The purpose of this article is to identify and study the mechanisms of information and image policy that contribute to creating a positive image of the country; to reveal the role of information and image policy in the formation and promotion of national culture brands. The relevance of this article is due to the need to develop a scientifically based approach to the study of the country’s image from the standpoint of cultural studies, a complex discipline that is distinguished by its integrity and integrated attitude to the study of all cultural phenomena, taking into account the modern achievements of various branches of knowledge. Particular attention is paid to the concept of image in modern science. The theoretical basis was the provisions and concepts of classical works on cultural studies, the theory of mass and intercultural communication, the media, journalism, imageology, political science, sociology, marketing, psychology, philosophy, and ethnology. The article reflects the theory of the information society (D. Bell, M. Castells), the information space, information policy (I. Melyukhin, V. Popov), country branding (S. Anholt, W. Allins).

Обґрунтована необхідність розширення культурологічних досліджень арт-ринку з урахуванням останніх культурно-мистецьких тенденцій, а також його наукової концептуалізації у вітчизняній культурології. Враховуючи зростання ролі інформації, арт-ринок набуває нових ціннісно-смислових аспектів, а інтерес до цієї теми потребує культурологічного осмислення. Інформаційна функція арт-ринку актуалізується завдяки формуванню і розвитку інформаційно-технологічної революції, тому має вплив на соціокультурну діяльність митців та презентацію їхнього мистецтва. Функцію інформування на арт-ринку виконують організаційні структури, серед яких виділено виставки та бієнале. Проаналізовано проєкти українських митців на першій Київській міжнародній бієнале сучасного мистецтва ARSENALE 2012 та проєкт Ж/ Кадирової під час 58 Венеційської бієнале у 2019 р. The necessity of expanding the cultural researches of the art market, taking into account the latest cultural and art tendencies, is considered, as well as its scientific conceptualization in national cultural studies. The art market is gaining new valuable and semantic meanings, because of the growing role of information. So the interest in this topic requires cultural reflection. The information function of this market is actualized due to the formation and the development of the digital revolution, so it has an impact on the socio-cultural activity of the artists and the presentation of their art. Information structures in the art market are performed by organizational structures, among which exhibitions and biennials are highlighted. The projects of Ukrainian artists from the first Kyiv International Biennale of Contemporary Art ARSENALE 2012 and the project of Zhanna Kadyrova from the 58th Venice Biennale in 2019 are analyzed. Democratization in communication is the starting point for mass media in achieving a prosperous information society. However, building an ideal democratic role of media is not trouble free. The incredible pace of the development of media industry in Indonesia in the last two decades poses at least two main threats to media consumers. First, the growth of the media industry in Indonesia has been driven by capital interests that lead to media oligopoly. Second, the integration of conventional media and the internet and social media technology place our society information flow on a stranglehold. The media consolidation gives the audience an illusion of information choice without realizing that actually they are losing their rights for reliable information. Hence, an upgrade of media literacy skill and a proper media policy are needed to cope with the current fast-paced world.

Abstract Today’s western society is characterized by a transition towards self-organization by citizens in communities. Increasingly, societal problems are addressed by groups of citizens who take action to find concrete solutions. A second feature of western society is that it is an information society in which information and communication play a key role. In this paper, we analyse how these two societal trends come together at the community level. Applying a relational and contingent perspective to how green urban citizens’ initiatives develop, we look into the role of information in their interactions with other people, organizations and institutions. We analyse the mechanisms whereby information plays a role in the citizens’ initiatives. This leads to the conclusion that informational capital is fundamental to the realization of citizens’ initiatives and that informational capital is generated, identified, used and enlarged through the relational strategies of bonding, bridging and linking. It is a process that works in both ways and reinforces citizens’ initiatives.

