Public service advertisement which said “Berhentilah Menikmati Rokok Sebelum Rokok Menikmati Anda” is a warning the dangers of smoking which is aired on television. This advertisement is produced by the government to make smokers realize the dangers of smoking among young people especially students. However, this aim cannot be so easily achieved because the community nowadays is not a passive audience but it has moved into active audience. By taking four informants, this study tries to answer the question of how the student smokers among gang understand the advertising messages in public service advertisement which said “Berhentilah Menikmati Rokok Sebelum Rokok Menikmati Anda” on television. A reception analysis is chosen as the research method because this method can see how the audience understands the media messages based on the difference background they have. Based on the results of the study, it is found that four informants are able to negotiate with the advertising message on public service advertisement which said “Berhentilah Menikmati Rokok Sebelum Rokok Menikmati Anda”. The four informants are able to understand the messages from that advertising by using their own point of view. The difference of meaning is affected by two things: the family environment and the existence as a gang member. Two informants receive the advertisement, while two other informants assume that the public service advertisement does not correspond to the reality. AUDIENS DAN IKLAN LAYANAN MASYARAKAT TENTANG BAHAYA MEROKOKklan layanan masyarakat “Berhentilah Menikmati Rokok Sebelum Rokok Menikmati Anda” adalah peringatan bahaya merokok yang ditayangkan melalui televisi. Iklan ini diproduksi pemerintah dengan tujuan menyadarkan para perokok akan bahaya merokok, terutama kaum muda khususnya para pelajar. Hanya saja tujuan tersebut tidak bisa semudah itu dicapai karena saat ini masyarakat bukan kelompok penonton pasif tetapi sudah bergerak sebagai audiens aktif. Dengan mengambil empat informan, penelitian ini mencoba menjawab pertanyaan tentang bagaimana pelajar perokok di lingkungan geng meresepsi pesan iklan dalam iklan layanan masyarakat “Berhentilah Menikmati Rokok Sebelum Rokok Menikmati Anda” di media televisi. Analisis resepsi sendiri dipilih sebagai metode penelitian karena metode ini melihat bagaimana audiens memahami pesan media berdasarkan perbedaan latar belakang yang dimiliki. Berdasar dari hasil penelitian, ditemukan fakta bahwa keempat informan mampu bernegosiasi dengan pesan iklan pada tayangan iklan layanan masyarakat “Berhentilah Menikmati Rokok Sebelum Rokok Menikmati Anda”. Keempat informan mampu memahami pesan iklan yang disampaikan dengan sudut pandang mereka masing-masing. Perbedaan pemaknaan ini dipengaruhi oleh dua hal yaitu lingkungan keluarga dan keberadaan sebagai anggota geng. Dua informan menerima wacana yang di sampaikan, sementara dua informan lainnya menganggap tayangan iklan layanan masyarakat tersebut tidak sesuai dengan realitas.

In order to support the government in overcoming the Covid-19 outbreak, Komisi Penyiaran Indonesia (KPI) has issued several policies related to broadcasting, especially on television. This policy was taken considering that television is still the media with the most audience reach and has a high duplication power in society. Therefore, in every program broadcast to the public, adherence to health protocols is a must. Based on this, it is necessary to examine in depth the role of KPI in overseeing broadcasting and the synergy between Central and Regional KPIs in overseeing broadcasting during the Covid-19 pandemic. The results showed that the KPI in supervising broadcasting during the Covid-19 pandemic played an optimal role in regulating and supervising broadcast content by issuing policies to broadcast the socialization of prevention of the spread of Covid-19 either through Public Service Ads (ILM) or other programs by television and radio. In addition, KPI also issued KPI Decree (KKPI) Number 12 of 2020 concerning Support of Broadcasting Institutions in Efforts to Prevent and Overcome the Spread of Covid-19. Then to follow up on the Circular on news related to the Covid-19 Virus, the Central KPI along with Regional KPI throughout Indonesia conveyed and reminded all Broadcasting Institutions to remain guided by broadcasting rules in broadcasting institutions to convey useful and accountable information.

