Currently, the conditions for admission to higher education in Russia can provide centralization of the procedure for competitive selection of applicants across the country to increase the transparency and openness of this process in relation to applicants, and to reduce the costs of universities for the organization of the admission campaign. The core of such centralization could be the federal information system for USE and admission, but at present there are no algorithms for competitive selection. The paper proposes a modification of the existing mathematical model for the organization of centralized competition for the enrollment to higher education institution in Russia, that is a multi criteria task of optimizing the criterion function of educational institutions of higher education (the higher education system as a whole), corresponding to the enrollment of applicants with the highest score according to the results of the entrance examination, ready to continue education , and the target functions of applicants, consisting in the enrollment to the most interesting (top priority) speciality or major training program. To rank applicants, a modification of the evaluation function is suggested, including a new term intended for the ordering of applicants with the same score based on the results of entrance examinations and evaluation of individual achievements. Also, a heuristic iterative algorithm for solving the formulated multicriteria optimization problem is provided based on the search for a solution for one university under condition of indicating a number of specialties and training program in the applicant’s application for admission. The speed of the algorithm is considered as logarithmic by means of a specially developed program. It is shown that the algorithm is applicable for calculating the competitive all-Russian situation in terms of execution time.

Advance in the world academic rankings remains one of the priorities of development of the Russian higher education determined by the President and the Government of the Russian Federation.As an axiom authors adopted the provision that the academic ratings are the tool of assessment of level of competitiveness of the national universities, and a rating position of the university – a peculiar integrated indicator of its competitiveness. Authors offered hierarchy of levels of competitiveness of subjects of the higher education system. The results of the analysis of dynamics and the current position of the Russian universities in the world academic rankings (on the example of the rating of QS), analysis of participation in the rating of the QS universities of the countries of EEU and also analysis of perception of a rating position of the university by potential customers and consumers of educational services are given in the article. By an empirical way it is proved that ones the interest of target audience in a rating position of the university as to an indicator of its competitiveness and as to criterion for selection of higher education institution grows. Methodological basis of the research conducted by authors of article were the principles of scientific knowledge: logical and historical. Methods of the structural, comparative and statistical analysis are applied.

Currently, cooperation between business community and higher education institutions is a priority trend of the Russian higher education system. We consider the European practices of cooperation between universities and potential employers which is being implemented in the Russian HEIs within the project “Evaluation of Quality of Cooperation in Education Ecosystem as a Mechanism for Building Professional Competencies - E3M” approved for funding within the European Commission Tempus IV in 2013. The paper dwells upon the state of cooperation between Nizhnevartovsk State University and local business community, considering new market conditions, and offers solutions to the challenges of productive cooperation with potential employers with the view of the best practices implemented by European partner universities and project consortium members. The paper addresses the topical issue of implementing the Bologna system in the Russian higher education since its entering the common educational environment in 2003 and that of English as a Medium of Instruction (EMI) as a language of instruction in Russian universities. The article presents the analysis of the current sources on the topic surveying the data on EMI in the higher educational institutions in Russia and abroad. The data show significant advancement in the system of EMI in foreign countries whereas in Russia the process of establishing such a system is still under development. The undertaken research reveals sufficient discrepancies between the present day demands for the formalized layout of the EMI structure in the Russian higher education system and it's functioning in work. The author dwells on the topic at hand highlighting the importance of not only maintaining the structure of English as a Medium of Instruction in Russian universities but also designing and implementing the national system of such instruction in correlation with the global standards.

The features and problems of using interactive, active and distance educational technologies in the process of teaching the educational discipline «Macroeconomics» in the preparation of bachelors in higher educational institutions of economic and managerial profile have been analysed. It has been proved, that the above-mentioned educational technologies, while being an urgent necessity and a mandatory requirement of the educational process in the digital age, include various types of breakthrough technologies in modern interdisciplinary scientific research, higher education, economic sciences. It has been substantiated, that these educational technologies are a chance for higher education in the Russian Federation to take a leading position in the world ranking of educational institutions in the context of the country’s membership in the World Trade Organization. The author’s technique of innovative teaching methods in the discipline «Macroeconomics» in the oldest Russian higher education institution has been presented.

