstract The government's policy on development in Indonesia is considered to be impartial in the agriculture sector, from observations, the portion of the budget each year is mostly channeled to other sectors, such as education, health, security and other routine expenditures such as salaries and operations, agriculture is considered very minimal, whereas more than half of the population in Indonesia works in the agricultural sector. The farmers are still complaining about infrastructure problems such as dams, irrigation, and farm roads. In addition, the quality of human resources working in the agricultural sector is still low, the price stability of production is uncertain so that at any time can harm the farmers, the survival of the survivors are allowed by the government when they have great service in encouraging development. The number of problems that occurred in the agricultural sector became the basis of this paper. This research is based on qualitative research, where researchers collect various data field and conduct a deep analysis of the data and on the problems that occur. The conclusion of this research is that government should direct development in agriculture sector so that people get welfare by making policies or regulations that favor the farmers by improving the quality of human resources in the agricultural sector, the availability of facilities and infrastructure, the guarantee of the price of agricultural products and the guarantee of survival farmers. Keywords: policy, government, development, agriculture Abstrak Kebijakan pemerintah dalam pembangunan di Indonesia dinilai belum memihak pada sektor pertanian, dari hasil pengamatan, porsi anggaran tiap tahunnya lebih banyak tersalurkan pada sektor-sektor yang lain, seperti pendidikan, kesehatan, keamanan maupun belanja rutin lainnya seperti gaji pegawai dan operasional, sedangkan untuk sektor pertanian dinilai sangat minim, padahal lebih dari setengah jumlah penduduk di Indonesia bekerja di sektor pertanian. Para petani masih banyak mengeluhkan masalah infrastruktur seperti bendungan, irigasi, maupun jalan tani, selain itu kualitas sumber daya manusia yang bekerja disektor pertanian masih rendah, stabilitas harga hasil produksi tidak menentu sehingga sewaktu-waktu dapat merugikan para petani, jaminan kelansungan hidup para petani dibiarkan begitu saja oleh pemerintah padahal mereka punya jasa besar dalam mendorong pembangunan. Banyaknya masalah yang terjadi disektor pertanian tersebut menjadi dasar dari tulisan ini. Penelitian ini didasarkan pada penelitian kualitatif, dimana peneliti mengumpulkan berbagai data dilapangan dan melakukan analisis yang mendalam terhadap data-data maupun pada persoalan-persoalan yang terjadi. Kesimpulan dari penelitian ini adalah pemerintah seharusnya mengarahkan pembangunan pada sektor pertanian sehingga masyarakat mendapatkan kesejahteraan dengan membuat kebijakan atau regulasi yang memihak kepada petani dengan cara peningkatan kualitas sumber daya manusia di sektor pertanian, ketersediaan sarana dan prasarana, jaminan harga hasil produksi pertanian dan jaminan kelangsungan hidup para petani. Kata kunci: kebijakan, pemerintah, pembagunan, pertanian

Purpose of the study: The purpose of the study is to reveal the facts that fall under composite index; socio-economic, health and education status of Gond Tribe in Betul district of Madhya Pradesh. The study exposed the facts whether the tribal people are aware and benefitted from the Government programs related to Education and Health running in these areas or not. Methodology: The study has used purposive and systematic sampling for selecting the sample of 154households. SPSS 21 and AMOS are used for data analysis. The Multinomial Logistic Regression, Correlation and Regression Analysis and Multiple Correlation and Regression Analysis, are used for analyzing the data. The percentage-wise analysis is used for analyzing other facts related to socio-economic, health and education services. Main Findings: Medical and educational services are not satisfactory in the tribal region. The result reveals that there is a significant correlation between household income and the health status of the family. The study explored households whose incomes are less than five thousand in such families’ adults are suffering from chronic diseases whereas children are facing malnutrition problems. Applications of this study: The study has discussed specific ideas that will help the government in implementing programs/ schemes so that it will help in improvising the quality of life of the tribal people. Novelty/ Originality of this study: The work is a highly original and innovative and studied composite index in context to the Gond tribe, it reflects the ground-level reality of the welfare programs which are running for the benefits of the tribal.

The purpose of this study was to determine the effect of motivation on employee performance of PT Pos Type C Manado. This research uses descriptive quantitative approach to measure and influence the relationship between motivation and job performance. As an agricultural country, the Indonesian agricultural sector should obtain a positive impact of the regional economic integration. Since in 2004 by the Early Harvest Program (EHP) of China-ASEAN Free Trade Agreement (CAFTA), most agricultural commodities have lowered tariff, indeed some have been zero percent.Unfortunately, the performance of the agricultural sector has not shown tangible improvement. Then beforethe rates was released for all commodities, should be evaluated and re-defined policies that should be taken. This paper purposesto examine the impact of the implementation of CAFTA on the Indonesian agricultural performances. The objectives will be achieved by compare the performance preand post-CAFTA; predict the performance if CAFTA is fully implemented, by performing simulations and econometric models. By using time series data 1990-2011, agriculture can be divided into two categories; agricultural raw materials and food products. The estimation result of econometric modeling by simultaneous equations, the Indonesian agricultural sector performance after CAFTA is not better than before implementation.
