Abstract The Government of Uganda is a party to numerous international and national commitments, laws and regulatory frameworks to deliver the socio-economic transformation of its citizens. Sustainable Development Goals (SDGs) commit states, Uganda inclusive, to achieve a better and more sustainable future for all by 2030. According to the SDG 6 resolutions, the rights to water and sanitation are legally binding upon states, which have the primary responsibility to ensure their full realization, including unserved and under-served areas. While the SDGs came into force after 2015, it is not clear the extent to which Uganda's policies, legal instruments and practice are aligned to the SDGs. A combined methodology was adopted to undertake the study under a cross-sectional design. The study reviewed relevant literature such as sector performance reports on water and sanitation. Purposive sampling was used to select relevant informants for primary data. Key informant interviews were held with representatives of relevant government agencies, United Nations agencies, civil society organisations, indigenous communities and the private sector. Findings indicate that while the Government of Uganda has made tremendous efforts regarding the right to water and sanitation, enormous challenges and gaps remain. For instance, the pro-poor strategies to access safe water, sanitation and hygiene facilities are largely insignificant.

Chapter 5 provides a case study of the human rights-based approach to water policy through an analysis of the Bolivian government’s attempts to implement the human right to water and sanitation. It explores these efforts at the local and national level, through changes to investments, institutions, and policies. The analysis reveals that while Bolivia meets the minimum standard for the human right to water and sanitation in some urban areas, access to quality water is low in poor and marginalized communities. While the Bolivian government expresses a strong political will for a human rights approach and is increasing state capacity to fulfill rights, the broader criteria for the right to water and sanitation, including citizen participation and democratic decision-making, remain largely unfulfilled. This case suggests political will and state capacity might be necessary but are not sufficient to fulfill the human right to water and sanitation broadly defined.

ABSTRACT Introduction Selecting the most appropriate treatment for each patient is the key activity in patient-physician encounters and providing healthcare services. Achieving desirable clinical goals mostly depends on making the right decision at the right time in any healthcare setting. But little is known about physicians' clinical decision-making in the primary care setting in Bangladesh. Therefore, this study explored the factors that influence decisions about prescribing medications, ordering pathologic tests, counseling patients, average length of patient visits in a consultation session, and referral of patients to other physicians or hospitals by physicians at Upazila Health Complexes (UHCs) in the country. It also explored the structure of physicians' social networks and their association with the decision-making process. Methods This was a cross-sectional descriptive study that used primary data collected from 85 physicians. The respondents, who work at UHCs in the Rajshahi Division, were selected purposively. The collected data were analyzed with descriptive statistics including frequency, percentage, one-way analysis of variance, and linear regression to understand relationships among the variables. Results The results of the study reveal that multiple factors influence physicians' decisions about prescribing medications, ordering pathologic tests, length of visits, counseling patients, and referring patients to other physicians or hospitals at the UHCs. Most physicians prescribe drugs to their patients, keeping in mind their purchasing capacity. Risk of violence by patients' relatives and better management are the two key factors that influence physicians' referral decisions. The physicians' professional and personal social networks also play an influential role in the decision-making process. It was found that physicians dedicate on average 16.17 minutes to a patient in a consultation session. The length of visits is influenced by various factors including the distance between the physicians' residence and their workplace, their level of education, and the number of colleagues with whom they have regular contact and from whom they can seek help. Conclusion The results of the study have yielded some novel insights about the complexity of physicians' everyday tasks at the UHCs in Bangladesh. The results would be of interest to public health researchers and policy makers.

As we all know that food is the basic Human necessity, without which no one can survive. Making food available for all the people in the world is now days becoming a complex issue. The availability food is decreasing as a result of increase in population that will result in food insecurity or malnutrition. Indian constitution interprets the right to food as part of right to life, which is fundamental human right. Change in climate, the impact of globalization, Global Warming, Carbon dioxide emission from fuel etc. also affects the right to food of many people. This paper examines the situation prevailing in India and looks into the obligations and initiatives by the government of India to ensure Right to Food and make suggestions for addressing the issue and examines the possible way to make the scheme workable to achieve food security.

