In recent years there has been a significant increase in the volume of migratory flowson a global scale, especially with the European Community area as the final destination.In fact, the European community’s space due to democratic stability and to itsliving conditions, has become a magnet for this new wave of refugees from countriesinvolved in various armed conflicts in North Africa and the Middle East. /is influxof migrants challenges all levels of government, especially local governments, who are at the forefront of receiving and welcoming refugees. /e present study focuseson the recent refugee crisis in Europe, as well as on how European cities, namelyParis and Berlin, worked to integrate a significant number of refugees, consideringthe different approaches and strategies to host this flow of refugees. Based on a comparativeand descriptive study, we will try to trace the political strategies adopted atthe local level in the reception of refugees, allowing to map the conditions for theeffective integration of these citizens in the European space.

This article investigates how the policy capacity of urban governments in Europe to deal with the social challenges caused by the 2008-2009 financial crisis, has been strongly shaped by the institutional multi-level governance (MLG) settings in which cities were embedded. We consider the financial crisis as an important ‘stress test’ for urban policy. Urban governments faced a highly complex, trilemmatic situation: they faced not only growing social and economic problems at the local level, but also a process of devolution of institutional responsibility from central to local governments, and important cuts in central funding. Our analysis is based on an empirical investigation carried out between 2009 and 2016 in six major European cities: Barcelona, Copenhagen, Lyon, Manchester, Milan, and Munich. What clearly emerges from the research is that European cities may still show a certain capacity to innovate and govern economic changes and social challenges only if supported by an enabling MLG system.

The study is devoted to the substantiation of the basic components of the mechanism of regulation of social and labor relations in the united territorial communities of Ukraine. The article analyzes the research on the role of the state and local governments in regulating and developing social and labor relations at the local level. The leading world concepts in regulating social and labor relations have been characterized. The purpose and role of local self- government bodies in regulating social and labor relations have been defined. The basic scientific approaches to the concept of “community development” have been investigated. Based on the research, the basic components of the mechanisms of regulation of social and labor relations in the united territorial communities have been identified and their characteristics have been given.

AbstractResearch background: The development of business on a local level depends on a variety of factors, which as is often the case are shaped by the local authorities. An example of activities carried out by local governments in order to help develop businesses is the management of the spatial resources in a given municipality in such a way as to facilitate starting and developing companies.Purpose: The principal objective of this study has been to identify how local authorities and businessmen perceive the role of conditions associated with the municipality’s spatial policy in terms of starting and conducting a business.Research methodology: The research results rely on primary data acquired by conducting a survey based on a questionnaire designed by the authors.Results: The results permitted to demonstrate differences and similarities among the opinions of our respondents concerning factors linked to the spatial policy of a municipality that have an impact on decisions to set up and develop companies. Among the location factors, the most important ones, according to both local governments and businessmen, were the state of the local infrastructure, such as IT, transportation, communication, waterworks and sewers, power supply.Novelty: The confrontation of the replies provided by local authorities and by entrepreneurs concerns spatial policy, and the territorial scope of the research covering the whole of Poland, the different types of enterprises from various branches are the innovative element of the study.

The Object of the Study. Municipal social policy.The Subject of the Study. The role of scientific research in realizing municipal social policy.The Purpose of the Study. Identifying the role of scientific research in realizing social policy at the municipal level.The Main Provisions of the Article. The main theoretic methodological and philosophy approaches to the science integration to the social policy realization are analyzed. There is the substantiation of the efficiency of the scientific potential use in the social policy implementation at the local level. Scientific achievements and innovations involvement in solving social problems of the city of Barnaul are considered through the implementation of the grant mechanism of interaction in the municipality. A special contribution of the authors is the analysis of legislation in the field of grant support for research projects, monitoring the efficiency of the competition, as well as the correlation of the results of the grant competition with the directions of social policy at the city level (based on the results of monitoring the implementation of grant forms of support in the city in the period from 2014 to 2017). The main problems have been identified that make it difficult to use the potential of science in the implementation of social policy of the city, namely the lack of strong and extensive network of grant competitions in this area, the "frozen" amount of funding for the competition and weak differentiation in the degree of scientific experience among applicants for the grant. According to the study results the place and role of scientific research in the implementation of the activities of local governments in the city of Barnaul in order to implement social policy have been defined, as well as recommendations to improve this activity for the city management developed.

