Large-scale mining activities have a huge impact on the environment. Determination of the size of the effect and monitoring it is vital. In this study, risk assessment studies in mining areas and the effect of mining on groundwater and ecosystems were investigated. Best management practices and risk assessment steps were determined, especially in areas with huge amounts of mining wastewater. The pollution of groundwater and its reaching humans is a risk of major importance. Our study showed, using many cases with different parameters and countries, that the management of mining wastewater is vital. Environmental impact assessments and monitoring studies must be carried out before operation and at the closure of the mine. Policies must be in place and ready to apply. Factors of climate, geology, ecology and human health must be considered over a long period. Currently, only the developed countries are applying policies and paying attention to the risk. International assessments and health risk assessments should be carried out according to international standards.

The article compares the processes of dissemination of modern information and communication technologies in government bodies in Russia and abroad. It is stated that Russia began the transition to «electronic government» later than the developed countries, in which this process was launched within the framework of large-scale and comprehensive programs for reforming public administration in the 1980s and 1990s. However, to date, there is an alignment in the pace and content of digitalization tasks. At a new stage in this process, the concept of «electronic government» under the influence of such newest phenomena of the emerging information society as methods of analysis of «big data», «artificial intelligence», «Internet of things», «blockchain» is being transformed into the category of «digital government». Achievements and prospects of public administration digitalization are considered on the example of countries with the highest ratings — Denmark, Australia, Republic of Korea, Great Britain, USA and Russia.

The development of Russian foreign trade during the previous five years is analyzed. It is stated that, in terms of value, exports of services and imports of goods and services steadily grew during the first four years of the period under review. Exports of goods also rose during three years, but in 2014 both exports and imports again fell in comparison with the previous year as was the case five years ago. The composition of the Russian exports and imports of goods did not change radically during the previous years. The main items of export are, as always, mineral products, metals and fertilizers. Import is prevailed by foodstuffs, chemicals and heavy engineering equipment. The current situation is featured by the reduction of world oil prices, slump of the domestic economy and war of sanctions with the Western countries. All this substantially impairs the conditions of Russia’s foreign trade activities and inhibits its development in the upcoming years. In the author’s view, the implementation of measures worked out by the government – correction of tariff liabilities before the WTO, redirecting of trade streams from the European to the Asian markets, import substitution and export support – will unlikely improve the situation. Revision of the liabilities before the WTO in the conditions of the decrease of the internal demand and serious devaluation of Ruble is considered as inappropriate and counterproductive. “Asiatic turn” is only capable to compensate to a certain respect the loss of supplies of some food products from Europe, but cannot fully offset the loss of potentialities of the acquisition of modern technologies and equipment from the developed countries. It is doubtful that it will be possible to dramatically cut the import dependence. It is necessary to replace many kinds of foreign goods, but it is impossible to implement a frontal substitution of import in all directions. Excessive stress on the import substitution might lead to the emergence of shortages and poorer availability of some goods at the internal market and, at the worst, to self-isolation and economic autarky. The attempts to build up an effective system of export support might be successful only in the conditions of the establishment of the large-scale production of goods and services which would be comparable with the foreign analogues in respect to the criteria of price and quality. Taking this into consideration the technological renovation of production processes, first of all in the manufacturing industry, and on this basis rising up of the competitiveness of plants and factories are the most important prerequisites for encouraging export activities and formation of the new export specialization of the country.

The article discusses some of the major characteristics and trends of China’s economic expansion in the global power industry. It argues that by investing in electricity infrastructure China creates prerequisites for long-term dominance in one of the key sectors in a number of countries and regions. Deals in the power sector are mainly implemented by state-owned companies and facilitated by state-owned financial institutions. In terms of structure and geography, foreign investment in the electricity sector is dominated by traditional types of generation in developing countries. However, China has been diversifying into renewables, nuclear power and grids and entering markets of the developed countries. The creation of a special international organization (GEIDCO) should facilitate its expansion in the electricity sector abroad. It is worth noting that foreign economic expansion plays an important role in supporting China’s slowing economy amid the transformation of its growth model. It allows China to adopt advanced technologies and best management practices in developed countries while forming alternative value chains, as well as promoting its own equipment and standards (especially in ultra-high voltage power transmission) in the developing countries. However, given the impact of the trade war, increasing securitization of the Chinese foreign investments, Chinese authorities’ control over capital outflows and the rising environmental concerns in developing countries, further expansion of the Chinese capital in the global electricity industry is likely to be held back, while competition from non-Chinese electricity companies is likely to grow.

This article examines the possible political and economic effects of large-scale mineral extraction from the seabed. The findings presented indicate that development in new territories may conceivably serve to exacerbate existing conflict dimensions, notably the North/South dimension in global politics. Because of the developed countries' monopoly on know-how and economic capability, exploration and exploitation of the inorganic resources of the ocean floor has de facto been the exclusive domain of these countries. On the basis of this the author shows that if large-scale production of seabed resources should become a reality in the near future, the underdeveloped countries will be forced to watch it from the sidelines. As a consequence, the exploitation of offshore raw materials will probably contribute to the further widening of the gap between developed and underdeveloped countries. Further commenting on the fact that the latter today are the main producers of the most promising seabed resources, the author expresses the view that exploitation will have a detrimental effect on the economics of the Third World countries, since it might lead to overproduction and price reductions.

