The objective of this research is to examine the implementation of transfer of training in regional employees services agency, Yogyakarta special administrative region. the research used descriptive qualitative research methods. Research results show that the implementation of transfer of training in regional employees services agency, fosters the acquisition of knowledge, both during training exercise and from working colleagues. Employees of the regional employees services agency implement knowledge that they acquire during training that entails takes theories and practices as well as in modifying the implementation of core task and functions. This research found significant influence, include a) internal factors that comprise facilities, leadership support and working colleagues, and reward and punishment; b) external factors that comprise central government policy that by and large, is not commensurate with those implemented at local government level, and technology.Keywords: human resource development, Transfer of Training

For the past three decades Ghana’s democratic decentralisation policy has sought in vein to establish a local government system capable of pursuing Local Economic Development (LED). One of the major impediments has been the insincere implementation of fiscal decentralisation for the local government to provide the enabling environment for LED. This paper employed primary and secondary data from the Wassa East District Assembly (WEDA) to assess the progress so far in Ghana’s fiscal decentralisation and its effect on LED. The paper highlights the potential benefits of LED and the incapacitation of the District Assembly by the Central government for LED financing. The paper again reveals the effects of the constraints of fiscal decentralisation on LED at the local government level and makes policy recommendations towards effective fiscal decentralisation for improvement in LED.

This study aims to determine the learning process by using the book entitled uqudul Juman fi Al-ilmi almaani wal  Bayan and to know the learning problems by using the book in Qudsiyyah Islamic High School, along with solutions. This is a qualitative study by using observation, interviews, questionnaires methods, and documentation as the technique of collecting data. The results of this study show that the process of learning by using the book Syarh uqudul Juman Fi ilmu almaani wal bayan in Qudsiyyah Islamic High School Kudus is using the deductive method, while learning problems include the problems caused by internal factors which consist of learning materials, teacher, student, methods and time allocation. While the problems caused by external factors consist of the role of stakeholders, funding sources of school development and government policy.

One of the efforts to develop village economic in West Sumbawa Regency is to establish and develop Village Owned Enterprise (Bumdes) based on agriculture. The purpose of this research is to find out internal and external factors of Bumdes based on agriculture; and formulating strategies for developing Bumdes based on agriculture in West Sumbawa Regency. This research was conducted in West Sumbawa Regency. 40 respondents were selected by purposive sampling. This research method is survey method. The instrument validity test was carried out with the Pearson Product Moment correlation technique, and for the reliability test with the Cronbach Alpha formula. Data collected were analysed using SWOT analysis. The results show that internal factors in the form of the main strength of Bumdes based on agriculture is the business managed by Bumdes serving the basic needs of community, while the main weakness is the capacity of managers managing Bumdes still lacking, and the absence of marketing networks. For external factors, the main opportunities of Bumdes based on agriculture are the support of local and central government regulations, the area and potential of agriculture can be developed optimally as well as the development and expansion of agricultural businesse, while the main threats of Bumdes are the lack of community participation in Bumdes activities. Results of  SWOT analysis, the strategy Bumdes based on agriculture in West Sumbawa Regency can be done using the W-O (Weakness-opportunity) strategy, which is a strategy that minimizes the weaknesses that are owned to seize opportunities. The objective of the study is: Analyzing a good strategy in the development of the Fisheries Resources in West Southeast Maluku District, so as to provide a decent income for communities and regions. This research is done by using the method of SWOT Analysis (Strengths, Weaknesses, Opportunities, Threats) by looking at internal and external factors that exist. The research results indicate that internal factors, which become the strengths in the management of the fishery sector are the potential of Natural Resources, the availability of a reliable workforce, the potential of the sea in West Southeast Maluku District, improving the management of natural resources in the field of fisheries, and policies of the Government of the district in managing fishery sector. While the weakness of the internal factors are quality of human resources that are still relatively low, lack of education for the workers, the availability of infrastructure, lack of good understanding in technology, and lack of support from formal and informal institutions. External factors which become opportunity are regional autonomy, national policy for marine, support from the central government, and market potential. While the threats of external factors are the condition of the natural, social and cultural, illegal fishing, the limited supply of energy, and the price of the product which is not stable. In short, to improve the good management of the fishery sector in West Southeast Maluku District, then through a SWOT analysis, all elements of society in the district, especially the local government should optimize its strengths and opportunities that exist, as well as seeking alternative policies to reduce its weaknesses and threats which exist.

