The paper justifies the statement concerning the multiplicity of the concept of “bankruptcy”, and interpretes the relevant meanings. The author states that bankruptcy can be considered as: 1. an economic condition, failure to satisfy creditors’ claims, including the failure recognized by the court; 2. a procedure; 3. an objection on behalf of the debtor; 4. a basis for a special settlement regime with creditors and such a special settlement regime itself; 5. a type of enforcement proceedings; 6. a way of authorizing insolvency; 7. a model of administration; 8. a basis and order of liquidation of a legal entity. A preliminary agreement concerning the meaning of the term “bankruptcy” is necessary at all stages of the life of law: when a rule of law is created, applied and when it is being subjected to doctrinal debates aimed at identifying its meaning. Particular attention in the paper is paid to the concepts of insolvency and property insufficiency. The author argues that it is necessary to distinguish the signs of bankruptcy from insolvency, and the former from the grounds for initiating proceedings. In author’s opinion, the introduction of the category of insufficiency of property in 2009 as grounds for mandatory filing for bankruptcy by the debtor’s principal was a step backwards and does not meet the needs of the modern economy. To remedy the situation, the Supreme Court of the Russian Federation introduced the category of objective bankruptcy that is also ambiguous. The paper also focuses on bankruptcy as a special settlement regime with creditors based on the application of the principle of equality of creditors (pari passu). It is stated that this principle is the reason for the emergence, along with the executive proceedings, of a special regime, namely: bankruptcy.

В рамках выполнения программы Цифровая экономика Российской Федерации , утвержденной распоряжением Правительства Российской Федерации от 25 июля 2017 г. 1632-р., учеными ИТОСХ филиала ФГБНУ ФНАЦ ВИМ создан программный комплекс по формированию оптимального комплекса машин и оборудования для проведения агрохимических работ, в рамках которого учитываются индивидуальные особенности хозяйств, такие как уровень финансовой обеспеченности, техническая оснащенность, агроклиматические условия и др. В его основу положен алгоритм расчета рационального парка техники для проведения агрохимических работ, основанный на доработанном, с учетом специфики операций, расчетном методе формирования машинно-тракторного парка. В предложенном алгоритме для реализации данной задачи заложена методика многомерного сравнительного анализа рассчитанных ранее вариантов комплектования машинно-тракторного агрегата. Данная методика позволяет объединить наиболее значимые разнонаправленные технические и экономические показатели в единый интегральный показатель оценки эффективности комплектуемого агрегата. Выбор эффективного агрегата определяется по максимальному значению показателя, которое отражает оптимальное сочетание разнонаправленных показателей, характеризующих максимальную разность между их значениями, приходящуюся на единицу обрабатываемой площади по машинно-тракторному агрегату (МТА), на единицу грузооборота по тягово-тракторным агрегатам (ТТА) или автомобилям. Апробация разработанного программного комплекса проведена в трех хозяйствах Рязанской области, характеризующихся разными уровнями технической оснащенности, размерами и направлениями деятельности. В результате проведенных расчетов по представленным хозяйствам программный комплекс показал возможность его применения в сельскохозяйственных организациях разной степени развития, оснащенности и специализации.Within the framework of the program Digital Economy of the Russian Federation, approved by the Government of the Russian Federation in its resolution No. 1632-r dated July 25, 2017, the research workers of the Institute for Engineering Support of Agriculture branch of FSAC VIM have developed a software package to build the optimal machinery and equipment system for performing agrochemical operations, taking into account individual peculiarities of farms, such as: financial sustainability, provision with technical equipment, agroclimatic conditions, etc. It is based on the algorithm of calculating the rational structure of equipment fleet for performing agrochemical works on the basis of the calculation method for machine-tractor unit, tailored to specific operations. To solve this problem the proposed algorithm involves a method of multivariate comparative analysis of the calculated variants of building a machine-tractor unit. This method allows combining the most significant technical and economical characteristics into a comprehensive indicator for the assessment of efficiency of the unit being built. The choice of an effective machine is determined by the maximum value, reflecting the optimal combination of different indicators, characterizing the maximum difference between their values per unit of cultivated area by machine-tractor unit (МТU), per unit of turnover by tractor-driven units (ТDU) or cars. The developed software package has been tested in three farms of Ryazan region with different level of technical equipment, size and field of activity. The calculations carried out on the data of these farms have shown, that the software package can be applied in agricultural enterprises of different levels of development, provision with equipment and specializations.

The article presents the results of production work on the implementation of a geoinformation project to create an electronic plan of the city of Novosibirsk. The digital plan shows the electoral districts for holding elections of deputies of the Novosibirsk city Council and voting on amendments to the Constitution of the Russian Federation in 2020. A special feature of the work is the use of free software QGIS. A sequence of works is presented, as well as a description of the author's algorithms for automating technological operations. The work is of a production nature and can be used as guidelines for creating digital thematic maps.

Modern logging equipment, which is supplied in the Russian Federation, supports work with the StanForD2010 standard. It allows you to store data that is collected from forest machines in the process of harvesting round wood in convenient formats. The most commonly used formats in the Russian Federation include stm, prd, drf. Currently, almost all logging equipment and software on it are foreign. Most of the supplied software bundled with forest equipment is partially used or not used at all. However, you can only purchase the entire software package. If the company has forest machines from different manufacturers, it is necessary to purchase software for each of them, which entails significant costs for loggers. Therefore, there is a need to develop similar software that would preserve the necessary functionality to ensure control over the logging process, as well as reduce its cost for the end user. As part of this work, software has been developed for importing and decrypting individual stm files from forest machines, evaluating the size and quality characteristics of harvested wood in graphical and tabular forms, which allows you to quickly analyze and adjust the harvesting process. This direction is relevant for logging enterprises of the Russian Federation.

The results of the work to create a complex of high-precision hardware for the unit of length reproduction and transferring carried out at “D. I. Mendeleyev Institute for Metrology (VNIIM)” are represented. This complex will serve as the basis for the further development of the reference base of the Russian Federation in the field of length measurements and will allow reproduction of the unit of length at two wavelengths of 633 nm and 532 nm, as well as measurements of the wavelength of laser sources in vacuum in the range from 500 to 1050 nm.

The article analyzes the current state and level of development of publicprivate partnership (PPP) projects in the subjects of the Russian Federation. The authors conclude that a significant proportion of projects is implemented on a concession basis at the municipal level in the communal sphere. A detailed analysis of the project data showed that the structure of the projects is deformed in favor of the central regions of the Russian Federation, and a significant share in the total amount of financing falls on the transport sector. At the stage of assessing the level of development by the subjects of the Russian Federation, criteria were proposed, and index and integral indicators were used, which ensured comparability of the estimates obtained. At the end of the analysis, the regions were ranked and clustered according to the level of PPP development, which allowed to reveal the number and structure of leaders and outsiders.

The article clarifies the concept of “agricultural holding”, using an approach to assessing the size on the basis of the total revenue of all agricultural organizations within the agricultural holding. It has been revealed that only 100 of the total number of agricultural holdings that were identified can be attributed to large business entities. They comprise about 3% of agricultural organizations in the country, while their share in the proceeds is about 37%. A large share of agricultural holdings — large business subjects under the control of Russian entities operate in one, and under the control of foreign legal entities — in three or more regions of the Russian Federation. Vertical integration within the framework of large agricultural holdings with different schemes for including the stages of processing and sale of products produced in their agricultural organizations allows them to receive advantages. Strengthening the role of large business entities in agriculture puts on the agenda the issue of differentiating approaches to taxation and state support in agriculture, depending on the size of the companies’ agricultural businesses.