Environmental issues related to agriculture, and especially to animal production, are prominent in the regulatory agenda and are an area where the general public expects improvements. Many of the issues can be mitigated with changes in farm management practices. There is considerable potential for improvement, but before actions are recommended or mandated, it is important to document what are the current management practices and how they vary across the country and with farm size. This is the first of a series of papers that describes a large-scale livestock farm practices survey (LFPS) conducted across livestock farms in Canada, emphasizing manure nitrogen (N) management as it affects ammonia (NH3) emissions to the atmosphere. However, the survey results have much broader applicability. In this paper, the development of the survey and sampling strategy is described along with the results for the three main poultry sectors in Canada: broiler, layer and turkey. Husbandry in each poultry sector is generally uniform, but there were statistically significant regional differences in feeding practices and feed conversion efficiencies, and these imply differences in N excretion rates. Farm size was seldom significant as a covariate, suggesting that both small and large poultry farms have adopted similar husbandry and feeding practices. Purpose – The purpose of this paper is to analyze the recent global situation on waste of electric and electronic equipment (WEEE) management and recommend policy directions for designing environmental strategies. Design/methodology/approach – Qualitative research approach is adopted to review studies on WEEE management in developed and developing countries. The focus is to critically consider the available options for its safe management. Findings – Approximately 40-50 million tons of WEEE is generated worldwide annually and most of it is dumped in the developing countries. WEEE is not a challenge to be faced by a single country as it has trans-boundary effects and ultimately the contamination reaches back to the developed countries with a lapse of time. Research limitations/implications – Data availability on WEEE generation and disposal is in initial stages. Practical implications – Developing countries in Asia and Africa do not have resources to handle WEEE. The unregulated and unsafe WEEE management practices in these countries let hazardous materials to disseminate into the marine life and global ecosystem. Originality/value – The paper recommends policy directions to deal with the emerging issue that may have globally far reaching consequences.

Chapter 2 reviews the origin and spread of the Commercial approach to rivers. It explains the origin of this approach in the first Industrial Revolution, which provided human societies both the commercial motive and the machine power required to undertake large-scale frontal and lateral interventions in rivers. The chapter catalogues various types of frontal intervening structures—including dams, barrages, and weirs—that the Commercial approach deploys to achieve its purpose. The chapter then follows the spread of the frontal version of the Commercial approach across the world, beginning with the developed countries and then the developing countries in Asia, Africa, and Latin America. The chapter ends by providing a statistical summary of the global picture regarding dams and barrages, which are the main instruments of the Commercial approach to rivers.

Предложена математическая модель и рассчитаны значения риска причинения вреда (ущерба) в результате пожаров в субъекте Российской Федерации. Субъекты Российской Федерации распределены по категориям уровня обеспечения пожарной безопасности в зависимости от расчетного значения риска причинения вреда (ущерба) в результате пожаров в субъекте Российской Федерации. Предложены оценки результатов деятельности ГУ МЧС России в зависимости от риска причинения вреда (ущерба) и категории уровня обеспечения пожарной безопасности, к которому отнесены субъекты Российской Федерации. The regulatory legal acts of the Russian Federation establish that the criteria for assigning objects of control to the categories of damage risk should be formed based on the results of the damage risk assessment. In the developed countries of the world, as a rule, the distribution of objects of control by risk categories is used to justify the frequency of their inspections and is carried out depending either on the point risk assessment or on the number and seriousness of violations of mandatory fire safety requirements identified during the inspection of the object of control. In the literature sources there are no mathematical models for determining the damage risk as a result of a fire in buildings for evaluating the activity results of fire authorities (Main offices of EMERCOM of Russia). The purpose of this work was to develop and test a mathematical model for evaluating the activity and rating of the Main offices of EMERCOM of Russia for the subjects of the Russian Federation based on the category of fire safety level. As a criterion for assigning the subjects of the Russian Federation to different categories of fire safety level it is proposed to use the damage risk as a result of a fire in buildings located on the territory of the corresponding subject of the Russian Federation. The mathematical model has been developed to determine the damage risk of causing harm (damage) as a result of a fire in a building and there is given its assessment for buildings on the territory of each subject of the Russian Federation. There was carried out the distribution of the subjects of the Russian Federation according to the categories of fire safety based on the calculated value of damage risk. It is shown that such distribution significantly depends on the objectivity of statistical information on fires and the number of buildings on the territory of each subject of the Russian Federation. The assessment of the activity results for each of 86 EMERCOM of Russia Main offices was made and they were rated based on the category of fire safety level of the corresponding subject of the Russian Federation.
