Social and labour relations on today’s home labour market are accompanied by adverse social and economic phenomena, such as poverty of working population, inequality in profit distribution, discrimination in remuneration, shadow forms of employment and pay, illegal and interregional migration, labour exploitation, staff deficit and excess, which results in imperfect nature of competition on home labour market. These adverse phenomena are caused, on the one hand, by imperfect indications of competitive behavior of labour market entities, which shows the imperfect type of social and labour relations where parties’ interests are deprived of mutually beneficial basis of their satisfaction and, on the other hand, by imperfect competitive conditions of labour market entities’ functioning, which is manifested in requirements to labour quality. The article studies the key aspects of imperfect competition on home labour market and shows dynamics of its principles statistics. By analyzing and summarizing the dynamics of competitive situations investigated in the regional aspect the authors gained a conceptual model of imperfect competition taking into account its behavioral and institutional aspects. The key social and economic aspects of imperfect competition impact on labour reproduction were researched. On the basis of the provided conclusions the authors put forward certain measures of state regulation of imperfect competition, which could increase workers’ competitiveness and therefore improve the quality of labour reproduction.

Topicality. Nowadays, crewing business in Ukraine is at the stage of formation and development, so its study is a rather new topic for modern Ukrainian science. The study of the problem of considering the crewing business from the point of view of rising the quality of the labour force in the seafarers' labour market, highlights the features of modern interaction between the subjects of the maritime segment of the labour market in terms of the effectiveness of work with marine personnel, helps to orient work in the maritime industry at the state level in the direction of risk reduction and maximum elimination of threats of the present for a modern shipping company, it is necessary to ensure the safety of seafarers in the legal and operational field, which is the basis of this scientific article. Aim and tasks. The aim and tasks of the study are to determine the features of modern interaction between the subjects of the maritime segment of the labour market: the shipowner, the crewing company and the seafarer to design further ways to develop crewing activities. Research results. The article considers the features of the interaction between the subjects of the maritime segment of the labour market: the shipowner, the crewing company and the sailor in the modern dimension of the development of crewing activities. The commercial relationship between the interests of the customer and the intermediary in the selection of a successful skilled employee is analysed. Threats to the development of the modern maritime industry, affecting the labour market of seafarers, have been identified. The ways of further state regulation of the activities of crewing companies in Ukraine on the employment of seafarers and ensuring their protection in any port of the world are covered. Conclusion. The value of the work is determined by the small number of publications on this topic. In Ukraine the opportunity to ensure the protection of seafarers is conditioned by a new state policy, it provides for the introduction of new laws and regulations in the maritime industry, they are aimed at supporting seafarers working on ships on international voyages. The adoption of positive state decisions in the shortest possible time is a way to strengthen international cooperation in ensuring the observance of the labour and social seafarers� rights, their guarantees, ultimately, it will have a positive effect on the development of crewing activities in our country.

Twenty five years after Portuguese EU accession, the labour market in general and the trade unions in particular are faced with severely regressive social measures that undermine past expectations of progress towards the achievement of the Social Europe project in Portugal. Thus, on the one hand, this article identifies some of the ambitions and possibilities earlier opened up for the Portuguese labour market, as well as trade union attitudes to European integration. It is argued, on the other hand, that, in the context of the economic crisis and the austerity measures to which Portugal is subjected, the sense of Portugal’s backwardness in relation to the ‘European project’ has become more acute. The article accordingly focuses on and examines some of the austerity measures and certain controversial issues associated with them. In a final section, the impact of austerity on labour relations and the reactions of social partners, in particular the trade unions, are analysed.

The link between the academic and the professional has become an essential element in promoting the educational quality of today’s University. This article shows an experience of teaching innovation in higher education based on the use of professional technologies brought to the educational field. Specifically, the computer application and methodology used professionally by CEAL-Spanish Association of Socio-Labour Auditors in the development of their work, and which has allowed the professionalization of teaching and bringing it closer to the reality of the professional collective. A questionnaire was used to find out the students’ perception of the methodological proposal and its potential transfer to the professional field. In addition, the vision of the participating companies was incorporated by asking them about their possible transference. Ambivalent results were found. On the one hand, the students valued the methodological proposal as highly positive, useful, applied and practical, but, on the other hand, they did not perceive that the activity as a sociolabour auditor is a possible future professional outlet, when it is one of the 7 professional outlets established in the White Paper for the Degree in Labour Relations and Human Resources. In conclusion, the positive effect in the educational sphere did not have the desired impact in the professional sphere due to external factors related to the business context, since none of the collaborating companies had previously carried out any socio-labour audit, nor were they aware of the tools and methods for carrying it out.

