The research featured the problem of attracting university students to scientific research. The article focuses on the experience of the Department of Management, Penza State University of Architecture and Construction. The authors used a survey method to analyze opinions of more than 400 students from regional universities and more than 30 highly qualified experts in the related field. The research objective was to assess the willingness of students to participate in research and to develop useful recommendations on how to organize research activities in various student communities. The present study will be of interest to university students, academics, higher education governing bodies, and scientists that deal with studentship issues.

The article deals with the development of science in higher educational institutions of Bashkiria in the 1960- 1980s, also the problem of the growth of the number of scientific and scientific-pedagogical personnel. The paper shows the dynamics of creating of research sections (departments), research industrial branch and problem laboratories, research production units in the universities of the republic. Thus, the first research laboratory in the higher educational institutions of the republic appeared in 1960, and the first research sections (departments) in 1963. The paper shows that in institutional terms, research activities were particularly intensively developed in the Ufa Oil and Aviation Institutes, the Bashkir State University. For some time, from 1963 to 1967, the former research institutes of the Bashkir branch of the USSR Academy of Sciences were part of the BSU; namely the Institute of Organic Chemistry and the Institute of Biology. However, the most rapid emergence of research laboratories in most universities of the republic dates back only to the 1980s, when they were established in the Bashkir State University, Medical and Agricultural Institutes. The article describes peculiarities of the formation of scientific trends and schools in various higher education institutions of the region. Thus, in the Bashkir Agricultural Institute, scientific research was closely related to agricultural production, in the Medical Institute - with medical and preventive practice in the republic. The Ufa Aviation and Petroleum Institutes, partly the University, served the production interests of large industrial enterprises. The article reveals that during the period under review, there occurred a certain integration of college science with academic and branch science, production, also increase the volume of contractual self accounting work took place The problem publication the results of scientific research remained acute during the study period. The issue of the implementing of the results of scientific activity in to production is touched upon. A number of difficulties in the development of science in higher educational institutions of the republic are identified in the article: the weakness of the experimental and production base, its inefficient use, the increase in the time of implementation of developments in to production, the low level of cooperation and coordination of scientific activities.

Цель работы состоит в исследовании механизма регулирования развития высшего образования в современных экономических условиях. Проанализированы происходящие изменения в содержании образовательных программ и структуре подготовки обучающихся в бакалавриате и магистратуре. Выявлены новации в системе обучения в высших учебных заведениях в условиях перехода к цифровой экономике. Рассмотрены вопросы финансового обеспечения и специфики работы учреждений высшего образования как некоммерческих организаций. Установлена необходимость учета особенностей региональной экономики при формировании набора в региональные вузы. Выявлена ведущая роль «опорных» вузов в подготовке кадров высокой квалификации с учетом экономических специализаций регионов и особенностей пространственного развития России. Изучена сложившаяся практика финансирования университетов Великобритании, обеспечивающая привлечение средств в объемах, достаточных для их устойчивого функционирования. Сделан вывод о необходимости расширения подготовки специалистов для работы в STEM-областях. Обращено внимание на необходимость большей увязки и применения различных форм образовательной и научно-исследовательской деятельности в рамках региональных университетских систем. Элементами научной новизны являются предложенные меры, следование которым позволит улучшить подготовку профессиональных кадров посредством использования модели «6i» для управления научной деятельностью вузов в период перехода к НИО.2. В качестве рекомендации для дальнейших исследований можно также предложить изучение взаимосвязей между порядком финансирования и типами вузов в целях определения и последующего ранжирования совокупности факторов, влияющих на их финансовое обеспечение. The aim of the work is to study the mechanism for regulating the development of higher education in modern economic conditions. The author analyzes ongoing changes in the content of educational programs and the structure of training students in bachelor's and master's degrees. The research considers innovations in the education system in higher educational institutions in the context of the transition to the digital economy. The author highlights the issues of financial support and the specifics of the work of higher education institutions as non-profit organizations. The study emphasizes the need to take into account the peculiarities of the regional economy in the formation of enrollment in regional universities. The author reveals the leading role of «pivotal» universities in the training of highly qualified personnel, taking into account the economic specializations of the regions and the peculiarities of the spatial development of Russia. The research investigates the established practice of financing UK universities, which ensures the attraction of funds in amounts sufficient for their sustainable functioning. The author highlights the need to expand the training of specialists for work in STEM-areas and the need for greater coordination and application of various forms of educational and research activities within the framework of regional university systems. Measures to be followed will improve the training of professional personnel through the use of the «6i» model for managing the scientific activities of universities during the transition to R& D.2 As a recommendation for further research, we can suggest studying the relationship between the order of funding and the types of universities in order to determine and then rank the set of factors that affect their financial support.

