The article analyzes the introduction of the European experience for ensuring road safety on the highways of Ukraine. The conclusion is made on the feasibility of introducing such an experience in Ukraine. The basic directions, which should promote the creation of a safe, reliable, stable, stable, and regulated system of road safety in modern living conditions are determined. Analysis of the best European practices for the introduction of modern automated road traffic control systems based on the achievements of European colleagues will significantly improve the situation in the field of road safety. The introduction of innovative management technologies, including road traffic, will provide the necessary sustainable development of the economy and society as a whole. Prevention as the main and priority direction of positive European experience such as clarification in mass media, distribution of information brochures, promotion of law-abiding drivers, and conducting of explanatory work with youth will allow reducing the number of offenses on the roads of Ukraine. Because safe roads, this is primarily the conscious, but safe behavior of every participant in the traffic, regardless of age, sex or property status. Already the first work on the part of state authorities is the approval of the government program “Strategy for Enhancing the Level of Road Safety in Ukraine until 2020″, which was approved by the Cabinet of Ministers of Ukraine Resolution No. 481-r of June 14, 2017. The return of the Tricam radar from October 16, 2018, to fix violations of the high-speed regime will improve the control over compliance with traffic rules, which will result from increased security and a reduction in the number of administrative offenses on the roads of Ukraine. The most effective measure aimed at ensuring road safety is the creation of a Safe City project in cities of Ukraine, which is to introduce video surveillance systems to enhance the safety of road users, control the operation of public utilities, and manage city traffic. Already in some cities, electronic surveillance systems are in place that recognizes the driver’s face and vehicle numbers. Cooperation with operational units of the Ministry of Internal Affairs, Security Service, and Ministry of Emergencies has been established. Countries of the developing world are characterized by rapid urbanization, high growth rates in traffic and congestion and decreasing regulation of public transport. Because the majority of the developing world's inhabitants are dependent on public transport services for their mobility needs, the need for safe, effective and efficient public transport is essential to ensure adequate, affordable, accessibility and the continuing sustainable development of livelihoods in the rural and urban. Finally, recommendations are made to reduce both the severity and number of public transport accidents in the future. This paper highlights the historical road safety and the transportation management in Dar es Salaam. In the field of road traffic control and management, the primary policy objective is to develop appropriate institutional and organizational arrangement towards further efficient road use.

Background: In India, Road safety is an issue of national concern. Road accidents create negative impact on the economy, public health and the general welfare of the people. Every year the lives of approximately 1.25 million people are cut short as a result of road traffic accidents. Between 20 and 50 million more people suffer non-fatal injuries, with many incurring a disability as a result of their injury. Reliable road traffic injury surveillance is an important component of evidence based road safety policy making. Methods: A cross sectional study was conducted for the period of 3 months in Mysuru city. The present study included all the 5 Traffic Police stations coming under Mysuru city. Before conducting the study, permission to collect all the relevant information is obtained from the in charge of the stations. Retrospective data regarding the traffic rules violations, fatal and non-fatal injuries are obtained in the fixed format prescribed by the government which is maintained uniformly by all the police stations. Data collected was entered in MS office excel sheet and analyzed using statistical package for social sciences (SPSS) software version 22.0. Results: From the study we can observe that there is a drastic increase in the total number of traffic crimes in 2015 compared to 2014. Case fatality of road traffic accident showed decreasing trend from the year 2013. It was evident from the study that there was no significant correlation between total number of accidents every year with violation of traffic rules (r = -0.86 p =0.338). Similarly  There was no significant correlation between the number of persons killed every year with violation of rules by riding two wheeler without helmet(r = -0.380 p =0.752). Conclusions: With massive investment in roads and the exponential growth in the number of vehicles it has become necessary to have a system, which integrates all disciplines that influence road safety. In depth evaluation of the road traffic accidents to build infrastructures and to reinforce the regulations specific to local needs is required.

Introduction:Road traffic collisions (RTC) are the leading cause of preventable death among those aged 15–29 years worldwide. More than 1.2 million lives are lost each year on roads. Ninety percent of these deaths take place in low- and middle-income countries. The General Assembly of the United Nations (UN) proclaimed the period from 2011-2020 the “Decade of Action for Road Safety,” with the objective of stabilizing and reducing the number of deaths by 50% worldwide. In this context, the government of Colombia established the National Road Safety Plan (PNSV) for the period 2011–2021 with the objective of reducing the number of fatalities by 26%. However, the effectiveness of road safety policies in Colombia is still unknown.Aim:To evaluate the effect of road safety laws on the incidence of RTC, deaths, and injuries in Colombia.Methods:RTC data and fatality numbers for the time period of January 1, 2010, to December 31, 2017, were collated from official Colombian governmental publications and analyzed for reductions and trends related to the introduction of new road safety legislation.Results:Data analysis are expected to be completed by January 2019.Discussion:RTC remains the leading preventable cause of death in Colombia despite the PNSV. Data is being mined to determine the trends of these rates of crashes and fatalities, and their relation to the introduction of national traffic laws. Overall, while the absolute numbers of RTC and deaths have been increasing, the rate of RTC per 10,000 cars has been decreasing. This suggests that although the goals of the PNSV may not be realized, some of the laws emanating from it may be beneficial, but warrant further detailed analysis.

