         Asulait search light on the financial indicators and the types of ease of indicators acts and statement impact in the creation of direct and indirect foreign investment attractive investment environment, and today are competing all over the developed and the developing world by improving financial and administrative their systems to provide various facilities for polarization through the development of the financial system on the one hand, and on the other hand provide incentives and reduce all kinds of administrative procedures that have been put forward and described in the report that the HRA issued to ensure investment and report the investment climate, and the union of these two objectives become the investment environment attractive for investment thereby enhancing the contribution to the economic development which is the target of seeking to achieve all countries, including Iraq  .

While there is a relatively extensive literature concerning the nature of smart cities in general, the roles of corporate actors in their production, and the development and deployment of specific smart city technologies, to date there have been relatively few studies that have examined the situated practices as to how the smart city as a whole unfolds in specific places. In this paper, we chart the smart city ecosystem in Dublin, Ireland, and examine how the four city authorities have actively collaborated to progressively frame and mobilise an articulated vision of Dublin as a smart city. In particular, we focus on the work of ‘Smart Dublin’, a shared unit established to coordinate, manage and promote Dublin’s smart city initiatives. We argue that Smart Dublin has on the one hand sought to corral smart city initiatives within a common framework, and on the other has acted to boost the city-region’s smart city activities, especially with respect to economic development. Our analysis highlights the value of undertaking a holistic mapping of a smart city in formation, and the role of political and administrative geographies and specialist smart city units in shaping that formation.

This paper addresses two sets of questions. First, it discusses the claim that foreign direct investments (FDIs) play a positive role in economic development and concludes that there is insufficient evidence to support this claim. Second, the paper investigates a potential link between the volume of FDIs and WTO membership. It finds that the impact of WTO membership on the volume of FDIs is insignificant statistically. In spite of negative findings, the paper supports the continuation of WTO negotiations. It attracts attention to the fact that the negotiations stimulate the creation of favorable investment climate in Russia on the one hand and prevents politically powerful companies from obtaining individual concessions on the other.

AbstractThis article presents the role of clusters in the Polish innovation system. This role has evolved in recent years due to maturing of cluster organisations and the expansion of their ability not just to provide services for cluster members but also to perform selected public tasks. This study aims to provide a better understanding of the nature and extent to which clusters can contribute to the objectives of development policies and thus to the economic development of the Polish economy and answer the question what role clusters can play in the innovation system. Based on a survey of 44 cluster organisations in Poland and interviews with cluster managers, the study explores the possibility of engaging Polish cluster organisations in the implementation of public policies. The results confirm that many of the Polish clusters achieved such a level of development that they themselves see the possibility of engaging in public tasks, for example education and specialised training, helping enterprises in digital transformation, monitoring technological trends, and so on. Therefore, it is justified pursuing a dual cluster policy. This duality means focus on two objectives: supporting cluster organisations on the one hand and implementing cluster-based development policies on the other hand.

Along with the adoption of environmental public interest litigation (EPIL) in China, the configuration among civil society, administrative, procuratorial and judicial powers is reshaped and transformed. With various actors brought to the public interest ground, the conventional role of governments as a public interest defender through law enforcement activities is distorted. This, on the one hand, spurs and supplements insufficient government enforcement of environmental law, and on the other hand poses the danger of supplanting government enforcement, crowding out statutory responsibilities for governments and eroding their discretion in selecting regulatory tools and administrative procedures. To reach a balance making no power excessively intruding the other and bring PIL’s potential into full play, realignment of their respective roles and functions in the enforcement system is imperative. Government enforcement should be strengthened and given priority in vindicating environmental public interests. Pre-conditions for filing different types of EPIL claims should be established and specified. To develop an internally coordinated EPIL system, the future reforms should be legally underpinned with the order of standing coordinated, concurrent claims screened, connection arrangements established and the usage of incidental litigation promoted.

Резиме: Порески подстицаји углавном имају форму изузимања од опорезивања или умањења пореског оптерећења и стимулативно утичу на привлачење страних улагања која су веома битан услов за економски развој земаља у развоју и транзицији. Усвајањем неопходних системских закона и формирањем стимулативне пореске политике, у Републици Србији и Републици Српској се континуирано ради на унапређењу инвестиционе климе с циљем већег привлачења домаћих и страних улагања. Пажња аутора усмерена је ка: а) теоријској анализи пореских подстицаја и утицаја пореске конкурентности на токове страних директних инвестиција, са посебним освртом на ове токове у земљама у развоју и транзицији, б) прегледу најважнијих врста пореских подстицаја за привлачење страних инвестиција у Републици Србији и Републици Српској.Summary: Tax incentives generally take the form of tax exemption or reduction of tax burden and have the stimulating effect on attracting foreign investments that are very important condition for economic development of developing and transitional countries. By adopting necessary laws and forming stimulative tax policy, in Republic of Serbia and Republic of Srpska investment climate is continually improved in order to attract more domestic and foreign investment. Authors` attention is focused on: a) theoretical analysis of tax incentives and impact of tax competitivness on the flow of foreign direct investments, with special emphasis on these flows in developing and transitional countries, b) summary of most important tax incentives for attracting foreign investements in Republic of Serbia and Republic of Srpska.