This article focuses on the increasing role of cities and local governments in migration governance through following the increasing “local turn” approach in migration studies in recent years. Turkey, which has a long immigration history and by far the largest immigration population of the country with massive Syrian immigration which started in particular in 2011, cities and local governments have developed different local governance arrangements by which they are trying to produce answers to the diversity brought about by immigration. Local responses differ in terms of scope, actor, approach and method. In this study, how and why the municipalities produce different responses are discussed in the context of the role of the municipalities and the common methods that local responses share despite the same legal framework and being a part of Istanbul metropolitan area. Thus, based on the analysis of the field study conducted in six districts of Istanbul, it has been revealed that the answers given to migration and immigrants are shaped in the context of a high informality and compulsory governance.

Increased interaction, interdependency and volatility on a global scale are rapidly changing local governments’ external environment, their community characteristics, and their organisational orientation. In circumstances of high uncertainty and ambiguity, the success of local governments depends to a greater extent on how well they utilise knowledge resources in adjusting to contextual changes. This requires special attention to knowledge management (KM). The major challenge for KM in local government is to foster the development of an enriched knowledge base that will enable local actors to better deal with adjustment and development issues of importance to their communities (Anttiroico, 2006). The purpose of this article is to address technical issues in organisational KM. Referring to the theoretical work by Handzic (2004), the article considers the role of various information and communication technologies (ICT) in facilitating the processes in which knowledge is created, transferred and utilised in local governments. Findings reported in the article are part of an ongoing research project into the adoption of KM principles and practices in public sector organisations in Bosnia and Herzegovina (BiH). The role of ICT in local government KM solutions addressed in this article is only one of several aspects covered by the research project. Further project details can be obtained elsewhere (Handzic, Lagumdzija, & Celjo, 2007).

Considering cultural policy it is very important to have a multi-level policy concerning cultural facilities and an active involvement of the citizen at local level. To optimize local cultural policy one should aim for an interactive or complementary policy. This means that each policy level has to take its own responsabilities; that there has to be a mutual consultation between all policy levels and a mutual reinforcement of the policy effects at each level. The role of local governments is to provide for basic facilities and to install efficient frameworks for consultation and cooperation. Future challenges are the reinforcement of cooperation between cultural actors and to support innovating work.

This article examines the changes at the local level of government that have been taking place in Brazil, India and South Africa for the past thirty years as a result of complex federal decision-making processes. I summarize the most important federal traits of these countries and identify the role of key institutions behind the fiscal, political and administrative changes in local governments. The article draws on the institutional processes to dissect the anatomy of local government reforms in these countries and concludes that although the changes in local government structures and powers have been taken against the background of transition to democracy and/or democratic deepening, the scope of change in local government varied.

The important role of local government in the socio-economic development of localities has been confirmed in many domestic and foreign studies. But the role of government in drought adaptation has often received little attention and analysis in domestic studies. Approaching from the local tectonic government model, the article argues that local government is an important link to promote adaptive capacity at the local level of Vietnam and the Central Highlands provinces provide a case study that is typical for research and development of the capacity to adapt to drought and natural disasters for local authorities in Vietnam. Analysis of adaptive capacity through case studies in local government in the Central Highlands provinces shows that capacity is a major challenge for local governments here. Near 1,500 governments worldwide, including over 1,000 local governments, have declared a climate emergency. Such declarations constitute a response to the growing visibility of social movements in international politics as well as the growing role of cities in climate governance. Framing climate change as an emergency, however, can bring difficulties in both the identification of the most appropriate measures to adopt and the effectiveness of those measures in the long run. We use textual analysis to examine the motivations and intended outcomes of 300 declarations endorsed by local governments. The analysis demonstrates that political positioning, previous experience of environmental action within local government, and pressure from civil society are the most common motivations for declaring a climate emergency at the local level. The declarations constitute symbolic gestures highlighting the urgency of the climate challenge, but they do not translate into radically different responses to the climate change challenge. The most commonly intended impacts are increasing citizens’ awareness of climate change and establishing mechanisms to influence future planning and infrastructure decisions. However, the declarations are adopted to emphasize the increasing role cities are taking on, situating local governments as crucial agents bridging global and local action agendas.