Mathematics has an important role as aspects of the formation of attitude. Learning mathematics through games traditionally can be used by teachers in carrying out his duty to deliver the material and help the formation of attitudes of the participants his protégé. The activities of this devotion is expected to foster a positive attitude to the students in learning and can change the way the student's point of view towards mathematical subjects. Many traditional games that can be associated with a matter of mathematics. Among them are congkak, engklek, and the bead seats. Through learning with traditional games, students are expected to be more eager to learn math materials. This outreach activity is carried out in SD Negeri Middle 05 Morning located at Jalan Pelita Kingdom RT. 003/RW. 09 Kampung Tengah, East Jakarta. Participants in the activities of the public service this is the teachers and students of SDN 05 Middle morning. The method of implementation of these activities include: observation, documentation, discussion, demonstration, and practice. Activities done with information sharing with teachers of mathematics on alternative delivery and presentation of material that is interesting and fun, one of them using traditional games media-based mathematics. After that describes the media and how to use the Groove provided and any math concepts that fit with the game. In addition to increasing the motivation of children in learning math, the benefits of traditional game among others can develop intellectual intelligence, train motor capabilities, developing emotional intelligence as well as enhance the ability socialize

A large proportion of the media around the world, especially those related to radio and television, belong to the state. In principle at least, there are three different terms to talk about these types of media: (1). The public media that draws on the treasury to present programming that is in the interest of the general population. They do not support any political party, not even the party in power. (2). National media owned by the state and using the treasury money, are also controlled directly by the state. (3). Government media that is owned by the ruling party and uses the treasury money, are also controlled by the ruling party. These three models coexist already in the Arab world since independence. This phenomenon almost removed the clear distinction that existed in principle between the government media and the public media. After the Arab Spring in 2011, however, this distinction remains important. The public broadcaster model was based on a principle that is still justified for most of the world and that the private media alone can not guarantee the pluralism of broadcasting. The problem, however, is that the government media have also largely failed. In several countries, the arrival of private media has pushed governments to exercise editorial control of the public media. The discussion of media regulation is aimed primarily at ensuring that the media financed by the Public treasury exercise their profession with the full independence of the government of the day to which they are entitled, rather than aiming to restrict the freedom of the media that already enjoy full editorial independence. In the Arab world, there have been some attempts to recover and modernize the ideal model of public media, as for example the case of Tunisia, Morocco and Jordan. RESUMO  Este é um ensaio teórico sobre a relevância do conceito de massa utilizado no contexto dos estudos de Comunicação. Há o reconhecimento da importância da mídia na formação de identidades, comportamentos e sociabilidades, a dinâmica vivida na esfera pública promovida por ela e nas relações entre diferentes práticas culturais. Nestes termos, o conceito de massa está completamente superado. Já deveria ter sido superado pouco depois de ter sido inventado. Logo após as primeiras pesquisas de Lasswell sobre as intenções de voto dos norte-americanos, descobriu-se uma teia complexa de fatores, em que eles votavam influenciados por inúmeras variáveis e, portanto, não eram uma massa homogênea, sem identidade, sem rosto. O fato é que, do ponto de vista científico, o conceito de massa, em termos analíticos, é completamente inoperável, é um muro opaco que esconde atributos fundamentais do público receptor das mensagens midiáticas e impede a compreensão dos complexos processos interativos que ocorrem entre eles. PALAVRAS-CHAVE: Massa; meios de comunicação de massa; sociedade de massa; indivíduo.   ABSTRACTThis is a theoretical essay regarding the relevance of the concept of mass used in the context of Communication studies. There is the recognition of the importance of the media in the formation of identities, behaviors and sociability; the dynamics experienced in public space promoted by the media and in the relations between different cultural practices. Therefore, the concept of mass is completely overcome. It should have been overcome shortly after it was invented. In the very first research of Lasswell regarding the intentions of vote of Americans, it was discovered that they voted influenced by countless variables and, therefore, they were not a homogeneous mass without identity or faceless. The fact is that, from a scientific point of view, in analytical terms, the concept of mass is completely inoperable and it is an opaque wall that hides fundamental attributes of the public of media messages and prevents the understanding of complex interactive processes that occur between them. KEYWORDS: Mass; mass media; mass society; individual.   RESUMENEste es un ensayo teórico sobre la pertinencia del concepto de masa se utiliza en el contexto de los estudios de comunicación. Hay un reconocimiento de la importancia de los medios de comunicación en la formación de identidades, comportamientos y la sociabilidad, la dinámica con experiencia en la esfera pública promovida por el mismo y en las relaciones entre las diferentes prácticas culturales. En consecuencia, el concepto de masa está completamente superado. Debería haber sido superado poco después de que fue inventado. Poco después de las primeras encuestas Lasswell sobre las intenciones de voto de los estadounidenses, descubrieron una compleja red de factores, votaron influenciados por muchas variables y por lo tanto no eran una masa homogénea, sin identidad, sin rostro. The government initiative in the implementation of smart city concept is an effort in the management of a city. In the governance of a town, public service is one of the most important aspects. Improving public services requires public role because the society is the direct users of public services. One role of the community in improving public service is to provide information or complaint to the government. However, the media where the public reports such information has yet been optimum. Therefore, the researcher assumed that the public needs certain media as well as some support system where they can make complaints related to public service. The support system is in the form of e-complaint system installed on smartphones equipped with geotagging techniques to determine exactly where the complaint is made (location) and geofencing method to determine which territory the complaint belongs to. In this study, the researcher explained the process of designing module for geotagging and geofencing-based e-complaint system. Several experiments were conducted to find out the accuracy of these techniques. With 94% accuracy, geofencing was a suitable technique to apply. In addition, geotagging techniques using EXIF of a digital image was considered the most suitable technique for the e-complaint system rather than other geotagging techniques.