Information ethics content is analyzed, and the term of information ethical situation is defined. Based on A. Gev’s typology and V. Kanke’s ethics of responsibility, the authors review the findings of the case study of Ryazan State University students, and mini-cases of V. F. Margelov Higher Airborne Command College. The article is prepared within the framework of the research project No. 15-03-00049 sponsored by the Russian Foundation for the Humanities

In order to develop the higher education system of Azerbaijan, training of highly skilled specialists using the innovative methods in teaching process and scientific research had been disscused at Sumgayit State University. The conceptual model of the process of preparation of highly qualified (multy) specialists was proposed on the basis of chairs in engineering and economics faculties of Sumgayit State University.Priority specialties and scientific directions of the departments of Engineering and Economics of Sumgayit State University were determined and the functional scheme of complex educational training - scientific research - production - commissioning system was proposed based on the principles of flexible production. An activity block diagram for the development of an innovative project in training, scientific research, production and commercial system has been developed.

The paper aims to investigate lifelong learning tendencies of university students in terms of different variables. For this purpose, the survey method was employed. The sample of the study consisted of 500 university students studying at various undergraduate programs at a state university in Turkey during 2018-2019 academic year. The personal information form prepared by the researchers and the “Lifelong Learning Tendency Scale” was used to collect data. Descriptive statistics such as frequencies, means, and standard deviations were computed to display students’ overall responses to the lifelong learning tendency scale items. The findings of the study showed that the lifelong learning tendency levels of students differed significantly according to variables as gender, grade, following developments in information and communication technologies, faculty and participation in activities such as conferences, panels, symposiums etc. held at the university. Results also indicated that lifelong learning tendencies of university students were at a moderate level.

The results of scientific research activities of scientists of the Academician I.G. Petrovskii Bryansk State University in the development of promising domestic samples of designs of mobile transport and reloading rope systems and ropeways based on self-propelled wheeled chassis of high carrying capacity and cross-country ability and the creation of scientifically substantiated methods for their design and computer simulation of work processes during operation. The description and analysis of the effectiveness of new technical solutions of mobile passenger and cargo aerial ropeways are given.

This report highlights some of the major developments in the area of speech anatomy and physiology drawing from the author's own research experience during his years at the University of Iowa and the University of Illinois. He has benefited greatly from mentors including Professors James Curtis, Kenneth Moll, and Hughlett Morris at the University of Iowa and Professor Paul Lauterbur at the University of Illinois. Many colleagues have contributed to the author's work, especially Professors Jerald Moon at the University of Iowa, Bradley Sutton at the University of Illinois, Jamie Perry at East Carolina University, and Youkyung Bae at the Ohio State University. The strength of these researchers and their students bodes well for future advances in knowledge in this important area of speech science.

The article presents a structural description of the functioning of the regional information and communication system “Student and Labor” (SAL). This system is aimed at identifying and developing creatively gifted youth in the field of science, techniques and technology and is focused on the gradual involvement of university students in real work and interaction with leading enterprises in the region. The first cycle of the SAL system functioning is described, which has a complete character and has already led to a concrete result. The bank of information about the leading enterprises of the region that took part at the initial stage of the functioning of the SAL system were formed as well as the bank of 150 themes of scientific research for student projects, which were proposed by the enterprises themselves. All projects are focused on the practical significance of research for the enterprises themselves, as well as for students, their supervisors from universities and scientific consultants from enterprises that have embarked on joint research activities, which at the first stages are mostly of informational and educational nature. The Union of Employers of the Samara Region and the Council of Rectors of Universities in the Samara region are already taking the necessary measures to implement the described cycle of the functioning of the system SAL in the current academic year.
