It is shown that in connection with the ongoing financial and economic crises in the world, as well as a sharp aggravation of competition in the international markets of industrial products and a number of other factors, the issues of increasing the efficiency of industrial enterprises and corporations in the regions of the country need a more comprehensive and comprehensively thought-out justifica-tion. Purpose of the study. It is advisable to develop a set of scientific provisions and recommenda-tions for the analysis of the activities of industrial enterprises in the regions, which would contribute to the purposeful development of the economy of the constituent entities of the Russian Federation in modern business conditions. Materials and methods. The materials and methods used are out-lined by the content of theoretical developments and practical experience obtained in the process of researching the development of the economy and industry of the regions of the Russian Federation. Results. The list of scientific provisions and recommendations for increasing the effectiveness of the influence of state authorities of the constituent entities of the Russian Federation on the develop-ment of industry and economy of the country's regions has been substantiated. The composition of methods of state regulation in the economy and industry of the regions is presented, a list of the main tasks of the industrial and economic block for state authorities of the constituent entities of the Russian Federation, as well as the functions and mechanisms of their implementation, is pre-sented. Conclusion. The development of the economy and industry of the regions of Russia should be carried out using the scientific provisions and recommendations presented in this article, which will allow, when forming management decisions, to take into account factors and justifications that were often unused before.

The article highlights the current state of the aviation industry in Ukraine in a difficult economic situation. In addition, the trends in the development of the aviation industry in Ukraine during the coronavirus pandemic, which resulted in severe quarantine measures and the economic crisis, were considered. The study is very important in our time, since the aviation industry is one of the strategically important sectors of the economy. Analyzed the current problems of the Ukrainian aviation industry, its relationship with the tourism industry. The directions of state support for the aviation industry, both in Ukraine and abroad, have been investigated. This article provides statistics for the past few years that will help you better understand the main aspects in this area. Therefore, additional research will identify a plan for future actions regarding the prospects for the further development of civil aviation in Ukraine. A new trend for civil aviation was also considered, with the help of which airlines are trying to actively operate during the period of global quarantine. The article also discusses what measures can improve the condition of Ukrainian airlines. Practical recommendations for increasing the competitiveness of Ukrainian air transport are provided. The formation of the Ukrainian aviation industry in order to develop probable strategies for the development of domestic aviation during the crisis has been studied. The problems of state regulation of activities in the field of aviation, guaranteeing aviation safety, ensuring the interests of the state, national security and the needs of society and economy in air transport during the coronavirus. Measures to support the aviation infrastructure of the world's leading countries and compared to measures to support the Ukrainian government are demonstrated. It is emphasized that the aviation industry is a high-tech sector of the economy of any state, the dynamic development of which requires streamlining national legislation in this area, expanding international cooperation, updating legal instruments used by public authorities in state regulation of air transport.

The paper provides a definition of the economic mechanism for managing the communication business processes of industrial enterprises in the context of globalization as a set of a system of relations, authorities, forms and methods of organization and operation, which are regulated by legal and other norms of activity and provide effective interaction in internal and external environments. This allows to deepen the understanding of the essence in the context of globalization under the orientation towards communication (we mean interaction first of all). The composition of the comprehensive economic mechanism for managing the communication business processes of industrial enterprises is studied. This mechanism includes organizational, economic, legal, political, technical and technological, market, production, social, motivational, adaptive and communication submechanisms. This allows further formalization of the process of elemental improvement of the communication business processes of industrial enterprises. The components of mechanism are detailed. In particular, the economic submechanisms include the mechanisms of profits distribution, economic stimulus, financial, equity, investment and reinvestment in development and other mechanisms. The legal submechanisms include the mechanisms, which govern communication and professional legal relations. Organizational submechanisms include structural mechanisms, administrative and information mechanisms that ensure the development and modernization of communication activities at the enterprise, its information security. Political submechanisms include mechanisms of information policy, social and economic policy and foreign economic policy. Market submechanisms include the ones of market competition, demand and supply, etc. Social submechanisms include the ones of transparency of doing business, social responsibility, social and psychological impact, etc. Production submechanisms include the following ones: resource, implementation of new types of software and hardware and other. Technical and technological submechanisms include the ones of scientific and technological progress, technological updates. Motivational submechanisms include the mechanisms of material and non-material incentives of personnel. Adaptive submechanisms are the submechanisms of innovative development (including implementation of innovations in information field), managing the personnel potential, etc. Communication submechanisms include the ones of information-and-analytical activities (including research conducting); external communications (including the system of integrated communications tools, modern telecommunications and communications facilities); internal communications (including creating corporate culture). Presented is the research in a large number of studies, devoted to the study of state policy in relation to compatriots living abroad, at the same time, today there are practically no data on the state and assessment of the state and non-state support. In this regard, the authors have classified the forms of support into two groups - state and non-state, investigate the specific features of these forms of support, and analyze their effectiveness. Empirical analysis carried out in this research study includes qualitative data from expert interviews collected in 2021. In total, 31 interviews were conducted with experts from sixteen countries (Russia, Ukraine, Republic of Kazakhstan, Republic of Moldova, Republic of Kyrgyzstan, Armenia, Tajikistan, USA, Germany, Czech Republic, Turkey, Great Britain and Northern Ireland, Cyprus, Panama, Uganda, New Zealand). Representatives of Russian and foreign public authorities, heads of the Coordination Councils of organizations of Russian compatriots abroad, heads of Russian youth public organizations abroad, heads of higher educational institutions, teachers and educators, and public figures acted as experts. In conclusion, the authors summarize the effectiveness of state and non-state support for young students of compatriots abroad, form a set of practical recommendations for improving these forms of support.

