Countries of the developing world are characterized by rapid urbanization, high growth rates in traffic and congestion and decreasing regulation of public transport. Because the majority of the developing world's inhabitants are dependent on public transport services for their mobility needs, the need for safe, effective and efficient public transport is essential to ensure adequate, affordable, accessibility and the continuing sustainable development of livelihoods in the rural and urban. Finally, recommendations are made to reduce both the severity and number of public transport accidents in the future. This paper highlights the historical road safety and the transportation management in Dar es Salaam. In the field of road traffic control and management, the primary policy objective is to develop appropriate institutional and organizational arrangement towards further efficient road use.

The operational environment of the public transport sector in Nepal, India, Tanzania, and Zimbabwe is examined, as well as the extent of accidents involving public transport vehicles and the likely causes. Finally, recommendations are made to reduce both the severity and the number of public transport accidents.


Significance China and the United States, the world's two largest car markets, are both pursuing leadership in developing autonomous vehicles and the much-touted transformation such transport will bring -- 'social mobility services'. Impacts Governments could save on road traffic infrastructure as a result of self-driving vehicles optimising existing road capacity. On-demand shared transport services will increasingly replace scheduled public transport. Multi-modal medium-distance on-demand public transport will develop, challenging the business models of airlines and railways. Harm-minimisation programming poses ethical and liability issues for driverless vehicle manufacturers, operators and owners.

We present the methodology used for estimating forecasts for the number of road traffic fatalities in 2011–2020 in Cambodia based on observed developments in Cambodian road traffic fatalities and motor vehicle ownership in the years 1995–2009. Using the latent risk time series model baseline forecasts for the fatality risk were estimated for the years 2010–2020. These baseline forecasts were then used to obtain estimates for the future number of fatalities based on three scenarios for the future Cambodian growth in motor vehicle ownership: a low, a middle, and a high growth scenario. The middle growth scenario results in an expected death toll of approximately 3,200 in 2020. In 2010, it was therefore decided in Cambodia to set the target at a 50% reduction of this number or 1,600 fatalities in 2020. If it is possible to achieve this target by taking additional actions to improve road safety, then a total of 7,350 lives could be saved in Cambodia over the whole 2011–2020 period.

The urban population of Africa, the fastest urbanizing continent, has increased from 19% to 39% in the past 50 years, and the number of urban dwellers is projected to reach 770 million by 2030. However, while rapid urbanization has increased mobility and created a subsequent growth in demand for public transport in cities, this has not been met by the provision of adequate and sustainable infrastructure and services. The majority of low-income residents and the urban poor still lack access to adequate transport services and rely on non-motorized and public transport, which is often informal and characterized by poor service delivery. Lack of access to transport services limits access to opportunities that aren’t in the proximity of residential areas, such as education, healthcare, and employment. The urban public transport sector not only faces the challenge of poor service provision, but also of gender inequality. Research shows that, in the existing urban transport systems, there are significant differences in the travel patterns of and modes of transport used by women and men, and that these differences are associated with their roles and responsibilities in society. Moreover, the differences in travel patterns are characterized by unequal access to transport facilities and services. Women are generally underrepresented in the sector, in both its operation and decision-making. Women’s mobility needs and patterns are rarely integrated into transport infrastructure design and services and female users are often victims of harassment and assault. As cities rapidly expand, meeting the transport needs of their growing populations while paying attention to gender-differentiated mobility patterns is a prerequisite to achieving sustainability, livability and inclusivity. Gender mainstreaming in urban public transport is therefore a critical issue, but one which is under-researched in East Africa. This research explores gender issues in public transport in East Africa, focusing in particular on women’s inclusion in both public transport systems and transport policy decision-making processes and using case studies from three cities: Nairobi, Kampala and Dar es Salaam.

The demand of transport grows along with road traffic. Congestion costs 1% of the GDP of European Union (European Union 2014) and also causes significant emissions of carbon dioxide and other pollutants. This problem could be solved by transfering a part of passengers from private modes of transport to the public transport. But the essential condition is a sustainable development which means the accessibility on equal terms. Therefore, attention to the focus group – people with movement impairements, is neccessary. Since even under ideal conditions some of those people will not be able to use the ordinary public transport services, a special transportation service, called paratransit, should be offered. In this paper the parameters of paratransit as well as their variations are analyzed. Also the wider application possibilities are considered. The aspects of integration of paratransit into the existing system, pottential barriers for the integration and conditions for the integration are highlighted. The main purpose of this paper is to formulate the scenarios for the integration of paratransit into the existing public transport system based on the analysis of the scientific literature and the best practices, which could be used to form a policy of improving the accessibility of the public transport for people with movement impairments. Spūstys Europoje kasmet sudaro apie 1 % jos BVP (Europos Sąjunga 2014), dėl jų išmetama daug anglies dioksido ir kitų nepageidaujamų teršalų. Ši problema miestuose gali būti sprendžiama perkėlus dalį keleivių iš privataus į viešąjį transportą. Tačiau labai svarbu, kad vykdomi projektai atitiktų tvarios plėtros principus, pagal kuriuos numatomas viešojo transporto prieinamumas lygiomis teisėmis. Todėl būtinas dėmesys tikslinei žmonių grupei – žmonėms, turintiems judėjimo apribojimų. Kadangi dalis tų žmonių netgi esant idealioms sąlygoms negalės naudotis tradiciniu viešuoju transportu, jiems yra būtina specialioji transporto paslauga, vadinama paratransportu. Šiame straipsnyje yra išskiriami paratransporto paslaugos parametrai, jų variacijos. Taip pat analizuojamos platesnės šios paslaugos pritaikomumo galimybės. Išskiriami transportinės paslaugos integravimo į esamą viešojo transporto sistemą aspektai bei potencialūs barjerai ir sąlygos paratransporto paslaugai įdiegti. Šio straipsnio tikslas – remiantis mokslinės literatūros ir gerosios patirties analize suformuluoti paratransporto įdiegimo į veikiančią viešojo transporto sistemą scenarijus, kurie gali būti taikomi formuojant viešojo transporto prieinamumo žmonėms, turintiems judėjimo apribojimų, tobulinimo politiką.