<p><strong><em>Introduction:</em></strong> <em>The picture message policy on cigarette packets is regulated in Permenkes No. 28 of 2013 concerning the Inclusion of Warnings and Health Information on Tobacco Product Packaging. The purpose of the inclusion of pictorial health warnings (PKB) on cigarette packs is to prevent adolescents from smoking. By looking at the frightening picture on PKB, it hoped that young smokers would be motivated to quit smoking</em><em>. <strong>Method</strong>: This study used a quantitative research approach with a cross-sectional design (cross-sectional) using primary data, this research conducted in Medan City. During January - June 2019. The population in this study were adolescents aged 18-23 years. The sample of this study was 215 teenagers. Data analysis used cross-tabulation descriptive analysis than presented in the form of a frequency distribution table using SPSS 22. <strong>Results</strong>: The results of this study indicate that the majority of respondents have smoking behaviour in the 19-20 year age group. The majority of respondents stated that they smoke 1-5 cigarettes a day. Teens who stated that they were not afraid of the impact of picture messages on cigarette packs had a 3,939 times risk of smoking compared to adolescents who expressed fear of the impact of picture messages on cigarette packs <strong>Conclusion</strong>: It hoped that the government could expand the picture message on cigarette packets to increase the desire to quit smoking and reduce the number of smokers in Indonesia. The image message on cigarette packs must be enlarged in order to reduce smoking behaviour in adolescents.</em></p>

Purpose: To determine the stakeholder aspects influencing implementation of food security projects in Msambweni District, KenyaMethodology: The study adopted a cross sectional descriptive case study. The population to be comprised the residents of Msambweni district who practice farming activities. Sampling of farmers was done at random from the existing divisions and locations of Msambweni district. The primary data was gathered using questionnaires that were semi-structured. Descriptive analysis was used and this included the use of weighted means, standard deviation, relative frequencies and percentages. The results of the analysis were presented using tables, percentages and bar-charts.Results: Results indicated that land ownership was a key determinant in influencing food projects implementation. The findings indicated that land ownership made the implementation of food security projects easy and faster. There was a positive and significant relationship between food security project implementation and land ownership. The findings also indicated that there are taboos in their community which discourage some types of farming methods and some food crops and if people in Msambweni were to disregard cultural beliefs farm productivity and food sufficiency would change positively. The findings were also supported by a negative correlation and the relationship between food project and cultural practices was found not to be statistically significant. Results indicated that farming methods and inputs were key determinants of food security project implementation. The findings indicated that farming methods influenced the implementation of food projects at Msambweni district.  The correlation between farming methods and food security project implementation was found to be strong and positive. Results indicated that education was a key factor that influences food security project implementation. However the findings also indicated that education level of the respondents did not matter so much as long as they apply the correct farming methods and attend farming seminars and workshops. There results also showed that there was a positive and significant relationship between education level and food security project implementation.Unique contribution to theory, practice and policy: Based on the results, it is recommended to the farmers to ensure that they retain their own lands and avoid selling and put the land into good use by practicing farming. It is recommended to the farmers that they review the existing taboos and beliefs and disregard them as this can lead to improved food security due to embracement of the government food security project implementation. It is also recommended that the farmers should have an open mind in fighting hunger as this will ensure that all people work to the betterment of improving food security issues regardless of the religion and culture. It is further recommended to the farmers to evaluate the advantages of mechanized farming methods and traditional farming practices and embrace the better option. The study also recommends that the farmers should attend the farmer’s workshops and seminars organized by the government to exchange ideas and learn also new tactics of farming activities. The study recommends that the farmers to organize themselves in groups to invite the agricultural officers so that they can be trained on various farming methods and on how to improve their productivity. It is also recommended that the government should look for ways of communication modern methods of farming using locally understood languages to ensure that the whole country embraces changes at the same pace.

