While we know a great deal about the practice of probation and parole and about their place in the correctional process, we know virtually nothing about the kind of professional education that is best suited for probation and parole work and we have little information on the extent to which graduate-level opportunities are available. This article re- examines the tasks of probation and parole officers and relates them to the differing academic programs used by such personnel. Data from a na tional survey are used to demonstrate that probation and parole agencies have not supported Professional staff development. A number of ap proaches to improve graduate study for probation and parole officers, at both the agency and the university level, are described. Implementing these suggestions would help to attain the objectives of effective rehabili tation and higher professional status for community correction.

The article deals with the training of commanding (technical) staff at schools of military railway technicians’ during the period of military staff training system foundation for the Red Army railway troops in the first half of the 1920s. Topicality of the study is caused by insufficient research of training problems of Red Army railway painter technicians throughout the days of the Civil War ending, the military reform of the 1920s, reorganisation of system of military professional education and stabilisation of a staff contingent. The article reveals the primary activities of the military administration, managing and teaching staff of military railway technicians’ schools in the interests of training technical specialists for the Red Army railway troops. An analysis is made of the disbandment background of mentioned military educational institutions, as well as of the countermeasures taken to preserve them. The finding is about the unreasonableness of the total abolition of military-railway technicians’ schools with the transfer of training junior technical personnel functions directly to the units of railway troops in the format of regimental schools. A brief generalised comparison is made of the Red Army technicians’ historical experience versus the modern training system of junior specialists and technicians of railway troops.

The Annual Meeting of the Heads of Federal and Central Regional Libraries of Russia was held on November 11—12, 2020 in the online format. The event was organized by the Ministry of Culture of the Russian Federation, the Russian National Library and the Russian State Library. The main goal of the meeting is to ensure participation of the heads of federal and central regional libraries in the formation and implementation of the state library policy. The topic of the 2020 Meeting is “The Library Profession and Scientific and Educational Work of Libraries”. The scientific content of the meeting was basically determined by the “Strategy for the development of librarianship in the Russian Federation for the period up to 2030”, the draft development of which has been already completed as a whole, but requires the deployment of large-scale research work to form the unified system for monitoring the activities of libraries in the country.The meeting focused on the following issues: organization of scientific research work in libraries; training of professional staff; modernization of librarianship and the role of information technologies in the modern development of libraries and digitalization. The relevance of these topics was proved in the discourse on the development of higher and further professional education in the library sector, improvement of availability of information in the modern conditions. During the sessions, there were summed up the results of the 7th All-Russian competition “Library Analytics” among the central libraries of the subjects of the Russian Federation, the 8th All-Russian competition “The Best Professional Book of the Year” and the 7th All-Russian library review competition for the best electronic publication on culture and art.

We evaluated diets for students of secondary vocational education organizations in Chelyabinsk. Students of secondary vocational education organizations are provided with one- or two-time organized meals at the expense of the regional budget, as well as additional food in the form of pantry products. All organizations have identified any deficiencies in diets formation. The results indicate the need to optimize diets in secondary vocational education organizations, improve the quality of staff training in organizations providing nutrition services, and strengthen production and state sanitary and epidemiological monitoring of nutrition in these organizations.

The aims of this study were to identify requirements for occupational health information and ways in which the provi sion of, and access to, such information could be improved in the United Kingdom. Structured interviews with professional staff working in several occupational health professions and with general practi tioners were used to establish the pattern of information use and to elicit views on information provision. Literature searches were undertaken and some important organisations visited. Respondents preferred to ask for information rather than seek it in publications but sometimes they did not know where to ask. About two thirds of the occupational 'health staff worked in organisations with libraries. Reading primary jour nals was the main way in which respondents kept up to date. Use of abstracting publications, indexing publications and online services was low. There was little use of, or enthusiasm for, Prestel amongst the respondents. Toxicological information presented problems for many of the respondents. More effective information handling could be promoted by: inclusion of the use of information sources in basic and con tinuing professional education, provision of guides to sources of information and improved alerting services.

The article pays attention to the fact that in scientific literature practice-oriented approaches to education are generally restricted to the research of only practice-oriented training and to the reflection of different aspects of development of professional knowledge, skills, experience and competences. At the same time gaining knowledge, skills and experience doesn’t guarantee the impeccable formation of person`s professional and moral sphere as there are a lot of fixed data of serious qualified crimes committing by people with higher education. On the basis of the analysis of scientific approaches to the term «education» and the research of normative legal acts in the sphere of education the author differs the concept of terms «professional training» and «professional education» and determines that professional training is just a part of professional education which has wider and higher goals that can be achieved through the strong linkage of professional training and professional upbringing. Besides, the author describes several levels of legislative background for the realization of practice-oriented higher education in the Ministry of Internal Affairs of Russia, defines the concept of the practice-oriented higher education realized in the Ministry of Internal Affairs of Russia, determines the place of this type of education in the general conception of staff training in the Ministry of Internal Affairs of Russia.
