Strategic Guidelines of the State Library Policy

The Annual Meeting of the Heads of Federal and Central Regional Libraries of Russia was held on November 11—12, 2020 in the online format. The event was organized by the Ministry of Culture of the Russian Federation, the Russian National Library and the Russian State Library. The main goal of the meeting is to ensure participation of the heads of federal and central regional libraries in the formation and implementation of the state library policy. The topic of the 2020 Meeting is “The Library Profession and Scientific and Educational Work of Libraries”. The scientific content of the meeting was basically determined by the “Strategy for the development of librarianship in the Russian Federation for the period up to 2030”, the draft development of which has been already completed as a whole, but requires the deployment of large-scale research work to form the unified system for monitoring the activities of libraries in the country.The meeting focused on the following issues: organization of scientific research work in libraries; training of professional staff; modernization of librarianship and the role of information technologies in the modern development of libraries and digitalization. The relevance of these topics was proved in the discourse on the development of higher and further professional education in the library sector, improvement of availability of information in the modern conditions. During the sessions, there were summed up the results of the 7th All-Russian competition “Library Analytics” among the central libraries of the subjects of the Russian Federation, the 8th All-Russian competition “The Best Professional Book of the Year” and the 7th All-Russian library review competition for the best electronic publication on culture and art.

The article examines the moral and psychological training of the personnel of the internal affairs bodies of the Russian Federation as a type of educational work. Analyzed the regulatory legal framework for the organization and conduct of moral and psychological training of employees of internal affairs bodies. The moral and psychological training of the employees of the internal affairs bodies of the Russian Federation is aimed at the formation of the state and at the same time patriotic worldview among the employees of the internal affairs bodies, as well as the professional culture of an employee of the internal affairs bodies. One of the goals of moral and psychological training is the formation of employees of internal affairs bodies of moral and psychological readiness to perform official tasks in any conditions of the situation. In connection with the versatility of the moral and psychological training of personnel, attention is paid to the organizational aspects of conducting classes. The main features of the moral and psychological training of employees of the internal affairs bodies of the Russian Federation are highlighted. Emphasis is placed on the forms of conducting classes on moral and psychological training. The article discusses training technologies that are or can be used in organizing and conducting classes on the moral and psychological training of personnel of the internal affairs bodies of the Russian Federation. The article presents analytical data from a survey of employees of the territorial bodies of internal affairs of the Ministry of Internal Affairs of Russia.

Abstract The purpose of this study is to identify the main trends in the agro-industrial complex development of the Russian Federation, substantiate the organizational and economic recommendations aimed at stimulating Russian agricultural production and enhancing of this economy sector competitiveness. An extensive corpus of empirical data reflecting the agro-industrial complex development in the Russian Federation in 2016-2020, as well as its place in foreign trade operations of the Russian Federation has been thoroughly studied in frames of this research. Using the tools of statistical data processing (sampling, observation, summary and grouping), the methods of econometric analysis, the dynamics of agro-industrial complex products manufacturing, the rate of the main indicators’ change, the place of agro-industrial complex in export-import operations of the Russian Federation have been revealed, the main indicators have been compared. The geographic conditions diversity of the Russian Federation, combined with a wide range of climatic features, the availability of land and water resources creates favorable conditions for productive agricultural activities. It has been established that large-scale agricultural producers dominate in agro-industrial complex of the Russian Federation. The directions of agro-industrial complex, in particular, crop production and cattle rising, are unevenly developing in the Russian Federation. The constituent entities of the Russian Federation, which administratively represent the Southern Federal and North Caucasian Federal Districts specialize mainly in the cultivation of grain and oilseeds due to the natural and climatic factors’ action. State authorities of the Russian Federation successfully implement the tools to stimulate agricultural production, in particular: preferential taxation regime, subsidies for lending to the agro-industrial complex economic entities from the state budget, leasing development, etc. The state support mechanism effectiveness can be intensified by using the organizational and economic tools substantiated by the authors.


