In order to develop the higher education system of Azerbaijan, training of highly skilled specialists using the innovative methods in teaching process and scientific research had been disscused at Sumgayit State University. The conceptual model of the process of preparation of highly qualified (multy) specialists was proposed on the basis of chairs in engineering and economics faculties of Sumgayit State University.Priority specialties and scientific directions of the departments of Engineering and Economics of Sumgayit State University were determined and the functional scheme of complex educational training - scientific research - production - commissioning system was proposed based on the principles of flexible production. An activity block diagram for the development of an innovative project in training, scientific research, production and commercial system has been developed.

The article reviews the main reasons for the growth of the role of a «foreign language» discipline within the framework of non-linguistic specialties as part of the process of gradual reformation of the higher education system in Ukraine. The author addresses the search for effective concepts for the integration of professional training and teaching foreign languages for future highly qualified specialists in non-linguistic universities, which are reflected in strategic government documents. The main innovative methods of teaching a foreign language, conditions for their effective application in the educational process of higher educational institutions along with their teaching and educational potential are analyzed. Amongst the innovative methods of teaching students a foreign language, the author highlighted the following: training modules that ensure the development of the fluency of students' speech, as well as their confident communication in a foreign language; case technologies that make it possible to use practical life situations for learning; binary classes allowing the integration of subjects, interest and students` motivation. Educators and students have the opportunity to use the Internet and computer technology to increase the efficiency of the process of learning foreign languages in university courses. A great tool for learning foreign languages are mobile applications and Internet platforms that use authentic materials. Students and teachers have access to audio and video materials created by native speakers who are also teachers. Mobile applications allow you to independently create test tasks, surveys and a variety of games and involve a large number of students.

The research featured the problem of attracting university students to scientific research. The article focuses on the experience of the Department of Management, Penza State University of Architecture and Construction. The authors used a survey method to analyze opinions of more than 400 students from regional universities and more than 30 highly qualified experts in the related field. The research objective was to assess the willingness of students to participate in research and to develop useful recommendations on how to organize research activities in various student communities. The present study will be of interest to university students, academics, higher education governing bodies, and scientists that deal with studentship issues.

Subject .This article discusses the need to bring into line with the future activities of specialists the content of their preparation, the formation of a system model of higher education, which takes into account today's and prospective requirements of the labor market. Objectives. The article aims to research the labor market in four regions of the Volga Federal District of the Russian Federation: the Republic of Tatarstan, Mari El Republic, Chuvash Republic, and the Ulyanovsk oblast, as well as discuss problems and prospects of interaction of universities with enterprises and organizations of these regions. Methods. For the study, I used the methods of logical and statistical analyses, and in-depth expert survey. Results. The article analyzes the state of regional labor markets, presents the results of the expert survey of labor market representatives and heads of the regional education system, and it defines possible ways of harmonizing the interaction of universities with the labor market. Conclusions. The article notes that although the number of employed with higher education is growing, at the same time there is a shortage of highly qualified personnel in certain professions, on the one hand, and unskilled workers, on the other. Also, the article says that the universities do not prepare the necessary for the regions specialists in a number of professions or they provide a set of competencies different from the requirements of the labor market, so it is necessary to form and develop effective directions of cooperation between educational institutions and employers.

The purpose — to sum up the results of the work of the Department of Traumatology, Orthopedics and Disaster Medicine for 50 years. Material and methods. A detailed analysis was carried out of the stages of the Department development since its creation in 1971. The contribution of Professors Yu.V. Golyakhovskiy, A.S. Imamaliev, V.I. Zorya, N.V. Yarygin is highlighted. The achievements of the staff in scientific, educational, pedagogical and medical work over the past years are discussed.  Results. Today, the overall bed fund of the Traumatology and Orthopedics bases of the Department is 300 beds. Only in 2019-2020, according to the results of studies conducted in clinics, 155 scientific articles and theses were published, 92 reports were made, two patents for inventions were obtained. Two textbooks, two training manuals on traumatology and orthopedics, and two monographs were published. The 4th and the 5th International Pirogov Forums were organized, with the leading Russian and foreign specialists as speakers. Conclusion. The Professors of the Department of Traumatology, Orthopedics and Disaster Medicine are highly qualified specialists, renowned in the sphere of Traumatology, Orthopedics and Disaster Medicine. The collective of the Department of Traumatology, Orthopedics and Disaster Medicine, relying on the previous experience and traditions, is energetic and confident on its anniversary.

The article deals with the development of science in higher educational institutions of Bashkiria in the 1960- 1980s, also the problem of the growth of the number of scientific and scientific-pedagogical personnel. The paper shows the dynamics of creating of research sections (departments), research industrial branch and problem laboratories, research production units in the universities of the republic. Thus, the first research laboratory in the higher educational institutions of the republic appeared in 1960, and the first research sections (departments) in 1963. The paper shows that in institutional terms, research activities were particularly intensively developed in the Ufa Oil and Aviation Institutes, the Bashkir State University. For some time, from 1963 to 1967, the former research institutes of the Bashkir branch of the USSR Academy of Sciences were part of the BSU; namely the Institute of Organic Chemistry and the Institute of Biology. However, the most rapid emergence of research laboratories in most universities of the republic dates back only to the 1980s, when they were established in the Bashkir State University, Medical and Agricultural Institutes. The article describes peculiarities of the formation of scientific trends and schools in various higher education institutions of the region. Thus, in the Bashkir Agricultural Institute, scientific research was closely related to agricultural production, in the Medical Institute - with medical and preventive practice in the republic. The Ufa Aviation and Petroleum Institutes, partly the University, served the production interests of large industrial enterprises. The article reveals that during the period under review, there occurred a certain integration of college science with academic and branch science, production, also increase the volume of contractual self accounting work took place The problem publication the results of scientific research remained acute during the study period. The issue of the implementing of the results of scientific activity in to production is touched upon. A number of difficulties in the development of science in higher educational institutions of the republic are identified in the article: the weakness of the experimental and production base, its inefficient use, the increase in the time of implementation of developments in to production, the low level of cooperation and coordination of scientific activities.

