''Compulsory'' Migration Governance at Local Level: The Case of İstanbul

This article focuses on the increasing role of cities and local governments in migration governance through following the increasing “local turn” approach in migration studies in recent years. Turkey, which has a long immigration history and by far the largest immigration population of the country with massive Syrian immigration which started in particular in 2011, cities and local governments have developed different local governance arrangements by which they are trying to produce answers to the diversity brought about by immigration. Local responses differ in terms of scope, actor, approach and method. In this study, how and why the municipalities produce different responses are discussed in the context of the role of the municipalities and the common methods that local responses share despite the same legal framework and being a part of Istanbul metropolitan area. Thus, based on the analysis of the field study conducted in six districts of Istanbul, it has been revealed that the answers given to migration and immigrants are shaped in the context of a high informality and compulsory governance.

This chapter analyses basic long-term trends in local governance in Germany in their functional, political, territorial and administrative dimensions. The traditions and legal framework of German local self-government form the starting point of the chapter. Subsequently, the role of the local level in the German federal system and the level of its autonomy are analysed. After that, the most important political-administrative actors in local governance examines, such as councilors, mayors, local administration, local branches of political parties and free voters associations. In describing the long-term trends and challenges in German local politics, special attention is paid to local public management, local democracy and citizen participation. Finally, the chapter ends with a summary of the most important aspects of the development of the municipalities and districts in Germany and with a view towards further reform.

The issues related to the management of financial resources of territorial communities, financial independence of local governments and forming of efficient financial-investment policy to secure the balanced development of local communities and territories become of utmost importance in conditions of financial decentralization and administrative-territorial reform in Ukraine. The problem issues concerning the forming of financial-investment maintenance of local governance directly impact the capacity of a territorial community that should have financial, material, and other resources in the volumes sufficient to completely accomplish the tasks and function of local governments and provide social services to the population at the level stipulated by national standards. The forming of financial-investment maintenance of local governance is revealed to be directly influencing the capacity of a territorial community that should have financial, material, and other resources in the volumes sufficient to completely accomplish the tasks and function of local governments and provide social services to the population. The expansion of local governments’ competences and granting them greater independence are substantiated to be requiring more responsibility in the financial-investment policy implementation on the local level, forming of conditions to perform the economic activity, and develop businesses by all economic entities, and promoting favorable investment climate in the region. Based on the analysis of approaches to the definition of the nature of “financial maintenance” and “investment maintenance” in the context of the peculiarities of local governments’ activity, the paper suggests understanding the “financial-investment maintenance of local governance” as a set of opportunities and activities on distribution and use of financial resources and territories’ resources for the creation of conditions necessary for the efficient functioning of local governments and realization of their competences.

This study developed a research Beekes and Brown (2006) who found that corporate governance makes companies more informative (more transparent). This study aims to prove whether the same results were also found in environmental governance in Indonesia. The theory is used to achieve the goal of this research is the theory of agency. This research was conducted in 32 local governments in Indonesia. Based on a simple regression model, this study shows that local governance affects positively the transparency of local financial management. Such findings reinforce previous research. The findings of this study provide a useful contribution to government officials (executive and legislative), in demonstrating the important role of local governance in encouraging the transparency of local financial management. In addition, the findings of this study can be used as the basis for further research related to the topic of local governance and transparency of local financial management.

This article is based on a research project that explores the proliferation of information and communication technology (ICT) in public services. Furthermore, the research explores how the enhanced presence of ICT relates to efforts to increas-ingly individualise the service delivery. It can be argued that enhanced individualisation requires increased levels of discretion and flexibility. At the same time, this flexibility needs to be implemented within a standardized framework to ensure due process and to meet demands for efficiency. As local-level work practices in the public services are increasingly being enabled through ICT, the information systems can thus be seen to offer ’standardized flexibility’. Hence, the information systems work as both enablers of flexibility and as controllers of the same. This research explores how this duality manifests empirically at the local-level of the Norwegian employment and welfare services (NAV). It focuses on the in-terface of the information systems and local-level employees. In this article, I portray the role of the information system, Arena, with regard to how the front-line employees structure and organize their work. This portrayal reveals that the information system reflects an ideal world which is out of tune with local working conditions. The employees are thus facing gaps between the ideals of the system and their actual work context. The main purpose of the paper is to illustrate how the employees deal with this gap; I identify three types of responses and strategies. Moreover, I suggest that the relationship between the information systems and different kinds of local responses may be fruitfully analysed by drawing an analogy with choreography and dancing. The second purpose of this article is thus to outline how the metaphor of choreography may provide a suitable theoretical lens for analysing ICT-enabled standardization of work.