Objectives: To propose collective well-being as a holistic measure of the overall “health” of a community. To define collective well-being as a group-level construct measured across 5 domains (vitality, opportunity, connectedness, contribution, and inspiration) and introduce an actionable model that demonstrates how community characteristics affect collective well-being. To review the literature describing each domain’s association with health outcomes and community characteristics’ associations with collective well-being. Methods: We came to consensus on topics describing each component of our conceptual model. Because “well-being” is not indexed in MEDLINE, we performed topic-specific database searches and examined bibliographies of papers retrieved. We excluded articles that were limited to narrow subtopics or studies within small subpopulations. Preference was given to quasi-experimental or randomized studies, systematic reviews, or meta-analyses. Consensus was reached on inclusion or exclusion of all articles. Results: Reviewed literature supported each of the proposed domains as important aspects of collective well-being and as determinants of individual or community health. Evidence suggests a broad range of community characteristics support collective well-being. Conclusions: The health and quality of life of a community may be improved by focusing efforts on community characteristics that support key aspects of well-being. Future work should develop a unified measure of collective well-being to evaluate the relative impact of specific efforts on the collective well-being of communities.

Формирование и развитие благоприятных социально-трудовых отношений между работниками и работодателями является важным направлением развития современного российского рынка труда. Однако полное доверие и понимание между субъектами трудовых отношений зачастую достигается посредством преодоления конфронтации сторон и борьбы интересов. Трудовые конфликты являются не только индикаторами социальной напряженности, но и средством обнаружения скрытых проблем на рынке труда. Статья посвящена характеристике социальной напряженности субъектов трудовых отношений в Российской Федерации, а также выявлению причин трудовых конфликтов и основных факторов их разрешения на основе данных авторского опроса. На основе исследования было установлено положительное влияние наличия профсоюзов, коллективных договоров, участия работников в коллективных переговорах для решения управленческих, организационных, административных и иных вопросов и участия работников в управлении организацией на социально-трудовые отношения на предприятиях. Оценка данного влияния позволяет выявить и оценить логику снижения конфликтности в трудовой сфере и повышения качества взаимоотношений между работниками и работодателями. Из ответов респондентов была получена оценка деятельности профсоюзов, результативности коллективных договоров на предприятиях, возможности участия работнико The formation and development of favourable social and labour relations between employees and employers is an important direction of the modern Russian labour market development. However full trust and understanding between the subjects of labour relations are often achieved by overcoming the confrontation of the parties and the struggle of interests. Labour conflicts are not only indicators of social tension, but also a means of detecting hidden problems in the labour market. The article is devoted to the characterization of the social tension of the subjects of labour relations in Russia, as well as the identification of the causes of labour conflicts and the main factors for their resolution based on the data of the author's survey. On the basis of the study, it was found that the presence of trade unions, collective agreements, the participation of workers in collective bargaining to solve managerial, organizational, administrative and other issues and the participation of workers in managing the organization are positively impacted on the social and labour relations in enterprises. Evaluation of this influence allows us to identify and evaluate the logic of reducing conflicts in the labour sphere and improving the quality of relations between workers and employers. We have received an assessment of the activities of trade unions, the effectiveness of collective bargaining agreements at enterprises, the possibility of workers participating in collective, and managing the organization from the responses of survey participants

В статье дана характеристика особым преференциальным территориям в РФ, проведен анализ их развития, показавший ежегодный и активный рост числа ТОСЭР, их резидентов, объемов вложенных инвестиционных ресурсов, числа рабочих мест. Выявлены проблемы в функционировании ТОСЭР. Представлены сведения о текущем состоянии ТОСЭР в Республике Дагестане. Авторами предложена методика оценки эффективности функционирования ТОСЭР, расположенных на территории монопрофильных муниципальных образований (ММО), которая имеет комплексный характер и учитывает многоаспектные особенности функционирования данных территорий, что позволяет получать информацию для принятия управленческих решений, осуществлять мониторинг деятельности ТОСЭР. Imperfect competition in social and labour relations has no homogeneous effect on regional labour markets. There is a regional segmentation of the domestic labor market under the influence of imperfect competition. Government measures and measures to regulate the domestic labour market have different effects on regional labour markets. In this regard, the weakening of imperfect competition in social and labour relations is seen through the strengthening of the role of the regional labour policy of the population.