The article analyzes and characterizes the content, empirics of scientific research and the practice of implementing the methodological foundations of the political culture of students, as the basis for the formation of a civic national identity and ultimately the formation of the unity of the Russian nation. The relevance of the article is due to the aggravation of the socio-political situation in the Russian Federation in recent years, which is associated with an increase in the need for peaceful resolution of conflicts, the need for preparation for civic participation in the life of society and the state, and the insufficient level of political culture of all participants in the events. It is shown that at present, the educational system of Russia contains a large-scale error of violating ideological continuity between basic general / secondary / education and higher professional education. In particular, the Federal State Standard for Basic General Education dated 2010.12.10 indicates the orientation of education in the Russian Federation “to ensure the formation of the Russian civic identity of students”, but the Federal State Educational Standard on humanitarian directions of training do not have the ideological principles contained in the standards of general and secondary education and including in the Constitution of the Russian Federation. The research problem is connected with the search for methodological foundations for the implementation of the requirements of educational standards and the continuity in higher education of the formation of the Russian civiс identity of students, their testing and dissemination of the progressive experience available in our country

The article analyzes achievements in development of the state audit (control) in the Russian Federation, characterizes its legal base formed during the years of post-reform development of Russia, including the norms of the Federal Law “On the Accounts Chamber of the Russian Federation”, its most important innovations. It is concluded that further improvement of legislation in this area must not take place in the direction of significant changes of the Law on the Accounts Chamber, but by eliminating of existing variant readings with other regulatory legal acts. The results of the state audit (control) achieved during the years of reforms in Russia, the level of modern development of the Accounts Chamber and control and accounting bodies of the constituent entities of the Russian Federation, including the comparison with foreign countries, are estimated. It is noted that in most of the positions, the state audit (control) in Russia is in line with the prevailing international trends and is not inferior to advanced foreign practice. At the same time, the directions of its development, for which there exist substantial reserves, are shown.

The process of carrying out (serving) a criminal punishment in the form of imprisonment according to the Russian criminal and penal law provides for isolation of the convicted person, limitations of rights and certain freedoms, as well as using corrective measures to change the criminal orientation of that person towards positive law-abiding behavior. According to penal law, the corrective process is being implemented by carrying out the main measures of corrective action, which the law lists as: regulated conditions, socially useful labor, educational work, general and professional education, and social influence. Currently the penal system sees a general trend of reducing the total number of imprisoned persons. According to the statistics by the Federal Penitentiary Service of Russia, 880 thousand people were serving a prison sentence in 2010, 550 thousand people in 2016, as of 1 June 2018 that number was 520.5 thousand people, and as of 1 May 2019 it was 552,188 persons. In the recent years, the number of prisoners tends to stay on the same level. These numbers testify to the continued humanization of the criminal and penal policy of the Russian Federation, as well as to the results of applying corrective actions to those sentenced to imprisonment.

The purpose of this article is to identify organizational problems of conducting scientific research work (R&D) by the regional libraries and the possibility of applying the experience of national libraries in the organization of science, taking into account the requirements for scientific research institutions. The article analyzes the legal and organizational grounds for conducting scientific research work by libraries and the experience of national libraries of Russia. The author indicates that the role of leading scientific institutions in the library sphere is assigned to the National Library of Russia and The Russian State Library.The article presents comprehensive analysis of the state of research activities of the central libraries of the subjects of the Russian Federation (CL of RF subjects) on the basis of reflection of this work in the normative legal acts of regional level, governing library operations, and in the regulations of the libraries. Specialized scientific research divisions are studied based on the action plans, public reports, etc. Conducting scientific research in library is one of the determinative types of library activities. The results of studies of central libraries are recognized both at the regional and federal levels and proved by the winners of the All-Russian competition of scientific works on library science, bibliography and book science, the All-Russian competition “The best professional book of the year”, the All-Russian competition “Library analytics”, the All-Russian competition of library innovation and others.The author notes that the identified scientific potential of the CL of the RF subjects is not fully used. The paper concludes that there is insufficient attention to this area of activity from federal authorities and libraries — to the methodical and coordination centres of federal level. The article outlines the prospects and directions for solving the issue of validity and significance of scientific research conducted by regional libraries. The author points out the need for methodological support by national libraries.