The article presents theoretically-methodological research conducted to characterize the process of academic mobility as an integral part of international educational landscape of the late XX – early XXI century, and at the same time as one of the forms of national policies of internationalization of higher education, which is in considerable demand when it comes to realization of effective professional activity in the globalized world of the late XX – early XXI century. This form ensures quality of educational services provided by national higher education institutions, ensures innovative character and attractiveness of national higher education for potential students (including foreign citizens). All this, in turn, strengthens the competitiveness of national educational institutions. The aspectual analysis of the mentioned processes allows to state that internationalization of national higher education involves any activity within the system (or institution) of higher education carried out with the involvement of foreign (intercultural) experience, which touches upon all subjects of educational process. International academic mobility provides for the possibility during the period of study to study one or more semesters in a higher education institution of another country, including disciplines (credits) and the period of study. Given the above, it is important to study the existing European and world standards of quality of academic mobility, developed and implemented to ensure the effective implementation of national policies of internationalization.

Education has been considered as an indispensable asset of every individual, community and nation today. Indias higher education system is the third largest in the world, after China and the United States (World Bank). Tamil Nadu occupies the first place in terms of possession of higher educational institutions in the private sector in the country with over 46 percent(27) universities, 94 percent(464) professional colleges and 65 percent(383) arts and science colleges(2011). Studies to understand the profile of the entrepreneurs providing higher education either in India or Tamil Nadu were hardly available. This paper attempts to map the demographic profile of the entrepreneurs providing higher education in Arts and Science colleges in Tamil Nadu through an empirical analysis, carried out among 25 entrepreneurs spread across the state. This paper presents a summary of major inferences of the analysis.

Analysis and consideration of current migration trends in our country, in particular mass interstate migration movements in the context of Ukraine's participation in the European and world migration space, are considered among the important factors in shaping its national policy. Educational migration is a special threat to the socio-economic development of the country and sustainable development of society, as the formation of highly qualified personnel, accumulation of intellectual capital, and increasing scientific and technological potential of the country are among the important factors of economic and social progress. Due to the intensification of interstate migration flows and the development of the quality of the higher education system in foreign educational institutions, migration for education takes a larger share, which is mostly accompanied by constant migration and departure of Ukrainian citizens for permanent residence abroad. The analysis of publications on this issue proves the urgency of educational migration research, and today it remains important to analyze trends in educational migration, find mechanisms to counter the transformation of Ukraine into a country of origin of educational migrants, as well as their repatriation. The article analyzes the educational migration processes in Ukraine in the regional context. The main regional centers of higher education are identified. The focus is on the migration intentions of the population to study abroad and a comparative description of the educational systems of different countries. The order and stages of the admission campaign in foreign educational institutions are described. The essence and features of educational migration are studied and the main reasons that help Ukrainian students to choose foreign higher education institutions are highlighted. The main causes and consequences of educational migration, as well as potential opportunities for educational migration, are identified. Certain benefits and costs associated with educational migration processes are justified. The directions of development of educational migration and effective migration system in Ukraine and its regions, which should take a worthy place in the migration policy of the state, are offered.

Service rules make it easier for an institution to pursue higher education. In order to ensure quality education, it is essential that educational institutions have service rules. The service rules of university employment are considered to be conducive to the higher education system. On this article discusses the importance of service rules. Each step of the service rules is shown with the help of diagrams and each of the steps is discussed separately. To certify higher education has played a noteworthy part in Bangladesh. The rules clearly specify the rights and duties of workers and employers where every institution must have its own service rules regulating any employment but cannot be contradictory to any establishment of the labor laws. Job satisfaction is considered as a vital determinant of job activities. Some of the universities are providing quality education but rests of them are not quality concerned, most of them are depending on Daily basis teachers, poor infrastructures, without service rules etc. The trial was taken on a random basis from four private universities in Bangladesh. The sample size is forty-five. The result of this study shows that about job satisfaction level of employees in the selected universities. In the end, based on results, researchers have offered some suggestions that can be taken into thought in strategy level.

