The study aimed to determine the Alternative Learning System (ALS) Program's implementation landscape in the Division of Dapitan City, Philippines, through the support mechanism's lens to instruction, teachers' attitude, and best practices.  It utilized survey and correlational methods of research using a questionnaire checklist.  Results revealed that ALS instruction's high support mechanism was small and positively low but significantly related to the teachers' highly positive attitudes towards work and the teachers' best practices in implementing the program.  However, room for more significant improvement is deemed essential to raise the high to very high support since the teachers as implementers of the program possessed high disposition and registered best practices in embracing the program's implementation in the city. Hence, the division's administration should look for the best ways to raise funds and not rely only on the government's budget.  The effort may be moderated by the proposed Enhanced Alternative Learning System Development Plan.          Keywords: Support mechanism, attitude, best practices

This study was conducted to determine the level of academic quality compliance of public secondary high schools and its predictors as input to strengthen institutional profiling. The respondents of the study were 167 teachers and school managers in (9) public secondary junior high schools in the City Schools Division of San Jose del Monte Bulacan for the School Year 2017-2018. The descriptive research design was used employing the predictive technique in determining the influence of respondents’ profile, institutions’ profile variables and the management capability factors as the academic quality compliance of the schools. The findings revealed that the schools’ academic quality compliance on leadership and governance is predicted by the NAT (Beta = .431), promotion rate (Beta= 1.170), and enrollment rate (Beta = .747).  The management capability on quality instruction predicts the schools’ academic quality compliance on curriculum and learning (Beta = .971) and the academic quality compliance on accountability and continuous improvement is influenced by the management capability on quality instruction. The promotion rate of the school predicts the academic quality compliance of the school in the area of management of resources (Beta =.671). The hypothesis stating that the respondent's profile, institutional profile, and management capability, singly or combination predict the schools' academic quality compliance is partly sustained.

Purpose: The aim of this research study is to evaluate the implementation of Alternative Learning System (ALS) curriculum offered to juvenile delinquents in urban and rural areas in the Philippines. The study also aims to determine whether the current education programs meet the needs of the juvenile delinquents with reference to Juvenile delinquency acts. The study is an attempt to highlight the aspects of Alternative Learning System (ALS) that should be developed.  Approach/Methodology/Design: The study is qualitative and conducted in Marikina City and Rizal province, the Philippines. This study used exploratory study analysis. The respondents are the Alternative Learning System (ALS) teachers. For data collection, three semi-structured interviews were employed and the respondents’ answers were categorized using analytical coding to compare and analyze the implementation of the ALS curriculum for juvenile delinquents. Findings: The interpretation and analysis of the data collected shows that the ALS teachers from both the rural and urban areas have the same experiences on the implementation of the ALS program for juvenile delinquents in terms of curriculum, instruction and assessment. Furthermore, the teachers gave an emphasis that once the juvenile delinquents undergo the program, they are given a new hope and new direction in life to pursue their dreams. Lastly, the teachers from both areas have the same suggestions for the improvement of the implementation of the program, such as additional funds for the development of quality learning materials, increasing the number of learning centers, and designing various forms of assessment.  Practical Implications: The study will contribute positively to the understanding of Alternative learning System. The significance of this study lies in the comparison of the alternative learning system curriculum and how it is implemented to the juvenile delinquents in urban and in rural areas. Originality/value: This study engages ALS teachers in assessing the ALS curriculum, reflecting actual experiences to meet the expectations and needs of the juvenile delinquents.

How a scientific discovery of a gong culture that is still practiced to this day from the Manobo of Cotabato, Philippines was translated to mainstream society was the purpose of this study. This study utilized a translation continuum framework: 1) knowledge discovery; 2) process; 3) dissemination and 4) adoption. Fieldwork was done in the village of Manobo in Magpet Cotabato, Philippines. In the light of the findings on the gong culture, it can be concluded that the Manobo has contributed their music system, belief system and socio-cultural values to cultural education. Through cultural exchange, dialogues and interactions among researchers, musicians and users, it became part of an international music materials coproduction program of UNESCO, part of a theatre production, and part of the curriculum of the Department of Education and was taught in informal, formal and alternative learning systems. Dissemination of the gong culture was through performances, symposia, workshops and publications. The goal of adoption is long range and may take time, but the modest contribution of the gong culture is a way forward to multi-cultural understanding.   Keywords - Gong Culture, Cultural Education, Alternative learning system, Translational work, multi-cultural understanding