The Ombudsman as an external oversight body for official performance, in Fikih Siyasah (constitutionality in Islam) is included in the supervision stipulated in legislation (al-musahabah al-qomariyah). Supervision is done so that public service delivery to the community is in accordance with the rights of the community. This is done because in carrying out its duties, officials are very likely to conduct mal administration, which is bad public services that cause harm to the community. The Ombudsman is an institution authorized to resolve the mal administration issue, in which one of its products is by issuing a recommendation. Although Law No. 37 of 2018 on the Ombudsman of the Republic of Indonesia states that the recommendation is mandatory, theombudsman's recommendations have not been implemented. This is due to differences in point of view, ie on the one hand in the context of law enforcement, but on the other hand the implementation of the recommendation is considered as a means of opening the disgrace of officials. Recommendations are the last alternative of Ombudsman's efforts to resolve the mal administration case, given that a win-win solution is the goal, then mediation becomes the main effort. This is in accordance with the condition of the Muslim majority of Indonesian nation and prioritizes deliberation in resolving dispute. Therefore, it is necessary to educate the community and officials related to the implementation of the Ombudsman's recommendations in order to provide good public services for the community, which is the obligation of the government.

The commercialization of meclia in China has cultivated a new journalism business model characterized with scandalization, sensationalization, exaggeration, oversimplification, highly opinionated news stories, one-sidedly reporting, fabrication and hate reporting, which have clone more harm than good to the public affairs. Today the Chinese journalists are more prey to the manipu/ation of the emotions of the audiences than being a faithful messenger for the public. Une/er such a media environment, in case of news events, particularly, during crisis, it is not the media being scared by the government. but the media itself is scaring the government into silence. The Chinese news media have grown so negative and so cynica/ that it has produced growing popular clistrust of the government and the government officials. Entering a freer but fearful commercially mediated society, the Chinese government is totally tmprepared in engaging the Chinese press effectively and has lost its ability for setting public agenda and shaping public opinions.

The topic we have chosen is socially exciting in our days, since its significance is growing on a large scale at all levels of the investigated aspect of our modern life. Democratic institutions are being jeopardized, the difference in the position of social strata of society in society’s access to material goods is growing, and the state of society is suffering from the moral point of view, citizens are losing confidence in the government, and in the top officials of the state.

With the surge of populism in Europe, public service broadcasting has come under increased pressure. The established media are considered part of the corrupt elite not serving the interests of the people. The public service media, for which pluralism is at the core of their remit, are a particular thorn in the side of the populists. Therefore, they attack the financial basis of public service, which is supposed to guarantee their independence. The populist attacks on the traditional broadcasting corporations meet with the interests of neoliberal politics and of those political actors who want to evade public scrutiny and democratic control and do no longer feel committed to democratic accountability. The assaults on the public service media are thus an assault on freedom of the media and further increase the pressure on the democratic system.

Purpose This paper aims to examine different hypotheses concerning the effects of public service motivation (PSM) and other attitudinal or institutional dimensions on organizational performance (OP). Specifically, based on the experience of Chinese provincial governments, this study provides new evidence about how PSM may affect OP. Design/methodology/approach This study collected data from a survey of different provincial government departments in Sichuan Province, Hubei Province, Hunan Province and Chongqing Municipality in 2011. Using data from 761 respondents, Pearson correlation analysis and regression analysis were used to explore the relationships between related factors. Findings PSM, job satisfaction, affective commitment and job involvement have statistically significant effects on OP, and these results are consistent with the findings of previous researches that PSM positively affected OP at a significant level. The results suggest that, if civil servants have a strong PSM, the performance of their organizations will be high. Research limitations/implications Future research should look for additional factors that affect OP, comparing employees’ perceptions of an organization’s performance with objective data to determine whether, and to what degree, subjective measures of performance are valid measures of OP in the public sector. Practical implications In the process of improving government performance, it is significant to give attention to the government employees’ mentality. The government training and promotion system should encourage civil servants to care about the public interest. A more flattened organization should be considered as part of the next steps in government reform, and more opportunities should be provided to involve more government employees in policy making. Originality/value This study helps to clarify the effects of individual factors of PSM on OP in China in a tightly controlled bureaucratic environment, where related data are hardly accessible.