This article provides a constitutional and legal analysis of the problems of the formation and development of state ideology as the basis for optimizing the system of executive power in the Russian Federation. According to the authors, without the formation of a state ideology in the Russian Federation, it is impossible to ensure the development of society and the state. The work has developed and justified a system of measures to remove obstacles in the formation and development of state ideology in Russia; the purposes, tasks and parameters of the ideological basis of Russian statehood are formulated, which will ensure the implementation of the optimization of the executive power system in the country, the large-scale modernization of its economy and the qualitative improvement of the living standards of the population of the Russian Federation.

The article analyses the history of creation of the Faculty of Oriental Studies at the M.V. Frunze Crimea University. On the basis of previously unknown documents from the State Archive of the Russian Federation (GARF), the author studies the organization of training of personnel for work in state structures of the Crimean autonomy for the first time in the national historiography. Documentary materials from the GARF fonds of the People's Commissariat of Nationalities (Narkomnats RSFSR), the agencies of Narkomnats in contractual and autonomous republics and their agency at the Narkomnats, and the General Department of Professional Education (Profobr) of the People's Commissariat for Education of RSFSR confirm that the ideas of creating a Scientific Oriental (Tatar) Center at the Taurida University were emerging ever since the opening days of the first Crimean university. The opening the Oriental Center within the Crimean University was made possible after the establishment of the Soviet power in 1922, thanks to energetic efforts of professors M. Gredinger and A. Derevitsky. The curricula and job description schedule of the faculty makes it possible to establish that there were two departments at the Faculty of Oriental Studies: linguistic (for training teachers of the Crimean Tatar and Persian languages) and administrative (for training of state administration officials for the institutions of the Crimean ASSR). The documents throw light on the role of M. Frunze in the faculty foundation: his letter addressed to the Commissar of Enlightenment A. Lunacharsky is cited, where he justified the necessity of opening an Oriental Center in the Crimea. M. V. Frunze persistently insisted on financing of the Faculty of Oriental Studies of the Crimean University. He also argued that the training of such specialists was an important component in state’s strategic goals. Despite all prerequisites for further productive work, the Center of Oriental Studies in the Crimea went nowhere.

The morphological peculiarities of the pronoun present in the text of the popular writing entitled Sandipa (ms. Rom. 824, dated in 1798 and kept at the State Library of the Russian Federation, Moscow) are analyzed. Being a flexible part of speech with several species (9), the pronoun is highlighted by a series of forms typical of both our first ancient texts and those developed in the second half of the eighteenth century, especially in recent decades. of the century, therefore contemporary with the handwritten version of the popular writing announced in the title.

This article presents the biography of the prominent ascetic of the study of the oriental monuments of the Crimea Osman Akchokrakly (1879–1938), compiled on the basis of documents from the State Archive of the Russian Federation and the epistolary heritage of the Crimean scholars. The author restored contacts of this scientist with A. Bertier de la Garde and V. Smirnov –they are prominent figures of the historical Crimean studies. The study contains the complete texts of unique documents – «Curriculum vitae» by O. Akchokrakly, which was presented when joining the university, and a letter of recommendation from Professor Bekir Choban-zade. The role of the researcher in the large-scale scientific expedition in Solkhat (Stary Krym) held in 1925-1926 is also noted. Finally, participation of O. Akchokrakly in the work of the Tauride Society of History, Archeology and Ethnography, All-Union Conferences of Archaeologists of the USSR, All-Union and All-Ukrainian Scientific Associations of Orientalists is revealed.