Scientific novelty of work is in revealing the key aspects of understanding the nature and characteristics of contemporary processes of communication at various levels of socially organized matter, in identifying their most significant features in conditions of the actual information society. The article expresses the view that in modern society, reality is manifested in the form of “normal accidens”, and in this context some of the most illustrative trends of modern social development, that are manifested in various aspects of human activity are highlighted that are the “normal accidents”. It is substantiated that modern network communications are characterized by non-linearity, absence of a core and hierarchy, which affects the dynamics of society. Conclusions. New forms of communication are multidirectional and ambiguous: on the one hand, they are a continuation and a new measurement of the traditionally established forms of public communication and, on the other hand, they are socio-cultural innovations capable of a new influence on the quality of life of an individual, functionality and dynamics of society and its institutions development.

The relevance of the topic of the functioning of the labour market in the conditions of digitalization is due to the need for identifying and accounting for the risks of subjects of labour relations. The author reviews modern literature sources to determine the impact of digitalization on the labour market, identifies the positive and negative manifestations of this impact, defines the concept of risk for subjects of labour relations, and describes its main types and determinants. The correlation and regression analysis of the relationship between the economy and society digitalization index and the unemployment rate shows that the risks are low and the relationship is weak. The risk of unemployment in the context of digitalization is directly related to the level of the flexibility of the labor market and the elasticity of unemployment. In the conclusion, the author describes the novelty of the approach and gives recommendations for the state regulation of the issue.

Education plays an essential role in the national economy and is responsible for the formation of qualified and competent human resources that will act in the labour market as a labour force. At the same time, in the conditions of rapid acceleration of socio-cultural and scientific-technical changes, the updating of knowledge and acquired competencies becomes compulsory today. Therefore, there is an unconditional connection between the sphere of socio-labour relations and the field of education. Despite this, today in Ukraine there is an imbalance between these areas, which are oversaturation of the labour market by some professionals (including economic and legal), and lack of others (including labour professions), labour migration, the dissatisfaction of employers with the level of knowledge of graduates, etc. It requires the modernization of the existing situation and the coordination at the state level of the areas of interaction between socio-labour relations and education sector. In this regard, this article is devoted to the justification of the impact of state regulation of education on the development of socio-labour relations in the national economy, which will be carried out by combining the method of principal components and logit modelling in the software STATA 11. To identify the integrated level characterizing the state of socio-labour relations in the national economy of Ukraine, numerous absolute and relative indicators were analyzed, including unemployment and employment levels, labour productivity, wage arrears and its average level, etc. The results obtained suggest an improvement in the socio-labour relations in Ukraine in recent years. Logit modelling allows confirming, as well as comprehensively and individually, the impact of macroeconomic, demographic, migration parameters, and a set of performance characteristics of the education sector on the level of harmonization and convergence of processes in labour markets and educational services. It helps to define the priorities of state intervention in the field of state regulation of education. The set calculations form the basis of further research of authors in the field of the specified problems. The waterfront in the nineteenth century was notorious for its complex and fragmented labour market. The stevedores on board ship and the porters on the shore were always quite distinct. In London, there were then further divisions, between quay and warehouse workers, between the export and import trades. And within these broad divisions, workers would concentrate upon a particular commodity. Specialisation was rife: the labour-force was a complex body, lacking cohesion because of the diversity of products and functions, the variety of employers, and a casual system which restricted workers to particular localities and types of work. This clearly created problems when unionisation occurred. Each specialism tended to organise separately, and the result would be a plethora of unions somewhat overlapping and competing. In London, again, there was “an endless proliferation of small societies”.1 And quite apart from the complexity of union organisation amongst the dock workers there were the external relations with on the one side the seamen, and on the other railwaymen and carters. This is all to say that one of the key elements in labour relations on the waterfront before 1914 was inter-union relations.