This is a great honour for me to present a report on the influence of the outstanding scientist academician V.A. Ambartsumian. I was well familiar with V.A. Ambartsumian, but unfortunately, I did not manage to work with him in scientific research. When, in 1948, I arrived in the Leningrad State University (LSU) V.A. Ambartsumian already had left LSU and worked in Armenia. My teacher in LSU, academician V.V. Sobolev, was the best student of V.A. Ambartsumian. Therefore, to some degree, I can consider myself as a scientific grandson of V.A. Ambartsumian. However, I very frequently met V.A. Ambartsumian at scientific conferences, discussed with him scientific problems and problems of organization of scientific research. Contacts with this outstanding, strong and talented person have rendered large influence on my formation as a scientist.

A special issue of the journal "Chemistry of Plant Raw Materials" published on the 65th anniversary of the department "Chemical Technology of Wood and Biotechnology", the 90th anniversary of the Siberian State Technological University and the 60th anniversary of the Siberian State Aerospace University. The combination of the two largest and socio-economically significant universities ensured the creation in 2016 of the Reshetnev Siberian State University of science and technology. This is the first supporting university in Eastern Siberia, providing training for highly qualified specialists in more than 100 programs for the forestry, woodworking and chemical industries, aviation and space industry, mechanical engineering, scientific and financial organizations, international and Russian business structures, and the media. The introductory article presents a brief historical excursion, the main directions and prospects of scientific activity of the department “Chemical technology of wood and biotechnology”. They are related to solving the problem of deep complex processing of plant materials with the involvement of modern biological and chemical technologies.

On the way to higher education In recent years, under the leadership of the President Shavkat Miromonovich Mirziyoyev, great changes have taken place in the higher education system, as well as in all areas. Consequently, the confidence of our people in this field is strengthening, and the desire of youngsters for higher education is growing from year to year. The Presidential Decree "On approval of the Concept of development of the higher education system of the Republic of Uzbekistan until 2030" states important tasks such as ‘’raising the content of higher education to a qualitatively new level, the establishment of a system of training highly qualified personnel who can make a worthy contribution to the sustainable development of the social sphere and the economy, find their place in the labor market’’.

The purpose of this study is to suggest some effective ways of training interpreters and to share the experience of Tashkent state university of Uzbek Language and Literature named after Alisher Navoi with the same purpose of interpreter training. More specifically, it deals with theoretical views of different scholars about simultaneous interpreting to understand what actions the process of simultaneous interpreting involves and what skills a person is required to have in order to carry out this task. Training simultaneous interpreting is very complicated and complex task because it involves a great number of objectives to be realized. The concern of our investigation is the methods of teaching interpreting, the ways to make interpreter training i more effective and efficient. The reason why we undertook this research is that even though a lot have been done in this field of study by many scholars of the world, the problems specific to training interpreters in such language pair as Uzbek- English has still remained untouched.  The article shares experiences of university staff about linguistic competency of interpreters, their aptitude to work in stressful settings, deep and well-structured background knowledge, ability to anticipate the words to be used in phrases, and their ability to apply various techniques that help them in interpreting task as their career. After the establishment of Tashkent state University of Uzbek Language and Literature named after Alisher Navai in 2016, professor Sh.S. Sirojiddinov, its rector, and specialists interpreters training took the course towards developing special programs targeting at holding the conference for training interpreters becoming qualified in translating from Uzbek into English and vice versa.  The President of Uzbekistan Sh. Mirziyoyev considered this program as one of the priority tasks demanded for the administration and staff of university administrators and staff. The decision was motivated by the shortage of highly qualified interpreters who can interpret from Uzbek into English and from English into Uzbek during international conferences and forums.

The work is dedicated to analyzing the management challenges of higher education institutions, which are discussed from two different angles: the management process and its supporting - ergonomic and infrastructural issues. The work is accomplished under the auspices of the Human Potential Management Laboratory at Ivane Javakhishvili Tbilisi State University. The present work is a continuation of the previous research items, which were devoted to studying the perceptions of university challenges. The work is based on the qualitative analysis of the Georgian higher education system and Ivane Javakhishvili Tbilisi State University management mechanisms, also the research analysis on the attitude towards the current challenges of TSU Economics and Business Faculty students and the academic personnel. 62% of the total composition of the academic personnel participated in the surve. The questionnaire included 48 closed and two open questions. The data was developed in the program "SPSS-Statistics”. Preliminary hypotheses have been verified by statistical methods. Person correlation test, the Chi-square tests and linear regression, namely the ANOVA test are used to analyse the results. The analysis of the challenges based on the qualitative and quantitative research became the basis of searching ways to improve the management strategy of higher educational institutions. The challenges identified in the work and the suggested recommendations will help the stakeholders interested in the issue/field.
