Tujuan penelitian adalah untuk mengetahui problematika yang dialami guru dan upaya yang dapat dilakukan untuk mengatasi hambatan dalam penerapan pendekatan saintifik pada pembelajaran PPKn. Penelitian ini merupakan penelitian deskriptif kualitatif. Data dikumpulkan melalui wawancara, observasi, dan dokumentasi. Keabsahan data dalam penelitian ini ditetapkan melalui teknik triangulasi. Hasil penelitian menunjukkan bahwa problematika guru dalam penerapan pendekatan saintifik, antara lain: (1) keterbatasan kompetensi guru; (2) ketimpangan sarana dan prasarana; (3) keterbatasan waktu dan biaya; (4) minimnya kreativitas dan inovasi; (5) kurangnya antusiasme, motivasi, dan rasa ingin tahu peserta didik; (6) rendahnya kemampuan berpikir kritis, menyelesaikan masalah, dan mengambil keputusan; (7) kurangnya kemampuan komunikasi dan kolaborasi; (8) rendahnya minat baca; (9) kurangnya literasi informasi; (10) rendahnya literasi teknologi informasi dan komunikasi (TIK); (11) keterbatasan pelatihan dan sosialisasi mengenai perencanaan, proses, maupun evaluasi pembelajaran. Solusi yang dilakukan guru untuk mengatasi hambatan dalam penerapan pendekatan saintifik dalam pembelajaran, antara lain: (1) mengikuti seminar, pelatihan, dan kegiatan MGMP; (2) menjalin kerjasama dengan kepala sekolah, waka kurikulum, dan rekan sejawat; serta (3) membangun hubungan kemitraan antara guru dengan wali murid. --------------------------------------------------------------------This study aimed to reveal the problems experienced by teachers and the efforts to overcome obstacles in implementing the scientific approach toward civics and citizenship education. This study used qualitative descriptive method. Data collected through interviews, observation, and documentation. The validity of the data in this study determined through triangulation techniques. The results of the study showed that the teachers’ problems in applying the scientific approach included: (1) the limitations of the teachers’ competency; (2) inequality of facilities and infrastructure; (3) time and cost limitations; (4) lack of creativity and innovation, (5) lack of enthusiasm, motivation and curiosity of the students; (6) lack of critical thinking, problem-solving, and decision-making skills; (7) lack of communication and collaboration skills; (8) low interest in reading; (9) lack of information literacy; (10) low information and communication technology literacy (ICT); (11) limited training and socialization regarding learning planning, process and evaluation. The solutions made by the teacher to overcome the obstacles in applying the scientific approach on learning included: (1) attending seminars, training programs, and MGMP activities; (2) collaborating with the principal, the vice-principal, and colleagues, (3) and fostering collaboration between teachers and parents.

  In this digital era, all information and communication technology emhanched faster all the time. This issue gives a big chance on communication practice become more effective than before. Hence, to full the tight competition on digital era such as online media, the researcher wanted to investigate about applying ethic of journalist code in the online media and in journalist understanding to the ethic journalist code. The researcher used qualitative descriptive method which oriented on the field research and literature. On the other side, the qualitative research also directs into the finding of basic theory which is emphasized the process over the result. It also limits the research with the focus which has criteria on finding the trustwothiness dta. Based on the result on the research about applying ethic of journalist code in the Islamic rubrik OASE at Depok POS.com, online media in Depok POS always apply the ethic of journalist code with colaborate on that ethic such as the way which always used in the field by journalist and the ethic of journalist understanding are the specific detail and detail things which manage about how should the media worker such as journalist, editor, chief of reporter, news achor and every profession which can called a journalist can behave on ethic of journalist code. Further, ethic of journalist code is the basic of journalist thought.