The objective of study is to determine the causes of delays in the absorption of De-concentration (Decon) and Co-administration Task (TP) budget at the level of Work Unit. In carrying out its function as an agent of the Ministry of Maritime Affairs and Fisheries (DKP). The Work Unit has developed operational plan, nevertheless it plan could not be followed up. Such condition surely has consequences on the budget absorption at the Work Unit. This study is a qualitative study using a case study approach. The study uses a holis-tic single case study. The results indicate that there are many obstacles encountered by the Work Unit in carrying out its daily activities related to budget absorption. The obstacles may be from internal factors and external factors. The strong intervention of principal in Decon and TP budget is a key issue of the external factor that makes the Work Unit unable to be consistent to the operational plan drawn up. Besides, the procurement of goods and services through the Procurement Services Unit is also an obstacle for the Work Unit in executing the work using tender mechanism. Other external factors are the mechanisms of Money Supply (UP) and the Change of Money Supply (GUP) that cause the Work Unit to get difficulty in setting up funds for activities. Meanwhile, the internal factors that con-strain the Work Unit are issues concerning Human Resources, Standard Operating Proce-dures and Performance Evaluation that have not been implemented well in the internal Work Unit. The theoretical implication of the study is the dominant intervention of the principal (central government) to the agent (Work Unit) is a resistance to the implementa-tion of the values of effectiveness and efficiency in the concept of good governance.

A qualified opinion (WDP) on LKPD Tapanuli Tengah Regency has become the focus of attention of the government in revamping asset management. The low performance of local official asset Manager caused problems in fixed assets, namely non-compliance with relevant regulations, operational procedures that are less clearly understood, and administrative error in asset management. The purpose of this sudy were to 1) Describe the system of supervision and controlling of local asset management; 2) Analyze internal and external factors in the asset management dan 3) Formulate strategy for improving the performance of the apparatus asset managers. The method used was the determining factor SWOT IFE and EFE, obtained in the form of a matrix IE grand strategy and prioritized through a matrix of pairwise comparison (pairwise comparisons matrix). This study used 74 respondents from 51 SKPDs composed of heads of office and local official asset managers. The results showed that the highest weight was found in internal factors. For external factors are the central government regulation of governance of regional assets, and governance support in accordance with the rules of government policy in favor of asset management. The highest strategic priority was to increase support government policies, both national and local human resource development to improve the competence of local asset managers through training to facilitate the administration of the assets in accordance with the rules of governance.Key words: External Factor, Good Governance, Internal Factor, Priority strategy, Qualified Opinion  ABSTRAK Opini wajar dengan pengecualian (WDP) atas LKPD Tapanuli Tengah menjadi fokus perhatian pemerintah dalam pembenahan pengelolaan aset. Rendahnya kinerja pengelola aset menyebabkan permasalahan pada aset tetap yaitu ketidakpatuhan terhadap peraturan terkait, prosedur operasional yang kurang jelas dipahami, kesalahan administratif dalam pengelolaan aset. Tujuan penelitian adalah 1) Mendeskripsikan sistem pengawasan dan pengendalian pengelolaan aset daerah, 2) Menganalisis faktor internal dan external pengelolaan aset, 3) Merumuskan strategi peningkatan kinerja aparatur pengelola aset daerah. Metode yang digunakan adalah SWOT (IFE dan EFE), diperoleh grand strategi berupa matriks IE, dan di prioritaskan melalui matriks perbandingan berpasangan (Pairwise comparisons matrix). Sampel penelitian ini terdiri dari 74 responden dari 51 SKPD terdiri dari pejabat dan pengelola aset. Berdasarkan hasil penelitian diperoleh bobot tertinggi pada faktor internal. Untuk faktor eksternal, peraturan pemerintah pusat tentang tata kelola aset daerah, untuk mempermudah tata kelola sesuai dengan aturan kebijakan pemerintah dalam mendukung Pengelolaan Aset. Prioritas strategi tertinggi adalah Meningkatkan dukungan kebijakan pemerintah, baik pusat dan daerah dalam pengembangan SDM dan peningkatan kompetensi pengelola aset daerah melalui pelatihan penatausahaan aset untuk mempermudah tata kelola sesuai dengan aturan.Kata kunci: Faktor Eksternal, Good Governance, Strategi Intensif, Faktor Internal, Strategi Terintegrasi