The marine ecosystem on the coast of Nusa Lembongan is one of the tourist attractions such as coral reefs, mangrove forests and others. The high number of tourist visiting the island also impacts tourism facilities. Increased tourism also has the opportunity to damage the marine ecosystem. Therefore needs a collaboration among stakeholders in maintaining the sustainability of the marine ecosystem                . The purpose of this research is to find out and analyze also to find a collaborative model of stakeholders such as government, private sector, community and traditional institutions in preserving the marine ecosystem in Nusa Lembongan. The research is using a qualitative descriptive approach with determining informants technic is purposive sampling. Local government collaboration model in conserving marine ecosystems by strengthening the role of stakeholders at the local level such as: 1) signing memorandum of understanding for creating regional regulations as a policy of the Klungkung Regency; 2) writing in to a local wisdom (awig-awig) as a local policy of the local wisdom institutions (adat); 3) writing into the policy of the tour operator; 4) implement the Tri Hita Karana concept and creating a memorandum of understanding for all parties.

- The analysis of the relationships between evaluation activities and re-organization of early educational provision in Italy shows the potential role of evaluation in the processes of modernization of public administration. Local governments need both to guarantee a good quality of the public as well as subsidized early educational centers and to build up an integrated network of all the centers in their area. In this perspective, evaluation becomes a basic tool of local governance. This paper will present a project of evaluation of infant-toddler daycare centers realized on demand of the City of Rome. The project implemented an articulated system of evaluation based on a process of discussion on the definition and evaluation of quality that was shared among different stakeholders and implemented according to procedures of documentation, analysis, and evaluation of the different components of the center quality. The analysis of this experience shows that, within an integrated local network of early educational centers, the evaluation activities aimed at institutional accreditation or at excellence accreditation are likely to be the same. The paper also discusses the value of an approach to the evaluation of early educational services based on inter-subjectivity and participation of many stakeholders. Indigenous and place-based communities worldwide have self-organized to develop effective local-level institutions to conserve biocultural diversity. How communities maintain and adapt these institutions over time offers lessons for fostering more balanced human–environment relationships—an increasingly critical need as centralized governance systems struggle to manage declining fisheries. In this study, we focus on one long-enduring case of local level fisheries management, in Kahana, on the most populated Hawaiian island of O‘ahu. We used a mixed-methods approach including in-depth interviews, archival research, and participation in community gatherings to understand how relationships with place and local governance have endured despite changes in land and sea tenure, and what lessons this case offers for other communities engaged in restoring local-level governance. We detail the changing role of konohiki (head fishermen) in modern times (1850–1965) when they were managing local fisheries, not just for local subsistence but for larger commercial harvests. We also highlight ways in which families are reclaiming their role as caretakers following decades of state mismanagement. Considerations for fisheries co-management emerging from this research include the importance of (1) understanding historical contexts for enhancing institutional fit, (2) enduring community leadership, (3) balancing rights and responsibilities, and (4) fostering community ability to manage coastal resources through both formal and informal processes.

Over the years, youth participation in local decision-making across Africa has been minimal, despite the existence of enabling human rights frameworks on youth participation as well as institutions such as junior councils. This research aimed to compare the efficacy of Zimbabwe’s urban and rural junior councils in enhancing youth participation in local governance, which in turn would promote reform of the current participation frameworks, the realisation of children’s rights and ultimately productive community development. This paper is a product of qualitative research, combining desk research and key informant interviews with 22 council and ministry officials as well as eight focus group discussions with sitting and former junior councillors in Harare, Bulawayo, Bindura, Mutare, Masvingo, Rushinga, Makonde and Mbire. It was found that junior councils lacked adequate funding and technical support, resulting in tokenistic participation in local governance. Their legal status is unclear as both government ministries and local governments claim ownership. The research findings suggest that junior councils could be strengthened through the enactment of a specific legal framework to regulate their activities.

The study is devoted to the substantiation of the basic components of the mechanism of regulation of social and labor relations in the united territorial communities of Ukraine. The article analyzes the research on the role of the state and local governments in regulating and developing social and labor relations at the local level. The leading world concepts in regulating social and labor relations have been characterized. The purpose and role of local self- government bodies in regulating social and labor relations have been defined. The basic scientific approaches to the concept of “community development” have been investigated. Based on the research, the basic components of the mechanisms of regulation of social and labor relations in the united territorial communities have been identified and their characteristics have been given.

AbstractResearch background: The development of business on a local level depends on a variety of factors, which as is often the case are shaped by the local authorities. An example of activities carried out by local governments in order to help develop businesses is the management of the spatial resources in a given municipality in such a way as to facilitate starting and developing companies.Purpose: The principal objective of this study has been to identify how local authorities and businessmen perceive the role of conditions associated with the municipality’s spatial policy in terms of starting and conducting a business.Research methodology: The research results rely on primary data acquired by conducting a survey based on a questionnaire designed by the authors.Results: The results permitted to demonstrate differences and similarities among the opinions of our respondents concerning factors linked to the spatial policy of a municipality that have an impact on decisions to set up and develop companies. Among the location factors, the most important ones, according to both local governments and businessmen, were the state of the local infrastructure, such as IT, transportation, communication, waterworks and sewers, power supply.Novelty: The confrontation of the replies provided by local authorities and by entrepreneurs concerns spatial policy, and the territorial scope of the research covering the whole of Poland, the different types of enterprises from various branches are the innovative element of the study.
