On august 9th 1980 the Belgian government took a number of important decisions with relation to the ports of Zeebrugge and Antwerp. The author takes this occasion to analyse and to evaluate the existing seaport policy in Belgium. The first section tries to give an answer to the question : why do public authorities intervene in port activities ? Subsequently the article deals with the fundamental data for a port policy until 2000 and with the institutional organisation of this policy. The two last sections present an analysis of the general orientation as far as investment, competition, employment, environment and international relations are concerned. The author arrives at the conclusion that seaport policy in Belgium has to be prepared in a more systematic way and coordinated with other branches of transport, energy and economic policy.

The article deals with Russian traditions of studies of foreign countries which have become an intellectual pillar for Russian economic expertise. The modern application of experience of Soviet scientific schools in international studies is shown, especially in the fields of world development forecasts, analysis of Russian foreign economic relations and research of economic policy abroad. The article is based on open sources with publications, reports and presentations about expert and analytical activities of the Institute of World Economy and International Relations (IMEMO) and other institutes of the Russian Academy of Sciences, VNIKI-Institute, MGIMO-University and some other centers. It is explained that results of international studies have become a necessary element for consulting of governmental bodies and businessmen in the epoch of globalization.

We argue that mercantilism is not an anachronism, but a pattern of interaction between economies functioning analytically as subsystems both of nations and societies. The relation between theory and policy in France's post-war monetary history suggests two concepts of mercantilist rationalization of external economic policy. Although verbalized in terms of liberal economic theory, French monetary policy served nationalist diplomacy (diplomatic mercantilism) and/or the specific societal politics of the domestic economy (political mercantilism). Diplomatic and political mercantilism are indices of indeterminacy of international economics. Societal politics and international economics are thresholds of feasibility for diplomatic mercantilism. But cumulative rationalization of feasible external economic policy in terms of both political and diplomatic mercantilism is not excluded. As a function both of national system maintenance and societal integration, mercantilism is more easily explained in terms of sociological functionalism than in terms of either international functionalism or Realism alone.

The Financial Agreement signed between the governments of the United States and the United Kingdom on the 6th December 1945 (popularly known as the Washington Loan Agreement, and hereafter referred to as ‘the Agreement’) is widely interpreted as an agreement which imposed fundamental constraints on British external economic policy and is even seen as a benchmark in postwar international relations signalling the subordination of Britain to the level almost of a client state of the United States.

The aim of the article is to analyze the Russian economic policy in its external dimension (economic expansion), in the context of discussions about changes in the global economy held in the Russian Federation. The starting point for reflections in this respect is Sergey Glazyev’s view of the current evolution of international relations. The article contrasts the propositions of the Russian author and the strategy of activities of the Kremlin, which uses the state corporations for its external targets.

We analyze the historical regulatory framework of the activity of pricing and conflict commissions of the early Soviet period, which existed during the period of the new economic policy. The relevance of the study lies in the fact that the quasi-judicial activity of pricing and conflict commissions is poorly studied, in this regard, the study of the quasi-judicial functions of pricing and conflict commissions is of historical importance, and also has parallels with the practice of modern labor dispute commissions. The aim of the work is to study the activity of pricing and conflict commissions during the period of the new economic policy with the study of the first Soviet regulatory documents, as well as the reconstruction of their history on archival materials of the Tambov Governorate. The research methods were the formal legal analysis of historical and legal acts of the Soviet era: a comparative analysis of the powers and activities of quasi-judicial bodies and people’s courts. Conclusions are drawn about the full formal conformity of the judicial process in modern world courts and historical quasi-judicial bodies that resolved labor disputes in the 1920s, the hierarchy of these bodies and the regulatory legal framework of their activities, as well as their integration into the system of Soviet public authorities, were reconstructed. We analyze the principles of the judicial process implemented in the activities of the commissions, such as the principles of openness, transparency, equality of parties.

Swift global transformations in international relations; the emergence of new communications that provide instant dissemination and transfer of information; increase number of international actors - all above mentioned put on the agenda further search for more effective forms and mechanisms for coordinating activities of public authorities in foreign relations for both Ukraine as well as any other country. Research of the regulatory legal mechanism of coordination of the activities of public authorities of Ukraine in foreign relations shows that Ukraine belongs to a group of countries with a "rigid" form of coordination, that is characterized by stringently regulated sphere of foreign relations, broad powers conferred on the center of coordination as well as the mandatory accountability of all authorities to this center. It was also found that the vast majority of regulations are a post factum reaction to certain violations made by the authorities whose international activity was not agreed with the Ministry of Foreign Affairs and caused negative consequences for Ukraine's image on the international arena. The above indicates that the current level of coordination of activity of state authorities of Ukraine in the sphere of foreign relations is characterized (by a scale developed by Professor of the University of Lausanne Dietmar Brown) as "negative" administrative coordination.