The goal of this study was to analyze the changes in mortality trends of road traffic injuries for the whole population in transitional Lithuania over 1971 to 2014. Special attention was paid to the potential effect of the activities at macro and micro-level, and the socio-economic changes after the Independence in 1991. The data were derived from the Department of Statistics for the Government of the Republic of Lithuania, the Archives of Health Information Centre, and the Institute of Hygiene in Lithuania. The numbers have been based on the International Classification of Diseases (ICD) of the World Health Organization (WHO). Trends were estimated by the use of logarithmic regression. During the study, trends before the Independence in 1991 and after the Independence were compared. The study revealed that during the 44-year study period, a total of 38,982 people died from road traffic injuries in Lithuania. Men deceased 3.2 times more than that of women. About 40% of those killed in road traffic crashes were pedestrians. The mortality rates of road traffic injuries showed no significant change over the pre-independence period (1971- 1991) for the whole group. However, during the post-independence period (1992-2014), the mortality rates of road traffic injuries in the country significantly decreased for the whole population. Before the Independence (1971-1991), no change was presented nor in men and nor in women subgroups, whereas after the Independence (1992-2014), road traffic injury deaths fell significantly in both sexes. In addition, over the post-independence period, a significant decrease in pedestrian mortality trends for the whole population, and in men and women subgroups was observed. The study confirmed that sustainable preventive measures at macro and micro levels had possible impact on fatal road traffic injuries in the country. Socioeconomic changes, political reforms, education activities, safe environment creation, legislation, and improved healthcare seem to have contributed to the significant decrease of fatal road traffic injuries in transitional Lithuania. Continuous and permanent injury prevention and road safety promotion work is recommended for road safety management.

Road traffic crashes are a public health issue due to their terrible impact on individuals, communities, and countries. Studies affirmed that vehicle speed is a major contributor to crash likelihood and severity. At the same time, they identified Automated Speed Enforcement (ASE) systems, namely speed cameras, as a highly effective measure to reduce excessive and inappropriate speed, and thus improving road safety. However, identifying optimum sites for fixed speed camera placement stays an open issue in the literature, although it is a key factor that guarantees the efficiency of such ASE systems. This paper describes a predictive framework of speed camera locations using a classification algorithm that can predict, for each section of a given road network, its pertinence as a speed camera location. First, we identify a set of features as predictors of the classification algorithm, that we have argued their goodness through correlation tests. Second, for training our algorithm, data from road controlled sections, corresponding to existing speed cameras, is exploited. Each section class reflects the contribution level of the ASE system (good, neutral, or bad) to road safety. Third, as a proofof-concept, the framework has been implemented and deployed on the Moroccan road network. The results showed that Random Forest classifier is the best performing model attaining an accuracy of 95% and a precision of 88%. Further, a tool was developed to visualize updated classification results on a Moroccan road network map to support authorities in their decision making process.

The number and severity of road accidents in Vietnam is at alarming rate. From 2003, the Government has tried to improve traffic safety, therefore the number of accident and traumatic brain injury (TBI) and the rate of death reduced suddenly. However, from the end of 2008, even though accident number decreasing, a number of TBI and deaths due to road crash are jumping up. This paper aims to analyze the reason of heavy injuries, TBI and deaths happening increased. The specific surveys were taken to motorcyclists, helmet market, traffic safety agencies and hospital in Hanoi and Ho Chi Minh City. Statistic method, integrated comparison, observation, expert interview survey and brainstorming method have been used in this study to analyze the problem. Then road safety situation, helmet usage, regulation and enforcement were analyzed. Base on these, proposal to improve road safety in the two major cities in Vietnam is going to be discussed.