The purpose of this research is to design-based audio visual media in order to be an effective appeal, especially in the delivery of information and promotions regarding things – things that are related to the overall CMS Yuppentek 4 Ciledug Tangerang. SMK Yuppentek 4 Ciledug Tangerang is located in Tangerang. Existing problems, namely the medium used by the SMK SMK Yuppentek 4 Ciledug Tangerang was a print media, in general the community more receptive of information via media interactive and communicative, so CMS Yuppentek 4 Ciledug Tangerang requires video media profile as a media of supporting information and promotion on the show to prospective students and students of SMK Yuppentek 4 Ciledug Tangerang, or as a media information to the public , so the design of video media profile that displays the entire scope, advantages and facilities belonging to SMK Yuppentek 4 Ciledug Tangerang, can be a solution in solving problems in media promotion and information. The article dwells upon precedent phenomena in the French protest discourse of 2018-2020. The authors of the article analyze the precedent phenomena used in the slogans of the Yellow Vests movement, as well as opponents of the reform of the French pension system proposed by French President Emmanuel Macron. The analysis of the content of posters and graffiti that were published in the media and social networks made it possible to ascertain the high frequency of accessing precedent situations and texts, identifying their main sources, explaining the reasons for referring to these sources, and tracing the transformation of precedent statements in new contexts, and also understand how recently emerging protest movements, in turn, are becoming precedent. The results of the study led to the conclusion that the role of precedent phenomena is important, which perform not only informational, but also emotional-evaluative functions, which contribute to the consolidation of citizens in the struggle for their rights. It was also concluded that the cognitive base of foreign linguistic culture is necessary for successful communication and an adequate interpretation of texts created by representatives of this linguistic culture, and therefore the realities of the socio-political life of the country of the language being studied. The article contains a large number of examples. The article may be of interest to experts in the field of political discourse, communication and translation/interpretation. It can also be used for the purpose of linguistic and cultural studies.

Mass media by selecting the facts creates value picture. TV occupies the special position, being the most heavily consumed by Russians. Information policy becomes a socio-political factor, which depends on certain structures, certain personalities as immediate actors taking place.

There is a controversy: while information literacy (IL) has been recognized to have a central role in operating efficiently in the information society, previous studies have noted that in the European political agenda, the actual wording of IL is rarely used. This study pays a close visit to 15 Estonian information policy–related national strategic documents from 1998 to 2014 to understand the emerging role of IL in these documents. Qualitative text analysis and critical discourse analysis are employed to analyse both explicit representations and implicit conceptualizations of IL, linked to social determinants, ideologies, and effects from the dominating discourse. Considering the differ-ent “faces” of IL (Bruce, 1997), one can see that while the dominant approach to IL is technologically oriented, few other concepts of IL can be detected. Discursively, the information society is defined through economic and technological fields, on the wave of technological determinism and neoliberal-ism, with some social equality.

This article discusses the central “ignored” role that women play in disseminating vital societal information through folklore. It explores the limited conceptions and constructions of their roles in literature and the media today where they are confined to housekeeping duties. It argues that through story-telling—the cornerstone of communal revitalisation—women play a pivotal task in ensuring the well-being of their communities. In advancing this argument, the article takes into account the fact that folktales have formed the basis of African formal education and training, which was meant for cognitive development of the African child. The major concern is, despite the tremendous contribution of women into the development, re-engineering and redesigning of the society, women are not taken or taking themselves seriously when it comes to societal decision-making issues. This paper mainly depends on a literature review and qualitative research methodology. A sample of 25 homes was selected randomly in the Bikita District of Masvingo Province in Zimbabwe. Data were collected orally from the story-tellers. Thereafter, an analysis was undertaken to establish the strategic role of women in disseminating information.

Аннотация: В данной статье рассматривается роль информационных технологий в социальной, экономической и политической и других сферах жизнедеятельности Кыргызстана. Раскрываются понятия “информационные технологии”, “информационное общество”, “цифровая трансформация”. Приводятся основные направления применения информационных технологий в сфере образования страны, описываются условия для их дальнейшего развития. Анализируется сущность понятия информационного общества, перспективы развития Кыргызстана и безопасности информационного общества. Сформулированы основные проблемы развития информационных технологий, что неизменно отражается на уровне экономического развития страны. Приводятся пути для решения всех этих проблем и продвижения реформ в области внедрения IТ - технологий в стране, необходимых для дальнейшего развития цифрового общества.