Purpose The purpose of this paper is to analyze the current problems and the main perspectives of the development of state regulation of the Russian system of higher education in the context of the provision of Russia’s national security. Design/methodology/approach The research of formation of the system of national security in Russia and the problems of the development of education is based on the methods of Russian and foreign Institutionalists (D. North, S.G. Kirdina, R.M. Nureev, Y.V. Latov, etc.). The research is also based on the theory of inequality in the system of education (D.L. Konstantinovsky), the idea of cultural aspects of social inequality (Pierre Bourdieu) and the theory that connects the problem of the development of the educational system with the system of national security and social inequalities (A.V. Vereshchagina, S.I. Samygina, etc.). Findings The modern state and perspectives of state regulation of higher education in the modern Russian conditions are analyzed in this paper. A complex analysis of risks of the modern state of Russia’s educational system is performed, and educational inequality as a risk to national security is studied in this paper. Perspectives of state regulation of higher education in view of the national model of socio-economic activities and principles of national security are viewed in this paper. The main directions of improving the educational system in the context of the provision of national security of the state are given in this paper. Research limitations/implications The results of the research could be used for correcting the main directions of Russia’s socio-economic policy in the long term. The central trend of this policy is the reformation of the development of the sphere of education as a factor of the formation of the system of Russia’s national security. Practical implications The results of the research could be used for correcting the main directions of Russia’s socio-economic policy in the long term. The central trend of this policy is the reformation of the development of the sphere of education as a factor of formation of the system of Russia’s national security. Social implications The ideas of the research could stimulate the reconsideration and harmonization of perspectives of the development of social policy of the state, which includes the interaction of the development of higher education and system of national security. Originality/value Originality of this paper consists in setting the problem of the implementation of social senses of the development of state policy in the sphere of higher education into the discourse of theoretical and practical consideration of the problems of national security.

The Object of the Study. Informal employment in Russia, factors affecting the development of informal employment. The Subject of the Study. Socio-economic policy in connection with the development of non-standard forms of employment in Russia. The Purpose of the Study. Developing of proposals for the transformation of socioeconomic policy in the context of the development of non-standard forms of employment in Russia. The Main Provisions of the Article. The main factors influencing the development of non-standard forms of employment are: the development of information and communication technologies and robotics, changing consumer preferences, demographic factors, changing the quality of the workforce, institutional factors, globalization. The proposals on the directions of socioeconomic policy, necessary for a positive impact on the situation with the state and development of precarious work in Russia are substantiated. The objective of such a policy in terms of precarious work is to reduce (reduce to “no”) its risks, expand positive opportunities for the parties to labour relations and society as a whole in the context of the development of the ICT and robotization. Measures are proposed in the field of the “lifelong learning” program, state regulation of the labour market (including in terms of improving the activities of state and non-state employment services, unemployment benefits, electronic personnel management), the development of a social partnership system (primarily in terms of improving activities of trade unions), the development of external institutions affecting the labour market and employment (Tax policy, Informing on the state of legal regulation labor relations). It is advisable to update the National Project “Labour Productivity and Employment Support”, providing for the whole range of issues of promoting productive employment, due to the development of its non-standard precarized forms.

The axiom of present is that Ukraine has a very difficult situation in the sphere of hotel and restaurant business caused by the COVID-19 pandemic. This situation has developed not only due to the underdevelopment of this sphere, also because of the significant shortcomings in the system of the State regulation of entrepreneurial activity in the pandemic, which makes this issue a topical scientific problem. The publication is aimed at analyzing the extant status of operation of the hotel and restaurant business under quarantine restrictions, as well as developing proposals for providing the State support to business entities in order to minimize losses during the COVID-19 pandemic. Theoretical and methodological grounds of research are the basic principles of development of hotel and restaurant business in a crisis, scientific works of Ukrainian scholars. The following methods were used in the course of the research: logical-juristic (to analyze the legislation of Ukraine on measures of the State support for business entities in connection with the COVID-19 pandemic); systematization (defining forms of the State aid); hypotheses and assumptions (in the preparation of proposals for further regulation of the provision of the State support to the hotel and restaurant business). As a result of the research, it is determined that the introduced support measures on the part of the State allowed to reduce the negative impact of the COVID-19 pandemic on the hotel and restaurant sector for the short-term period only. Renewal and further development of this sphere is impossible without the introduction of new approaches to the relations between the State and business, which have established determined in Ukrainian society, without increasing the social consciousness of business and increasing the level of its contact with public authorities. To achieve this goal, it is necessary to improve the system of adjustment of efforts of the State authorities, local self-government bodies and business entities in this sphere.

On august 9th 1980 the Belgian government took a number of important decisions with relation to the ports of Zeebrugge and Antwerp. The author takes this occasion to analyse and to evaluate the existing seaport policy in Belgium. The first section tries to give an answer to the question : why do public authorities intervene in port activities ? Subsequently the article deals with the fundamental data for a port policy until 2000 and with the institutional organisation of this policy. The two last sections present an analysis of the general orientation as far as investment, competition, employment, environment and international relations are concerned. The author arrives at the conclusion that seaport policy in Belgium has to be prepared in a more systematic way and coordinated with other branches of transport, energy and economic policy.