Abstract Background: Globally, violence disproportionately affects young people, leading to injury, hospitalisation, death, social dysfunction, and poor mental wellbeing. Moreover, it has far-reaching economic consequences for whole nations, due to loss of productivity. Research suggests that attaining a higher level of education promotes factors which insulate youths from poverty and violence. Purpose: In this study we investigated the outcomes, the cost, and the efficiency of a non-formal education program with an additional psychosocial component. The short-term outcome measure was an increase in educational attainment, a crucial step for youth empowerment. The program analysed was the Alternative Learning System (ALS) offered by the Balay Rehabiliation Centre in Bagong Silang, an urban slum in Manila, which targeted out of school youth. Methods: The cost-effectiveness analysis of ALS compared to a ‘do nothing approach’ was performed from the perspective of the service provider. The study sample comprised 239 learners who were enrolled in the ALS during 2015-2018. For the comparator ‘do nothing approach’, a counterfactual scenario was hypothesised. The average cost of the intervention per enrolled learner, and the incremental cost effectiveness ratio (ICER) for passing the Accreditation and Evaluation (A&E) exam at elementary or secondary level, were calculated. Results: The ALS intervention studied resulted in 41%(n=97) of the learners passing the examination over a period of four years (from 2015 – 2018). The estimated total cost of the intervention was $371,110, corresponding to $1,550 per enrolled learner. The incremental cost-effectiveness ratio for a pass in the exam was found to be $3,830. Compared to other alternative learning interventions, the ALS intervention as used in Bagong Silang was found to be more cost-effective.Conclusion: From the service provider perspective, the ALS for out-of-school young people was found to be a valuable investment to benefit poor young people living in slums in Manila.

Development in the city of Malang is directed to bring the people of Malang City to the welfare that is distributed evenly. This condition is characterized by increasing economic growth, declining unemployment and decreasing the poor in Malang. In addition, it will also lead people to increasingly cultured conditions, with religious-tolerant values marked by an increasing understanding of traditional values, religious values, mutual respect for differences, and the absence of conflict and violence on behalf of SARA in the city of Malang. The objectives of IbW Program are: (1) To identify potential, actual condition / situation, human resources and realistic resources in Klojen Sub-district, Malang City; (2) To formulate the potential of human resources and natural resources so that it can be used as a pre-eminent commodity of the region; (3) Conducting training activities in the framework of technology transfer generated by Higher Education to the community, so that the community has the knowledge and skills in managing the potential around them. Activities were carried out using survey methods, and observations. Meanwhile, to arrange the action program is done through worshop activity with the hope of action program as needed by society. To that end, in this IbW activity the community is involved from program planning, program implementation, utilization of results and evaluation of program implementation. In this way, the action program is a program that fits the needs of the community. In addition, the implementation of community empowerment activities is carried out using field assistance method. The results of IbW program activities that have been implemented are: (1) Health Sector; Drug hazard counseling; (2) Education Sector; Improved quality of educators with Class Action Research (PTK) training; Mentoring learning for underprivileged students; (3) Economic Program; Entrepreneurship Training "Aneka Handicraft of Maize Maize", (4) Environmental Empowerment Program; Making TOGA, Greening

During the COVID-19 pandemic and the implementation of online learning system, the pressure faced by students is far greater than before. The existence of the problems certainly requires students to be able to survive and find the right way out. Problem-solving is an indication that shows how strong a person is in facing a difficulty. Students with high self-efficacy believe that they are able to do something to change the problems around them. Therefore, this study aimed to measure the association between self-efficacy and problem-solving among college students during COVID-19 pandemic. The number of participant recruited through accidental random technique was 150 college students in the city of Banda Aceh. General Self-Efficacy Scale was employed in order to obtain the data on self-efficacy, whereas problem-solving ability was calculated through Solving Problem Survey. Pearson Correlation was used to analyze the data and it showed a positive relationship between those two variables. Besides, the analysis also displayed a significance value of 0.000 (p<0.05). This indicated that the hypothesis was accepted –there was a very significant relationship between self-efficacy and problem-solving among college students during COVID-19 pandemic.

This study aims to find out and describe the Implementation of the BKKBN Student Counseling Information Center (PIK-M) Program in the city of Palangka Raya. The type of research used is a qualitative method, by taking a sample of 4 (four) PIK-M from 8 (eight) PIK-M in the city of Palangka Raya. Namely, (1) PIK-M Barendeng (UNPAR), (2) PIK-M Fasko (UMP), (3) PIK-M Barigas (IAIN), (4) PIK M Bakti Husada (Poltekkes). Data collection techniques are documentation, observation, and interviews. The informants consisted of Head of KS / PK, Head of Sub-Division of BKR, Trustees, Managers, and members of each PHC-M. The cornerstone of theory in this research is implementation and program, where implementation is actions to achieve the objectives outlined in policy decisions. The program is as a unit or unit of activity which is the realization or implementation of policy takes place in a continuous process and occurs in an organization involving a group of people. According to G. Shabbir Cheema and Dennis a. Rondinelli has four factors that influence the implementation of policies or programs, namely: (a) environmental conditions, (b) relations between organizations, (c) organizational resources for program implementation, (d) characteristics and capabilities of implementing agents