The work is dedicated to analyzing the management challenges of higher education institutions, which are discussed from two different angles: the management process and its supporting - ergonomic and infrastructural issues. The work is accomplished under the auspices of the Human Potential Management Laboratory at Ivane Javakhishvili Tbilisi State University. The present work is a continuation of the previous research items, which were devoted to studying the perceptions of university challenges. The work is based on the qualitative analysis of the Georgian higher education system and Ivane Javakhishvili Tbilisi State University management mechanisms, also the research analysis on the attitude towards the current challenges of TSU Economics and Business Faculty students and the academic personnel. 62% of the total composition of the academic personnel participated in the surve. The questionnaire included 48 closed and two open questions. The data was developed in the program "SPSS-Statistics”. Preliminary hypotheses have been verified by statistical methods. Person correlation test, the Chi-square tests and linear regression, namely the ANOVA test are used to analyse the results. The analysis of the challenges based on the qualitative and quantitative research became the basis of searching ways to improve the management strategy of higher educational institutions. The challenges identified in the work and the suggested recommendations will help the stakeholders interested in the issue/field.

El ser humano siempre ha puesto su curiosidad e ingenio para mejorar su calidad de vida, siendo la comunicación una de las áreas más destacadas debido a su notable rol socializador. La convergencia de los avances en electrónica, informática y comunicaciones transmutó en la telemática y en la creación de la Internet, que ha interconectado al mundo y todos los ámbitos del acontecer social. La educación, proceso netamente social, ha sido impactada por el advenimiento de la Internet desde la década de los noventa, modificando no sólo el tipo de recursos utilizados en el proceso didáctico de facilitación y adquisición de aprendizajes, por sus dos actores protagónicos: docentes y estudiantes, respectivamente; sino también, la cultura de las instituciones educativas, las cuales como en el caso Venezolano, por imperio de la ley, deben incorporar en su misión y planes de desarrollo organizacional, las Tecnologías de la Información y Comunicación (TIC). Transcurridas dos décadas de haber sido establecido como prioridad el uso de la internet en las instituciones educativas, ergo en las Universidades Venezolanas, en el presente artículo se analizan, bajo la visión de los mundos Popperianos (Popper, 1986), dos instituciones universitarias, una pública y otra privada; para determinar si el uso didáctico de las TIC responde a una expectativa o a una aspiración y si ésta, es personal o institucional. The convergence of advances in Electronics, Informatic and Communications transmuted into Telematic and the creation of Internet, which has interconnected the world and all social environments. Education, truly a social process, has been impacted by the arrival of the Internet since the 90s, modifying not only the type of resources used in the didactic process of facilitation and acquisition of knowledge involving their two main protagonists: teachers and students, respectively; but also the culture of the educational institutions, which, in the Venezuelan case, by law, must incorporate in their mission and organizational developing plans, the Information and Communication Technologies (ICT). After two decades of establishing the use of Internet as a priority in educational institutions, mostly in Venezuelan universities, in the present article two higher education institutions are analyzed using the Popperian vision (Popper, 1986): one private and one public; to determine if the didactic usage of ICT responds to an expectation or to an aspiration, and as such, if it is personal or institutional. A dissatisfaction of the legal expectation was evidenced, which turned in an institutional aspiration, due to the existence of a negative and general predisposition of teachers and students towards the use of ICT as resources for the mediation of didactic processes in today’s society, which highlights the important role of the personal affective component; in this case, digital affectivity (Goncalves, 2015) for the accomplishment of goals that a higher education institution has established.Keywords: ICT, Didactic Usage, Higher Education, Digital Affectivity.