Abstract Do political parties change their position when military casualties increase? Several studies demonstrate that once military casualties increase, public support for sometimes even the government itself declines. With this potential backlash, once governing parties are faced with military casualties, do they (1) maintain that intervention was the “right thing” to do and even escalate their commitment by becoming even more pro-military or (2) try to avoid the blame and downplay the issue, i.e., “not mentioning the war”? And do the opposition parties become more negative or more positive about the military? To evaluate this, we measure the position on military issues in parties’ election manifestoes. Our dataset comprises 326 party policy changes in eleven Organisation for Economic Co-operation and Development (OECD) countries and focuses on post-Cold War military interventions. By using pooled time-series cross-sectional analysis, we find that opposition parties and governing parties respond differently. Generally, governing parties become more negative in their manifesto and opposition parties more positive. We also demonstrate important differences between party families and pre/post-9/11. Our analyses show that whether political parties change policy course once confronted with negative outcomes depends on their position in office, and also the direction in which they change policy depends on political ideology.

This research is aimed identifying the advantages of the regulation of TUPE principles, as well as inhibiting factors for outsourcing companies to apply the TUPE principles after the Decision of the  Constitutional Court Number 27/PUU-IX/ 2011. The research was conducted by using normative-empirical method. The data of the research consisted of primary data and secondary data. All of the collected data were analyzed using qualitative method. The results of this research were presented in a descriptive analysis report. The results of the research indicated he advantages that could be obtained by workers in relation with regulation of the TUPE principles included protection of wages, welfare and working requirements, protection of workers when the company was taken over, protection of workers when there is a change of outsourcing company and regulation of the right to file a lawsuit to the industrial relations court. The inhibiting  factors in the application of the TUPE principles in the  outsourcing companies after the  Decision of Constitutional Court  were the lack of socialization and supervision of the government, various legal loopholes of discrepancies between the implementing regulation and  the Decision of Constitutional Court, uncertainty severance regulation, assumptions that TUPE was a new burden which may disadvantage employers, and the lack of understanding of the workers related to their rights.

Improving access to water and sanitation for vulnerable groups has been a significant development priority in recent decades and this has been coupled with calls for water and sanitation to be recognised as fundamental human rights. However, to date there has been very limited attention on the right to water and sanitation for homeless people, despite their high vulnerability to a range of water and sanitation insecurities. Drawing on empirical data from the Indian cities of Delhi and Bangalore, this paper examines homelessness and the right to water and sanitation. It highlights the everyday practices and experiences of homeless people in their efforts to access water and sanitation, and sheds light on some of the factors that contribute to their water and sanitation insecurity. It concludes that addressing the human right to water and sanitation for homeless people will require going beyond a technical and sector approach, to the more challenging task of tackling the complex factors that create and sustain their vulnerability and marginality in urban spaces.

Access to safe water supplies and basic sanitation are necessary for maintaining public health, and water is needed to support healthy ecosystems, which in turn provide critical environmental goods and services. As water demand and availability become more uncertain, all societies become more vulnerable to a wide range of risks associated with inadequate water supply, including hunger and thirst, high rates of disease and death, economic crises, and degraded ecosystems. This endangers the enforcement of the Human Right to Water and Sanitation. Against this background the paper reviews the current political development to strengthen the legal enforcement of the Right to Water; describes the importance of its legal implementation regarding poor populations in Europe; exemplifies the need for implementation and legal action in view of Germany; and addresses to strengthen enforcement of the Human Right to Water and Sanitation with a view to Environmental Justice.

The right to information is a human right as derogable right. Fulfilment of the right to information often leads to information disputes with Information and Documentation Management Officer (IDMO) as administrative officials who are given the task of managing information and documentation. Information dispute resolution becomes important to be resolved immediately because it is related to fulfilling a sense of justice and fulfilling the right to information for the community. The Establishment of the Government Administration Act (GA Act) causes the dualism of information dispute resolution. Article 53 of the GA Act will be the basis for resolving information disputes in the administrative court domain, while the Public Information Officer/PIO Act is the basis for resolving information disputes within the Information Commission domain. This dualism needs to be resolved to ensure legal certainty for the government and society as Justicia Belen. The development of dispute resolution reconstruction of information is conducted by strengthening information dispute resolution in non-litigation. Ideal information dispute resolution should be resolved first through administrative remedies (objections and administrative appeals) and through the Information Commission. The court becomes the ultimum remedium in resolving a dispute. Therefore, strengthening the Information Commission in terms of development, finance and authority is one way to strengthen the resolution of information disputes outside the court.