But in reality, in the observations of the authors of the vehicles that we encountered, both four-wheeled and two-wheeled, almost every evening until evening, vehicles were found parked on the Flyover on the Sudirman street, Tuanku Tambusai, Sukarno Hatta and HR Subrantas. While the government has clearly provided a symbol of prohibition to stop on the bridge and in the traffic law it clearly states that everyone driving a motorized vehicle on the road is obliged to comply with the stopping and parking requirements. This is dangerous because the flyover is built only for passing vehicles and the vehicle is prohibited from parking or stopping along the body of the flyover because the flyover is not prepared not for stopping vehicles. This type of research is research conducted by identifying the law on how the effectiveness of the law applies in society. The conclusion is that the implementation of the prohibition on parking for motorized vehicle riders in Pekanbaru City flyovers based on Law Number 22 of 2009 concerning Road Traffic and Transportation which results in disruption of road functions based on Law Number 22 of 2009 is less effective and maximal. This is because there are still many people who do not know about these regulations, Lack of Socialization of Law Number 22 Year 2009 from Law Enforcement Officials, Lack of firm law enforcement officials in implementing criminal sanctions, and Lack of Legal Awareness of the Community itself. Obstacles Faced in the Implementation of the Parking Prohibition for Motorized Vehicle Riders on Flyover in Pekanbaru City Based on Law Number 22 of 2009 concerning Road Traffic and Transportation are the Legal Substance, Legal Structure, Legal Culture and Facilities or Facilities and the limited facilities and infrastructure. Efforts made to overcome obstacles in the Implementation of the Parking Prohibition for Motorized Vehicle Riders at Pekanbaru City Flyovers Based on Law Number 22 of 2009 concerning Road Traffic and Transportation are that peace and traffic order is by fostering mutual assistance and assistance among the enforcement officers and the public, the public workers' office of transportation without neglecting their respective interests in the framework of increasing obedience and compliance, thus the Government's hope of improving services in traffic order in a peaceful and orderly condition in the regions can be realized. Apart from that, the implementation of traffic control, tranquility and orderliness can also be carried out by utilizing public facilities and facilities, increasing legal awareness, increasing the number of police personnel in the traffic sphere and repressive actions. Keywords: Implementation, No Parking, Flyover  Namun pada kenyataannya dalam pengamatan penulis kendaraan yang kami jumpai baik roda empat maupun roda dua, hampir setiap sore hingga malam hari ditemukan kendaraan yang parkir di Flyover yang ada dijalan Sudirman, Tuanku Tambusai, Sukarno Hatta dan HR Subrantas. Sementara pemerintah sudah dengan jelas memberikan simbol larangan untuk berhenti dijembatan tersebut serta didalam undang-undang lalu lintas tersebut dengan tegas mengatakan setiap orang yang mengemudikan kendaraan bermotor di jalan wajib mematuhi ketentuan berhenti dan parkir akan diberikan sanksi. Hal ini berbahaya karena Flyover tersebut dibangun hanya untuk kendaraan yang melintas dan kendaraan dilarang parkir atau berhenti di sepanjang badan jalan Flyover karena Flyover itu tidak disiapkan bukan untuk kendaraan yang berhenti. Jenis penelitian ini adalah penelitian yang dilakukan dengan cara mengadakan identifikasi hukum bagaimana efektivitas hukum itu berlaku dalam masyarakat. Kesimpulan adalah Implementasi Larangan Parkir Bagi Pengendara Kendaraan Bermotor Di Flyover Kota Pekanbaru Berdasarkan Undang-Undang Nomor 22 Tahun 2009 Tentang Lalu Lintas Dan Angkutan Jalan yang mengakibatkan terganggunya fungsi jalan berdasarkan Undang-Undang Nomor 22 Tahun 2009 kurang efektif dan maksimal. Hal ini dikarenakan masih banyaknya masyarakat yang tidak mengetahui peraturan tersebut, Kurangnya Sosialisasi Undang-Undang Nomor 22 Tahun 2009 dari Aparat Penegak Hukum, Kurang tegasnya Aparat penegak Hukum dalam menerapkan Sanksi Pidana, Serta Kurangnya Kesadaran Hukum Masyarakat itu sendiri. Hambatan Yang Dihadapi Dalam Implementasi Larangan Parkir Bagi Pengendara Kendaraan Bermotor Di Flyover Kota Pekanbaru Berdasarkan Undang-Undang Nomor 22 Tahun 2009 Tentang Lalu Lintas Dan Angkutan Jalan adalah Substansi Hukum, Struktur Hukum, Budaya Hukum dan Sarana atau Fasilitas dan masih terbatasnya sarana dan prasarana. Upaya yang dilakukan untuk mengatasi hambatan dalam Implementasi Larangan Parkir Bagi Pengendara Kendaraan Bermotor Di Flyover Kota Pekanbaru Berdasarkan Undang-Undang Nomor 22 Tahun 2009 Tentang Lalu Lintas Dan Angkutan Jalan adalah bahwa ketentraman dan ketertiban lalu lintas adalah dengan membina saling membantu dan menolong diantara aparat penertiban dan masyarakat, dinas perhubungan dinas pekerja umum tanpa mengabaikan kepentingan masing-masing dalam rangka peningkatan ketaatan dan kepatuhan, dengan demikian harapan Pemerintah untuk meningkatkan pelayanan dalam ketertiban lalu lintas dalam keadaan tenteram dan tertib di daerah dapat terwujud. Selain itu pelaksanaan penertiban, ketentraman dan ketertiban lalu lintas juga dapat dilakukan dengan memanfaatkan sarana dan fasilitas umum, meningkatkan kesadaran hukum, Menambah Jumlah Personil Kepolisian di lingkup lalu lintas serta Tindakan represif.