<h1><em>Legal Protection on The Users of Public Transport Services in Medan City Transportation Office</em></h1><h1>Abstract</h1><h1>Legal protection is any effort that guarantees legal certainty to provide protection to passengers or consumers who use the services of business people to protect them from things they do not want. Public Transportation is one of the transportation media used by the community together by paying tariffs. The purpose of this study was to determine the legal standing of public transport passengers and their protection in accordance with Law No.22 of 2009 concerning Road Traffic and transportation. The type of writing in this study is Normative, namely a process to find a rule of law, legal principles, and legal doctrines in order to answer the legal issues at hand. Public Transport Companies are responsible for losses caused by all actions of people employed in the activities of transport operations. In addition, the Public Transport Company is responsible for losses suffered by Passengers who have died or injuries due to transportation operations, unless caused by an incident that cannot be prevented due to passenger error.</h1><pre> </pre>

The expediency of the organization of the combined mode of traffic on city bus routes with taken into account the introduction allocating a priority lane in order to increase transport demand, due to involving interests of transport companies and the requests of passengers in terms of quality, reliability and safety are considered. As the level of motorization increases, a significant number of road accidents (accidents) are recorded by the Road Traffic Safety Administration in Ukraine, with not only an increase in their number but also their severity. Most road traffic accidents occur with the participation of city buses. In order to reduce the risk of vehicle collision and improve traffic safety, it is proposed to organize the movement of urban transport vehicles on a dedicated lane. To assess the possibility of implementing high-speed traffic or BRT-like systems by allocating a lane for urban transport routes, Kharkiv city route system was considered with various factors in mind. From the considered urban routes for further consideration regarding the implementation of the dedicated (specialized) lane for routes of the urban transport, the route network of the Slobidsky district of Kharkiv city was selected. Obtained indicators of the route № 226e of Kharkiv during full-time observations in the peak period and the use of the objective function of the feasibility of introducing a combined mode of traffic on city routes indicate that when organizing a combined mode of traffic on the route № 226e, a rational ratio of the number of vehicles is 4 buses operating normally and 2 in express mode. In this ratio, the total cost is minimal, which satisfies both the interests of the transport company and the interests of passengers. The assessment of the feasibility of organizing a combined mode of traffic on urban routes, taking into account the implementation of a dedicated lane indicates that such a process contributes to the reduction of harmful emis-sions into the air and increases the demand for urban passenger transport services by improving the quality of service. The results show that the implementation of a dedicated (specialized) lane for urban transport routes has the effect of reducing the likelihood of an accident, increasing the level of traffic safety along the route. The problems of improving the quality of public urban transport services, environmental protection, and public health in large cities and megacities have taken the leading place among the issues on the agenda of public administration bodies, as well as of non-governmental and international organisations.This context determined the study on the significance, modern conditions, problems, and development outlook regarding the urban public transport in Yerevan.Important part of the population of the Republic of Armenia lives in the city of Yerevan. Main economic activity of the Republic, as well as urban and private transport facilities are most concentrated in the capital city. The total number of vehicles circulating in the city on working days exceeds 300 thousand units.Urban public transport of Yerevan plays an important role in ensuring the normal life of residents and guests of the city. At the same time, several serious socio-economic problems are associated with transport, which are aggravating while the economy develops and the volume of cargo, passenger transportation and motorization of the city grows. Such problems, first, include the growth of the number of road traffic accidents, then, serious environmental degradation in the areas adjacent to the highways and in other districts of the city.In recent years, it has become obvious that the solution to those problems goes beyond the competence and responsibility of the city hall or of any single ministry and requires focusing the efforts of the number of government bodies and of the public at large.The objective of the study is to identify the main factors affecting the efficiency and safety of urban public transportation, as well as the impact of road traffic on the environment in Yerevan.Their identification will improve the quality of transport services and transportation safety, as well as reliability of vehicles and of their service properties, reduce their environmental impact, and develop a unified integrated effective and viable system of measures towards a comprehensive and effective solution of transport problems of public urban transport.

Issues to do with driving vehicles after drinking alcohol as well as being in a state of intoxication have been the object of interest in units, institutions, organs of public administrations, which carry out actions to increase the safety of road traffic in Poland. The aspect of drunk driving should be considered on the public heath spectrum, as a result of accidents caused by drunk driving hundreds of people die and thousands are left severely injured. In order to build awareness among people driving motor vehicles, programs, initiatives and different promotion actions are introduced to raise the importance of not driving after drinking alcohol. The purpose of this article is to present and assess actions made to improve the safety of people participating in road traffic with particular emphasis on public transport, eg. buses. The actions and initiatives taken at the national level have been discussed which will improve and increase road  safety.