The development of information and communication technology (ICT) has been implemented in various fields, including in government. To support the implementation of e-Government (e-Gov) and improve the quality of public services, many technology-based applications have been created by government agencies, both central and local governments. DISKOMINFOARPUS Cimahi City built an application called SILPa KAMI to support the vision of Cimahi Smart City. This study uses a qualitative descriptive method that aims to determine how the implementation and sustainability of the SILPa KAMI application and what kind of characteristics the agencies should have so it can replicate this application. The results of the study reveal that the implementation of the SILPa KAMI application is running well because it has fulfilled various success factors of e-Gov implementation which is also marked by the sustainability even though there are still obstacles. Also, the use of ICT based on the e-leadership aspect, the information network infrastructure aspect, the information management aspect, the business environment aspect, as well as the community and human resources aspect has been optimally utilized. This application is relatively easy to be replicated by other agencies. The agencies that can replicate this application must have the availability of budget, the availability of related facilities and infrastructure and the availability of reliable ICT managers.

This study aims to review the use of ICT in learning at SLB N Boyolali, with all educators in the school as respondents. This study uses a qualitative descriptive method with a case study approach, and examines the use of ICT using strategic management theory by David (2011). Data collection techniques used in this study were observation and interviews. The data analysis used was Creswell's analysis and interpretation technique. The results of the study show that ICT in learning in terms of strategic planning, implementation, and evaluation have not been fully utilized by all educators and not all students get the same learning experience. This is due to the lack of understanding of educators in utilizing information and communication technology is still very limited.

This research was aimed at finding out how the condition of students interest in writing procedural text by using Cooking academy game at Telkom Senior high School. As a student learning by ICT (Information and Communication Technology) becomes a fundamental requirement in determining quality and effectiveness of learning process. This research was conducted at eleven grade students at Telkom senior high school with 34 students as a sample. This research used a qualitative descriptive method. The data instruments were questionnaire  and interview. The result showed that most of the students had difficulties in writing procedural text, they and needed a media for helping them in learning process. Based on the interview of the students Telkom senior high school interested in Cooking Academy game in writing procedural text, after doing Cooking Academy game their vocabulary became more varied and easier poured into a text and writing process became more interesting and enjoyable, they could used it anytime and anywhere. Keywords: Analysis, Writing, Cooking Academy

In this contemporary era, the forms of public service in Indonesia have become increasingly practical and instant. Conditions like this to illustrate how the phenomenon of McDonaldization began to plague into public service systems, one of which is with the public service system e-Filing DJP Online. E-Filing DJP Online is an application of public services based on information and communication technology implemented by the state tax execution agency to provide easy access to services for the Taxpayers in Indonesia. The purpose of this study is to see how the principles of McDonaldization are applied in the public service system of tax agencies through the DGT Online e-Filing system. The theory approach used is McDonaldization Theory by George Ritzer, and the concept of Public Service. The method used is qualitative descriptive, with literature review approach. The results show that the DGT Online e-Filing system applies the principles of McDonaldization in the form of its services, namely: efficiency, quantified and qualified services, predictability, control, and ultimately the rationale for irrationality of service.Keywords: McDonaldization, Public Service, Tax, e-Filing

In order to promote utilizing the available resource made in any library information has to be taken to the door step of a clientele a such information and communication technology will serve as a catalyst in doing that. This paper has explored the role of information and communication technology ICT in academia and as well as the strategies used in propagating the available services in an academic library this is because tailor made information it is highly required so as to avoid wasting the precious time of academicians and this can be only achieving with the help of information and communication technology software, therefore, descriptive method was adopted in the methodology of this study.

This study aims to describe the initial competency of the training participants in the Substantive Technical Training on Competency Enhancement of Multimedia-Based Learning Media in the Ministry of Religion of Pangandaran District in 2018 totaling 30 people. The study used descriptive method with a research instrument in the form of a closed questionnaire to all training participants and simple data processing in percentage form. The results showed that the initial competency of participants in the word processing program was 28.89%, internet for learning 33.33%, basic concepts of hardware and software 34.67%, number processing program 35.56% and word processing program 47.78%, so that the average of all aspects of the program is at 35.78%.  Keywords: Initial Competency, training, Information and Communication technology, multimedia.