At the present stage of development of the world economy, an important and urgent issue is the development of investment activity, attraction and use of foreign investments. Almost all countries of the world focus their efforts on increasing the investment attractiveness of foreign investments and increasing their volume in the national economy. Ukraine's investment attractiveness is one of the most important elements on which the country's welfare, economic development, production, enterprises and business are based. The need to attract foreign investment is met by a decrease in investment activity of domestic companies, the need for technical and technological modernization of production and the entire market infrastructure, the need to introduce new management methods in management. Therefore, since the issue of foreign investment is important for the economic development of our country, the need to study and research the main types and forms of foreign investment is very relevant. The purpose of the qualification work is to study foreign investment in Ukraine, as well as trends and promising areas for improvement. In the process of research, depending on the goals and objectives, appropriate methods of research of economic processes were used, including systematization and generalization (with theoretical substantiation - the concept of investment process), comparative method (with dynamics of foreign investment), method of quantitative analysis, methods of induction and deduction. According to the results of the study, the following conclusions were drawn: At the state level, it is necessary to continue to take a set of measures to stimulate investment processes in the economy of Ukraine, and thus it will help to attract investment by Ukrainian enterprises in conditions of economic instability. Improving the legislative and organizational framework to increase the capacity of mechanisms to ensure a favorable investment climate and forming a basis for maintaining and increasing the competitiveness of the domestic economy is an urgent issue for further improvement of the investment climate in Ukraine A study of the main obstacles to foreign investment in Ukraine has shown that the country's judiciary ranks first, corruption second, and market monopolization and seizure of power by oligarchs third. In addition, investment returns in the years before and during the pandemic were compared. The obtained results can be used in the development process strategies of foreign economic development of Ukraine and evaluation of efficiency conducting policy in the field of currency regulation.

Empowering women is a critical issue in developing nations. Even though women are an integral part of any society, yet their involvement in decision making by the use of their active contribution in economic activities is shallow. Women empowerment and economic development are interlinked, where on the one hand, development alone can play a significant role in driving down inequality between women and men while on the other hand empowering women can benefit development. This paper explores the role of women in the workforce for the economic development of the country in different States.

The author of the article analyses the problem of the female emancipation in the little-known feuilleton “Amazonia: A Very Inept Story” (1924) by Mykola Chirsky. The author determines the genre affiliation of the work and examines its compositional structure. Three parts are distinguished in the architectonics of associative feuilleton: associative conception; deployment of a “small” topic; conclusion. The author of the article clarifies the role of intertextual elements and the method of constantly switching the tone from serious to comic to reveal the thematic direction of the work. Mykola Chirsky’s interest in the problem of female emancipation is corresponded to the general mood of the era. The subject of ridicule in provocative feuilleton is the woman’s radical metamorphoses, since repulsive manifestations of emancipation becomes commonplace. At the same time, the writer shows respect for the woman, appreciates her femininity, internal and external beauty, personality. He associates the positive in women with the functions of a faithful wife, a caring mother, and a skilled housewife. In feuilleton, the writer does not bypass the problem of the modern man role in a family, but analyses the value and moral and ethical guidelines of his character. The husband’s bad habits receive a caricatured interpretation in the strange behaviour of relatives. On the one hand, the writer does not perceive the extremes brought by female emancipation, and on the other, he mercilessly criticises the male “virtues” of contemporaries far from the standard. The artistic heritage of Mykola Chirsky remains little studied. The urgent task of modern literary studies is the introduction of Mykola Chirsky’s unknown works into the scientific circulation and their thorough scientific understanding.

The purpose of this paper is to re-examine the relationship between the degree of aggregate labour-intensity and the aggregate volume of saving in an economy where a Cobb-6ouglas production function in its traditional form can be assumed to give a good approximation to reality. The relationship in ques¬tion has an obviously important bearing on economic development policy in the area of choice of labour intensity. To the extent that and in the range where an increase in labour intensity would adversely affect the volume of savings, a con¬flict arises between two important social objectives, i.e., higher rate of capital formation on the one hand and greater employment and distributive equity on the other. If relative resource endowments in the economy are such that such a "competitive" range of labour-intensity falls within the nation's attainable range of choice, development planners will have to arrive at a compromise between these two social goals.

Статья посвящена рассмотрению проблем профилактики преступлений оперативными подразделениями исправительных учреждений (далее - ИУ). Автор, раскрывая роль оперативных отделов ИУ в общей профилактике правонарушений, указывает на ее двоякость, поскольку, с одной стороны, рассматриваемые подразделения обладают значительным преимуществом перед другими службами учреждения в выявлении негативных факторов (негласный метод получения оперативно значимой информации), с другой стороны - далеко не все условия, которые способствуют совершению преступлений в ИУ, можно устранить оперативным путем. Изучение специальной литературы позволило выявить в деятельности начальников ИУ определенные проблемы, связанные с оценкой состояния оперативной обстановки в ИУ, сложившейся ситуации; с отсутствием прогноза развития криминогенной ситуации в ИУ, а также с профессиональной некомпетентностью руководителей, неумением объективно оценивать результаты деятельности структурных подразделений. Автор особое внимание уделяет анализу статистических данных о совершенных и предотвращенных преступлениях лицами, находящимися в местах лишения свободы. The article is devoted to the consideration of problems of crime prevention by operational units of correctional institutions (hereinafter referred to as IA). The author, revealing the role of the operational departments of the IA in the general prevention of offences, points to its twofold. On the one hand, the units under consideration have significant advantages over other services of the institution in identifying negative factors (these are tacit methods of obtaining promptly meaningful information). On the other hand, not all conditions conducive to the commission of crimes in IA can be eliminated by operational means: For example, shortcomings in the activities of other departments and services (security department, duty shift, etc.). The study of special literature has made it possible to identify problems in the activities of heads of correctional institutions in the sphere of implementation of solutions in case of lack of objective and complete information on the state of the operational situation in IA, the current situation, the results of the activities of structural subdivisions; No forecast of the development of the crime situation in IE; Professional incompetence of managers, inability to objectively assess the results of activities of structural subdivisions. The author pays particular attention to the analysis of statistics on crimes committed and prevented by persons in detention.