BACKGROUND: Development of Health Index becomes important in measuring development. The development of the Health Index in Aceh Province is influenced by several internal and external factors. AIM: The purpose of this study was to analyse the factors that influence the health index as well as formulate a health index development strategy for Aceh Province METHODS: The method used is quantitative with a survey approach. This research was conducted from January to March 2019 in Aceh Province. Participants were determined as many as 50 stakeholders using the purposive sampling method. Data was collected in the form of primary and secondary data. Primary data were obtained through questionnaires and interviews with key stakeholders such as the Aceh Provincial Government, regional authorities within the Aceh Province (Agency, Bureau, Office, Hospital, etc. Secondary data was obtained from relevant research reports, government regulations, and others. The SWOT analysis was used to identify internal and external factors, strategies for developing the health index of the Aceh Province. RESULTS: Sixteen factors influence the development of a health index in the province of Aceh. Analysis of internal and external factors has identified five strength factors, six weakness factors, five opportunity factors, and five threat factors. The internal factors (strength) that influence the development of the health index are the increasing role of the provincial government in improving health (0.437). Internal factors (weaknesses) that influence the development of health indices in the province of Aceh are the low quality of human resources in the health sector (0.336). External factors (opportunities) that influence the development of health indices in Aceh province are support from the central government with a value (0.399). External factors that pose a threat to the development of health indices in Aceh province are the ability of the community to finance health with a value (0.437). The results of the SWOT analysis of the condition of the development of the health index are currently in squared II (Strategy Diversification). This condition shows that the development of the health index faces a big threat. Alternative strategies for the development of health indices can be done by increasing the allocation of health spending, increasing partnerships with the private sector in implementing health programs, cooperation between the central, provincial and district governments in improving policies and improving service quality. CONCLUSION: Some factors influence the development of the Health Index in Aceh Province. Internal factors are the role of the provincial government in improving health, and the low quality of human resources in the health sector. While external factors are the existence of support from the central government, and the ability of the community to finance health.

The article considers the prerequisites for the implementation, nature and significance of institutional measures to counter corruption at the local government level in Russia during the reforms of the 50-ies of the XVI century. The problems of evolutionary development or deliberated formation of new ways of combining public and private interests at the local level, interchangeability and complementarity of different forms of state administration, regional and local self-government are put. The article shows that in the search for ways to counteract abuse by vicegerent, the Central government gives wide powers to the bodies of local self-government. But the state will be able to completely abandon the vicegerent system only by the beginning of the XVII century. In turn, corruption costs were also evident in the activities of local authorities, which forces the state to create additional internal institutional mechanisms, and to impose anti-corruption expectations on new bureaucratic bodies voivodes, which were becoming a local continuation of the prikaz system.

This paper investigates the laws and regulations of China on the intelligent connected vehicles (ICV). After analyzing the current Chinese laws that are related to the ICVs, this paper makes a list of challenges that the current legal framework needs to face if (1) the ICV-related laws are not revised or new laws are not passed, and (2) there are no regulations or rules made to govern the legal issues of the ICVs. Then this paper starts to focus on the research into the national regulations and local government rules. In this part, literature review of the regulations of the central government and the rules of the local government is completed to investigate how this hybrid model works for the development of ICV industry in China. Detailed analysis of text of provisions is provided. The results indicate that the interaction and interconnection of the regulations at the national level and local government level form an underlying framework for the Chinese ICV industry by providing guidance, policies, and implementation rules.

The government has done many efforts in managing poverty problem, but the poverty problems were still unsolved and it didn’t have any real comprehensive solutions yet. The results were, first: the implementation of government policy was still ineffective, because of internal factors namely culture and low educational level and the external factors like there weren’t any valid data and mapping about poverty profile, and specific comprehensive goverment policy and law. Secondly, the main problems regarding to the poverty management were education, skill, and government policy that still using “project”  paradigm and aid, there was no exact regulation and institution focused in managing poverty problems and culture. Thirdly, the effective Pemda policy models by create Perda and make composed specific regulation and institution empowering programme. Keywords: government policy, poverty, problem solving models.
